The Policy Forum aims to identify those factors that will improve the economic and legal environment for the growth of the small and medium sized enterprise("SME") sector in Bulgaria. The forum has brought together some of the country's most influential individuals, representing various institutional and independent bodies, to discuss the constraints that are hindering the development of the SME sector and to propose and review various recommendations to overcome these obstacles.

After Bulgaria joins the EU in 2007 the country will receive access to the Structural Funds (SF) and the Cohesion Fund of the European Union (EU), which are the main instruments for reducing the economic and social disparities within the Union. The effective management of these proceeds entails good knowledge of the EU Funds’ requirements and thorough preparation at national, regional and local levels both by the public and private sectors, including the small and medium-sized enterprises (SMEs). In 2000 in Lisbon, the European Commission and the EU Member States agreed upon the ambitious goal that by 2010 the European Union would have to become the most dynamic knowledge-based economy in the world . The instruments and mechanisms to achieve this goal have been outlined in the Lisbon Strategy of the EU. In 2005, an interim review on the progress of the Lisbon Strategy was done, based on which it was concluded that the Union was falling behind in some of its basic parameters, and that the gap between the EU and the leading innovative world economies of the United States and Japan was broadening.

The present report has the objective to provide an overview of the general framework and particular dimensions of the corporate governance in Bulgaria. It is published for the first time and the authors intend to continue its publication on an annual basis. In its present form, the study contains information thus far unavailable to the professional community and the media. The evaluations and analyses herein are the first attempt to outline the achievements and the problems in the field of corporate governance in Bulgaria in the years of transition. The authors of the report thus aim to encourage a wider discussion on the subject and that, as a result, practical improvement action will be undertaken. At the end of the past year the Corporate Governance Initiative conducted a pilot study for assessment of the corporate governance in Bulgaria. It is a part of the activities under phase II of the project aiming at the elaboration of recommendations for practical measures for improvement of the corporate governance, including diagnostics and analysis of the existing corporate structures. The survey was conducted by Vitosha Research and covered all listed companies with authorized capital over BGN 200,000. The sample comprised 268 companies, while the number of the surveys was 158. The research method applied is a standard interview with representatives of the companies' managing bodies and senior management. Based on the survey results, the first index of corporate governance in Bulgaria was calculated. The index has values between 1 and 5, the lowest value of 1 indicating unfavorable legal and institutional frame and internal organizational factors of the corporate governance, and the highest value of 5 - ideal conditions and good practice of corporate governance. The report has been prepared mainly on the basis of the results of the pilot study, compared and partially supplemented by conclusions and assessments of other studies, publications in the press and international sources. The conference, held on 2 October 2015, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, value chain and socio-economic environment, international business and relations, financial markets and banking.The contributors to this edition of the annual conference book reviewed the European integration and development though the perspectives of the fiscal and political measures to tackle the consequences of the financial crisis in both the Euro area and the other EU member states, implications on the banking sector, foreign direct investment, risk mitigation. The financial crisis and the results in the aftermath of it (capital liquidity imbalances, fiscal instability, banking volatility, quantitative easings and Euro area performance indicators, to name a few) are dominating among the majority of authors’ research. The contributors review issues related to the corporate management, corporate governance, sustainable education, organizational design, digital marketing, ethical PR and media, talent development in large organizations. Another group of researchers offer in-depth reviews of the current EU institutional framework, emerging questions related to the energy security and the EU energy policy as well as the environment on a global level, healthcare and business innovations. ‘The Membership of Bulgaria in the EU: Eight Years Later’ is an annually organized academic event with the vision to foster open dialogue, offer contemporary research and exchange of ideas between fellow academics, policy makers, businesses, stakeholders and the public.

The authors in this edition of the book thoroughly reviewed the economy of the Euro area and the EU as it progresses after the latest recession. A Group of authors focuses attention on the banking sector, monetary aspects and inflation, the development in the Economic and monetary union within EU, the Single Supervisory Mechanism and the overall competitiveness and recovery of the European markets. Cross-border partnership with EU neighbours and related instruments, cohesion among the EU member states, experience with the European funds and corresponding public procurement process are another thematic cluster discussed in the book. The conference, held on 3 October 2010, traditionally provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics.The conference was opened with a keynote speech by Meglena Kuneva who used to serve in the European Commission and is a prominent figure in the Bulgarian political life associated with the European integration process and accession to the European Union. She highlighted that the Bulgarian membership in the European Union is a rare example of widely shared national consensus in the past 22 years. Meglena Kuneva presented arguments in favour of this membership while noting challenges that remain unsolved years after our accession – we shall understand better the signs given by Brussels as well as put an emphasis on the human factors. Kuneva shared the view that commitment and high ethical and professional standards are required when appointments are made for the EU funds governance on a national level. We shall be more active towards EU in our contribution, she concluded. The participants in the conference presented research about the multiple effects on the Bulgarian economy as a result of the EU membership and access to the Single market. Authors discussed the international competitiveness of the Bulgarian export industry, they dedicated analysis on the Bulgarian trade with the other EU member states as well as industrial concentrations among the countries sharing single market. The liberalization of the telecommunications market in Bulgaria, reforms in the regulations of the pension funds and public procurement is among the topics presented. Another group of academics discussed current trends in the global economy, regional and global challenges to the EU. Those processes would have implications on the entire EU bloc. This could be related to the role of the Euro as an international currency as well as the development of the economic and monetary union (EMU) within EU. Contributors review topics related to the real and nominal convergence of Bulgaria and other countries in the EMU and the Bulgarian contribution and participation in key EU policies. Some authors present research on the challenges and achievements regarding the absorption of the EU funds in Bulgaria and implementation of the operating programs. Toward the „new normal” after Covid-19 – a post-transition economy perspective contains a collection of 21 papers addressing the societal, political, economic, and managerial challenges of the post-pandemic world. The book is divided into three parts. Part one touches on the supranational and national level aspects of the Covid-19 pandemic. Part two focuses on business sectors and industries, whereas part three provides the perspective of companies.Authors – researchers from the PUEB’s Institute of International Business and Economics – share their research results, voice concerns, and offer recommendations on creating today’s world more immune to shocks and ready for unknowns. Zmiany w systemie podatkowo-składkowym zaimplementowane w ramach programu społeczno-gospodarczego Polski Ład mają istotne znaczenie w ujęciu mikro- i makroekonomicznym oraz w perspektywie krótko- i długookresowej. Wpływają zarówno na wysokość i podział dochodów podatników, jak i na finanse oraz samodzielność finansową podmiotów sektora finansów publicznych. Czy przyczynią się do uratowania środowiska naturalnego i odwrócenia tak niebezpiecznych zmian klimatycznych? Czy doprowadzą do tego, że obecnie głodujące 10% i strukturalnie niedożywione 25% naszej populacji będzie miało godne warunki życia, pracy i rozwoju? Czy liczne programy w ramach polityki na rzecz zrównoważonego rozwoju są skuteczne i sprawiedliwe? Do jakiego stopnia można powierzyć rynkowi rozwiązywanie problemów społecznych i środowiskowych? Jaką rolę odgrywają w procesie transformacji gospodarki w kierunku zrównoważonej gospodarki rynkowej oddolne inicjatywy rynkowe i społeczno-gospodarcze? Na te pytania szukają odpowiedzi autorzy niniejszej monografii. Wszystkie prowadzą do ważnej konkluzji, że za „naprawianie świata” odpowiedzialne są nie tylko rządy poszczególnych państw, lecz także przedsiębiorstwa oraz społeczeństwo, że konieczna jest intensywna współpraca między nimi, a wszelkie zmiany zaczynają się od naszych drobnych indywidualnych decyzji, i to od nich zależy, jaki świat zostawimy przyszłym pokoleniom.
