The article shows the increased demand for IT specialists and the increase of the employment in the ICT sector as well as the realization of the students in professional fields. The article also reflects on the training of students at the Department of Telecommunications of the NBU in one of the most sought after professional fields. The data on changes in employment by economic activity in Bulgaria shown in the article revealed that the biggest increase is in the IT sector. The ten professional fields with the highest number of staff in the future are highlighted. The demand for IT specialists in this country will continue to grow. The article also shows the professional fields that students choose. From the data presented, it can be seen that the employers' demands are from professional fields that differ from the students' choice and this shows that the problem of the lack of sufficiently qualified staff will be strengthened. The article presents data on the realization of the students on the labor market from 10 professional fields. In the article are presented data also for professional field "Communication and Computer Technology" from 5 high schools according to the Bulgarian University Ranking System 2015, as well as the place of the students graduated from this bachelor program at the NBU.

Наративні особливості телевізійної верстки новин (на матеріалі випусків 2013–2020 рр.)

The study clarifies the narrative features of the TV layout of Ukrainian TV channels in the period 2013-2020. The first stage of the study - 2015-2018, the initial expert survey - 35 interviews with graduates and editors-in-chief of Ukrainian TV channels. The second stage of the study – 2018-2020, rhetorical analysis of 80 news programs «Podrobyci» («Inter»), «TSN» («1+1»), «Sobytija», «Sjoghodni» («Ukrajina»), «Vikna» («STB»), «Fakty» («ICTV»), «Abzac» («Novyj»), «Novyny» («Pershyj»), «Pidsumky» («Era»), «Chas. Pidsumky dnja» («5 kanal»), «Novyny» («112-Ukrajina»). The third stage of the research is 2020, modeling of TV layout of Ukrainian TV channels, clarification of narrative principles, methods, techniques. Rhetorical analysis and modeling of TV layout were associated with the search for the collected data of the most important topics, compositional schemes, forms of TV stories, etc. (according to the theory of «agenda»). Based on the analysis of the collected and ordered empirical data, standardized approaches in the formation of news releases used by Ukrainian TV channels are revealed – narrative features of news releases as information constructs correlated with social reality. During the research the general scientific methods were also used: analysis and synthesis, comparison, classification: with their help the secondary and primary data were arranged and understood, the results and conclusions were formulated. It was found that the television industry is a sphere of socio-communicative action, a slice of social reality, through which texts are broadcast to the audience, encouraging them to internalize certain ideas, values, to believe in meanings. Because of this, news releases can be interpreted as editorial narratives – plot, dramatic, audiovisual stories about events that happened recently in the life of the country, of the world, of the people. News stories are compiled in accordance with editorial standards, adopted layout model, as well as with typical principles of selection and ranking of topics, ways of presenting information. This encourages us to talk about a special «narrative realism» – an approach in the reflection / construction of the picture of the day. Thus, adequate storytelling is a professional challenge for news channels and a promising research subject in the theory of social communications.

Народ као носилац и вршилац суверености – реанимација непосредне демократије

The authors examine possibility of direct democracy revival in contemporary environment. Based upon thought that performance of sovereign power should not be placed too far from the people as the real holder of sovereignty, they foster idea of a wider use of institutions typical for direct democracy. They suggest that it might be the first step towards revitalization of ancient Athenian type of democracy in new circumstances. Along with the fast technological development and expansion of new information technologies, technical limitations are not a vast obstacle anymore in establishing something what could be qualified as an “electronic agora”. Electronic popular initiatives and electronic referendums could be become quick, efficient and inexpensive modes in acquiring social consensus upon the most important legal and political issues. The authors hold that a kind of Rousseau’s social contract could have a chance to be realized in a cyber space, through a kind of cyber ecclesia.

The goal – expanding the scope of the library’s communication activities to provide it, an addition to the storage and free distribution of publications, a full cycle of the circulation of new knowledge. The research methodology is based on a comprehensive analysis of the development of information communications in the digital environment using the principle of self-organization of the research and library spheres,and the system of science communication. The scientific novelty of the work is to identify the theoretical and methodological foundations for the development of the communicative functions of the library to organize its system-integration interaction with an open science. Conclusions. The vector of development of the scientific library should include the introduction integration of high-tech circuits forming the information base of open science to promote functional transformation of the library from an element of the scientific infrastructure to the participant of the research activities.

The purpose of the article is to reveal the role of scientific and methodological activities in ensuring the development of the library industry and achieving compliance between the capabilities of libraries and the requirements of society. The methodology research consists in the application of general scientific and special methods, such as information and system approaches, terminological and historical methods, as well as methods of analysis and generalization of source information, the connection between theory and practice. The scientific novelty of this work is to expand ideas about the level of scientific and methodological influence on the activities of the library in modern conditions of transformational changes. Conclusions. Nowadays in Ukraine, there are processes of rethinking characteristics of libraries’ needs in methodological support, the role of a system of methodological centers, the content of methodological services, the structure of professional activities of Methodists, in particular, the direction of libraries on the path of quality changes. A new concept of methodical work forms an open methodological information space, conditions for creating information and communication technologies. There is an expansion of a system of methodological structures, methodological activities are carried out not only by the government but also by various public and non-profit organizations. There is a formation of interdepartmental interactions which are carrying out methodological activities, partnership relations of libraries are formed. Digital technologies are actively used in methodological activities, the share of electronic methodological resources and providing remote access to them increases, a variety of forms, methods, directions, and products of methodological activities are developed. These trends show that scientific and methodological activities change in according to the needs of library practice and are an integral part of libraries’ successful development.

Науково-методичні аспекти прогнозування витрат і планування сталого розвитку агропідприємства

The purpose of the article is the generalization and development of scientific and methodical approaches to forecasting expenditures in combination with planning for sustainable development of an agricultural enterprise based on the use of economic modeling methods, system analysis and intelligent computer technologies. In the modern economy, one of the important aspects of the competitive functioning of agribusiness enterprises on the principles of sustainable development is the effective management of their financial and material resources. Now it is difficult and problematic to achieve high performance results in the management of enterprises without a comprehensive use of economic modeling methods, system analysis and intelligent computer technologies that significantly expand the existing information and analytical support for forecasting costs and the level of profitability of production activities. The article deals with the organization of ensuring the forecasting of expenditures and planning the sustainable development of an agricultural enterprise. The analysis of the current economic state of the development of agrarian enterprises at the regional, zonal and national levels is carried out. The theoretical aspects of defining the definition of "sustainable development" for an agrarian enterprise are generalized. The methodical approaches to forecasting costs and planning sustainable development of an agricultural enterprise, taking into account the influence of the market environment and other factors were substantiated scientifically.It was suggested to use the tool in the Excel spreadsheet editor, which is called the "Scenario Manager" to automate the calculation of the cost forecast. The scenario approach of the forecast of costs based on 5 variants is grounded. An economic model of cost forecasting based on the example of soybean production is developed. The advantage of this is the ability to provide management with a convenient tool for substantiating and making informed decisions taking into account the influence of the market environment, weather and climate, environmental conditions and other factors. The forecasting model allows to take into account a significant number of factors of influence and trends in the development of super complex systems, including agriculture, and also to ensure a higher level of its reliability.

The global economy is expanding spatial and time parameters of activity of the tourism business as a real sector of the economy by using information travel products, so the topic of the research is relevant.The aim of the research is theoretical substantiation of the essence of informatization of tourism business under the influence of aggregate processes that characterize the global development of the world economy. The research methods are abstract–logical and the method of theoretical generalization.It is proved that global informatization, inherent in the last decade to all spheres of life, influenced the expansion of the segments of the tourist market and the growing influence of tourist business on the macroeconomic performance of national economies. It was clarified that scientists recognized informatization as the component of the process of globalization, and the problem of the development and the consequences of the introduction of information technology linked to techno–globalization and the theories of innovation development of the world economy. Therefore, the aim of our study was a theoretical substantiation of the essence of informatization of tourism business under the influence of aggregate processes that characterize the global development of the world economy by using the analysis of scientific sources on the problems of development of tourism business under conditions of globalization. In the course of the study we discovered the impact of internationalization, transnationalization, economic integration and the globalization of markets on the development of the international tourism business. It was proven that the informatization of tourism business acquired global characteristics. In the work we theoretically substantiated the essence of the process of global informatization of tourism business, tasks, object and directions of development. A conclusion was made about the tendency to monopolize global information environment of tourist business.The novelty of this work is in the fact that while determining the definition of the concept of "global informatization of tourism business, we took into account, first, the peculiarities of the globalization of the economy of tourism business and, second, the processes of convergence and liberalization of national tourist markets. The results of the research are an important tool to substantiate the development of tourism and its informatization.Today we can observe the process of monopolization of information space by creating global distribution systems that concentrate cash flow and form financial policy of implementation of transactions in the sphere of tourist business. In addition, the development of international tourism business today depends not only on the application of information technologies, since it has features of diffusion and integration of different types of services and industries that directly or indirectly form global resources of tourist services. The identified tendencies in the informatization of tourism business were not sufficiently studied and they need further research.

The traditional National mathematical Olympiad for University students took place in Pamporovo resort from 18 to 21 May 2017. The event was hosted by the Plovdiv University “P. Hilendarski”. More than 100 students participated in the Olympiad representing 14 Universities from Bulgaria and 2 Universities from abroad. The competition was organized in 3 groups depending on the mathematical curriculum in different Universities. The paper discusses the problems of the third group, in which students from Economics Universities study Mathematics with small number of classes. Methodological solutions are proposed.

Нейронні штучні мережі як ефективний інструмент адаптивного прогнозування в аграрному секторі економіки

The purpose of the article is to provide scientific and methodological substantiation and development of a model for predicting the development of agricultural production in the Kirovohrad region on the basis of the application of artificial neural networks. The peculiarity of forecasting at the regional level is the need to take into account a significant number of exogenous and endogenous factors of influence. For prediction along with traditional methods of econometric analysis of time series it is expedient to use artificial neural networks. Correlation dependence of factors of development of the agrarian sector of the economy influencing the dynamics of gross agricultural production is determined. The theoretical model of forecasting of gross agricultural production is developed. According to research results, using the method of artificial neural networks and the software product of the analytical platform of the Deductor Academic 5.3.0.88 package, a methodical approach has been developed to construct a forecasting model for gross agricultural production. The essence of the proposed approach is based on a combination of methods of adaptive forecasting and the instrument of artificial neural networks.The methodical approach of adaptive forecasting of gross output of agricultural production is developed. The model of adaptive prediction based on artificial neural networks allows to take into account a significant number of factors of influence and tendencies in the development of ultra-complicated systems, which include agriculture, as well as to provide a lower error margin of forecast.

Нека отворена питања примене Конвенције Савета Европе о високотехнолошком криминалу

Advancement of Serbia toward the European Union requires its integration into the common Europe-wide concept of combating high technology criminal. The platform for this concept was laid down by the Council of Europe Convention on cyber crime. To this date, there are 46 states signatories to the Convention, but only 28 have completed the process of ratification. The reason is that some provisions of the Convention remain contestable and therefore, difficult to transpose into national laws. This paper will focus on those open issues, concluding that all the parties to the Convention remain dedicated to the common concept of prevention, suppression and penalization of cyber crime regardless of the delay in the ratification process. Furthermore, in the author’s opinion, the current halt in the process of the Convention ratification and some of its shortcomings could be overcome by the adoption of a new universal convention under the auspices of the United Nations.

The first aspect of the report is related to the debatable issues in the field of intellectual property and its protection in the digital age. The latest regulatory acts in the field have been studied. The opinions of leading specialists in the field of intellectual property have been studied and analyzed as well, which highlight a number of scientifically applied problems concerning intellectual property, its place in business, in the digital world and make proposals for their solution. The second aspect of the report is the presentation of discussion questions regarding the new intangible assets and the current scientifically applied problems in their accounting treatment. Solutions have been proposed for some of them.

In the study there are considered some capabilities of the continuous trend models for the formalization and forecasting of the movement of human resources, accounting for the impact of various factors. There is developed an economic and mathematical model, which permits the assessment and forecasting of major characteristics of the labour movement of human resources for a particular level, such as: number of “potential human resources”, number of entrants, leavers and employed by sector of the economy, size of the outgoing from the standard flow of human resources. There is illustrated the possibility for practical realization of the model after the example of the movement of human resources in the district of Varna. There is proposed a suitable methodology for binding some of the parameters of the developed model to the factors determining them.
