Deepfakes – Primer and Forecast

Author(s): Tim Hwang / Language(s): English

“Artificial intelligence”—the broad category of study exploring the creation of intelligent machines—has enjoyed a resurgence in the last decade, driven by a combination of research breakthroughs, a massive expansion in access to data, and advances in computational hardware. New developments and applications have captured the imagination of policymakers and the public at large, inspiring both hopes and fears around artificial intelligence and its future prospects. Among the many areas of concern around the technology, perhaps one of the most widely discussed has been the threat posed by “deepfakes”: synthetic audio, images, and video generated with artificial intelligence. Deepfakes are often strikingly realistic and sometimes challenging to distinguish from the genuine article. Artificial intelligence has been used to produce deepfakes depicting prominent political figures from Donald Trump to Vladimir Putin saying a variety of things they never in fact said.

China as a Narrative Challenge for NATO Member States

Author(s): Filip Šebok,Richard Turcsányi / Language(s): English

China is generally considered one of the greatest challenges facing NATO member states in the 21st century. Much attention has been paid to China’s decades-long meteoric economic rise which has also fueled a massive military buildup. During the 2010s, China became increasingly assertive in its geopolitical neighborhood, raising alarms in numerous capitals. In recent years, China’s growing interference in domestic affairs of countries around the world has attracted growing international attention, while Chinese technology is quickly catching up – or even leading – in key domains, such as 5G, AI, big data, surveillance, space, and others. In this paper, we delve into the area of strategic narratives, which thus far has not been at the centre of discussions about the challenges posed by China. We argue, however, that it should be placed there. As China increasingly tries to “tell its story well” to the world and seeks to amplify its discursive power, it is critical to examine what China’s story is, who is it aimed at, and how China’s narratives potentially affect its status and behaviour in the international system. Strategic narratives and visions can represent key dimensions of great power competition. Following Michel Foucault, discourse will be seen in this paper as power, and international society as an arena for discourse-power struggle. According to Miskimmon et. al., “strategic narratives can be defined as a means for political actors to construct a shared meaning of the past, present and future of international politics to shape the behavior of domestic and international actors”.

Kremlin Communication Strategy for Russian Audiences Before and After the Full-Scale Invasion of Ukraine

Author(s): / Language(s): English

Particularly since the annexation of Crimea in 2014 and the subsequent popularization of what has frequently been mischaracterized as ‘the Gerasimov doctrine’, Russia’s behaviour in the information space has often been viewed as part of its ‘grayzone’, ‘hybrid’, or ‘sub-threshold’ activities. However, the events of late February 2022 and the ensuing months have amply demonstrated that Russia’s information activities should also be viewed in the context of the country as a conventional, above-threshold threat. February 2022 may have marked the point at which Russia’s actions left the ‘grayzone’ and entered the realm of full-scale conventional warfare, but the information environment nevertheless remains a key facet of this conflict. On the Russian side, the Kremlin’s stranglehold on television media and the proliferation of Kremlin-aligned (or, at the very least, anti-Ukrainian) Telegram accounts have ensured public support for the war, which (ac-cording to polling by the Levada Center), re-mains high, at 72%—higher even than when the war first broke out, even as sanctions bite, military failures mount, and Russia’s manpower losses surpass those of all wars it has fought since the end of World War II combined. On the Ukrainian side, tropes such as the ‘Russian warship go f*ck yourself’ exchange at Snake Island have helped ensure public support among Ukraine’s allies for aiding the country’s war effort, casting Ukraine as a plucky under-dog against a larger foe which is simultaneously deadly and incompetent.

Global supply chains so complex as to have enmeshed national economies into an international web. While the rise of Great Power politics was daily pulling the world apart. Then along came Covid.

Индустрия 5.0 : Бизнес платформи и мрежи от предприятия

Author(s): Nikolay Sterev,Valentin Kisimov,Tsvetana Stoyanova,Venko Andonov / Language(s): Bulgarian

The study of the development of business platforms for information sharing is an issue of increasing importance in recent years as there has been a huge increase in the amount of information shared, including photos and video materials, between individual individuals. At the same time, business platforms are still accepted by companies as the "forbidden fruit" that everyone wants for themselves but not to share. The importance of social business platforms is justified by the fact that this issue covers the intersection of two main fields, especially important for a modern, economically rational society: knowledge, as permanent and significant information, which is acquired and used in making important economic and management decisions, on the one hand; information dissemination technologies, using modern tools and approaches, for example, social networks, on the other hand. Formulated in this way, the problem of combining knowledge as an approach to management of modern economic and social systems and tools, from a technical point of view, has not been the subject of more in-depth research either in Bulgaria or around the world. The significance of the researched problem is also expanded in the search for the combination of two different approaches to a new social and economic phenomenon: dissemination of information between individual social units through the sharing of knowledge, experience, photos, and video information. The liberalization of world markets, the dynamic development of new technologies, and the rapid growth of resources devoted to training and innovation turn knowledge into a basic production resource and a critical factor for the success of individual companies and countries, and the "knowledge economy" becomes a key word. Thus, with the development of information technology and its tools, we are witnessing a real revolution in the creation, distribution, accessibility, and use of knowledge. Knowledge has become the most valuable asset, with its own rules of existence and management. The more knowledge is added to a product, the more valuable it becomes. The conducted literary and applied research shows that both the attitude and the motivation to join business social networks depend on the use of Internet techniques and the digitalization of business. However, the relationship found and the real dependence are not so clear and/or so strong. The explanation is that social business networks are used similarly to traditional social networks. This leads to the fact that Bulgarian managers are too skeptical about the benefits of social business networks (or because of a lack of trust or unwillingness to share information or to be part of the information community), since many of them are offline: there are no emails, no corporate pages, no network profiles, etc. That being said, the real business digitization effort is the translation of business excellence from real business to the digital world. In summary, social business networks should be accepted as the natural evolutionary development of business digitalization. Accordingly, businesses must decide not whether to be part of these emerging global business networks, but how to join and which business networks to join, so as to derive maximum benefits for their future development.

Aging Population - From Research to Public Policy

Author(s): / Language(s): English

Population aging is a demographic trend that is taking place on a global scale. According to the Department of Economic and Social Affairs of the UN (2020), almost every country in the world is witnessing a population growth in the size and proportion of older persons. Approximately 728 million people are aged 65 and over, and the number is expected to increase in the next 30 years. The share of the global population aged 65+ is also expected to reach around 16% in 2050. These numbers call for institutional action where the academic community and policy makers should unite to find a way to manage this unprecedented global trend. In this context, it is crucial to identify the various problems of aging from the perspective of different disciplines (economics, organization and management, entrepreneurship, sociology, law, medicine, communication, etc.) and to find solutions that require, among other things, a multi-stakeholder approach. This approach relies on the synergy effect of various stakeholders, including public policymakers, national and local administration, the business sector, the health sector, and civil society. Unlocking the potential of knowledge sharing and embracing innovative approaches towards the multifaceted challenges of aging – encompassing financial well-being, quality of life, digital environment, new technologies, and cultural perceptions of the elderly – is the key to transforming this process into an opportunity by discovering effective solutions. This is the fourth in a series of publications dealing with population aging. The insights gathered during the previous editions - Aging Society: Rethinking and Redesigning Retirement (2020), Strategic Approach to Aging Population: Experience and Challenges (2021), and Economics and Aging: Emerging Issues (2022) served as an impetus for the publication of the fourth editorial book entitled “Aging Population: From Research to Public Policy”. The content of the book and the authors of the contributions come from different scientific fields, proving once again that the complex and multiple nature of population aging requires a multidisciplinary approach in its research nature. We want to thank all the authors who recognize the research potential and scientific interest in this demographic issue and who, with their researches, contributed to the economics of aging as an area that is increasingly being acknowledged and explored. Let us hope academic researchers and policymakers will intensify dialogue to design more policy measures for population aging.

Knowledge Management in Economy, Technology and Education

Author(s): / Language(s): English

In the modern business landscape, organizations driven by labor and capital are increasingly being replaced by knowledge-based entities. The success of businesses now relies on the development of innovative products and services through multidisciplinary expertise and collaborative learning. However, the vast amount of information available often surpasses organizational capacity to effectively convert it into actionable knowledge. This has led to the recognition of intellectual capital, which encompasses human, organizational, and customer capital, as a measurable asset. This volume explores knowledge management's critical role across diverse fields, offering insights into artificial intelligence, quality management, organizational design, leadership styles, consumer behavior, and medical literacy, among others. With contributions from various scholars, this collection serves as a valuable resource for understanding the dynamic interplay between knowledge management and its applications in economic, technological, and educational contexts.

Мобилните технологии в обучението като фактор за повишаване на мотивацията и успеха

Author(s): Kaloyan Dimitrov,Simeon Kolyandov,Yasen Deyanov / Language(s): Bulgarian

The research aims to uncover the richness of the application of modern mobile technologies in higher education to support the improvement of relationships and the effects of their use on students' intrinsic motivation and academic success. А research on the topic complements and extends empirical findings in educational field by (a) measuring used mobile technology and student motivation in learning; (b) analysing correlations in theoretical constructs “mobile technology” and “intrinsic motivation”; and (c) identifying statistically significant relationships, interactions and effects between used mobile technology in learning, motivation and academic success of undergraduate students at the University of National and World Economy (UNWE). The research framework adapts the application of Deci & Ryan's (2000) “Self-determination Theory” and Davis' (1989) “Technology Acceptance Model” by introducing the external variables “Value of Mobile Technology” and “Academic Success” into a general theoretical-empirical model. According to the results of an empirical study carried out on a sample of 200 students of the Business Faculty at UNWE, were 1) confirmed the three working hypotheses and the thesis of the study; 2) identified leading aspects in the use of mobile technology in learning; 3) identified important benefits of mobile technology in learning; 4) three sets of recommendations for research stakeholders: university and higher education faculty, relevant management of educational institutions and their students.

Diagnostika a rozvoj informatického myšlení na základních školách v kontextu alternativních metod výuky matematiky

Author(s): Lucie Bryndová,Milan Klement,Kvetoslav Bartek / Language(s): Czech

The conception of computational thinking is inconsistent across the world curricula, which is related to the different approaches to implementing its targeted development in schools. The lack of an accepted exact definition has led to a number of problems with the implementation of this way of thinking in the educational process in the Czech environment, and although we are currently moving towards a clearer definition of computational thinking, it is still surrounded by a number of preconceptions. So the question arises, what exactly is computational thinking in the context of primary education in the Czech Republic? How can we diagnose its development and what is the common level of computational thinking in pupils? Finding the answers to these questions is quite crucial for the further development of informatics education in domestic primary schools.

Дигиталните технологии – натрупан опит, нови решения и бъдещи предизвикателства

Author(s): Marin Geshkov / Language(s): Bulgarian

With the invention of the Internet and the appearance of personal computers in the early 1970s, the foundations of the so-called digital revolution or Third Industrial Revolution, which in its essence represents a transition from mechanical and analog electronics to digital electronics have been set. The digital revolution marks the beginning of the Information Age. Digitization is rapidly gaining momentum, and the conversion of analog information recording into digital data entry and its storage, distribution, and add-value creation is becoming the new standard in business and economics. Innovative technologies become a catalyst for growth. Half a century later, we are no longer talking about digitalization of the economy, but about the Fourth Industrial Revolution, intelligent solutions and the transformation of society from digital to a smart, people-oriented society. This monograph tends to address this need. In a multi-method approach based on a review of the current literature, the main terms related to digital technologies in the management and economic literature have been identified, namely: digital business model, digital technologies, digital innovation, digital transformation, digital marketing, digital advertising, e-commerce and digital entrepreneurship, digital society. Through an analysis of previous literature, a common understanding and definition of these terms, as well as their potential interrelationships, are derived.
