Развитие воображения в процессе чтения электронной книги

Introduction. The article provides an overview of completed research studies on reading psychology, revealing the changes in text perception psychology in a multimedia environment. The interaction of readers with information has changed with the proliferation of multimedia technologies. The number of people focused on the perception of images on the screen has increased. In this context, the problem of imagination development, which is linked to the symbolic nature of texts, is increasingly recognized. However, Russian and foreign researchers have not treated the problem in much detail. The article aims at analyzing the peculiarities of imagination mechanisms in terms of symbolic diversity of electronic texts and characterizing the ergonomics principle as a baseline to achieve the optimal combination of information signs in the e-book. Materials and Methods. The research methodology is built on a system of basic princi-ples, methods and concepts of psychological activity theory and the theory of speech activity. The methodology also includes the concept of imagination, the concept of e-books, and the principle of ergonomics. The content of the ergonomics principle within the framework of electronic communication is identified by means of the modeling method.Results. The main results consist in clarifying the psychological features of electronic text perception. The article examines the topical issues of imagination development in terms of symbolic diversity inherent in electronic communication. The authors reveal the principles of holis-tic imagination development within the multimedia environment. It is emphasized that the replacement of the sign system in the video can lead to insufficient development of creative imagination, which is responsible for independent creation of new images, and mental transformation of reality. Conclusions. The authors conclude that it is possible to overcome the reduction of imagination in the process of reading e-books in case of applying the ergonomics principle for its symbolic diversity. The content of this principle regarding e-book are examined. The feasibility of its application for symbolic components of e-books is experimentally proved. The authors provide a range of examples of experimental practical developments in the field of educational and popular e-books for primary school children. The authors argue that the ergonomics principle is aimed at achieving the required balance of information signs for optimal imagination development. Therefore, e-book content should be based on psychological aspects of electronic text perception.

РАЗВИТИЕ ИТ-УСЛУГ В РЕСПУБЛИКЕ БЕЛАРУСЬ

The purpose of the article was to characterize IT services in the global economy and the specifics of the development and regulation of IT services exports in the Republic of Belarus. The subject of the article was the study of the development of information technologies as a sector of the economy. The methods of study are analysis and synthesis, generalizations, groupings and the comparative analysis, systematic approach. In the theoretical part of the research, the concept of «information technologies» is defined, six stages of their development are singled out and their features are given. A detailed classification of «computer and information services», adopted in the Republic of Belarus, is given. The export potential of IT services in the world economy is shown, the main consumers of IT solutions are identified, the largest segments of the global IT market are identified and the forecast of their development is indicated, key players of the global IT market are identified. Expert assessments on the priority directions of the IT market development are summarized: cloud computing, back-office technologies, etc. The emphasis is on the significance of the development of IT-off shoring centers. In the Republic of Belarus, the industry of «computer and information services» has the highest growth rates. The most significant factors affecting the competitiveness of the Belarusian IT industry are: significant tax preferences, high level of education, developed infrastructure. Thanks to the High-Tech Park in 2016, the export of computer services has become the second most important article in shaping the positive balance of the external trade in services of the Republic of Belarus. The results of study can be used in the practice of companies, public authorities.

This paper presents the project № BG161P003-1.2.02-0022-C0001 „Implementation of new office for transfer of innovation technologies in business organisations of the South-East Region of Republic Bulgaria” co-financed by Operative Programme “Development of the Competitiveness of the Bulgarian Economy” 2007-2013, procedure BG161PO003-1.2.02 „Creation of new and development of existing technological transfers offices”. The beneficiary of this project is Burgas Free University.The aims and objectives of the project are briefly presented. The focus is put over the virtual office for the transfer of technologies, the developed methodologies for selection of innovative products/processes/services on the base of their readiness level and deployment degree, as well as evaluation of the economy effect of their deployment. The paper ends with a short presentation of the first two selected technologies from the data base of the office.

This article presents the results of a study on the possibilities of computer educational games for the development of various cognitive skills for learners. The advantages they offer in the learning process are highlighted. Special emphasis is placed on the relationship between game-based learning and mental development of learners. Examples of game-based learning from leading educational institutions at different stages of the educational process are given. A prototype of an educational game with several interactive puzzles is presented. They are designed to teach students in mathematics and philology (learning a foreign language). The developed prototypes can be used to acquire new knowledge or to assess the acquisition of knowledge and skills in various subject areas.

The use of digital money creates not only threats, but also opportunities for economic development, but in Latvia and the Baltic countries, they are not sufficiently researched and not widely spread. The paper aims to identify the reasons for the lagging behind of the Baltic countries and Latvia in the development of the cryptocurrency market and to develop recommendations for improving its regulation and functioning. Based on the methods of cross-country, statistical and sociological analysis, the national factors of differences in the functioning and regulation of cryptocurrencies in Latvia, Estonia, and Lithuania have been identified and the risks of its use for illegal activities have been assessed. It is shown that the role of cryptocurrencies in the financial markets of the Baltic States is determined by the degree of their use for payments and investments, which depends on their recognition by the state and investors. It has been revealed that the definition of the concept of cryptocurrency in the EU and the Baltic countries, primarily in the money laundering and terrorist financing (ML/TF) directives, does not stimulate the use of its positive features. A correlation between the restrained attitude towards cryptocurrencies in Latvia and its large-scale business relations with the CIS countries with a higher proportion of shadow economy, caused by the peculiarities of its history and geographical location, has been revealed. The Latvian banking system, under the influence of international regulators, has become less appropriate for operations of non-residents from the East, which increases the risk of using cryptocurrency for ML/FT purposes. The factors of motivation, advantages and difficulties of the businessmen of the Baltic countries they face when dealing with cryptocurrency have been identified, and a discrepancy in the regulation of taxation of transactions with cryptocurrency and the respective activities in Latvia has been revealed. Recommendations are given to the state and private investors pertaining to the integration of cryptocurrencies into the economic space, the implementation of which will contribute to the development of the digital economy and growth of wealth of Latvian residents. The results of the study can be used to improve government regulation and private investments in the cryptocurrency market, as well as in the study and further research of this problem.

The authors investigate the problem of developing innovative thinking among students in the field of Information Technologies. The purpose of the study is to reveal the characteristics of developing environmental thinking and lean manufacturing skills in the course of mobile robotics. Materials and Methods. The research methodology is based on reviewing and analysis of scholarly literature on digital transformation of society, mobile learning, educational robotics, the use of software tools for development of thinking. The authors apply the methods of educational and psychological research. The empirical research is aimed at assessing personal traits, qualities and skills relevant for environmental thinking, which is a future-oriented competence. Results. The importance of clarifying the concepts of ‘environmental thinking’ and ‘lean manufacturing’ is justified precisely in the context of using mobile robotics for various sectors of the digital economy as the basis for preparing sought-after professionals. The authors examine the characteristic features of using mobile technologies in order to improve the effectiveness of training in a digital school and career guidance. They contain organizational, methodological and technical aspects of mentoring activities. The study emphasizes the main factor, which determines the possibility of using mobile robotics resources to support the conditions for developing environmental thinking and resource conservation skills, as the bases for the introduction of innovations and meeting the challenges of automation, globalization, and competitiveness. The characteristic features of developing environmental thinking and lean manufacturing skills are revealed and illustrated by ‘smart’ design solutions, which meet the challenges of global digital transformation. Conclusions. The article summarizes the characteristic features of developing ecological thinking and lean production skills in the course of designing a mobile automated device in the context of students’ creative, interdisciplinary, cognitive and research activities aimed at training highly qualified professionals for the future economy.

This article focuses on computerized testing as one the most effective methods of assessment in higher education. The study demonstrates problems of generating tests with random questions using computers. Proposed algorithm overcomes these difficulties taking into account predefined complexity of each question used in the test. Multiple tests of the productivity of the algorithm show the results of different scenarios and help assess its quality. The reason these findings are important is that they demonstrate an effective method for computerized creation of tests that could be described as preadaptive.

Famous Chinese military thinker, strategist and philosopher Sun- Tzu, the author of the classic, ancient and until today unsurpassed book The Art of War says in the chapter “Offensive Strategy” that “to subdue the enemy without fighting is the acme of the skill and art of warfare”. At the beginning of the 21st century the thought of Sun- Tzu seems to be affirmed in the planetary framework, in the form of the concept of control and domination of the USA in majority crucial world geopolitical regions, except the vast Russo- Asian and Chinese ones, as well as through the key global economic, financial, technological, IT, info- communication and propaganda mass- media flows in which has been inbuilt the latest US military info-communication- computer global power. Even today, not to mention the future, Sun- Tzu`s maxim is getting the widest possible meaning of subduing the “rest of the world” and mastering it without combat, in a “peaceful” and “soft” manners, by its enforced adaptation and amalgamation to the ruling values, interests, needs, institutes of the American super- power – as the apex of all skills. High- technological and highly sophisticated revolution in the US armed forces, specially the development of an all- embracing integrated global “system of systems” (C4I2) determines the very new form, character, meaning and task of the American global military power for the 21st century. The US leadership and supremacy in the field of “system of systems” ensures it the new, Sun- Tzu like, form, and source, of military and political power – the so called soft power as the capacity to (re) shape the world and control it without resorting to classical war. Warfare – “hard power” as it is known to us for centuries, is on the way to become an annex, an aid to the “soft power”, or the ultimate instrument of influence and power. In the third or fourth wave of the revolution in US civilian- military technological and scientific domain, an important change and new determination of the very meaning of the substance and future of war and warfare themselves, emerge. Radically new forms of war and waging of war – such as the non- lethal or virtual cybernetic war, i.e. the real war in the shape of virtual reality, or the doctrine of so called soft killing in the non- lethal war – are becoming of growing significance.

Analysis of all Russian public opinion polls conducted by Russian Public Opinion Research Centre in the period from 1991 to 2016, indicates the presence of significant changes in the system of distribution of social roles that have occurred over the last quarter century in Russia. However, it turns out that public stereotypes that women are less competitive in the labour market, are forced out rather slowly. The sphere of technology could serve as an example of the area closed to most women. Thus, the majority of Russians (60 %) continue to hold the view that technological specialities are the prerogative of the male sex.Major barriers arise precisely at the stage of professional development when the gender imbalance and scepticism on the part of the professional environment are perceived by women as indicative of futility.The maximum effective realization of women’s potential as economic agents under the conditions when the country feels the need to mobilize domestic resources, is an important strategic task.

The purpose of the article is to explore the concept of mobile learning m-learning which actively evolves into the concept of ubiquitous learning, a continuous self-improvement process using a variety of information devices from a computer to a smartphone or tablet. The use of mobile information and communication technologies as an effective means of providing access to educational content has been analyzed. The use of mobile applications of promising and effective means of access to educational resources in the process of self-education is explored in detail. The methodology of the research is to apply a set of general scientific methods: analysis, synthesis, logical method, method of visualization of research results. These methods made it possible to study the essence of the subject under study and to argue the author's opinion on the problem outlined. The scientific novelty of the work is to expand ideas about the possibilities of mobile technologies in the process of self-education. The use of mobile applications remains relevant in the process of self-education, as an important factor in obtaining and replenishing knowledge, self-improvement in the professional and non-professional spheres. Conclusions. Through the analysis of mobile educational applications, statistics and feedback on their use, the popularity of educational mobile applications that provide access to free online courses by leading scholars, think tanks, and universities in the world have proven to be popular. The importance of interactivity as a factor of the integrated approach to providing educational process, creation of information products at the intersection of science, art, and virtual reality, is introduced, introducing into the educational process of game technologies and technologies of the complementary reality.

РЕГИОНАЛЬНАЯ КЛАСТЕРИЗАЦИЯ В ЦИФРОВОЙ ЭКОНОМИКЕ

The article focuses on the advancement of theory and methodology to develop a qualitatively new model of the regional clusters’ improvement using digital technologies. New conditions of the economy transformation define the model’s relevance.The study provides a scientific basis for the regional clusters’ formation in the context of the economy’s digitalization. For this purpose, we applied general scientific methodology using system and dialectic methods, deductions, decomposition, the economic analysis and synthesis. In addition, our methodological toolkit includes mathematical methods of statistical data’s processing.As a technique for analysing the region’s cluster development, we used the Difference in difference method (DiD) that allows assessing the effect of clustering as a difference of the results prior and after cluster’s formation. We tested our methodology on the example of the Lipetsk region, where the regional clustering is actively implemented thus implying the need for its improvement.In accordance with the offered model, we suggest to control cluster interactions by means of a virtual business environment in a form of the organizational platform with a multidimensional network architecture. Based on this model we developed a mechanism of interaction of the cluster participants in the course of organizing the region’s social and economic space.This mechanism suggests creating virtual platforms in the spheres of mutual interests and joint activity between the cluster’s participants (with a possibility of creating cooperative start-ups or venture enterprises). The developed conceptual model of regional clusters can be applied for the strategic development of «The valley of mechanical engineering» cluster. Further research can focus on the systems analysis of all clusters and their influence on the organization of the region’s social and economic space.

Relevance of the research topic. The information and knowledge flow management is an important component for regional development in the context of the fourth industrial revolution. It allows taking advantage of the opportunities hidden in the digital transformation of the business community and providing the transformations necessary to reorient development towards inclusive and sustainable growth. Formulation of the problem. Managing the process of introducing Industry 4.0 technologies based on effective state and collective strategies opens up opportunities for regional development, but requires the development of special decision support tools, scientific substantiation of the model of systemic transformation of the region, identification of the main stakeholders and the mechanism of their interaction. Analysis of recent research and publications. The works of such researchers as Yasheva G. A. and Fateev V. S. (Belarus), Lenchuk E. B. (Russia), Götz M. and Jankowska B. (Poland), Ciffolilli A. and Muscio A. (Italy) and others are devoted to the issues of territorial and regional development in the context of the fourth industrial revolution. Selection of unexplored parts of the general problem. The mechanism of small businesses involving in the process of the necessary systemic transformation in the context of the fourth industrial revolution has not been sufficiently studied. Setting the task, the purpose of the study. The purpose of the study is to analyze the theories of regional development in the context of the fourth industrial revolution and to propose an organizational and economic mechanism for the digital transformation of the regional business community, including the SMEs’ sector. Method or methodology for conducting research. The research used the methods of analogies, analysis and synthesis, sociological survey. Presentation of the main material (results of work). The article analyzes the main concepts of regional development, concludes that it is necessary to consolidate regional actors according to the ‘Quadruple Helix’ model based on inter-organizational information systems in order to introduce Industry 4.0 technologies. An algorithm for the development of an electronic platform from a cluster site to an information system of integrated supply chains is proposed on the example of the Novopolotsk innovative and industrial petrochemical cluster. The field of application of results. The results of the research can be used by companies providing activity in regional development and small business support, in scientific and educational institutions, in public administration. Conclusions according to the article. Networked connections between regional actors, innovation networks based on the open innovation paradigm and integrated supply chains promote region development in the context of the fourth industrial revolution, this requires appropriate institutional conditions.

РЕГИОНАЛЬНЫЕ ДЕТЕРМИНАНТЫ ЭФФЕКТИВНОГО ИСПОЛЬЗОВАНИЯ ЧЕЛОВЕЧЕСКОГО КАПИТАЛА В ЦИФРОВОЙ ЭКОНОМИКЕ

This article discusses peculiarities of the labour market functioning in the context of the digital economy development.It determines the main directions in the management of processes related to the accumulation and use of human capital as the production’s main factor in the context of digitalization. Our goal was to develop a multi-factor model of human capital efficiency in the digital economy. We used the materials of the Boston Consulting Group, the World Development Bank, and data from The Russia Longitudinal Monitoring Survey — Higher School of Economics (RLMS-HSE) as the study’s empirical base. Asa research methodology, we chose a regression analysis based on the initial sample of data from RLMS 25, wave 2016, “Data on IBM SPSS individuals”. For the study of factors, we utilized the traditional J. Mincer equation, supplemented by quantitative and qualitative variables. We proved that expanding the range of parameters increases the coefficient of determination and the statistical significance of the parameters. On the basis of the empirical material, we confirmed a number of hypotheses on the determinants of the effective use of human capital in the digital economy. Particularly, the hypothesis about the impact of production experience on wages as an indicator of returns to human capital, previously put forward and supported by J. Mincer and his followers, is not confirmed for the digital economy. Digital technologies, replacing the old working methods, render the previous skills and organizational approaches irrelevant. Transformations caused by the environment’s automation and digitalization change the working activities from clearly defined work responsibilities to design work. The development of skills in digital knowledge application is an essential factor for the effective use of human capital in the digital economy. These skills enable workers’ adaptation to changing work processes and the employers’ requirements. EU General Data Protection Regulation, or Regulation 2016/679 (GDPR), adopted in April 2016, comes in force in 2018, 25th May. Significant changes in data protection procedure are going to happen after the date and because of that, we can observe right now an increased attention of a private sector to methods and practices of data protection. GDPR introduces the new right into data protection legislation – the right to data portability, along with the right to erasure (or right “to be forgotten”). The author describes the essence of the introduced right to data portability, distinguishes its relations with regards to other provisions of the Regulation and draws attention to the main challenges, which will be faced by private business in the GDPR implementation process.
