International organizations as sui generis subjects of international law

International organizations as sui generis subjects of international law

Author(s): Marko Aćić / Language(s): English Issue: 51/2021

This paper deals in detail with the concept and the most important characteristics of international organizations as subjects of international law. Aware of the fact that a lot has already been written about this sui generis subject of international law, we will try to contribute to an even better understanding of this complex concept in a study carried out with the method of functional analysis and induction. This will be done by emphasizing the importance of constitutive elements, subjectivity, responsibilities, jurisdiction, and supranationalism of international organizations. We will also propose, as an expression of freedom of scientific thought, some de lege ferenda solutions related to the work of officials in international organizations, all with the aim of further progressive development of international law. In particular, the synthetic and comparative method will support a set of hypotheses and emphasize the supranationalism of international organizations, exemplified by the practice of the EU functioning.

Propozycja przestrzennej metodyki oceny obciążenia przestrzeni miejskiej reklamą zewnętrzną na przykładzie miasta Polic

Author(s): Michał Kupiec,Sara Bręcz / Language(s): Polish Issue: 37/2018

Outdoor advertisements dominated the centers of modern cities, influencing the recipient through the form, size and manner of communication. Advertisements generate visual impact and affect spatial order, thus causing the need to develop tools that allow cities to assess their impact. An important role in this matter is played by visual analyzes, the vast majority of which are based on qualitative methods and have a linear character. The paper presents a variant of the visual assessment method of urban area, based not only on subjective impressions, but also on the quantitative data obtained as a result of measurements of the number of carriers. The analysis of the load was carried out on the basis of a set of research points arranged in 200-meter intervals on the street network of the city of Police, which is characterized by the dominance of multi-family buildings with an open character. The proposed research method enabled the assessment of the impact of advertising media on the composition and the reception of urban space, and the collected results enabled visualization of the spatial distribution of load by outdoor advertising, creating a comprehensive picture of the city’s aesthetics.

Светът от днес: между пандемията и екологията

Светът от днес: между пандемията и екологията

Author(s): Amelia Licheva / Language(s): Bulgarian Issue: 1/2021

The text focuses on several recently published novels and a book of essays, which have provoked reactions and debates both in Bulgaria and around the world. It tries to see how writers rationalize the pandemic at the very beginning of its emergence. For most authors topics such as politics and ecology are important, because according to them the Covid crisis is the result of all other crises of today's world, and most of all, of the irresponsible human attitude towards nature and other human beings. Not accidentally – in their visions – it heralds new changes in the human and in the acceleration of the dystopian wave in literature.

Parliamentary Representation of National Minorities in the Western Balkans: Wishful Thinking or Reality?

Parliamentary Representation of National Minorities in the Western Balkans: Wishful Thinking or Reality?

Author(s): László Horváth / Language(s): English Issue: 1/2021

In the 1990s, not only the countries of Central and Eastern Europe but also the countries of the Western Balkans became pluralist democracies, where, in addition to the political representation organized (primarily along ideological dimensions) by members of the majority society, national minorities also started to articulate their interests and demands to be involved in politics. At the same time the rights of national minorities and their participation in political life have gradually transformed from a marginal issue into a major one. This shift happened with changing dynamics, especially due to the tragic events in the Balkans. Simultaneously possible ways of ensuring the independent parliamentary representation of national minorities have also been widely discussed. Among alternative solutions there are various methods for separate parliamentary representation of national minorities. These solutions have been put into practice in many of the Western Balkan states. The aim of this paper is to review these alternative solutions of the past 30 years and the difficulties they have faced. The objective has been to provide a comprehensive exposition of the evolution of parliamentary representation of national minorities in the Western Balkans.

Humour as resistance:

Humour as resistance:

Author(s): Aju Basil James / Language(s): English Issue: 3/2014

This paper studies the evolution of political humour in media in the United States after 9/11. Previous research has identified patterns in the evolution of jokes on the Internet but a study of patterns of humour in mainstream media remain scarce. This paper looks at late night television shows and cartoon strips in post-9/11 United States, and tries to plot a pattern in their evolution. Television programs such as The Daily Show or cartoon strips such as The Boondocks and Get Your War On have become major sources of political news, especially for the younger section of the population. These media constitute and react to the business of political news in the United States. This paper attempts to explore what political consciousness is constructed through humour in these media. Any pattern that may emerge out of this study is also reflective of humour’s engagement with politics, especially in a time in which irony was declared to be dead. A comparison of humour on these different fora throws some light on how the United States reacted to 9/11 through humour as well as what material, political or psychological forces drive humour on different kinds of media.

The Place and the Role of Sport in the War-Torn Society of Afghanistan

Author(s): Muammer Aydin,Ivanka Martinova / Language(s): English Issue: 4s/2021

For Afghanistan, security is one of the last things the country can be associated with. Despite the efforts that have been made over the last decade, it is still too early to speak about political, economic, and institutional stability. Against this background of uncertainty, and despite the lack of legislation, funding, and investment tools, Afghanistan's flag is being played in the finals of many international events. This is the phenomenon that provokes our research interest. The present aims to give a brief overview of the country's national sporting achievements and to examine the views of two key experts in the field to identify how the development of sport in the country influences the peace-making processes from a social perspective. The used methodology includes a semi-structured interview conducted independently with both respondents in 2019 which is analyzed in the context of social reconstruction of a war-torn society. The results show that national success in elite international sports events has a high potential to be an effective tool in neutralizing some of the negative social effects of war on the society (like distancing, hatred, identity restructuring, etc.) by bringing hope, creating role models, changing perceptions, uniting people under one flag, creating heroes.
