Legal standards are normative concepts that change their specific content depending on each specific case, and yet remain essentially the same. When administrative bodies and institutions with public authority conduct proceedings and decide, they are obliged to enable the parties to protect and exercise their rights as easily as possible in accordance with the European Convention for the Protection of Human Rights and Freedoms, the Constitution of Bosnia and Herzegovina and Annex 6 of the General Framework Agreement for Peace in Bosnia and Herzegovina, taking care that the exercise of their rights is not to the detriment of the rights of others, nor contrary to the law established by the public interest.
