Według badań opinii publicznej większość Węgrów zagłosuje przeciwko przyznaniu UE takich prerogatyw. Chociaż istnieją kontrowersje w sprawie konsekwencji prawnych referendum, z politycznego punktu widzenia przewidywany rezultat wzmocni pozycję rządu Viktora Orbána wobec Komisji Europejskiej i może wpłynąć na politykę UE wobec problemu uchodźców.

Rządząca na Węgrzech partia Fidesz zaostrzyła retorykę przeciwko imigrantom na finiszu kampanii przed wyborami parlamentarnymi, zaplanowanymi na 8 kwietnia br. Jej elementami stały się krytyka ONZ oraz projekt pakietu ustaw utrudniających działalność organizacji pozarządowych. Nie należy spodziewać się złagodzenia retoryki i działań rządu po wyborach. Może to negatywnie wpłynąć na zdolność budowania sojuszy przez Viktora Orbána wśród europejskiej chadecji.

Who Are The Immigrants In Norway?

Migration related statistics and analyses are in high demand by government agencies, the media and the public at large. There are several reasons why it is important to have knowledge of the immigrants’ situation in Norway. Lack of knowledge can give rise to unfounded opinions and false presumptions in public debates on immigration issues, and grater knowledge of the immigrants’ background and living conditions can bring about a greater understanding between immigrants and other Norwegians. A solid base of knowledge is also important information for politicians when making important decisions that are of concern to immigrants and integration. The aim of the integration policy in Norway is to provide incentives and opportunities for participation in the workforce and in community life. The word ‘diversity’ pops up continually in public and social debates when issues such as immigration and immigrants are discussed. Based on the interest that society shows in immigrants and integration, it seems that issues related to diversity have become everyday topics of conversation in Norway. With 5.3 million inhabitants, Norway is a small country on a global scale, but we have one of the fastest growing populations in Europe, according to figures from Eurostat- the statistical office of the European Union. At the beginning of 1970, there were 59 000 immigrants and Norwegian-born to immigrant parents or 1.5 per cent of the Norwegian population. At the beginning of 2019, these groups had risen to 944 000 persons or 17.8 per cent of the population. Diversity is an appropriate word to describe the composition of the Norwegian population. As of 1 January 2019, Norway was home to immigrants with a background from a total of 220 countries and autonomous regions.

What meaning do young migrants give to the “Dreamer” concept when they do or don’t define themselves as such? The visualisation of young undocumented migrants is reflective of the growing literature on the subject that aims to explain the different ways in which their immigration status has affected their integration in the United States. Throughout the entire 21st century, authors have emphasised the effects of an undocumented immigration situation, its permanent temporality -liminal legality- as a form of legal violence that affects the daily life of children and young people during their transition to adult life (Menjívar, 2006; Gonzales & Chavez, 2012; Gonzales, Ellis, RendonGarcia, & Brant, 2018; Anderson, 2014) it also shows how policy decisions impact the transition of young people from childhood, adolescence and the learning process entailed during their transition to illegality (Gonzales & Chavez, 2012). The works stand out for focusing on the way that political decisions affect the subjective experiences, the quality of life of young migrants and their definition, from power, in their capacities as good or bad migrants (Barbero, 2019).

The situation on the European Union’s external borders in the Eastern Mediterranean is out of control. In the first eight months of 2015, an estimated 433,000 migrants and refugees have reached the EU by sea, most of them – 310,000 – via Greece. The island of Lesbos alone, lying a scant 15 kilometres off the Turkish coast and with population of 86,000, received 114,000 people between January and August. And the numbers keep rising. The vast majority of people arriving in Greece during this period were Syrians (175,000). They are all likely to be given refugee status in the EU if they reach it; in 2014, the recognition rate of Syrian asylum applications was above 95 percent. But to claim asylum in the EU, they need to undertake a perilous journey by land and sea. || In the face of this massive movement of people – the largest in Europe since the end of the Second World War – there have been two diametrically opposed responses.

Women in Love: Zami and the Politics of the Black Lesbian Body in the Diaspora

This essay focuses on the politics of the Black lesbian body in the Diaspora. Audre Lorde’s autobiographical/biomythographical novel Zami: A New Spelling of My Name (1982), as a female künstlerromane, narrativizes her polyamorous relationships with several women and presents the body as a contact zone of conflicting forces from which negotiations of the Black lesbian body in the Diaspora emerge, discursively mapping out an emotional cartography of identity, home, and belonging. The palimpsestic female body in Zami resists monolithic interpretations—it is Black, physically challenged, it is queer. The intersectional nexus of race, class, gender, sexuality, and Diaspora informs notions of the queer body. Furthermore, by embodying otherness, the body works to negotiate alternative spaces. Lorde writes the body into Zami the text, and the act of writing becomes empowering, informing the concept of the queer diasporic body with an alternative agential potential, portraying the woman as a “house of difference.” This essay interrogates this complex intersectional milieu of the diasporic, Black, lesbian, disabled body vis-à-vis the cumulative forces of racial, sexual, and socio-political repressions in mid-twentieth-century North American society as represented in/through Zami, specifically concerning refashioning constructs of queer intimacy, belonging, and home.

Wpływ implikacji kryzysu migracyjnego na integrację Republiki Serbii z Unią Europejską

The aim of this article is to determine the impact of the migration crisis on integration of the Republic of Serbia with the European Union. Since 2015, Western Balkans have been affected by migratory pressure which has significantly shaped the relations between the countries of this region and the EU. In light of this research problem, the author formulates a hypothesis that increased migratory flows in Serbia can serve as an opportunity in further efforts by Serbian authorities to join the European Union. In pursuing this research objective the main existing challenges on Serbia’s path to membership in European structures are analysed. The author presents the process of building the EU migration and asylum policy, as well as the development of Serbian institutional and legal instruments in the field of migration, with particular emphasis on the stage of including the European acquis into the national legal framework. The analysis of the immigration phenomenon in Serbia in the context of the migration crisis and the solutions introduced by local and European authorities are followed by an attempt to assess and predict whether the circumstances dictated by the migration crisis will contribute to or hamper Serbia’s further accession processes with the European Union. In the course of work on the article, methods and techniques characteristic of political sciences are used, including document analysis and quantitative data analysis. The results of the conducted research indicate that the migration crisis contributes to the strengthening of Serbia’s position in further negotiations with the EU.

Wpływ pandemii COVID-19 na politykę Grecji

Dzięki wcześnie wprowadzonym, stanowczym działaniom rządu liczba osób zarażonych wirusem SARS-CoV-2 w Grecji pozostaje relatywnie niewielka. Sytuację tę może jednak zmienić napływ migrantów z Turcji, w której występuje wysoka zachorowalność na COVID-19. Jednocześnie wysoki dług publiczny ogranicza możliwości rządu w walce z kryzysem gospodarczym. Obecna sytuacja stwarza jednak szansę na realizację greckich postulatów w zakresie reformy strefy euro, unijnej polityki migracyjnej oraz relacji UE–Turcja.

Dwie cezury czasowe, związane z istotnymi zmianami politycznymi, społeczno-kulturowymi i gospodarczymi w Europie, wyznaczają nasze rozumienie współczesnych migracji zamorskich. Po pierwsze rok 1989, który zapoczątkował przemiany ustrojowe w Europie Środkowo-Wschodniej i dał początek tzw. czwartej fali migracji zamorskich.

Wspólny europejski rynek pracy. Geneza - rozwój - funkcjonowanie

Głównym celem monografii jest przedstawienie i ocena genezy, przejawów i możliwości kształtowania się wspólnego europejskiego rynku pracy, który znacząco wpływa na sytuację na rynkach pracy poszczególnych krajów członkowskich UE, w tym także na płaszczyźnie występowania zjawiska wysokiego bezrobocia, zbyt niskiej aktywności zawodowej czy też niezadowalającej produktywności, nazbyt niskich wynagrodzeń, dużych zróżnicowań w dochodach itd. Praca ma charakter teoretyczno-empiryczny. Przedmiotem rozważań w części teoretycznej jest przegląd i analiza krytyczna literatury przedmiotu oraz stanu prawnego dotyczącego warunków do swobodnego przepływu zasobów pracy jako filaru wspólnego europejskiego rynku pracy. Z kolei w części empirycznej przedmiotem bliższych rozważań i ustaleń jest prezentacja, analiza i ocena sytuacji na rynku pracy w Unii Europejskiej przy wykorzystaniu rozmaitych mierników związanych z funkcjonowaniem tegoż rynku i ze szczególnym uwzględnieniem migracji zewnętrznych jako tych, które wskazują na „działanie w praktyce” swobody przepływu pracowników. Diagnoza sytuacji na rynku pracy prowadzi tu też do rozważenia tego, czy rynek pracy w Unii Europejskiej jest istotnie wspólny. Ponadto – w warstwie empirycznej – wskazano tu również na podstawowe przejawy, formy i instrumenty stosowane w ramach podejmowanej polityki gospodarczej, które miały związek ze wspólnym europejskim rynkiem pracy i wpływ na jego kształtowanie. W tym obszarze zilustrowano tu także politykę monetarną i fiskalną, migracyjną oraz politykę rynku pracy i zatrudnienia stosowaną w Polsce oraz w Unii Europejskiej. Ważnym obszarem pracy jest wskazanie propozycji konstruowania celów tejże polityki w przyszłości i to zarówno w płaszczyźnie krajowej, jak i w płaszczyźnie unijnej. Zakres czasowy prowadzonych analiz obejmuje lata 1990–2010, chociaż analizy i oceny dotyczące procesu tworzenia się stanu prawnego i przeglądu dorobku literaturowego prezentowanego w pracy często sięgają okresu znacznie wcześniejszego, to jest sytuacji po II wojnie światowej, kiedy to powstawała Europejska Wspólnota Gospodarcza. Monografię kończy próba sformułowania rekomendacji pod adresem polityki gospodarczej prowadzonej przez Unię i przez Polskę. Rekomendacje te zostały podzielone pod względem problematyki na obszary: polityki fiskalnej i monetarnej, polityki zatrudnienia i rynku pracy, jak również polityki migracyjnej.

Wybory parlamentarne na Słowacji: konsekwencje polityczne

Słaby wynik partii rządzącej SMER–SD, awans ugrupowania odwołującego się do symboliki faszystowskiej i duże rozdrobnienie parlamentu – te czynniki sprawiają, że stworzenie stabilnej koalicji rządowej na Słowacji wydaje się mało realne, można się za to spodziewać dalszej radykalizacji debaty publicznej. Wybory pokazały zmęczenie społeczeństwa słowackiego tradycyjnymi partiami, które w ostatniej dekadzie nie potrafiły zaspokoić oczekiwań ekonomicznych, poprawić jakości usług państwowych ani zarysować pozytywnych planów rozwoju na przyszłość. Mniej istotna okazała się zainicjowana przez premiera Roberta Ficę kampania antyimigracyjna. Bez względu na to, która partia utworzy rząd, nie zmienią się zapewne dotychczasowe priorytety polityki zagranicznej Słowacji, w tym dobrosąsiedzkie relacje z Polską.

Wyzwania dla unijno-tureckiego porozumienia w sprawie migracji

Oświadczenie podpisane przez Unię Europejską i Turcję w marcu 2016 r. stało się jednym z filarów unijnej strategii migracyjnej, pozwalając radykalnie ograniczyć napływ nielegalnych migrantów do UE. W ostatnich miesiącach, m.in. ze względu na napięcia między Turcją a Grecją, realizacja umowy napotyka jednak problemy, co przekłada się na wzrost poziomu migracji na tym szlaku. Mimo tych trudności, w obliczu braku porozumienia państw członkowskich w sprawie wewnątrzunijnych reform polityki migracyjnej, UE nadal opierać będzie swoją strategię migracyjną przede wszystkim na współpracy z państwami sąsiedztwa.

According to sovereign state doctrine in international law, the state decides to permit or deport a foreigner. The most important thing is the obedience of state to the local and international law. There are a lot of international conventions for protecting foreigners from deportation. In Turkish foreigners law the state has a great discretion about deport. At that time the foreigners feels that there is no legal security. Because of this state should comply with the law during its power of discretion. In Türkish law the deport procedure is organized with four different codes: YİSHK/5683-PK/5682-TVK/403-CİK/647. The most important one is YİSHK. Article 19 of it contains uncertain words. Because of this it causes a lot of cases. Deport is an extraordinary application which causes big scars in foreigners life. Then it should be determined more seriously by law.

Thirty years ago, when the Iron Curtain came down and the region was swept up in euphoria, the Slovaks and Czechs, along with many in the free world, expected progress would be linear and positive, bringing enduring stability and prosperity. The events of recent years have proved us wrong and 2019 was no exception in this regard. Political, economic and technological change led to tectonic shifts in foreign and security policy across the world. The global order is being transformed. We are still in the middle of this process and it is difficult to define its parameters. We cannot say with any certainty when and how it will end. We do not know what the human and material costs will ultimately be. But we know that it is happening. We know that we are in the middle of a geopolitical and geoeconomic transformation. And we all find navigating these shifts difficult. Slovak foreign policy has stood up to these challenges by engaging, by being responsible and by having a clear strategy. As a result, we have no enemies and no significant unresolved issues with any country in the world. Slovak foreign policy has remained consistent and defended its principles. In an unpredictable world, Slovakia has remained a predictable and reliable partner.

According to the Italian Ministry of Labour and Social Policies, as of June 2018, in Italy there were 13,1511 Unaccompanied and Separated Children (UASC) outside their country of origin2; 92.5% of which were males and 99.2% between the ages of 14-17 (Ministero del Lavoro e delle Politiche Sociali, 2018). At the time, the highest concentration of UASC (more than 40%) resided in Sicily (ibid.); research about UASC in this region is, therefore, particularly relevant.

In this sense, the methods used to find out the young people's perception of the European Union were the online questionnaire and the focus group, finding out the young people's confidence in the EU, but also their visions and perceptions about the EU and its future. What is certain is that the way young people perceive the European Union is vital for its harmonious development and the perpetuation of European values by the young generation.

Yugoslavia from the Other Side. Memorialization of the Yugoslavian Communist Revolution Among Slovenians in Argentina

The article addresses how Slovenians in Argentina ritualise memories of the socialist Yugoslavia. The Slovenian diaspora in Argentina was established by post-war refugees, who inextricably related the perception of Yugoslavia with memories of the Second World War, the communist revolution and, in particular, the post-war exile and extrajudicial mass executions. The article specifically analyses commemorations of the victims of communist violence as the central anti-Yugoslavian political ritual and argues that imageries of communism, Yugoslavia and the anticommunist struggle, all carefully ritualized in ceremonies and commemorations, not only reinforced the social memories of exile, but also catalysed the social organization of the diaspora, its political ideology, and the framework of its attitudes towards the homeland and the past.
