ZALESIANIE GRUNTÓW ROLNYCH I NIEUŻYTKÓW W GMINIE SZADEK W LATACH 1995–2015

The increase in forest cover and the reduction in agricultural land area has become a common feature of the contemporary landscape in Poland. This article presents an overview of the trends of farmland afforestation in the Commune of Szadek in the last two decades. The economic factors that shaped the process of farmland to woodland transformation are presented. The results show that the forest land area has increased in the last 20 years. In general, around 300 ha of arable land and wasteland were afforested in the years 1995–2015, of which 172 ha belonged to owners from the private sector. However, in the last decade there were only 27 ha of private lands converted to woodlands. Since Poland’s accession to the EU in 2004, the afforestation of arable lands has been financially supported by the European Agricultural Fund for Rural Development (EAFRD) within the Rural Development Programme (RDP) in accordance with the principles of the European Common Agricultural Policy (CAP). The financial support of afforestation programme in the Commune of Szadek amounts over 800 thousands zloty per 23,75 ha of woodlands (data of Agency for Restructuring and Modernisation of Agriculture). The scale and rate of farmland afforestation depended on the available financial measures and sufficiently clear rules for afforestation programmes within RDP. However, the negative economic experiences arising from the instability of the contemporary Polish and European economies and rules, curbs the process of economically (afforestation of land unsuitable for agricultural use) and/or ecologically (forest restoration within a deforested landscape) justified afforestation of poor agricultural lands and wastelands.

The prices of products on agricultural markets are shaped by various micro and macro economic factors. The presented research was focused on one aspect of this problem, i.e. on the impact of the prices of futures contracts for wheat and pork on the prices ofthese products in Poland. The research was carried out for the years 2000–2016. Cash price indices in Poland and futures prices in the United States were analyzed. The analysis used the correlation coefficient, the Granger causality test and regression modeling. The research has shown the strength linkage of the price relation on the Polish wheat market with the US market and the weak linkage of prices on the pigs market. The Polish market appears asa price recipient relative to the US market.

The workforce represents the basic input of the overall progress in the agricultural production. The general trend of reducing the share of farm workers in the total population reflects the disappearance of the traditional character of agriculture and its transformation into a developed market-oriented activity. The de-agrarianisation and urbanisation processes unstoppably shape the production structure of economy so as to reduce the meaning of agriculture within economy. Nevertheless, the strategic importance of the agricultural production (primarily its nutritional function) has revived the discussions on the need for economic policy carriers to strive harder to grant this activity a more suitable position within the global aspect of development. The analysis of the importance of the agricultural production in the Bjelovar-Bilogora County has indicated to an important fact. Most indicators of the development of agriculture in the county prove that its importance exceeds the Croatian average. The portion of the county farming workforce averages out more than in other parts of the country. The employment- and workforce-related features of the farming activity in the county indicate to a rather pronounced problem of a low level of education and the unfavourable aging structure of farmers. In addition to disunited farms, it becomes obvious that in the county, the basic prerequisites for the development of efficient agricultural production have not been met. It is hence necessary to make additional efforts at the local level to increase the production and employment in agriculture. Even more so if a solid economic basis of the economic basis for the development of ecological agricultural production is taken into account.

Zarządzanie łańcuchami dostaw w przedsiębiorstwach przetwórstwa rolno-spożywczego

The paper presents some technical and organizational solutions in supply chain in Polish agribusiness enterprises. Material and methods The survey was conducted on the agri-food companies. The amount of the sent questionnaires reached 10 thousand; 507 companies have responded to the survey (5.07%). The level of logistics organizations in selected areas were evaluated depending on the branch of agribusiness firms. The companies were classified as processing meat, milk, fruit and vegetables, cereals. Results The most advanced solutions in logistics have large and medium-sized agribusiness enterprises, which include mostly to the existence of separate departments of logistics, the most use of transport services and the most commonly used integrated IT solutions. Conclusions The analysis shows that the scope and level of applied logistics solutions in agribusiness enterprises is very diverse. The proper organization of the logistics processes in Polish agribusiness companies, suitable for the particular sector, may undoubtedly improve the competitiveness among the companies by optimization of costs, as well as offering a higher level of customer service.

The factors of functioning and the instruments for managing the urban space have been the object of interest of researchers in various areas: management, spatial economy, urban planning, environmental protection, sociology, political studies etc. In spite of the current scientific discourse, there is a justified need for on going knowledge updates on account of dynamic and constant changes occurring in the structure of urban space. The aim of the article is to determine the specific problems and issues related to the management of urban space and realisation that uncontrolled urbanisation processes pose grave social, economic and ecological threats. The author’s intention is to draw attention to the specific nature of organisation of space in metropolises and in small towns, showing the potential, but also the threats to the representatives of local governments and users of urban space. The triangulation method was applied, which guarantees the highest quality of study, limits errors and enables references to several specific methods of classic studies (comparative studies, analysis of content and observation). The analysis of selected planning and design documents, combined with their comparison and confrontation with a potential source base and scientific require ments will allow for formulation of conclusions about the efficiency of activities initiated in the urban space. The impact of studies of this type on opinion-forming milieus in specific local communities is also important. The constructed city development models and strategies are not sufficiently effective to cope with the problems of cities in the 21st century, whereas modern city exploitation instruments are inefficient with respect to the servicingof cities inhabited by millions of people.

Na przykładzie rejonu jaworowskiego obwodu lwowskiego rozpatrywane są cechy planowania rozwoju społeczno-gospodarczego obszarów wiejskich położonych w pobliżu granicy. Zidentyfikowano cechy pozytywne, które tworzą przewagi konkurencyjne obszarów wiejskich w rejonie, wśród nich dogodne położenie geograficzne, odpowiednio rozwinięta infrastruktura transportowa, unikatowe cechy naturalne, podkreśla się także główne wady hamujące rozwój, w szczególności dotyczy to konserwatyzmu w podejściu do percepcji istoty obszarów wiejskich w jej nowoczesnym sensie przyjętym w krajach Unii Europejskiej. Pokazano, w jaki sposób planowanie rozwoju w trakcie funkcjonowania sowieckiego systemu dowodzenia i administracji wpłynęło na stan wiejskich obszarów Jaworowa, szczególnie na aspekt ekologiczny. W trakcie rozważań nad rozwojem terytoriów proponuje się stosowanie pojęcia "innowacyjnego zrównoważonego rozwoju" (IZR), zidentyfikowano też jego główne elementy. Pod-kreślono konieczność korelacji wszystkich planów rozwoju lokalnego z już istniejącymi regionalnymi oraz krajowymi planami i programami. Wskazano na potrzebę wprowadzenia praktyki "Transition network" na obszarach wiejskich powiatu jaworowskiego i na obszarach wiejskich całego kraju. Zdecydowano, że dalsze badania w tym kierunku powinny koncentrować się na planowaniu rozwoju społeczno-gospodarczego odrębnych wspólnot terytorialnych. (abstrakt oryginalny)On the example of the Yavoriv district of the Lviv region, features of planning of social and economic development of the rural territory located near the border are considered. The positive features that form the competitive advantages of the rural areas of the region are highlighted, among them a convenient geographical location, a sufficiently developed transport infrastructure, unique natural features, as well as there are highlighted the main shortcomings that hinder development, in particular, it concerns conservatism in approaches to perceiving the es-sence of the rural area in its modern sense adopted in the countries of the European Union. It is shown how the development planning during the period of functioning of the Soviet command and administrative system affected the state of the rural territories of the Yavoriv district, especially on the ecological aspect. In the process of reviewing the development of the territories, it is proposed to use the term "innovative sustainable development" (ISD), its main components were identified. The necessity of correlation of all local development plans with already existing regional and national plans and programmes was emphasized. The need to introduce "Transition network" practice in rural areas of the Yavoriv district and in rural areas of the whole country was indicated. It is determined that further research in this direction should be focused on planning of socio-economic development of separate territorial communities. An aim of the elaboration, which is of the case study nature, is to show the scope of social responsibility implemented at an enterprise, in relation to the employees, the local community, and the natural environment as well as to present the effects being a consequence of the application of corporate social responsibility, CSR. Obtainment of empirical data was possible owing to the application of the method of face-to-face interview. As a research tool there was used a survey questionnaire. Interpretation of the research findings was made using the inferential and deductive method. The carried out surveys show that the company demonstrated a very rational management as related to the employees, the municipality community, inhabitants of the province as well as to the natural environment. The achieved effects include cost reduction, revenue increase, net profit increase, employees’ loyalty, good relationships with market partners and entities from the milieu, the recognisable brand both of products and the firm and, additionally, impact on development of ecoconsumption. The analysed entity is an example to be imitated for other enterprises, especially from the agri-food industry. The article is case study.

The paper aims to show how the Common Agricultural Policy implements the principle of animal welfare. It has been expressed in article 13 of the Treaty on the Functioning of the European Union, in the part of the Treaty devoted to general rules, which means that it occupies a special position in the hierarchy of values of the European legislator. This rule has a significant impact on the formulation and implementation of policies of the European Union, including the Common Agricultural Policy. The concept of animal welfare is not defined in any legal act, which can be problematic from the point of view of the enactment of this rule. It is fulfilled primarily through the establishment of standards of animals treatment, on the basis of European directives and regulations. This legal norms are often criticized, because they are inadequate from the point of view of the animal welfare. A great importanceof control, analysis and reporting in financial management derived froma need for detailed financial information for board and shareholders as well as forUkrainian tax authorities and other governmental bodies. Efficient working capital management was a necessary condition for continuity of operations in highly volatile Ukrainian market. The most preferable capital budgeting technique wasprofitability index, while net present value and internal rate of return were lesspopular. Ukrainian managers were strongly supporting the pecking-order theoryof capital structure.

This article is written to verify the hypothesis which states that the share of land used by farms within the surface of cities and their scope of production usage are determined by the mechanism of land rents. It can be noted that in big cities (above 500 thousands of inhabitants) and in cities with a concentration of companies from non-agricultural sector, the share of agricultural lands is above 8.5 and 5.1 percentage points lower than in the researched city population. It should also be mentioned that in these units above 35% of agricultural lands are not used agriculturally, whereas in Polish cities, on average, this proportion amounts up to about 28%. Upmost importance to the use of lands in cities is also attached to speculative actions and public intervention, which are prevalent in big cities and cities with a large number of companies from non-agricultural sectors.

The aim of the study is to determine the change in the profitability of milk production in Poland until 2020 year in regional breakdown. To prepare the projections classical models of development trend have been used. Due to the volatility of milk prices over time (+/-8.7%) different variants of the projection were developed. The results show that in 2020 compared to 2015 the growth of revenues will be stronger than the growth of costs and as a result the profitability of milk production will be higher (from 11.2 to 17.2 percentage points). However, estimation also shows that profitability of milk production in 2020 will be lower than in 2014 (from 1.6 to 6.8 pp). Only in the favorable projection variant (increase of milk price by 8.7%), profitability will be higher than in 2014.

In the analysis of the level of regional development the potential models are used, where the correlation analysis is conducted, and it allows to examine the relationship between the potential and the other socio-economic phenomena. The potential it is the intensity of the interaction between the regions not only as a variable dependent on the size of the regions, but also on their location. The preferred location of the country in the regional system of interactions can affect the growth of its small capacity. In this paper the model of income potential and the model of population potential. In 1970 Dutton introduced to the research the potential quotient, it assumed that the income potential is proportional to the nominal demand and the potential of the population is an indicator of real demand and determines the ratio of these potentials as far as possible to meet the demand. The quotient takes into account potential impact of interregional relations on the level of the studied phenomenon. It is a measure of the system and a variable with a continuous spatial distribution. The spatial distribution of the quotient of the recognized potential as a measure of the level of development, is the basis of distinctions in the regional structure of the core regions and remote areas. The aim of this study is to examine the regional diversity of agriculture in the European Union and to extract the core and outlying regions on the basis of the potential model. The research was conducted at the level of EU member states. It was assumed that within each country there is no significant differences in the level of agricultural development and analysis at the level of the downstream units will not be considered by this study.

In terms of logistics farming is an intentionally structured system of interrelated logistic processes, whose task is to produce agricultural products using land, labour, capital, management decisions (farmer) and the forces of nature. Nowadays logistics based on a number of basic principles, among which may be mentioned desirability, efficiency, complexity, flexibility, partnership, interdependence and reality. The objective of logistics is to provide optimum conditions for business activity in such a way as to achieve maximum economic impact, with a minimum investment for the production. Agricultural transport logistics management is responsible for organizing transportation operations by combining multiple functions forwarding and transport and aims to improve the movement of resources both in terms of supply and production and distribution. Broadly defined logistics operations are primarily associated with external transport, while they also relate to transport, which is implemented within the farm.

Global sea levels are rising and this change is expected to accelerate in the coming century due to anthropogenic global warming. Any rise in sea level promotes land loss, increased flooding and salinisation. The impacts of and possible responses to sea-level rise vary at the local and regional scale due to variation in local and regional factors. The coastline of Vietnam is more than 3,260 km and stretches across from north to south. Here occur a series of interactive processes between the land and the sea, between the dynamic force of rivers and the sea, between the natural and human processes, etc. Recently, sea level rise due to climate change is serious global threat. Therefore, a study to assess the impact of sea level rise on agricultural land fills a critical need. In this paper, we focus on the application of GIS technology to analyze and predict the impact of sea level rise on agricultural land use of this coastal district. The results will help managers and policy makers to make the right decisions in agricultural land use and adaptation strategies for climate change.

This article presents theoretical concepts and mechanisms of market failure and the response of the active state policy in the area of provision of public goods, on the example of instruments of the Common Agricultural Policy (CAP). Financing of CAP from the EU funds should be supported by expectations of the European society and the awareness of the importance of such activities. Therefore, the author made references to Eurobarometer surveys, on the basis of which she was able to show the opinion of EU citizens about the examined CAP instruments. In the article, the author argues that the provision of public goods in agriculture is only possible through the support of activities of farmers by public institutions, which can effectively support them in this regard, using available financial instruments. For many years, the financial support within the framework of the CAP has resulted in the provision of goods, both environmental and economic, as well as socio - cultural.
