Basic theoretical orientation of this article is observation of the notion of public as socio-cultural space, and as specific temporary way of social communication and organization. Observation is organized in such way that can include analyzes of particular aspects of relation between public and media audience, and relations between public and culture. In this article is incorporated, and connected with notion of public, specific interpretation of discourse and social power. Controversy related to this problem is theoretical depart in basic approach of the social power of the public, on one hand (Habermas observation of power related to public discourse) and to the power relation in public communication, dominant discourse in public sphere, on the other (M. Fukos s observations of discourse power). We have also incorporated theoretical approach of V. Price, which is focused in connection of two level of analyzes: individual and collective processes of cognition and decision making/ formation of public opinion, in kontekst of analyzing process of social communication.

Бијаше 1990. 23. април. Бијаше и прође. Бијаше и 24. април. Биjaшe пa прође. И бијаше и 25. април — па и он бјеше и прође. Ништа се није посебно догодило, а требало je да се нешто догоди, требало je да се макар нетко сјети како су се прије 20 година, баш у те дане, доносиле врло важне и далекосежне одлуке о књижевнојезичкој политици у Босни и Херцеговини, које и данас имају своју непроцјењиву вриједност и важност у нашој вишенационалној средини, посебно у школама, у штампи и у издавачкој дјелатности. Требало je да се с поштовањем и поносом сјетимо тих хисторијских дана када cмо објективно и трезвено исписивали веома важне странице не само своје културно-политичке хисторије него и своје заједничке егзистенције у садашњости и будућности. Требало je, али ето заборависмо на то. Не знам зашто.

ФЕНОМЕН ПОЛІТИЧНОЇ КУЛЬТУРИ: ТЕОРЕТИКО-МЕТОДОЛОГІЧНИЙ ДИСКУРС

Problem setting. The formation of the rule of law state and civil society in Ukraine is largely conditioned by the state of political culture, which emerges as an important component of the socio-cultural image of the nation and at the same time as a structural element of the political system of the state, which determines the nature of the interaction between the state and citizens, the state and institutions of democracy.Recent research and publications analysis. The study of political culture belongs to the sphere of scientific interests of Ukrainian and foreign scientists. Problems of studying political culture were addressed by such Ukrainian scientists as V. Bebyk, M. Golovaty, L. Gorodenko, M. Dmytrenko, L. Nagorna, V Rebkalo, N. Repina, O. Rudakevich, O. Stehnii, M. Trebin, B. Tsymbalistyi and others. Important contributions to the theoretical development ofpolitical culture ideas have also been made by foreign scholars, including G. Almond, R. Jackman, L. Dittmer, R. Ellis, D. Fuchs, R. Lane, J. Lorenz, I. Lustick, S. Maerz, R. Miller, W. Mishler, M. Neumann, L. Pye, W. Rosenbaum, C. Schneider, R. Tucker, S. Verba, et al.Paper objective. The purpose of the article is to study the nature and structure of political culture, to consider the features of its typology.Paper main body. The concept of «political culture» as a subjective dimension of politics was introduced in to scientific circulation only in the XVIII century by German philosopher J. Herder and until the middle of the twentieth century it was view ed rather at the level of world-view universalism rather than in its specific form sand manifestations. Through the efforts of G. Almond, S. Verba, L. Pye, D. Kavanagh, and other researchers, the theoretical foundations for considering political culture were developed.In the future, three major theoretical and methodological approaches to defining the essence of political culture have emerged in political science. The first of these, including the time of its appearance, is an orientation approach that, by its very nature, reduces political culture to the sphere of political consciousness (G. Almond, S. Verba, L. Pye, J. Powell, etc.). But it should be noted that representatives of the orientation approach to the consideration of political culture leave out of its content elements o fpolitical behavior that have been the subject of special analysis in the writings of a number of scholars (R. Tucker, E. Wind, D. Paul, etc.), who believe that along with the «samples» of political consciousness, political samples must necessarily include «samples» of political behavior. The third theoretical and methodological approach to the analysis of political culture is reflected in the works of such foreign scholars as I. Shapiro, P. Sharan, and others. In these works, political culture is interpreted as a way, style of political activity, as a system of behavioral values, peculiar «spiritual codes» of the behavior of individuals in the political sphere, which testify to the degree of free assimilation of the generally accepted norms and traditions of public life, to the combination in their daily activities of standard and creative techniques for the exercise of their rights and responsibilities. It should be noted that today the concept of political culture is increasingly enriched by the meanings derived from «culture» as a supernatural reality, which expresses the integrity of life manifestations of society. As a result, political culture acts as a political dimension of the cultural environment, as a characteristic of the consciousness and behavior of individuals and social groups, as an indicator of civilizational development. In this regard, political culture can be interpreted as part of a general culture and inheritance, including a historically formed set of political knowledge, values, behavior patterns of a social subject (individual, social group, society as a whole) and their implementation in a particular system political relations and political activity. Such an understanding of political culture allows us to distinguish it, according to N. Semke, into three main components: 1) regulatory element (political experience), 2) the value element (political consciousness), 3) behavioral element (models of political behavior). Theoretical and methodological analysis of political culture requires consideration of the typology of this phenomenon. The most popular and scientific application was the classification of political cultures, proposed by G. Almond and S. Verba. The criterion for the typology of political cultures was the level of «frequency of different types of cognitive, emotional and evaluative orientations to the political system». On this basis, pure types of political cultures were distinguished: patriarchal, subordinate and participatory.Conclusions of the research. Political culture characterizes the degree and quality of political consciousness and political participation of people in solving state and public affairs, as well as ideological worldview aspects of the spiritual life of society in a specific historical period of its development and existence.

Формирование особой гендерной идентичности советских женщин — железнодорожниц в конце 1960–1980-х годах

The article is based on oral historical sources and oral memories and examines the historical experience of the professional activities of Soviet women who worked in the train control service of the Belgorod Branch of the Southern Railway (Ministry of Railways of the USSR) in the late 1960s and 1980s, as a form of women’s leadership and gender equality formation (the erosion of male dominance) in the manufacturing sector. Specifically, the influence of the profession (working conditions, content of daily work practices, working rhythm, professional self-awareness) on the formation of a particular gender identity among women railway workers is investigated. An analysis of historical material makes it possible to supplement and significantly expand our understanding of how the “new type” of Soviet women, with an independent economic and social status, was formed in the late Soviet period. The materials constitute the informational basis for preserving information about the labor feats of women working at the railroad in the historical memory of Russian people; they open up new heroines, whose personal and professional lives are the subject of the formation in modern society of a positive attitude towards the female presence in the managerial segment of the engineering and technical sphere.

The purpose of the article is to analyse the trends in activities by academic and teaching personnel of "Philosophy" course as a general subject to students of non-philosophical specialties, on the formation of Ukrainian identity among students of the first (bachelor's) level of tertiary education in the conditions of the current russia’s war against Ukraine. The article states that there is a rapidly growing demand for a systematic understanding of the phenomenon of Ukrainian identity in the Ukrainian society, so tertiary education institutions should develop effective ways of forming Ukrainian identity among their students. The results of the work of the Department of Philosophy and Pedagogy of the Kyiv National University of Culture and Arts (KNUK&A) on the formation of Ukrainian identity in the process of "Philosophy" course teaching during the war between russia and Ukraine and the imposition of martial law in Ukraine are highlighted. The article affirms that teaching the "Philosophy" course is a powerful resource for generating the foundations of forming Ukrainian identity in the prospective university graduate. The full-scale invasion of russia into Ukraine proved that the lecturer of the tertiary education institution should not only provide high-quality subject-professional training for the prospective graduate, but also find a proper place for the formation of Ukrainian identity during the educational process. The research methodology is based on the application of such general scientific methods as observation and generalisation, analysis, and synthesis. The scientific novelty of the research consists in familiarising the educational community with the work experience of the Department of Philosophy and Pedagogy of KNUK&A on the formation of Ukrainian identity among students during the "Philosophy" course in wartime. Conclusions. It was found that the way of forming a stable Ukrainian identity among students, important areas of the lecturer's educational and methodological work include the analysis of the concepts of "national identity", "individual", "collective", "conscious", "unconscious", and "fragmentary" identity in global intellectual studies and Ukrainian socio-political discourse; coverage of approaches to the interpretation of the Ukrainian national idea as the core of Ukrainian identity, debunking the myths of Russian propaganda, discussion with students of currently important topics; creating in the educational space an atmosphere of soft conviction in the need to build a Ukrainian-speaking social space; and the involvement of modern Ukrainian-language content in the educational process.

Within this text, the interpretations of the dissolution of the SFRY by the most prominent representatives of the ‘extreme left’ are presented and analyzed. Introductory part contains essential and interpretive elements, while the rest of the text will disseminate and explain, with the aid of the research technique critical discourse analysis, the key elements that determine different standpoints of the ‘extreme left’ with regard to the dissolution of the SFRY. It is persuasively shown that the difference in the angle of view are caused by their different ideological characters, as well as historically founded differences with regard to their view on the existence of Yugoslavia, understanding of self-management, ‘titoism’, as well as the character of revolutionary Party.

This paper discusses the functionalistic approach of Talcot Parsons to the problem of ethnic relations. The paper consists of four parts. In the first one the author starts with the basic assumptions of functionalism important for Parson’s approach. The second part is dedicated to his understanding of ethnic relations as broaden groups of relatives and adherent features created by this identity. The third part is about changes in Parson’s analyses towards the feeling of belonging and non-belonging, solidarity and voluntary status of ethnic identity. The last one deals with the critique of Parson’s explanation of ethnic relations.

Хердерово схватања нације

In this article the author deals with the conception of a nation by the German philosopher Johann Gottfried Herder. In this paper is pointed out Herder’s conception of language as the main feature of the nation. In addition, special attention was paid to Herder’s notion of “national spirit”. According to Herder, every distinctive characteristic of a nation is essentially a product and a manifestation of a “national spirit”. In the third part the author deals with German philosophers view upon the question of relations between different cultures. Thus the fundamental features of Herder’s cultural nationalism are indicated as well as his relationship with enlightment’s cosmopolitism. The purpose of this work is to emphasize the roots and the beginnings of the modern considerations of nation, nationalism and national identity.

“The issue of Croatia” was of utmost importance for the destiny of the Kingdom of SCS. The direct arena of Serbian-Croatian clashes were Croatian territories, united with Serbia in 1918. At the beginning of the 1920s, aspirations for integration of the Serbs in Croatia were directed by Svetozar Pribicevic. At the head of the Croatian separatist movement was Stjepan Radio. At the end of the third decade of the 20th century they kept the confidence of the masses but both of them altered their platforms. Once the irreconcilable opponents, they now became the collaborators. Pribicevic’s and Radic’s Union, so unexpected for their contemporaries, does not seem like that today. Since establishing the Kingdom of SCS, these “antipodes” challenged each other’s right to monopoly of representing, politically, Croatia in Belgrade and Europe but at the same time they contributed to strengthening each other’s position, knowingly destabilizing the country. At the end of the 1920s, the aspiration for revenge on the natives of Serbia, the need for finding their place while the parliament was in crisis and gradual usurpation of the power by King, forced the leaders of Croatian peasants’ party and Independent Democratic party to end their rivalry and establish a coalition named “Front of Vojvodina”. This way it was more convenient for them to lead the War against Belgrade and control the situation in Croatia.

The proposed paper is an attempt to examine and discuss the relation between social interactions, festivity, and food in the beginning of twenty-first-century Bulgaria. Topics of interest are the specific forms of public space and the participation during two types of events: the festivals of individual towns and the political kurbans. The article examines the extent to which the communal celebrations have “enter[ed] the service of economic and political propaganda” (Habermas). Both types of events are organized “from the top” – they are planned, financed and practically performed by people who possess political power. Furthermore, they both include certain forms of distribution of free food; thus, the author comes to the conclusion that the consumption of offered food and drinks binds the participating individuals in a somatic and emotional mutual experiencing the celebration. Commensality is a form of participation, which by definition is voluntary and unarticulated inclusion. The citizens are a quiet audience (public, n. in Bulgarian) of the activities presented on stage but enthusiastic participants in the shared meals.

It is pointed out that his basic standpoint is Christian optimism which does not represent blind faith in the „correct“ progressive course of history but the stance of trust in God’s mercy, the mercy that allows us to work hard and genuinely on our own salvation and on the salvation of our neighbors. In his approach to patriotic upbringing of present- day generations, Aleksandar Raković opposes indoctrination of pessimism, which, from a Christian point of view, is nothing less than organized indifference for our neighbors.

In the article are researched peculiarities of mass celebrations setting in 60-80's of the XX century in Kyiv. There is established that mass celebrations in Kyiv had mainly state and official character of the period. In this regard the setting of celebrations (posters, banners, portraits, stands, musical accompaniment and theatrical performance) subordinated to the ideological content and had propagandistic trend.The article outlines that the Soviet past of Ukraine further largely continues to define our mentality, mode of life, pattern of behavior in society. One of those Soviet "remnants" in Ukrainian society is some mass celebrations. It is states that in general the phenomenon of mass celebrations is an important part of social and cultural realities of our time and used as a communication technology, as a method of consolidation of various communities and way of broadcasting a variety of social ideas.The aim of the article is the study of specific setting of mass celebrations in Kyiv during Soviet period in 60-80 years of the XX century.The most developed in domestic scientific researches is ethno-cultural aspect of holiday phenomenon (V. Borysenko, M. Havryluk, M. Zakovych, S. Zubkov, O. Kurochkin, P. Sokolov, I. Sukhanov). Holiday as a social phenomenon studied Y. Belousov, D. Genkin, K. Zhyhulskyy, A. Mazaev, E. Kaverina, A. Nekrylova, O. Nemyro, A. Piotrowski, V. Propp, S. Turin, D. Uhrynovych, N. Hrenov, O. Shcherbynin, and L. Shumikhina. Specificity of holiday as a symbolic form of culture reveals O. Popravko. In scientific studies of T. Gayevska and J. Slutskaya holidays analyzed as a part of Soviet culture. Some aspects of mass celebrations setting in Eastern Ukraine in the 60's and 80's of the XX century studied O. Penkova.At the beginning the article proved that mass celebrations played an important role in Soviet culture. Besides the entertainment function they had ideological significance. Soviet ideologists V. Lenin, N. Krupska, A. Lunacharsky and others emphasized the importance of consolidation official and national celebrations as a part of cultural state development and ideological activities. Since the early 60's of the XX century began a new stage in the development of mass celebrations, which were caused by profound political changes in the Soviet Union after the 20th Congress of the Communist Party. According to the O. Penkova’s research in this period, "the state returns to human beings at the first time". However, mass celebrations in the USSR kept its state and political character. The state established official holidays and was trying to turn them into public tradition. According to the Decree of the USSR Supreme Soviet "About the holidays and memorable dates" from the 1st of October 1980 to the category of nationwide celebrations were included the anniversary of the October Revolution – on 7–8 November, V. Lenin's Birthday – on 22 April, International Day of Worker's Solidarity (Labour Day) – on 1–2 May, Victory Day of the Soviet people in the Great Patriotic War of 1941–1945 – on 9 May, USSR Constitution Day – on 7 October, National Day of the Union of Soviet Socialist Republics – on 30 December, Day of the Soviet Army and Navy – on 23 February, International Women's Day – on 8 March.Then the article passes to the statement that the state established official holidays and was trying to turn them into public tradition. The special feature of these key holidays was a clear organization that carried out by apparatus structures of the Communist Party. Commissions were engaged in preparation for the holiday, which were created in all steps of the party vertical. The trade unions, The Young Communist League (komsomol), the administrations of enterprises and institutions also carried out decisions of the party apparatus. The basic forms of the mass celebrations were meetings and demonstrations during the 60-80's of the XX century in Kyiv. Together with parades of various kinds (military, sports, etc.) they were the main forms of expression festive aesthetics of the Soviet era. Involvement to the celebration of state holidays began with early childhood. The main form of mass state holidays in Kyiv were demonstrations of workers that took place on the 7th of November and the 1st of May. The celebration of the 1500th anniversary of Kyiv in 1982 became a significant mass celebration in Kyiv in the Soviet period as well.In the conclusions is revealed that setting of mass celebrations is closely associated with ideological content of the Soviet period (the 60-70's of the XX century). In Kyiv such mass celebrations as Victory Day, May Day, Day of the October Revolution and others necessarily were held in the form of meetings and demonstrations. At the time of the events constantly were used state symbols, portraits of leaders and senior communist party leaders, Heroes of the Great Patriotic War and the Socialist Labor. In order to ensure solemnity and emotionality in the setting of mass celebrations were applied large stands depicting the Kyiv emblem or symbols of Kyiv enterprises. Banners with slogans, posters, music of patriotic character, elements of theatrical performances involving athletics and choreographic groups were also widely used.

This article considers the most important factors of national affiliation and cultural identity cherishing among the largest nations and national minorities in Vojvodina, the north Province of the Republic of Serbia. The consideration is based on the empirical data's collected thru wider research of multiculturalism in the mentioned region. According to the polling, the most frequent factors of the national affiliation sense cherishing are "to observe tradition and custom" and "education of children in the spirit of national culture", while in the case of cultural identity preserving they are "formal education" and "family education of the children". Explaining the characteristic attitudes of the questioned citizens, the authors are of the opinion that the collected data's are strongly pointing on the rise of traditionalism in vojvodinian/serbian society, which needs further studies and new theoretical explanations.

The author studies the first years after the introduction of the chitalishte institution when these cultural centres appeared and established themselves in the dynamic sociocultural context of the local communities – first in some of the well-developed Bulgarian towns and later in many of the Bulgarian villages. Chitalishte is a cultural and educational institution and is thus studied in the context of the modernization, educational and nation building ideas pertinent in the 1860s and 1870s. At that time the institution developed its specific features (its local nature, complex functions, autonomous social form of governance). The article presents the decisive moments certifying for the institutional activity of the chitalishta with an accent on these issues which show close relations to the folk culture, which was as a need and as a type of communication dominant in the local culture.

The measures for limiting the distribution of COVID-19 that have been undertaken by the state during the last months affected many institutions and people engaged with the preservation of local cultural heritage, both tangible and intangible. The article discusses the official policies towards the community centres (chitalishta) in the current complicated situation caused by the pandemic crisis. Additionally, it utilises direct observations in the field, in the media and in internet milieu, and interviews with community centre workers and representatives of communities that are successors of cultural heritage. Based on concrete examples, the study offers a general and up-to-date picture of preservation practices, developed on local level, such as the ethnographic collections at the community centres, the non-professional groups for folklore, and different initiatives related to the popularisation and socialisation of cultural heritage.

Prof. Georgy Fotev is a Bulgarian sociologist. His scientific works are in the areas of theory and history of sociology and the disciplinary fields of modern sociology. The focus of the research interests of G.Fotev is the nature of sociology as a multiple paradigm science. Another major theme in the works of Georgy Fotev is the dialogue as a base and horizon of multiple paradigm sociology. Georgy Fotev has publications in the fields of historical sociology, sociology of politics, ethnosociology, the crisis of legitimacy, sociology of values, etc. His books "The long night of communism in Bulgaria" and "Bulgarian melancholy" throw light on the dramatic fate of the Bulgarian national society. Georgy Fotev was Minister of Education and Science (1991 - 1992). He is professor emeritus of New Bulgarian University. In 2003 he was awarded the Distinguished Service Award from the American University in Bulgaria. Mankind is shaken by a multitude of uncertainty. There is an increasing perception that uncertainty becomes permanent. The focus is on the existential, social, political, economic, global and other basic varieties of human uncertainty. The author explores the fundamental conditions of human uncertainty and the main forms of her manifestation and experience. The phenomenon is seen in the light of the new science of chaos and complexity in the context of the risky society/world, in terms of catastrophic consciousness and the conditions of crisis types. Particular attention is paid to trust as a fundamental social attitude and condition against decadent attitudes and nihilism.

It is shown that on way of forming the meaning of life the existential vacuum can get, mechanism of getting out of which must be sought in the service of an important cause, love for another human being, self-realization of man. Noted that it is necessary to demark it from the concept of «happiness» to analyze the meaning of life. In this context, it is necessary to indicate what goals we want to achieve when we talk about the realization of the «meaning of life», and also to determine conditions that are worthy of greater pride or admiration, as well as the values that determine them.Emphasized that the opposite concept of nihilism arises when we try to isolate the meaning of life and determine its characteristic features. Pessimism is often associated with extreme pessimism and radical skepticism. Nihilism aims at the destruction of moral, religious and metaphysical beliefs and can fuel an anthropological crisis. And falling into an existential vacuum – to find there fertile soil. Various types of nihilism are considered, such as: political nihilism, which is based on the belief that the destruction of all existing political, social and religious institutions is an indispensable condition for any further improvement of the political system; Ethical nihilism or moral nihilism, which rejects the possibility of absolute moral or ethical values (it is considered that it is not possible to distinguish between good and evil, because their demarcation is nothing more than a product of social and cultural context); Existential nihilism, which postulates the idea that life has no intrinsic meaning or value.Asserted that humanism confirms our ability to self-realization of the individual and responsibility for the sake of the common good for all people. The happiness of an individual is inseparably linked with the well-being of mankind as a whole, in part because we are «social animals» and develop in a «cultural context». Losing the meaning of life leads to a psychological crisis, internal conflict, loss of self-identity, which leads to a new crisis – the identity crisis. The crisis of identity is actualized against the background of the disorientation of its social role, continuity as a result of conflicting expectations and un- certainty about itself and its role in society. The identity crisis is generated by many factors, including economic instability, negative images in the media, as well as the lack of role models, clear ideological programs and blurred values.Reported that in the context of the developed multiculturalism in the globalization world, the question of the hierarchy of values and the system of personal identification becomes particularly difficult, since in recent years the identity crisis, instigated by social divisions, economic difficulties, cultural ill-treatment and political oppression, is becoming an actual problem requiring Attention. The various moods that arise in society, and emotional upheavals provoke an identity crisis in large-scale structures. By personal self- identification, it is suggested to understand the idea that people create meaning through social interaction with other people-that is, the position of symbolic interactionism, in which the individual’s identity acts as a social product formed as a result of social interactions within specific social contexts.
