СЦЕНАРИИ ПРИ ИЗПИТВАНЕ НА ФИНАНСОВИ СИСТЕМИ

The scientific material commented on the different perspectives for choosing scenarios for stress testing of financial systems. Emphasis is placed on the experience and proposals of the US Federal Reserve, the European Central Bank, the National Banks of England and Kazakhstan. Stress testing involves running simulations to identify hidden vulnerabilities. The literature about business strategy and corporate governance identifies several approaches to these exercises. Among the most popular are stylized scenarios, hypotheticals and historical scenarios. In a historical scenario, the business - or asset class, portfolio, or individual investment - is run through a simulation based on a previous crisis. Examples of historical crises include the stock market crash of October 1987, the Asian crisis of 1997 and the tech bubble that burst in 1999-2000. A hypothetical stress test is generally more specific, often focusing on how a particular company might weather a particular crisis. For example, a firm in California might stress-test against a hypothetical earthquake or an oil company might do so against the outbreak of a war in the Middle East. Stylized scenarios are a little more scientific in the sense that only one or a few test variables are adjusted at once. For example, the stress test might involve the Dow Jones index losing 10% of its value in a week. The Federal Reserve Board conducts supervisory stress tests to help ensure that large bank holding companies operating in the United States will be able to lend to households and businesses even in a severe recession. The tests are known as the Dodd-Frank Act stress test (DFAST) and the Comprehensive Capital Analysis and Review (CCAR). The European Banking Authority (EBA) published the results of the 2018 EU-wide stress test, which involved 48 banks from 15 EU and EEA countries, covering broadly 70% of total EU banking sector assets. The adverse scenario has an impact of -395 bps on banks' CET1 fully loaded capital ratio (-410 bps on a transitional basis), leading to a 10.1% CET1 capital ratio at the end of 2020 (10.3% on a transitional basis). In the 2018 stress-test scenario, UK GDP falls by 4.7%, the UK unemployment rate rises to 9.5%, UK residential property prices fall by 33% and UK commercial real estate prices fall by 40%. The cenario also includes a sudden loss of overseas investor appetite for UK assets, a 27% fall in the sterling exchange rate index and Bank Rate rising to 4%. Major UK banks have continued to trengthen their capital positions. They started the 2018 stress test with an aggregate common equity Tier 1 (CET1) capital ratio nearly three and a half times higher than before the global financial crisis. The global financial crisis exposed serious bank vulnerabilities in Kazakhstan. In the run up to the crisis, the economy grew at a high rate but the non-tradable sectorparticularly construction expanded at an unsustainable pace on the back of a surge in bank credit and an appreciating real exchange rate. Credit was financed largely through external wholesale funding and a sizeable increase in bank leverage. As the crisis erupted, external funding dried up orcing banks to deleverage aggressively. This led to a marked deceleration in non-oil economic activity and a rapid deterioration in banks’ assets. These effects were ompounded by the impact of the 2009 devaluation on credit risk and banks’ external indebtedness.

Annotation: it is conducted a scenario analysis of strategic development priorities resort cluster as an example of the Zakarpattia Oblast of Ukraine, is allocated and revealed in detail by the system of indicators two qualitatively different scenarios for the sustainable development of the business environment of the spa cluster in the long term - inertia and innovation development. The result of the innovation scenario realization is predicted in three periods: the adaptation period to the new conditions of cluster organizations (length - two years), period of accelerated growth and modernization (duration - two years) and the formation period of the cluster environment with new quality (implementation period - at least four years).

One of the main directions of the analysis of business combinations, are the motives behind them - the reasons that incite the participants in a transaction to implement integration processes. To a great extent, the motives for doing business combinations are behind the premium paid for many of the acquisitions that lead to the emergence of the accounting category "goodwill". The purpose of this article is to clarify the main groups of motives that underlie acquisitions and the relationship of these motives to the accounting treatment of business combinations. We suggest that not always the motives initially underpinned by the business combination can be metrified after the transaction and this makes them practically very difficult to assess. That is important in the implementation of accounting impairment of goodwill recognized as a result of business combinations.

The research examines the main procedures in the tax control process: registration, declaration, establishment, collection, provision and appeal. The provisions of the substantive and procedural tax-insurance normative acts have been examined. The theoretical formulations and practical problems of the tax officers (revenue authorities and public executors) and the taxable natural and legal persons have been investigated. Two main accents - both theoretical and practical - are laid. The first is concerned with questions about the nature and specificity of tax control procedures. Variants are offered for their development and improvement, according to the specific conditions of application. The second is aimed at the practical applicability of the main tax procedures and identifying the possible difficulties in their implementation by the participants in the tax control process. On the basis of a survey carried out, analyzes are carried out and conclusions are drawn on improving the procedural tax control. The study is aimed at identifying problems in the content and implementation of tax procedures. This allows for the identification of impact measures that will lead to greater clarity, directness, speed, accuracy, professional adequacy and competence in the participation of the active and passive tax subjects. Qualitative communication between tax officers (revenue authorities and public executors) and taxable individuals and legal entities can lead to saving time, material and financial resources.

The development of tourism is related to the need to manage tourist destinations. Tourist business faces issues related to establishing tourists' preferences and identifying their motives. The solutions are related to the consumer behaviour and preferences of the tourists, the resources of the region, the attractiveness of the area, the offered complex product and the organisational precision. The objective of the research is to study empirically the state of tourist destination Bulgaria. Then, based on the results of this research, the authors focus on outlining the existing problems and the complex of strategic management decisions related to the possible prospects for sustainable development of Bulgaria and its establishment as a year-round tourist destination with many natural and anthropogenic features suitable for the development of different types of tourism. The tasks assigned by the authors include: highlighting the features of the tourist destination and its management; revealing the impact of tourism policy on the development of the tourist destination; assessing the state of tourist destination Bulgaria through the prism of tourists and experts from district/municipal administrations and local tourism organisations; formulating proposals to solve the problems concerning the destination through adequate management. A survey questionnaire was administered to collect data from the tourists in the administrative districts of Dobrich, Bourgas, V. Tarnovo, Gabrovo, Plovdiv and Pazardzhik. Representatives of the regional and municipal administrations and associations working on the problems of tourism on the territory of the Republic of Bulgaria were also interviewed.

Latest developments in the IT service imply a process of transition from traditional models of managing technologies and resources to a model of managing services. The project deals with issues related to transforming the management of Information services departments into a service management model. A research project for the state of the art of IT service management (ITSM) has been presented. Having identified major issues in terms of implementation and development of ITSM, we have analyzed the findings of our research and proposed solutions to existing problems. Hence, the main thesis of the research is that it is possible to identify a single approach to the improvement of the information service which will be based on the transformation of management of IT services into a service management model (ITSM – IT service management). The object of our research is the IT service within organizations, the focus of attention being on entities which have their own IT service departments. The subject of our research is contemporary approaches for improving the management of information services within organizations. The major objective of the research paper is to analyse the findings of our research of employing ITSM in Bulgarian organizations; review existing best practices and identify the potential of employing that model. As a result of an empirical study and analysis of its results, the main conclusions of the present study are as follows:  modern IT requires a transformation of the way of management and functioning of the information services;  the IT service delivery and management model will lead to cost reductions and increased efficiency and efficiency of not only IT service provision but also of the whole organization;  ITSM is a well-known, recognizable approach for improving IS governance in our country, whose implementation, use and development process has already started and expanded.

The concepts of Corporate Social Responsibility (CSR) and Sustainable Development (SD) arise as separate and independent concepts. Today, their content, orientation and used tools are identical, both focusing on economic, environmental and social aspects in the business not only of business organizations but also of the public sector. The paper follows the evolution of CSR and SD ideas, the historical prerequisites for their emergence and differences in their initial interpretations are outlined. Then, their gradual convergence is presented as direction and content, making a comparative analysis of the most popular contemporary CSR and SD initiatives. It is supported by the thesis that today CSR is an essential element of the overall efforts to achieve sustainable development.

The work discusses some major concepts and theoretical formulations of culture in commerce under conditions of market economy. It is structured in two logically bound parts, where, after a theoretical generalization of the concept, characteristics and system of indicators for measuring culture in commerce, there are presented some topical issues of the state and trends of culture in commerce during the years of transition and under the contemporary market conditions for the national economy. Based on specific data there are made some generalizations on the attained level of culture in commerce in Bulgaria. The conducted study shows the dimensions of the transformations that have occurred on the consumer goods market and the effects on the level of culture in commerce. There are suggested areas for improving the culture of commerce, connected with the normative standardization, the requirements on territorial development and the organization of the commercial environment.

Corporate governance is an established fact in Bulgarian public companies. Various measures and efforts are used by the regulator and the business community to promote the implementation of modern principles of corporate governance. The objective of this paper is to brief on the results of а survey, that examined one of this measures - the program for the implementation of the internationally accepted standards/principles of corporate governance. The results of the survey are discussed from the perspective of the efficiency of this measure, legally imposed by Law on Public Offering of Securities, and from the perspective of the principal-agent relations. New issues for future exploration are drawn up as well.

The article deals with the features of the e-commerce development in the modern world economy. The article analyzes the interpretation of the term "e-commerce" by various domestic and foreign scientists. The study specified three levels of e-commerce. The article also identifies five major e-commerce features - advertising, product demonstration, transactions, after-sales service, long-term customer relationships. The article demonstrates the main effects of e-commerce on the economy, such as: growing competition, globalization of business spheres, personalization of interaction, reduction of distribution channels, cost savings. The analysis of B2C e-commerce sales volume in the regions of the world during 2012–2017 identified a significant level of the direction development in the Asia-Pacific region.
