Industry 4.0. Germany’s New Industrial Policy

Author(s): Konrad Popławski,Rafał Bajczuk / Language(s): English

The Fourth Industrial Revolution is characterised by the extensive use of the internet and the computerisation & roboticisation of all spheres of the economy. Its symbols today are smartphones and electric cars, but in the near future we will witness the creation and use of smart cities, smart electrical grids and smart factories. Today’s industry is changing at an unprecedented rate. The earlier industrial revolutions, i.e. periods of fundamental changes in the modes of production and communication, proceeded at a much slower pace than those we are observing today. The first industrial revolution utilised coal and steam to mechanise production and transport. The second disseminated the means of mass production by the use of electricity and the internal combustion engine. The third, digital revolution, which began in the middle of the last century, automated industrial production and globalised communication. The German economy, which reached a very high level of sophistication in the industries of the first and second industrial revolutions – in heavy industry, electronics and the automotive branch – did not benefit so greatly from the digital revolution.

Interpretation of online consumer behaviour from the consumer neuroscience perspective: Cross generational study

Author(s): Anida Krajina / Language(s): English

This monograph reveals the results of empirical research on consumer behavior, more precisely, visual attention and behavioral patterns in online environment and compare the results between two generations (Generation Y and Generation Z). Empirical research was conducted by using eye tracking, complemented with in-depth laddering interviews based on the means-end chains model, in order to examine the values of both generations. Research is embedded in the scientific framework of neuroscience and neuromarketing and has a mixed character (explanatory, exploratory and confirmative). The research objective covers two areas. The first concerns the discovery of cognitive and emotional processes based on visual attention in the online environment of two groups of consumers. In other words, the work focuses on identifying the differences between potential exposure and actual exposure for different types of content: text and graphics (image). Text and images are designed to potentially attract visual attention to certain content elements called call-to-action. Call-to-action is a digital element or tool that helps reinforce and engage customers, in particular by encouraging some desirable action in the online environment (typically in the case of e-shops, so-called like on Facebook, etc. (Adaptly, 2014). It serves as a strategy itself and is implemented particularly in the area of digital marketing. Therefore, the exposure as an expression in this study refers to both the type of content and the exposure of the elements of call-to-action in the content. Secondly, the work explores the relationship between the strength of stimuli and the memory effect. In other words, the goal is to provide a deeper understanding of the impact (or relationship) of the stimulus strength (image versus text) on memory, and to determine whether the preferred content is positively linked to consumer memory. Retrospective interviews are used as a complementary method to eye tracking, and help participants to verbalize experiences, recall process, explain both decision-making and reasons why the attention has been devoted to some elements, and not to others. The results of both approaches lead to better understanding of consumer behavior in theory and optimizing online content in practice.

Geografie bariér: Příklady dobrých bezbariérových realizací

Author(s): / Language(s): Czech

The book Geography of Barriers: Examples of Good Barrier-free Practice offers a collection of texts that are interested in making space, services, and information accessible. Thus, the collection is primarily about barriers, their nature, localization, and possible effects. Under barriers, most people imagine material barriers for wheelchair users in the form of steps or sidewalk curbs. Only a few would think that barriers can be represented by loosely placed rugs, unfit lighting, large glass surface, a doorbell without visual output, unwanted attention, frequent asking and offering help, lack of language knowledge, pity, etc. Thus, the book broadens awareness of what can be considered a barrier. The texts are divided into three parts – theoretical, methodic, and empirical – and their arrangement follows the logic of thematic focusing from the most general to the most concrete types of barriers. While the theoretical part places the policies of accessibility into the wider context of scientific disciplines and their development – such as disability studies, disability geography or service design, the methodic part discusses the introduction of accessibility policies in the city of Brno, describing how it tried to make its space, services, and information more accessible. Finally, the empirical part offers 18 examples of relatively good barrier-free implementations that have been recently realized in Brno. This division reflects an effort to target several groups of readers. The first part thus addresses mainly students interested in accessibility issues, the second, methodic part is intended for politicians and municipalities searching for inspiration to implement their own accessibility measures and policies. The last part stating concrete examples of good barrier-free implementations is aimed at general public, at people who like to think about a whole range of topics related to accessibility of space, services, and information.

Yeni Medya Araştırmaları. Dil, İmaj, Fenomenler, Teknoloji, Dezenformasyon

Author(s): / Language(s): Turkish,English

Communication Studies is an interdisciplinary field, as it touches on many fields. Communication studies, which cover a wide area inculding sociology, psychology, text analysis, women's studies, cultural studies, politics, law, cinema as other scientific fields, have evolved into a completely different dimension with the new media. In this digital society where the borders have disappeared, the field of communication studies has expanded and brought some problems with it. It has brought many innovations in terms of new media features and reinforced the power of the media. By adding technical power to synchronous and asynchronous communication, it has both facilitated and cheapened global communication. This has contributed to the production of communicative content for people of all ages in the new media environment. This has created a gigantic virtual information cloud. While new media technologies have massively changed the use of media technologies, they have also come a long way in analyzing the data they collect. Data analysis and analysis tools are more advanced than ever before in human history and show signs of further development. Human beings aim to artificially develop an intelligence that they can extract from themselves numerically, perhaps one in a billion. He finds it more beneficial to develop an artificial intelligence that does not forget what he has learned instead of a person who is enthusiastic of learning. It aims to use algorithms that learn all the information in the information cloud with machine learning in a very short time to answer questions that have not been answered before. These technologies have started to give their first mass products today. Softwares like ChatGPT offer society a not so new, but more practical communication environment. The algorithm, which analyzes the information cloud, easily presents the texts suitable for instant needs to the user. However, there is a point that should not be forgotten. The issue of analyzing existing content and creating a new content makes people question what is new in a philosophical sense. For example, when the Dadaism movement emerged, it had a brand new discourse by presenting a critique of the existing. Dadaism has written its name in history with golden letters. Will an algorithmic discourse be able to achieve this? Is this creativity unique to humans? Is it in the hands of artificial intelligence to say something new? Time will tell for these. This study, including questions about new media technologies, reflects this interdisciplinary feature of communication studies and aims to contribute to communication studies in this respect.

Granger Nedensellik Sınamasında Yeni Yaklaşımlar

Author(s): / Language(s): Turkish,English

The concept of causality, developed by Wiener (1956) and Granger (1996), has been a cornerstone for examining the dynamic relationships between time series. Since the Granger causality relationship helps researchers to formulate a suitable model and obtain better predictions for the variables, it has attracted attention in the literature and the Granger causality test has been employed in many studies. In this study, current methods used in Granger causality tests are included. In this context, in the relevant sections, the regime-dependent causality test proposed by Krolzig (1996), the lag-augmented VAR-based causality test developed by Toda and Yamamoto (1996), the causality test in variance proposed by Hong (2001), the frequency domain test developed by Breitung and Candelon (2006), the asymmetric causality test developed by Hatemi-J (2012), and Fourier Granger causality test proposed by Enders and Jones (2016) are discussed theoretically and empirically. We would like to thank all the chapter authors who contributed to the book.

Güncel Gelişmeler Işığında Sağlık Yönetimi

Author(s): / Language(s): Turkish

Health, which is one of the most fundamental rights of people, conceptually refers to a state of complete physical, psychological, and social well-being. From the early ages to the present day, all the changes and developments in the world, both positive and negative, have affected people's life and health in different strengths and degrees. While in the early days, people tried to cope with a very small number of factors in order to be and stay healthy, today many factors have emerged that determine and affect people's health status. In this age we live in, it is important to prevent or minimize the negative effects of the factors that emerge with the changes and current developments in every field at an inconceivable speed and in every field, and to manage the factors that have positive effects in a correct way in order to spread, develop and benefit more by people. Today, planning, organizing, directing, controlling, and coordinating the resources and processes needed for the services to be provided by taking into account all factors and elements in order to successfully protect and improve the health level of the individual and society requires a professional and scientific approach and perspective. In this book, some topics related to health and health services are analyzed in chapters from the perspective of health management. The chapters of the book consist of "health management and human capital relationship, digital transformation in health services, internet of things in health services, swot analysis in health institutions, budgeting, and capital budgeting in health enterprises, medical documentation in health institutions, school health, nutrition recommendations during the Covid-19 outbreak from a health management perspective, environmental health and medical waste management".

Financial and Economic Issues in Emerging Markets

Author(s): / Language(s): Turkish,English

The world is experiencing a severe change and transformation in every field with the effect of globalization that emerged in the last quarter of the 20th century. These changes make themselves felt primarily in the economic area. In particular, the globalization and liberalization of financial markets bring along a series of changes, opportunities, and risks in both economies and financial systems worldwide. Owing to the effect of economic globalization, and the emergence of complex and dynamic financial transactions that significantly redound the uncertainties, notedly in emerging markets, have gradually increased market participants’ financial risks. This process has augmented the efforts of banks, non-bank financial institutions, institutional investors, and companies to search for methods and tools to better control the risks they face by applying complex strategies to hedging. To this end, parallel to the development of new financial instruments and markets that led to the emergence of complex and dynamic financial transactions, risk measurement and management techniques have also significantly changed. The global risks that have recently arisen from different sources like health, energy, food, climate, military, politics, etc., are more evident in the economic area. Many studies have been conducted in the academic literature to measure and understand the economic impacts of these global risks based on different sources and to develop solutions. This study, titled “Economic and Financial Issues in Emerging Markets,” is the product of such an effort. This study contains fifteen chapters written by twentynine academicians and experts in their fields. The book includes mainly theoretical and applied studies on risk, return, exchange rate, stock market, emerging markets, economic growth, energy, and logistics.

Uprkos strahu i tišini: univerziteti protiv rodno zasnovanog nasilja

Author(s): / Language(s): Bosnian

This publication contains the proceedings of the international scientific conference "Beyond Fear and Silence: Universities Against Violence" which was held on the 6th and 7th of May 2022 at the University of Sarajevo, Bosnia and Herzegovina. The conference aims and calls for papers were envisaged within the framework of the UNIGEM (Universities and Gender Mainstreaming) project led by the TPO Foundation in collaboration with 19 partner universities in Bosnia and Herzegovina, Croatia, Serbia and Montenegro. In addition to the TPO Foundation and the University of Sarajevo as the main organisers of the conference, the following 12 universities were the conference co-organizers: University of Banja Luka, University of Bihać, University of Donja Gorica, University of East Sarajevo, University of Herzegovina, University of Mostar, University "Džemal Bijedić", University of Novi Sad, University of Tuzla, University of Zagreb, University of Zenica, and International University in Travnik. The conference aim was to aid changes towards the transformation of university environments into safe places for everyone, where zero tolerance for violence is promoted. Most universities in Bosnia and Herzegovina and the region adopted gender action plans (GAPs) in the academic year 2021/2022 and there is serious work ahead of them to change the organizational culture and the deadlocks of silence and fear when it comes to gender-based violence. A large number of teaching and administrative staff and students still know very little about gender equality and gender-based violence (Spahić Šiljak, Kovačević and Husanović, eds., 2022). Scholars from Bosnia and Herzegovina, Croatia, Serbia, Montenegro, Austria and United Kingdom took part in the Sarajevo conference to present the results of their theoretical reflections and empirical research on issues of gender-based violence in universities and to act together towards a more long-term transnational and transdisciplinary scientific and institutional collaboration. The collection of 22 scientific papers presented at this conference and contained in this conference proceedings publication are structured into eight thematic sections, beginning with the plenary keynote lectures. These sections cover the following topics: theoretical perspectives and methodological concerns in researching gender issues; gender and language; gender stereotypes in culture and education; media, education and gender-based violence; gender, body and violence; sexual harassment in academic environment; and gender equality, institutional policies and professional life. Gender-based violence is a global problem and affects the lives of women and men, their health, career, functionality, and psychological and economic well-being. Silence is interpreted as a sign of approval and acceptance and often it is as difficult to bear the silence of the environment that does not react to the violence as it is to experience the violence itself. For these reasons we must collectively address such issues in the educational programs of schools and universities, in our institutional environments where various forms of gender-based violence also occur. Perpetrators of violence are most often not reported and sanctioned, which is a message to victims that there is no benefit from reporting. In order to change this situation, it is necessary, among other things, to work more intensively on the application of legal norms through gender-aware policies, educational programs, campaigns, as well as the production of critical knowledge on the issues of gender equality and gender-based violence. This conference proceedings is a step in this direction – producing transdisciplinary and transnational knowledge of critical importance for the prevention of gender-based violence and discrimination, and the promotion of gender equality.

The Ethics of Outsourcing Information Conflict: Outlining the Responsibilities of Government Funders to their Civil Society Partners

Author(s): James Pamment,Anneli Ahonen / Language(s): English

Non-governmental organisations (NGOs), researchers, journalists, and the private sector are often the main actors actively countering disinformation and influence operations. While governments maintain some counter-disinformation capabilities, they tend to outsource much of the day-to-day work through, for example, programmatic funding. It is more cost-effective and credible to fund independent, non-partisan NGOs to debunk disinformation than for a government to get caught up in trying to correct the sensitive issues that disinformation often entails. Indeed, in a recent Washington Post op-ed, former Radio Free Europe/Radio Liberty President Thomas Kent lauds the role of NGOs in countering disinformation and urges governments to keep finding funding for them: “Volunteer activists fight it out with trolls online, penetrate and disrupt conspiracy chat rooms, campaign for companies to stop advertising on disinformation sites, and post memes ridiculing Russian propaganda.”1 They do all the things, in other words, that governments can’t or won’t do at scale.

Seeking Legitimacy: Considerations for Strategic Communications in the Digital Age

Author(s): Emily Harding,Harshana Ghoorhoo,Julia Dickson / Language(s): English

While the Soviet Union in particular developed well-honed strategies for propaganda during the Cold War, the last ten years have seen an explosion in the speed and reach of a new breed of disinformation. Messages now travel far and wide on social media at the speed of thought, as people look to Twitter and TikTok for news. Governments find themselves attempting to sort out which stories will pass and which stories will stick, as they struggle to bet limited resources against emerging problems. Democracies are particularly vulnerable to disinformation because laws are designed to protect free speech, not to protect the state from speech. Propaganda spreads easily across borders in the digital age. One recently uncovered web portal served multiple potential sympathizers in several languages; it provided pro-Kremlin activists from many countries with templates for letters opposing the destruction of Soviet monuments, including offers to help write and translate the letters into English and French. By one estimate, dozens of well-crafted pieces of pro-Kremlin disinformation appear every week—more than any country can handle alone.
