Ministries are one of the main practitioners of Public Policy in Turkey. The organizational structures of ministries are transformed and shaped within the framework of factors, actors and processes at the global level, demands and needs on the national scale and the requirements of the services provided. Undoubtedly, the main goal in these efforts for change and transformation is to create a good administrative structure to ensure a better level, quality, efficient and effective delivery of services. The question of whether this managerial structure should be centralized or decentralized has been debated until today, and within the framework of its own cyclical realities, both views have had the chance to be implemented with the arrangements made in different periods. The subject of the study is the study of the basic legal regulations carried out since the establishment of the Ministry of Health in relation to the structure of the organization within the framework of the concepts of centralisation-decentralisation. It is aimed to compare the arrangements made in this direction with each other and to analyze the organizational problem and the search for the appropriate organizational structure. In accordance with the main findings obtained in this framework, recommendations are made. Descriptive research method was used in the study.
