The aim of the study is to present the main strategies for sustainable development of state administration in the Republic of Bulgaria. Analyzed are the implementation of government strategy papers and new legislative acts adopted between 1995 and 2020. The main thesis is confirmed that the new model of organization and functioning of the state administration system in the Republic of Bulgaria during the pre-accession period for full membership in the European Union is stable and has not changed in the following First and Second programming periods of full membership in the Union. The model of the established system of state administration in the Republic of Bulgaria is constantly improved and developed.

Стратегически и поведенчески аспекти на корпоративната социална отговорност в България

The aim of the study is to outline current attitudes and motives for corporate social responsibility in Bulgaria and to examine the extent to which the goals, tools and measures in the National Strategy for Corporate Social Responsibility 2019-2023 correspond to the needs of organizations in business and public sector. In-depth interviews were conducted with representatives of corporate and public sector organizations. Leading motives for the implementation of CSR are presented. Proposals for changes in the scope of the CSR Strategy and the inclusion of tools for improving the macro and meso environment in the country to encourage organizations to behave responsibly are summarized.

Seasonality is analyzed as the main element of the most mass tourism types. Events are defi ned as an essential part of the tourist development of destinations, a factor for attracting visitors, promoting investment, improving the image and revitalizing the local economy. The effect of this development can be twofold: on the one hand, by identifying and discussing the main concept of events, it will contribute to the enrichment of scientifi c knowledge in the fi eld with potential for future research work. On the other hand, it can be benefi cial to destination managers as it will offer a better understanding of the importance of conducting unique events for the formation of destination image, seasonal decline, and the development of a sustainable economy based on tourism.

Сътрудничеството между свищовската градска община и местните предприемачи в периода от Освобождението до края на XIX в.

This article reveals the activities of the Svishtov City Municipality related to the award of public contracts awarded through a public tender. The contracts concluded with the private entrepreneurs are considered, the difficulties in the realization of the projects are revealed. The research is based mainly on the valuable information from the preserved archives of the Svishtov city administration. Information from the State Gazette was attracted, as well as some local periodicals. Data from previous studies on the socio-economic development after the Liberation, as well as from local lore studies, were also used. The available information shows that, in general, local entrepreneurs do not have a strong interest in the public procurement of the Svishtov city administration. This is one of the reasons for the lack of arranged auctions, corrupt deals and benefits for people close to the government.

The article demonstrates the states growing responsibility in making management decision in the context of the world and national economies’ unstable development. Industrial policy is one of the key instruments for implementing managerial decisions. We identified the notions of industrial policy (in a broad sense) and structural policy. Further, we classified concepts of industrial policy according to the scale of regulation subject and the states role in economy. The appearance of a network aspect of industrial policy focused on the concept of digital state (e-state) was noted. 200 years of industrial policy’s evolution demonstrate its constantly growing obligation to be the guarantee of social welfare. Nevertheless, in Russia legal understanding of industrial policy does not include any aspects of social guarantees. Therefore, we analyzed industrial policy theoretical foundations showing the necessity for its reconstruction using a theory of new structural economics. We established premises and tools for the theory’s successful realization. Industrial Development Fund plays an important role in implementing industrial policy’s priorities as a variety of important programs including “Industry digitalization” are financed by this organization. On the level of regional economics, different regional funds are involved in the process of structural transformations.

Теоретични основи на изследването на стейкхолдър мениджмънта в българските кредитни кооперации

Cooperatives as organizations seek their identity after the democratic changes in Bulgaria. Credit cooperatives appear to be underdeveloped compared to similar organizations in other countries. This study examines the theoretical concepts of cooperatives as well as the development of a legal definition of cooperatives. The intersection and the difference between the theoretical understanding of cooperatives and the normative definition of them are derived. The basic principles and values of the cooperative are presented, both historically and in the present moment. Various forms of organizational structure of credit cooperatives have been considered and on this basis the stakeholders in the credit cooperative have been identified.

Теоретичні основи державної інноваційної політики і її складників

Modern dynamics of socio-economic development emphasized issues to improve efficiency of state innovation policy, its adequacy to contemporary priorities and problems in the country’s development. An appropriate and relevant question is the systematization of knowledge obtained in the study of theoretical foundations of the state innovation policy, and effectiveness of its implementation depending on the methods of realization. The aim of present work is the development of theoretical and methodological fundamentals of state innovation policy. To solve the set tasks, we applied such general scientific and special research methods as: analysis, synthesis, generalization, systematic approach.Author examined the types of state innovation policy, factors that influence its formation, components of development and implementation of the state innovation policy. It is highlighted that the implementation of the state innovation policy is coordinated with the strategy of innovative development; strategic directions of innovation development of the national economy are demonstrated. Special attention was paid by Author to stages in the formation of state innovation policy in industrialized countries with the methods characterized for the realization of state innovation policy. Based on the obtained results of scientific research, main directions were proposed of innovation policy for Ukraine under present conditions.A conclusion was drawn on that the state innovation policy is a set of interrelated and interdependent forms, mechanisms, instruments, technologies of influence of the state on the formation, development and realization of scientific-technical, technological and innovation potential of the country, based on the promising world trends in scientific and technological development. The implementation of the state innovation policy is coordinated with the strategy of innovation development whose main function is to define main long-term directions of scientific development, to implement innovations, to provide resources to achieve the set objectives. The state, when implementing innovation policy, above all in the R&D sector, applies two basic types of methods: administrative and program-targeted. In the course of development of program-targeted methods, there were formed several variants of their implementation: a system of subsidies, institutional programs and cooperative implementation programs.The scientific novelty of present research is in determining the methodology of the state innovation policy, which covers an integrated system of methods, ways, and means of its implementation, taking into consideration the priorities in modern development of leading industrial countries. A practical value of the research is in applying the features of theoretical and methodological foundations of the state innovation policy for the selection of such areas and methods of implementation of the innovation policy that are most acceptable for Ukraine under current economic conditions.

The conscious and active use of the capabilities of structured communication during commercial meetings is a prerequisite for success in the sales of insurance consultants or brokers and expansion of their client bases, as well as to increase customer satisfaction with the insurance service by type of insurance. The main objective of the scientific material is to place priority emphasis on the importance in the use of successful practices, techniques and skills in insurance sales that increase the benefits of insurance activity for all parties to the insurance relationship. One of the key challenges in the work of insurance intermediaries is the smooth and expert overcoming of the customer's objections in the process of their insurance.

Търговско-правните институти през епохата на Българското възраждане – между традициите и модерността

The paper presents the main commercial law institutes and their manifestation on the Bulgarian market in the second and third quarters of the nineteenth century – commercial companies, commercial courts, bankruptcy. They are regulated by the trade legislation and, in this sense, modernity is enshrined in them. Insofar as the modernity is difficult to break through and difficult to place in the oriental conditions of the region, these institutes acquire a specific local appearance that is subject of the analysis in the article. In these structures the modernity is combined with traditional stereotypes. In addition, there are phenomena that are contrary to the law and public morality: corrupt practices, the use of friendly and ties to provide a favorable outcome of a case, seeking legal information and specialized advice through informal contacts, pressure on the members of the trade court. Several key case studies have been considered in the paper and an attempt has been made to formulate hypotheses on the subject, both on the basis of own studies – already published and current, as well as on the basis of recently published contributions, mainly PhD theses. The present study revises the statement in the historiography that laws are adopted in the Ottoman Empire, but they remain “just on a book”, while reforms are formal and imposed “from above”. This statement is not true about the Commercial Law and the commercial law institutes.
