МЕТАКОММУНИКАТИВНЫЕ КОММЕНТАРИИ В ИНТЕРНЕТ-ДИАЛОГЕ: ВОЗМОЖНЫЕ ОСНОВАНИЯ КЛАССИФИКАЦИИ

This article discusses three reasons for the typology of metacommunicative statements: the object of statements (the referent and reflexivity / non-reflexivity of the statements), a way of expressing metacommunicative intentions, and the pragmatic orientation of the statements, the article as well discusses the problems of classification, in particular, the difficulties of distinguishing metatext and metacommunicative comments. The analysis is performed on the basis of the popular Belarusian Internet resources. Three reasons for the typology of metacommunicative statements give the opportunity to construct their model, systematizing all the variety of real metacommunicative statements. Modelling structural and substantial characteristics of metacommunicative statements allows to identify those aspects of communication that are important or, on the contrary, unimportant in the eyes of a speaker, as well as the preferences of native speakers in the expression of metacommunicative intentions.

МЕТОД ПОСТУЛАТНОЇ ЕКСТРАПОЛЯЦІЇ ДОКУМЕНТАЛЬНОЇ ІНФОРМАЦІЇ В БЛОГОСФЕРІ

The purpose of the article is to study the justification of the method of postulate extrapolation of documental information in the blogosphere. To achieve this goal it is necessary to perform the following tasks: to determine the features and resourcefulness of the method of postulate extrapolation of documental information in the blogosphere; to justify the concept of «synergetic paradigm of information interaction» as the result of the use of the method; to determine the requirements for the adequacy of the synergetic paradigm of information interaction; to choose and justify the empirical basis for the application of the method. The methodology is based on analysis, synthesis, and logical methods. The application of these methods made it possible to substantiate the method of postulate extrapolation of documental information in the blogosphere, to choose and justify the empirical basis for the application of the method. The visualization method was used to present the results of the study. The scientific novelty of the work is proposing and justifying the method of postulate extrapolation of documental information in the blogosphere. Conclusions. Based on the tools of semantic analysis of media content and social networks, a special method of documental information research are being developed. The method of postulate extrapolation of documental information in the blogosphere allows establishing the correlation of one or more features of the bloggers’ world (professional, educational, gender) with the parameters of their posting (publishing activity, topics of posts, feedback). This will make it possible to formulate a reasonable statement. Formalization of links between subjects in the system «picture of the world of bloggers - content» in the form of the synergetic paradigm of information interaction gives the chance to identify authorship of content on a professional basis or other sign, to use technologies of management of information flows, and also to predict trends of influence of blogging of various social groups on public consciousness, the level of critical thinking and critical perception of reality.

The research aims to present the possibility to visualize the processes simulated by agent-based modelling method, contributing to a better understanding the methods of digital transformations of physical objects and the means for visualization of digitized data. The theoretical framework is supported by examples related to practical realization of agent-based visualization in the simulation environment NetLogo or a cloud platform. The individual stages in the process of working with a personal online GIS-assistant Land Viewer for performing built-in analysis of satellite images, with data clustering capabilities, are described in detail. The scientific and applied contribution of the research is expressed in the analysis of the possibilities for creating an agent-based visualization to a suitable simulation model, selected by the library of the simulation software.

The most common methods of constructing control systems are based on the use of mathematical models of objects. However, for the vast majority of both artificial and natural objects of management, the construction of accurate mathematical models is practically impossible in view of their complex formalization. In addition, these objects function in an environment whose properties change or can not be determined in advance. In the case of poor formalization of the control object, the problem of constructing a system based on intellectual principles is updated. The aim of the work is to improve the process of dynamic decision making method based on intellectual techniques, which will allow increasing the quality of the personnel security management system.The approach to the dynamic decision making method electing in the personnel security system was improved by constructing an analytical hierarchical model that will scientifically substantiate the selected intellectual technology by processing the statistical data and expert information. The matrices of pairwise comparisons of alternatives according to certain criteria were developed, the matrices were normalized, the coefficients of consistency of estimates were calculated, the weight of the criteria was determined, and the weighted average rating of intellectual methods was constructed. The usage of fuzzy logic tools for the construction of a dynamic decision making model in the personnel security system of the enterprise was substantiated.The scientific novelty of the work is an improved approach to the process of dynamic decision making method electing of the personnel security management system by constructing an analytical hierarchical model that will scientifically substantiate the selected intellectual technology by processing the statistical data and expert information and allow to increase the quality of the personnel security management system. The practical value lies in applying the Saati method to automate the process of choosing a method for developing a dynamic management model of the personnel security system. The prospect of the study is the development of a dynamic decision-making model with the usage of fuzzy logic tools for the personnel security intelligent management system.

The problem of processing the information from different types of monitoring equipment was examined. The use of generalized methods of information processing, based on the techniques of clustering combined territorial information sources for monitoring and the use of framing model of knowledge base for identification of monitoring objects was proposed as a possible solution of the problem. Clustering methods were formed on the basis of Lance-Williams hierarchical agglomerative procedure using the Ward metrics. Frame model of knowledge base was built using the tools of object-oriented modeling.

Методика синтезу автоматизованої системи оперативного планування зв’язку у низькоорбітальній космічній системі передачі повідомлень

One of the reasons for the decrease of efficiency in low-speed communication systems, satellite communication, which are based on nanoplatform is a high degree of operational planning centralisation. To overcome this problem the method which carries out the distribution of tasks of communications operational planning minimizing the exchange of information between spatially remote sites, and takes into account the computing performance of software and hardware was developed. The technique is based on the use of methods of structural and parametric synthesis, simulation and statistical analysis of the results. Its use allows to obtain the optimal structure of the automated system of operational planning in low-space communication system messaging evaluation of efficiency in terms of fixed communication of information load.

Методика шкалювання результатів автоматизованого тестування респондентів соціодинамічних систем

The article deals with the problem of scaling primary assessments of the results of automated testing of respondents of social-dynamical systems in relation to linear scales with a fixed number of ranges, and also shows the application of scalping techniques in presenting the results of tests of respondents of sociodynamic systems.The purpose of this work is to develop a technique for both approximate and accurate linear scaling of normalized "primary" test ratings and the application of this technique in the formation of test results in the REMAK system. In the REMAK system, linear (quantile) scaling of scores can be performed immediately after passing the testing session when receiving an on-screen form for viewing the results and after passing the test by all respondents when analyzing the statistics for the test as a whole. The disadvantage of the methodology for the translation of "primary" test scores into the linear scale used in the REMAK system was to adopt the kind of distribution of "primary" assessments uniform and, as a consequence, the lack of their normalization. For small groups of respondents (up to 30 people), errors occurring at the same time did not have a significant effect on the boundaries of scale ranges. With the growth in the number of respondents using the REMAK system, there is a need for the normalization of "primary" test ratings to more accurately calculate the limits of the ranges of linear scales.As a result of the study, a method was developed for scaling primary test scores, which allows you to obtain the resulting scores in any linear scale of evaluation directly when viewing the results. When testing respondents of sociodynamic systems, a result evaluation was obtained immediately after passing the testing session by each respondent, based on the assumption of a normal distribution of 95% of respondents, or on the results of the actual distribution of respondents after passing the entire test. It should be noted that the comparison of the results of scaling with the statistical data showed a practical coincidence of the results, which confirms the reliability of the proposed method.

In the context of the world economy globalization, simultaneous increase in flexibility and volatility of the labour market, structural and demographic shifts, special attention should be paid to the employers' risk reduction associated with seasonal labour supply fluctuations. In the economic literature, the analysis of seasonality in the labor market is considered in terms of choosing the optimal time to apply for a job by job seekers However, the problem of optimal timing of recruitment by organizations remains poorly disclosed. The objective of this study is to forecast changes in labor supply at the labor market of Belarus, taking into account intra-annual seasonal fluctuations and occupation. In order to achieve the set goal the following tasks have been solved: search, analysis and selection of the sources of information about condition and dynamics of labour force supply in the labour market of Belarus; collection, purification, and analysis of statistical information about job seekers in Belarus; selection of the method for seasonal labour market analysis and construction of the seasonal wave, determination of the equations of trend; analysis of the obtained results. General scientific, economic method of analysis, method of grouping and graphical representations were used in the research. In the course of the research the authors built seasonal waves and obtained the equations of trends, which allow to make forecasts of labour force activity in the labour market of the Republic of Belarus in accordance with the type of activity. The research will allow the employers to: effectively develop the recruitment strategy; minimize the recruitment budget; choose the month when the job vacancy announcement will be submitted.

Research of methodological approaches to the planning of business processes in e-commerce was performed in the article. Literature analysis has shown that there is still a number of methodological and theoretical questions which are still unresolved, the issues are connected with development of modern models, principles and methods of planning in the system of e-commerce.In the research some definitions of category “electronic commerce” are presented. In general, it is economical process of goods and services exchange on the basis of existing partnership with the help of electronic methods of communication. According to the author’s opinion, electronic commerce envisages making an agreement with the help of electronic exchange of information and other electronic ways of transferring data. To electronic agreements can be related agreements which are made and performed using electronic devices of connection and modern information communicational systems and nets.In a generalized form, it was proposed for enterprises which are planning to introduce innovative technologies of electronic commerce, to use the following strategies of business process development: micro targeting of on-line audience, personalization, creation of content for attraction, creation of site for target segment, integration through the channels, investment to the mobile commerce, attention to logistics, using of trade with the possibility of subscriptions, beating of competitors, proposition of work convenience through other channels, selection of property, selling only via Internet shop. Proposed strategies of electronic commerce can be used by multiple enterprises to plan business processes.

In order that a music could will be carried out by not only a composer but also other musicians. It must recorded by an author on material transmitters by sign system. Before appearance of electronic apparatus and computers, it has been the written language. Generally, in area of musical art the writing (visual-graphic) fixing of sounding of music is carried out by means the notation. The process of creation of visual matrix of musical work creates definite problems. Therefore, the search of writing methods of music recording was enough hard for musicians, because of a plenty of the systems of the graphic fixing of music, appeared in history of musical art. The newest possibilities of work with musical material considerably extend the technological aspects of music record. The research is related the search of new facilities and methods of the use of computer technologies in modern musical practice. Methodology. The research methodology consists in application of theoretical and empiric methods. The methodological approach allows exposing the machineries of application of computer technologies for creation, arrangement, editing and wiring for sound of musical works. Scientific novelty. The scientific novelty of work consists in expansion of possibilities of composers, arrangers, sound producers, musicians-beginners and publishers in creation of musical works by means of the last versions of computer program Sibelius 7.5. The musical editor Sibelius 7.5 is made for the computer set of musical works as a musical text and high-quality their wiring for sound. Conclusions. Musical computer technologies exist thanks to various computer facilities, which are perfect. They can create record, edit and mutate music, fix it as records on audio.

Методологични проблеми при използване на квалифициран електронен подпис и универсалната двуфакторна автентикация в уеб приложения

This article aims to present some specific methodological features with using a Qualified Electronic Signature (QES) and Universal 2 Factor (U2F) technology for authentication in web applications. The legal basis, regulating using electronic signatures, is described. A comparison between the two technologies is made in the context of web applications and technical usage limitations for both technologies are described. Possible future developments of the U2F protocol in terms of usability and connectivity are discussed. Implementation of U2F authentication technology is proposed to be an additional layer of security in web applications, not only developed by the Bulgarian government, but also other web applications, requiring strong authentication.

The formation of the information (digital) society of Ukraine is a manifestation of a global trend, the historical inevitability of which is due to the objective logic of civilization. A characteristic feature of these processes is the growing demand for scientific theories, the use of which in practice will ensure social progress and protection of universal values. The purpose of the article is to improve on the basis of a systematic approach to crime prevention measures, the task - to determine the methodological functionality of information for the development of crime prevention measures in the information society. Methodology is rightly considered the theoretical foundation of effective scientific research. At the same time, there is currently no consensus among experts on the content of this category. The definition of methodology as a system of methods of cognition and transformation of reality is offered. It is argued that due to the acceleration of scientific and technological progress and the increase in the amount of information processed, the number of alternative methodological theories will continue to increase significantly. It is pointed out that the fundamental principles of the methodology lie beyond our knowledge and cannot yet be definitively established. Therefore, experts are forced to use methodological concepts, largely based on faith in them. However, each new fact that becomes known to scientists will either confirm or refute substantiate the basic principles of the applied methodology. It is claimed that the information component provides the system functionality of objects and processes in two aspects: 1. Information as a coordinating component of the system (management and one-level coordination). Guidance means providing information to perform mandatory actions. Reconciliation can be defined as the sharing of information to achieve a coordinated outcome. 2. Information as a resource of systemic activity. A resource is an object intended for further processing with a certain result of the system state. In both cases, it is a question of the functionality of the connections between the elements of the system, which understand the interdependence of the existence of phenomena separated in space and time. It is pointed out that in the field of practical activity of the subjects of crime prevention, information is, firstly, a component of coordination processes, and secondly, a resource through which their competence is realized. This is seen in relation to all entities that, in accordance with Art. 2 of the Law of Ukraine "On State Protection of Court Employees and Law Enforcement Bodies" have the status of law enforcement agencies. It is concluded that the system approach as a promising methodology of theory and practice of law enforcement. It is argued that further improvement of crime prevention measures should take into account the information component of systemic activities in this area (information as a resource and coordination component).

The methodological basis of the model for the formation of a balanced system of information security at the enterprise was suggested. The relationship among information flows was described and the threats to the information security of the enterprise were defined. The probability of realization of the threats was estimated.The presented model of information security is a set of objective external and internal factors and their impact on the information security at the enterprise including safety of material and information resources.On the whole the methodical approach under consideration allows assessing or overestimating the level of the current state of information security of information flows at the enterprise, to develop recommendations on providing information security of the enterprise and to reduce possible costs of the enterprise by increasing the stability of the system of information flows. The approach also helps to develop the concept and policy of information security of the enterprise and offers protective plans for internal and external information flows which are created at the enterprise and transmitted by different kinds of communication channels protecting information of the enterprise from intentional distortion, unauthorized access, copying or use.

МЕТОДОЛОГІЧНІ ОСНОВИ ФОРМУВАННЯ ІДЕОЛОГІЇ ІНФОРМАЦІЙНОГО СУСПІЛЬСТВА

The article shows that the investigated problem is highly relevant in the modern era, which requires formation of ideology of information society, which should play a constructive catalytic role, to move from violence to motivation and purchase of subjectivity for all. The subject of the research in this article is the ideology of the information society as a complex social phenomenon and a dynamic process. Research methods – informational and synergistic approaches that allowed us to deeply analyze this complex phenomenon. It is shown that the ideology of the information society is a system of concepts-the ideas of paradigms in which discoursing conceptualized the relationship of individuals to the information society, which should be explicitate as a multifunctional model of social organization and interaction of individuals. The ideology of the information society positions the interests of social groups, including their values, ideals, norms, rules, guidance and development of this type of society and reflects organizational activity for extrapolation in social and individual consciousness of norms and values a culture of information intended for the development of social, political, and spiritual processes in the state. The ideology of the information society reveals certain aspects and problems of information society, aimed at overcoming dogmatically-rigged and imaginary socio-existential forms of human existence in a virtual world. It is the process of evolution of ideas in the development of information society and the development of human consciousness, the formulation of common interests-needs in the state and programs of development of information society, the recognition of ideology as a set of principles and beliefs, which is based on information world-view as a social and cultural reality. The information ideology is invited to consider how the concept of social development that guides individual, the image of the model in the unity of the social and spiritual processes. Based on the ideology of information society idea of information or informatization as the main principle conceptosphere companies, which reflects the social, philosophical, political, scientific aspects of the matrix development of the society, as well as the ideological and theoretical foundations. It is proved that the search ideas of the information society taking place in Ukraine, industrial and technological backwardness from which the world’s economic leaders is growing extremely fast. Quite complicated form is the search for ideas as identity in Ukraine. The idea of the information society as the highest form of development of society can unite people, especially young people, because informatization is involved in the majority of the population. The basis of the ideologies of the information society in many developed countries had measures in solving the tasks aimed at the initiation of faith in their own strength and creativity, moral, cultural and spiritual meanings of the life of the nation and people.

Милиметровият честотен обхват като перспектива за 5G мрежи

The currently widely used 4G cellular networks face many challenges. The growing demand for high-resolution mobile multimedia applications is bringing these networks to their practical limits. 5G networks, the next generation of wireless communications, are standardized to ease the burden on current infrastructure by offering significantly higher data rates through increased channel bandwidth. Given the lack of accessible frequencies traditionally used for mobilecommunications, millimeter bandwidths (mmWave) are quite a challenging alternative. This technology is a cornerstone of upcoming 5G networks, allowing faster data speeds and much higher bandwidth than ever before, but not every 5G network will necessarily use this frequency band, at least not all the time. As with any new technology, there are unavoidable problems that need to be overcome. The purpose of the research and analysis in this article is to systematize issues and solutions related to the potential problems of spectrum sharing in mmWave frequency range, its suitability for long-distance communications, indoors, in bad weather conditions, as well as biological aspects, and relevant conclusions have been done to meet these challenges.

The purpose of the study was to identify the features of the development of the global telecommunications market, its impact on the digital transformation of the economy of the Republic of Belarus. The subject of the article is the global telecommunications market and its development in China, Belarus. Methods of analysis and synthesis, system approach, generalization, grouping, and comparative analysis were used in the study. The relevance of the research topic is due to the fact that the telecommunications market has the highest growth rates in the modern world economy. The prospects for economic growth of any state depend on the level of its development. Using digital technologies, countries can quickly become leaders in economic development. The subjects of the telecommunications market of goods and services are identified. The features of the modern telecommunications market are identified: an increase in the volume of investment in the market of goods and services of information and communication technologies; the use of mobile technologies as one of the main drivers of the growth of the information and communication technologies market; the creation of platforms that integrate technologies, networks and devices that provide the use of new opportunities; an increase in the degree of concentration and consolidation in the telecommunications market. The features of the Chinese telecommunications market are: the development of individual products and services for customers, the transformation of traditional industries with the help of Internet technologies, a high level of competition and risks, and significant attention to the production of consumer electronics. Huawei's main competitive strategy is diversification. A distinctive feature of Huawei's work in the Belarusian market is its focus on building mainly its own systems and networks, that is, its own infrastructure. The results of the study can be used in the practice of business entities and public administration bodies.
