HİNDİSTAN’IN ORTA ASYA POLİTİKASI

This study examines how India shaped it’s Central Asia policy as a regional power after the Post-Cold War era. Change, which occurred in the international system in the Post-Cold War era, has affected all countries. India, which was a pioneer of non-aligned policy during Cold War era, tended to pursue more active policy in that period. India developed close relations with the USA and nuclear isolation on the country was removed by civil nuclear cooperation agreement signed between the USA and India. From the USA’s point of view, relations with the India have strategic importance because of its significant geographical position being at the doorstep of Central Asia shaping today’s politics. At the same time, New Delhi government wants to be an active force in its region and to develop strategic relations in many fields especially in economic with the Central Asian republics. This study also observed transformation seen foreign policy of India in the Post-Cold War era and issues such as India’s place in the power struggle in Central Asia.

The most common form is domestic violence against women and children. Violence against women is a common social problem in Turkey. Violence against women includes a variety of different acts, which abused them physically, sexually or emotionally. Today, increasing the presence of many social scientists feel the violence has been the subject of the investigation. This research is conducted on all men and women who reside in the center of Bingöl and their age is 18 and over. The research group is consisted of 524 people 265 of them are women (50.51%) and 259 of them are men (49.42%) residing in Bingöl city center. Two different scales are applied for the purpose of the research. The first of these scales is "Domestic Violence Scale (for women)" and the "Domestic Violence Scale (for men). Both scales are applied separately to men and women. The other one is "Violence Attitude Scale" which is used common for both women and men including 21 questions in the survey. This article contains the findings only "Violence Attitude Scale" obtained from women.

The first General Governor of Turkestan Konstantin Petrovich von Kaufman’s policy of disregard (ignorirovanie) of Islamic institutions holds an important place in the history of Turkestan. This paper is an overview of Kaufman’s policy of colonization and disregard of Islamic institutions while attempting to implement Turkestan as a part of Russian Empire and the people of Turkestan as citizens of the Empire. Kaufman developed different policies according to the geographical features of Turkestan, the life style of nomads, and the life style of settled society. In this paper, why Kaufman used different policies in Turkestan and whether he was successful in it or not will be analyzed.

Folk songs reflect the characteristics of the society which they belong. Turkish Folk Songs (Türkü) include numerous cultural features and historical development which spread over thousands years of Turkish society. There are some investigations on Turkish Folk Songs’ rhythmic and musical structures. But at the same time, Turkish Folk Songs’ lyrics are very important for cultural investigations. This descriptive research which based on literature review, has analyzed that 2000 Turkish Folk Songs which belong Turkey’s seven region. It has been determined that clothes and accessories which belong women and has been compared among seven geographic region.

Aim of this study is to analyze the foreign policy of Kazakhstan in the frame of Kazakhstan's energy resources. Tables depending on the statistical data published by Kazakhstan's Ministry of Energy and the direction of energy routes are remarked. The theoretical basis of the study relies on energy and win-win theories. Energy plans and strategies of Kazakhstan are included into the study. Articles in Kazakh and Russian published by Kazakhstan’s Ministry of Energy, energy studies and official web sites are made use of as study materials.

ÖZBEKSTAN’DA OTORTER REJM SYASET

All the ex-Soviet Central Asian states have super-presidential, authoritarian regimes with poor human rights records. Uzbekistan has also had an authoritarian regime with a superpresidential government almost since independence in 1991. Ever since then, Islam Karimov has been president, re-elected without meaningful opposition on three occasions and likely to rule indefinitely without a constitutional replacement. Competing personalities and parties have been eliminated, exiled, or prevented from exercising any public opposition. This article summarizes democratic and authoritarian tendencies occurred after Uzbekistan emerged as an independent state, Uzbek parliamentary elections and Karimov Period, and US-Uzbek Relations after 9/11 and Andijan Massacre and the prospects of the future.

BÜYÜK UYGUR DEVLETİ DÖNEMİNDE “ARP ÇALGISI”

Great Uighur State was one of the most prominent civilization of scientific and cultural features. Turkish music culture also demonstrated significant improvements in this state age. Numerous instruments emerged and old instruments developed in this state. The harp, which based on Hun State, also developed in Uighur State. However, there is little or no information about the harp’s Turkish origin in national and international literature.The research based on literature review, is provided Uighur Turk’s harps and it is determined that these harps’ features. Based on Uighur miniatures and documents, it is commented that how and where these instruments plays. In addition it has been argued that, Uighur didn’t adopt the harp from Chinese.

The tourism industry is one of the rapidly developing sectors in the world. Because it is a sector that contributes directly or indirectly to other sectors of the tourism industry to the economy of the country is one of the areas studied in detail the contribution is calculated. Kazakhstan declared its independence as of the date of the most valued within the sector, the tourism sector is also given importance. Tourism in Kazakhstan, especially after independence to occupy a place in the international tourism industry to develop rapidly and it is evident that are. Thus between the years of 1990-2014, the time series of gross domestic product (GDP) with variables and tourism revenues has been investigated by using the VAR model. The obtained empirical results, and economic growth in Kazakhstan tourism on the economic growth of tourism, it was determined that did not have an impact on. Consequently, the suggests that a reciprocal relationship exists between two variables, the result of the test integration.

The sacred places have the special and undeniable place in the history of Turkic peoples’ beliefs. The religious beliefs and faiths as a part of moral culture have been saved and preserved by people throughout the centuries until our time. One of the ancient cities of Azerbaijan, Shaki, is among those historical cities which are still linked to their religious roots and reflect their material and moral cultures nowadays. During ethnographic research in the city, religious affection drew our attention among its local characteristics, which differed it from many other cities of Azerbaijan. In general, during the Soviet times, not only there was no attention to researches of places for pilgrimages in Azerbaijan, called “hearths” and “pirs” (sacred places) among population, but also actions were taken to erase such values from history and the people’s memories. For this purpose, “Commission against religion” was set in 1924. The magazine named “Allahsiz” (Godless) was published and distributed to all regions and villages of Azerbaijan. Starting from 1920s and 1930s atheist ideology was widely propagated and numerous actions were taken to reduce the influence of Islam. People were, under compulsion, drifted apart from their ancient customs and traditions, hijabs and papakhs (male headdress) were forbidden, Koran and other religious books were burnt, mosques were converted into barns, warehouses and dance floors. Sayyids, mullahs, and other representatives of religion were persecuted, praying people were punished and those maintaining resistance were exiled. However, people were secretly following their faith and are currently free to practice all the values they had once preserved.

The Soviet sovereignty over the Caspian Basin finished with the end of the Cold War and Turkish states in the region have increased opportunities to build relations with other states. However, end of the Cold War has not meant that finished the competition in Eurasia. On the contrary, the competition with the addition of new actors has reached a different dimension. The cause of increased competition is the ever-increasing geopolitical importance of the region as well as rich oil and natural gas reserves of Turkish Republics. Turkish Republics in the Caspian Basin through their energy deposits, rational and realistic policies are required to operate and reliable routes to reach world markets. Because, to be fully independent and stronger of the region states, increase the level of welfare of the peoples in the short and medium term depends on it.

İRAN TÜRK SAFEVİ DEVLETİ’NİN KURULUŞU VE TÜRK TARİHİNE STRATEJİK ETKİSİ

Safevi devletinin kuruluşu, daha önceki İslam ordularının İran coğrafyasına girişi ve Moğol istilaları gibi tarihin önemli olaylarından kabul edilmektedir. İslam sonrası dönemde ilk defa olarak İran toprakları bir Türk hükümdar altında birliğini sağlamıştır. Bölgenin önemli uzmanlarına göre Safevi devleti ideal bir Türk Devletidir.177 Bunun ardından günümüzdeki modern manada olmasa da İranlılık kavramı tekrar bir kimlik olarak ortaya çıkmaya başlamıştır. Şah İsmail, Oniki İmam Şiiliğini devletin resmi mezhebi yaparak, Sünni Osmanlı ve Özbek devletlerine karşı kendi devletini ideolojik olarak ayakta tutacak ve onlara karşı bir mücadele edecek bir unsur sağlamış oluyordu. Toynbee, Tarih Üzerine Çalışma adlı eserinde bu ortaya çıkışı, Şiiliğin dirilişi ve İslam tarihinde bir sapma olarak değerlendirmektedir.178 Şüphesiz ki Anadolu ve İran’daki Türkmen unsuruna dayanan Safevi devletinin kuruluşunu incelerken Osmanlı devleti ile olan ilişkileri değerlendirmek bir nevi mecburiyettir. Safevi devletinin kuruluş felsefesi ve dış siyaseti gereği ilk hedefi Anadolu ve Osmanlı Türk hakimiyetidir. Bu bağlamda kuruluş esnasında temel sorunlar Osmanlı Türk Devleti ile yaşanmıştır. Bu çalışmada ise Safevi devletinin kuruluşunun Türk ve Bölge jeopolitiği üzerine etkisi ortaya konmaya çalışılacaktır.

BULGARİSTAN’DA TÜRKOLOJİNİN GELİŞMESİNE HİZMETİ GEÇEN TÜRK DÜNYASI AYDINLARI

Turkology studies in Bulgaria in scientific context have started in the first years of the last century. In 1906 beginning with the establishment of a course of Turkish language at History-Philology Faculty of The Sofia University certain steps have been made towards scientific research. With time, the published works of turkologists from countries like Russia, Poland and Hungary have contributed to the field. After The World War II a Soviet model was buildt in Bulgaria leading to substantial changes in all fields. In the context of Y. V. Stalin’s National Question Theory certain rights were given to national minorities. Having the largest population after Bulgarians, Turkish minority was provided with opportunities for development in educational, science and cultural fields. In 1952 with the establishment of Turkish Philology at Philology Faculty of The Sofia University (afterwards renamed to Turkology) as an independent department, Turkology studies were placed on a scientific basis. Leaded by Azerbajdzanian turkologists, reputed intellectuals from Turkic World have contributed essentially to the raising of specialist among the Turks in the field of Turkology. Courses were given in The Turkology Department, young students were educated in Baku, exchange visits were made between students of Department of Kazakh Language and Literature of Alma-Ata University and Sofia University Turkology Department, research personnel were trained in Baku and Alma-Ata. However, all relationships with the Turkic Republics of the former Soviet Union ended after the assimilatory ethnic oppression on Bulgarian Turks.

This research’s aim is to analyze the National Education Councils in subject and with findings providing some proposes. The research is done with document analyzing and all the related councils, laws and legislations are analyzed deeply. According to this research all the councils from 1921 till today are analyzed to comprise a good perspective to reform the education system. In all the councils there were a lot of themes were discussed and concluded with different results. There are not only difficulties but also some similarities between the first National Education Council and the last National Education Council. But most of the decisions which were taken in councils were not applied in to the education system. The hope to directing the education system and to determine the vision from the councils did not work smoothly. According to these results it has suggested to remake the laws and legislations in councils decisions.
