Theoretical and methodological approaches to determining the value of company in new conditions are generalized. Condition andproblems of the Ukrainian companies from the point of view of expediency of value management implementation are analyzed. Aimof the article is to describe author’s generalizations of theoretical and methodological aspects of managing company value.The following conclusions and generalizations are provided on the basis of research.Result of value management shall be determined first of all by the degree of achieving the declared purposes and performing thetasks before the value management system. Criteria of achieving purposes and performing tasks may be economical and non–economical what proves interdisciplinary character of the problem. With the exception of increase of absolute indicators, changes inthe structure of company capital shall be taken into account. In post–industrial economy one of such criteria is the priority ofincreasing value of intellectual capital. It is important to implement evaluation taking into account interests of different groups ofshareholders, management and staff. Further definite methodologies of evaluating effectiveness of value management shall beproposed taking into account definite peculiarities of company functioning.In the new conditions guarantee of effective corporate management is increase on value indicators of the company. Value of thecompany is its piece, determined on the basis of value of material and non–material assets, as well as expectations concerning theability to bring economic effects in future. One of the most widely spread concepts oriented at the maximization of market value ofcompany is the so called concept of economic added value (EVA), which resulted from the evolutional development of paradigm fordetermining integrated evaluative indicators of business effectiveness. The strategy for maximizing the company value shall bedirected at the grounded increase based on positive dynamics of definite market and internal factors.

The main obstacles standing before the transformation of given organization into the self-educational organization are substantiated. A lot of questions dedicated to the ideas of self-educational organizations are studied. These questions include the following attitude to knowledge as a valuable resources. Results of the study allowed to determine the main to solutions of problems acquainted possibility of the realization to the ideas of self-educational organizations. The authoress finds it necessary to take a question about the main role management knowledge in frame of educational organization.

In the 21st century, tourism became one of priority development fields of economic and cultural spheres of life of the most countries worldwide. The most diverse places and regions which specialists name destinations become the object of their interest. Keeping, advancement and management of the tourist destination are, surely, the main tasks, when business touches the attractiveness issue of any region. The purpose of the article covers the research of theoretical and practical aspects and determination of ways of its effectivizaton.The tourist destination concept backgrounds, and also the parameters of estimation of its competitiveness, are revealed in the article. Different aspects of the tourist destination competitiveness management, namely: geographically-territorial, marketing, food, resource, economic and social have been considered and generalized. The position of Ukraine in the world rating of trips and tourism on the basis of competitiveness index due to the version of the World economic forum experts has been analyzed. The author offers the ways of effectivizaton of the tourist destination competitiveness management.The ultimate goal of the destination competitiveness increasing and the indicator of management efficiency is socio-economic development of the entire territory, which prognosticates the state of different activity aspects, in particular: normative-legal, organizational, financial, social and communicative.

The purpose of the article is a search of going near development of complex model of evaluation activity on the basis of modern methods of taksonomy, expert and unclear qualimetry, that lean against forming of formal language of theory of unclear plurals and expert estimations. The problem of management the resource providing of small enterprises with technological innovations obtains presently all greater actuality in the conditions of high dynamics of socio-economic development of society. For today there is not control system and estimation of quality of the resource providing of innovations, which adequately would take into account features and prospects scientifically technological to development of market economy in a country. The important links of all chain of management the resource providing of small enterprises with technological innovations are the certain stages of estimation of results of management and providing of reverse connection. In this connection author the studied degree of efficiency of such control system, which is deal with creation of effective facilities of the formalized specification of system parameters and descriptions of the resource providing scientifically technological to development on the whole. Research results allowed to come a conclusion, that the evaluation system is basis for the estimation of quality of the resource providing. On exactness of construction of the evaluation system and its correct use reliability of estimation depends in a great deal. Large quality of information, which characterizes the object of estimations, and professional level of experts on the basis of conclusions of which made decision, has a large value also. The evaluation system must take into account both payment of those or other parameters at the estimation of quality and possibilities of estimations of the object, after these parameters.

The article reveals peculiarities of customs risk management process in the EU in the aspect of analysis of foreign activities of economic entities. In particular, the process of customs risk management includes the following steps: establishing strategic, organizational and management principles, analysis and risk assessment, risk treatment, monitoring. The basis of the risk system is the analysis of risk indicators of foreign economic activity of entities. Among key indicators we can highlight the next: frequency and volume of declaration of goods by entities engaged in the foreign economic activities; dynamics of the ratio declaration of customs value and customs duties; declaration of goods, which belong to groups of products with significant differentiation of rates of duties or originate from countries with customs preferences; mode and route of goods delivery; the time interval and consistency of places of customs clearance; changing suppliers, country of origin, classification of goods by entities engaged in the foreign economic activities and others. Current trends of customs risk analysis are paying increasing attention to modeling of the goods supply chain, research of information and indexes of foreign entities activity related to revealed facts of irregularities and facts that may indicate possible non-compliance of rules of crossing the goods through the border

In work the carried out modeling of conditions of stable functioning of a financial system of a territorial community. The reforming between budget of the attitudes is by stimulus for local communities on the one hand, namely, more effectively to form profitable parts of the budget, and from another - to pass to self-maintenance and more rational planning of the charges, which in the future financial periods will allow to make territorial communities economically self-sufficient and financial capable. Is shown, that owing to acceptance of changes in the Tax code of Ukraine and Budget code of Ukraine the financial opportunities of local self-management are essentially extended. On the today state carries out essential financial support of process of decentralization. Is proved, that the financial support of reforms of the administrative - territorial device of Ukraine should not turn to redistribution of a means of the State budget for the benefit of separate territorial communities and their associations. That is a ultimate goal of reforms should become creation financial of capable and self-sufficient territorial communities.In work modeling stages and conditions maintenance of constant development of territorial communities is carried out. Is proved, that is necessary to allocate three stages: 1) minimization of the losses, achievement without the losses and formation of conditions of self-sufficiency in financial maintenance; 2) achievement profit and profitability; 3) achievement of a level of financial stability, sufficient for steady development of territories.Is proved, that the greatest financial help on the part of the state the territorial communities demand at first two stages. In this connection, is offered at first two stages to plan exponential growth of volumes of state support. At the third stage, there is necessary a need for external financing on the part of the state. But at this stage the majority of territories already owe is at that level of financial stability, on which it is possible to supply the most part it profit and profitability for the account inside branch of resources and opportunities. Is proved, that at the third stage, the necessity of prompt growth of the charges disappears, they are possible for fixing on determined sufficient for support of constant development a level. Such situation best is possible for describing by a logistical curve.

Урбанизация в России и значение малых и средних городов в развитии сельских территорий

The article is devoted to the study of the main tendencies of urbanization in Russia, the role of small and medium-sized cities in the socio-economic development of the country. The aim of the work is to analyze the statistical data to identify the main demographic trends in urban processes, as well as to determine the importance of small and medium-sized cities in the development of adjacent rural areas.The article shows the main indicators of the population of Russia, which testify to the active processes of urbanization, the concentration of the inhabitants of the country in large cities, the outflow of population from small and medium-sized cities. In the regional context, the example of the Vologda region presents the dynamics of the number of city inhabitants. The analysis of the statistical data showed that in most small and medium cities in the region there is a migration loss of population, the processes of which continue to the present. The author put forward the hypothesis that small and medium-sized cities have a direct impact on the development of the adjacent rural areas. The conclusions are drawn that the simultaneous use of the sectoral, industrial and territorial potential of small and medium-sized cities can contribute not only to their effective development, but also to the solution of the social and economic problems of rural areas.

Урбанізація як виклик продовольчій безпеці країни

Actuality of the research topic. A number of global trends affects food supply and consumption, as well as food security in the world. The main one is the growth of the world population primarily in emerging countries and urbanization of the population. Accordingly, the topic of food security in the context of urbanization becomes highly relevant. Problem statement. It should be noted, that urbanization changes the quantity and structure of food products, increases the demand for quality products, impacts on food security and economic security of the country in general. Review of recent research and publications. Urbanization is a very complex subject; so many well-known foreign and domestic scientists from different fields of science have studied various aspects of urbanization. At the same time, the vast majority of publications are mostly theoretical and cover the demographic and geographical aspects of urban processes, while the issues of economic analysis and the impact of urbanization on food security remain inadequately studied. Task statement, research methods. The article aims to study the process of urbanization in the world and in Ukraine, as well as to identify the impact of urban processes on the economic development of countries and food security in order to develop recommendations on prospects and opportunities for Ukraine. Presentation of the main material (results of work). The paper describes the main processes of urbanization, which take place in different countries and in the world as a whole, as well as in Ukraine. The influence of urbanization processes on the economic development of the countries is determined, namely, that the countries with high level of urbanization have high economic development and accordingly the high Gross National Product per capita. It has been discovered, that urbanization also affects the food security of countries, as the number of urban population increases, the structure of consumer products changes, and the demand for food increases as well. Summary. Urbanization represents both a challenge and an opportunity for the development of agriculture, as well as food security. Urbanization provides opportunities for Ukraine in the face of growing demand for food, to improve its export potential.

Условия и закономерности формирования экономического механизма энергосбережения в авиатранспортных предприятиях Украины

The subject of research is the economic mechanism of energy conservation in the air transport enterprises. The aim of the research is justification of essence, terms and regularities of formation and criteria for evaluating the effectiveness of working of this mechanism. Methodology of essay is presented by the basic tenets of the theory of energy management, innovative management and economic growth. The article is based on empirical research methods, combined and the axiomatic method. Among the used empirical methods are analysis and synthesis; combined methods - expert assessments, systematic and comprehensive approaches. The article describes the problem of energy resources consumption. The tendency of their scarcity is denoted. The necessity of energy conservation policy at both State and several enterprises levels is justified. Legal support of energy saving is considered and tasks of Ukraine in the framework of participation in the Energy Community are designated. Solution of problem of increasing energy security in the air transport sector in Ukraine is formulated. The specificity of air transport enterprises as energy consumers is considered. Trends of activation of energy conservation in the air transport enterprises are formulated. Тhe article reveals the essence, conditions of the formation and expediency of the functioning economic mechanism of the energy conservation in the Ukrainian air transport enterprises, criteria for evaluating the effectiveness of its acting are identified. The results of the study can be used as a basis of the strategy of energy security of air transport enterprises. Scientific results can also be used by the air transport enterprises in carrying the efficient energy use policy. Energy conservation advocates economic activity, which is associated with the management of enterprise resource provision. Economic mechanism of energy conservation in the air transport enterprises is a prerequisite for ensuring energy security of air transport. It is created due to the legal and technical and technological factors determining the energy conservation activities. Regularities of the formation of this mechanism are of industrial, commercial and environmental character. The effectiveness of this mechanism is shown by a volatility decreasing and profitability increasing of the air transport enterprises.

The article focuses on the problems that arise in the modern practice of formation and functioning of economic mechanisms to ensure housing for Russian population. The author critically evaluates the approaches to the solution of the housing problem in Russia where, despite all attempts to run a civilized effective market mechanism for affordable housing, the housing and construction industry remains difficult. The article shows that the housing market is necessary to create conditions for increasing effective demand through the development of various credit mechanisms, and to increase the supply of affordable housing by increasing the volume of housing construction in the area available for the mass market sector. Analyzing the features of solving the housing problem at the present stage of development of the Russian economy, the author point to the need for research on the housing sector as an integrated system in which trends that are taking place in one of its components, impact on the efficiency of other components.

The Labour Migration and Labour Mobility Act contain a number of restrictive measures regarding the access of third-country citizens(outside the EU) to the Bulgarian labour market, which aim to protect both our domestic labour market from the unregulated influx of cheap labour and the one in the other EU Member States. At the same time, the employment of third-country citizens may in some cases be useful and necessary, such as in the case of highly qualified or seasonal workers. That is why the legislator has regulated the matter flexibly and in detail. This article analyzes the conditions and procedures for permitting access of third-country citizens to the Bulgarian labour market.

УСЛОВНИ ОДНОС ИЗМЕЂУ БЕТА КОЕФИЦИЈЕНТА И ПРИНОСА: СТУДИЈА СЛУЧАЈА СА БЕОГРАДСКЕ БЕРЗА

This paper examines the applicability of the CAPM (Capital Asset Pricing Model) and conditional CAPM in the Belgrade Stock Exchange (BSE) in order to determine whether both the CAPM and conditional CAPM can be reliably applied to this emerging market. The returns were collected from the official BSE website for the period from January 2010 to December 2014. Time-series data were then collected for 60 monthly returns of the selected stocks, which is a common practice in model testing. The time-series data were observed for 60 months, which is long enough for all short-term shocks to be neutralized and for beta coefficients to be adjusted to their long-term values. The results of this study indicate that both the CAPM and conditional CAPM cannot be reliably applied in the BSE. The paper suggests that beta cannot be reliably used as a tool for explaining cross-sectional differences in the returns in the BSE and as a measure of market risk.

These are organic farming and relocalization of food through the implementation of the concept of food sovereignty represented on the local level by Hrancoop movement. The views of the bio-farmers and their connectedness to the concepts of alternative agriculture are also presented, as well as the policies, regulations and subsidies in the agricultural sector and the protection of the environmental. Crucial for the producers are personal motives, interest and experience rather than particular global ideas.
