Sosyal Mübadele Teorisi Bağlamında Güç Mesafesi ve Örgütsel Adalet Algılamalarının Örgütsel Vatandaşlık Davranışı Üzerindeki Etkis

The purpose of this research, to examine the level of organizational citizenship behaviour, power distance and perception of organizational justice among police that working Konya police department and determine the impact of power distance and perceptions of organizational justice on organizational citizenship behaviour. This research is done by survey model and has been conducted five hundred fifty eight police that were employed in Konya Police Department. According to the experimental results, there is a weak and negative relationship between organizational citizenship behaviour and power distance, there is a weak and positive relationship between organizational citizenship behaviour and perception of organizational justice among police that were employed in Konya Police Department. As a result of the regression analysis power distance expectations and perception of organizational justice variables explain organizational citizenship behavior rate was found to be approximately percent of twenty two. In addition, the largest contribution to this explanatory variable is observed that the interaction justice .

Public–Private Partnership Healthcare Projects in Turkey

Project finance is a financing mechanism to fund long-term investments considering the expected cash flow from the project at which asset and liabilities are generally booked in financial statements of special purpose vehicle (SPV). For recent years, healthcare services in Turkey are somewhat delegated to private sector through Public Private Partnership (PPP) model that project finance plays a critical role. In this model, investment is realized by private sector and risks are shared among related parties. The fund needed for investment can be raised through syndicated loans with the contribution of domestic banking system. Nevertheless, banking sector in Turkey has limited capacity to raise long term capital considering the funds utilized for these projects. This study aims to examine the finance structure of long-term PPP Healthcare Projects in Turkey by conducting interviews with the bankers who have been involved in this process.

Higher Education and demographic situation have some interactive activities and mutual connection when viewed from the standpoint of the overall socio-economic status of a nation. Based on the current status and population data in our country and also on the appropriate research based on the data from Bureau of Statistics and the Employment Institute, there is a need for the professional scientific approach to this issue. Concerns for the demographic situation of the Croatian people in the Federation of Bosnia and Herzegovina, which is the subject of this paper, is pointing to the need of the original action of all the factors that can and should affect on the reduction of emigration of the most valuable population of a nation. When it comes to higher education, there is primarily a need to implement serious reform that includes reducing the number of social studies and the pedagogical sciences in favor of technical and biotechnical sciences which today account deficit. Furthermore, there should be a serious strategy to determine the number of colleges and universities and compare that strategy with the strategy of the general social development and within that context assess the needs for the private study with strict adherence to the criteria for the establishment of the higher education institutions, both state and private. The plans and programs of study must undergo a strict audit by giving the final evaluation of the Bologna process study that is apparently very doubtful. A solid and detailed analysis should give us valid results. The problem of financing the study was an open question and there are chaotic relationships and relations, since now it turns out that 80% of studies is financed by the parents, not by the state, which has negative consequences for determining quotas and enrollment structure. It could be said that the state has very little influence in these extremely important social activities in which the responsibility of both is minimized. With a good selection, scope and structure of the study, unemployment of highly educated people will be reduced to a smaller rate, and that also means the reduction of the departure of educated personnel to other countries. In addition, stimulating employment even if for the fixed time period should be introduced, especially in the public sector, as well as support stimulating conditions and self-employment in the private sector. In our environment, the Federation, especially in the area of Herzegovina, there are a number of natural resources that present serious basis for the production and application of the new technologies but still are not exploited.

In this paper, the author presents and argues the thesis that Thomas Piketty’s fiscal solution to social inequality, presented in the book Capital of the 21st Century, is primarily the result of worldviews of the author of the book, and only to a lesser extent the result of the economical and statistical analysis of a large number of data series, which makes this book extremely important in the professional community. In addition, the author provides a number of possible different (and even opposite) solution models that would, in the context of Piketty’s arguments presented in the book, have the same effect, but would approach the social reality in a very different way. Finally, the author finds that the wealth of options that can be accessed on the topic of social inequality is the indication of its relevance.

When the public administration of countries identified as a social and economic forms of organization is impossible to think outside the health sector of this form of organization. In this area, many spend the majority of national resources and the operation of the human field prevents the medical field and constrained to work. Since the establishment of the Republic was considered to be an essential task of the state health services were encouraged to take public organizations. After the 1960 reform of the health policy issues were on the agenda. Health services, policy-making / implementation in the context of redefining the evaluation in relation to the consequences of experienced conversion and also the transformation of health policy to be discussed with a critical perspective, currently ongoing is important for appropriate evaluation of the discussion. Turkish health personnel to work in the process of globalization in terms of policy, not an example of transformation of the public administration, is considered important by itself in today's public administration studies. Working labor changes in Turkish public administration system will serve to seeing through intensive service sector. The main problem of the health personnel system in Turkey is achieved with a flexible structure, starting from the 1960's.

Razlike u zadovoljstvu životom adolescenata s obzirom na lokus kontrole i sociodemografska obilježja

Ovim istraživanjem žele se utvrditi razlike u zadovoljstvu životom adolescenata s obzirom na lokusa kontrole i različita sociodemografska obilježja. Uzorak je prigodan i čini ga 252 adolescenta, uzrasta od 14 do 18 godina. U radu je korištena survej metoda i metoda teorijske analize, te RI-E skala lokusa kontrole i Skala zadovoljstva životom-MANSA. Dobijeni rezultati pokazuju da postoji statistički značajna razlika u kvalitetu života grupe ispitanika sa internim lokusom kontrole (Md=70) i grupe ispitanika sa eksternim lokusom kontrole (Md=65),U=5649.5, z=-3.585, p<0.05. Prema tome, adolescenti sa internim lokusom kontrole imaju veći nivo zadovoljstva životom i ovim su potvrđeni nalazi ranijih studija (Morry, 2003). Takođe, utvrđena je i statistički značajna razlika u zadovoljstvu životom grupe ispitanika iz potpune porodice (Md=68) i grupe ispitanika sa jednim roditeljem (Md=63.5),U=1851.0, z=-2.030, p<0.05. U istraživanju nisu nađene statistički značajne razlike u zadovoljstvu životom adolescenata s obzirom na vrstu škole koju pohađaju. Osobe sa unutrašnjim lokusom kontrole smatraju sebe odgovornim za svoju vlastitu sudbinu i svoje uspjehe i neuspjehe u životu. Takvi adolescenti su obično samopouzdani i vole da se bave aktivnostima gdje njihove sposobnosti i trud vode ka uspjehu, odnosno sreći i u konačnici su zadovoljniji životom.

An insight regarding economic growth and monetary policy in Romania

This study introduces some aspects regarding the link between monetary policy and economic growth, through a rule well known in the literature which is named Taylor’s rule and through the concept of sacrifice ratio which encompasses the impact of the cost of disinflation on the economic growth of a country. In this paper, we rely on estimates of the growth of potential GDP of the National Bank of Romania for the period 2003-2006 while for the period 2007-2012 we rely on the estimates reported by the International Monetary Fund. Thus, we carry a deterministic exercise for computing the interest rate on the period 2003-2012 as depicted from the Taylor’s rule and we compare it with the effective monetary policy interest rate used by the National Bank of Romania. In the same time, we calculate the sacrifice ratio for the period 1997-2013 so as to be able to form an opinion regarding the cost of disinflation and its comparison with the typical estimates for larger time spans and for other countries.

Milosrđe i solidarnost: od milostinje do institucionalizirane pravednosti

The question of mercy and solidarity can be seen from different aspects. From the perspective of the Social Doctrine of the Church, this question substantially refers to the problem of wealth distribution and poverty. Through the entire history of the Church, charitable giving has been a response to the conditions of poverty that surround us. Even though charitable giving, as a form of Christian love, is a valid principle of Church teaching and practice, in the past less attention was paid to the causes of poverty: emphasis was placed on the praxis of charitable giving in a context of social inequality. With the evolution of its Social Doctrine, the Church has increasingly sought to understand the causes of poverty and to strive for a system shift that will reduce inequality. Without doubt, the causes lie not only in individual poverty, but in the way that modern society functions, specifically prevailing economic mechanisms that generate poverty and increase inequality between a wealthy minority and an impoverished majority. Charity, while it is advisable and necessary, is not a sufficient response to this phenomenon in the contemporary world, characterized by globalization processes and a high rate of mutual interdependency of individuals and states. The article affirms that solidarity is the appropriate response of the Church, intended not as simple compassion for the poorest victims but as an active principle in the regulation of human relations, directed toward institutional structuring in order to achieve social justice and the common good. The article begins by analyzing the relationship between poverty and its causes and moves from there to an analysis of Church teaching on charity and its connection to the virtue of justice, concluding with a consideration of solidarity, asking if this social virtue can be institutionalized in contemporary society.

The aim of the article is to explore the role and importance of social entrepreneurship, and to analyze theoretical and practical aspects of social entrepreneurship in the function of achieving social and economic development of local communities. Social entrepreneurship in Bosnia and Herzegovina is a contemporary challenge with highly fragmented forms of business practices and under utilized opportunities. The perspective of social entrepreneurship is reflected in the fact that it is an integral part of the unavoidable reforms in Bosnia and Herzegovina. There is no doubt that the resolution and prevention of the social needs and social problems of members of local communities depends on the effects of the economic development of local communities. The results in practice have shown that the failure to dedicate more attention to social development, during the process of planning of the development in the local community, has an extremely negative repercussion on the quality of local development. On the other hand, the development of the local community implies active community.The participation of community members in activities that contribute to community development directly, or indirectly, largely depends on their willingness to be active participants in the development of their local communities. In this context, social entrepreneurship, as a recently recognized phenomenon in our country, represents an essential instrument for motivation of the citizens to be more active, as well as an instrument for achieving social and economic development, through which is possible to mitigate economic disproportion, poverty and social exclusion. Social entrepreneurship emphasizes the unavoidable interconnection between social and economic development through which economic and social value are realized.

IDEOLOGY AND SOCIO-CULTURAL FOUNDATIONS OF PROVIDING GOVERNANCE SERVICES

Purpose of Article. Reveal the ideology and highlight the socio-cultural foundations for the provision of governance services derived from the analysis of leading-edge ideas of foreign and domestic scientists, and also consider the issues of implementation of the public service policy on the basis of employment. Methodology. The methodological framework of this study is a systematic analysis. General scientific methods for organizing and summarizing and the method of comparative analysis made it possible to correlate the concept of the “service” and “welfare” state, reveal the essence of service -oriented public policy, describe the ideology and socio-cultural principles of governance services. Scientific novelty. The innovation consists in a better understanding of the role of services provided by welfare state authorities in accordance with the classical theory of administration and the concept of the new public management. It has been proved that at the present stage of reforming public administration in Ukraine, governance services should be attributed the government basic function, i.e. any activity of the authorities on behalf of the government will be a service. The applied aspect, the article described the peculiarities of practical implementation of the ideology of providing employment services in Ukraine. Conclusions. In the overwhelming majority of countries in the world where hierarchical administrative management gives way to new government management, the functioning of “network states” is untimely, as it is not possible of to use exclusively the communitarian concept of political networks when the state, instead of exercising its powers through institutions of government, will only regulate ties and relationships of all service actors. There-fore, while building a service state, the network principle of social management-based interaction should be considered only as a form of management that makes it possible to substantially reduce the costs of traditional political and legal regulation of social processes and ensure a more mobile interaction with civil institutions and organizations.

Pravo na starosnu mirovnu mobilnih radnika temeljem uredbi o koordinaciji sustava socijalne sigurnosti Europske unije

European Union has from its inception been developing as a sectoral organisation focused on foundation of a common market among the member states. Since its inception in the form of European Coal and Steel Community (ECSC), which was followed by European Economic Community (EEC) and the European Atomic Energy Community (EURATOM), the establishment of free trade zone and the customs union represented the crux of integration process. Against the backdrop of the previously described context, social security and redistribution, including pensions, remained within the area of primary jurisdiction of member states of the communities existing at the time. Irrespective of this distribution of jurisdiction between the European and the national level, pension systems in member states were affected by the European regulations. The reasons for this state of affairs is due to the fact that free movement of labour is considered one of the fundamental rights (in addition to free movement of goods, free provision of services, free business location, as well as free movement of capital) which have been the foundations for the European single market since the inception of integration. Against the backdrop of the previously described context, eligibility for retirement pension required regulation at the European level, in order to ensure that the workers who had exercised the right of free movement, or the right to work in other member states, are not placed in a more unfavorable position due to their mobility compared with the position they would have occupied had they not exercised the previously mentioned right to freedom of movement. This article is aiming to provide an overview of the European legal framework (currently the EU legal framework) for eligibility for retirement pension (paid by the member state) of workers who had exercised their right to free movement and work in a member state whose nationality they do not possess, with a special emphasis on regulations on social security system co-ordination. Consequently, in addition the entitlement of mobile workers to retirement pension, an overview has been provided also of the limits of regulatory autonomy of member states concerning the right to regulate the eligibility for retirement pension within their own pension systems in compliance with the EU laws. The previously mentioned issue is significant also in case of Croatia as the newest member state which hence needs to harmonise its legislation and legal practices with the EU directives. The article comprises of several parts in order to achieve the previously mentioned objective. In the first section, it analyses the primary law of the European Union (primarily the Treaty on European Union and the Treaty on the Functioning of the European Union) which prescribes the distribution of jurisdiction of the Union and the member states in the area of the pension system and the possibility of regulation of the previously mentioned area by the Union. Subsequently, secondary law of the EU is analysed (focusing on regulations on social security system co-ordination) which comprehensively defines the eligibility for exercising the right to retirement pension of mobile workers in the EU, along with the relevant court reports by the European Court of Justice in this area.

This text is an attempt to reconstruct the history of the Main Shelter Home (Główny Dom Schronienia), that is, the largest orphanage for youngest children operating in the Warsaw ghetto. Witkowska-Krych presents its history, which goes back to the mid-19th century, and its situation during the first year of the war and during its move into the ghetto and until the deportation to the death camp in Treblinka in August 1942. In light of the surviving official, press, and personal sources the author sketches the circumstances in which that unique institution had to function. She also writes about the individuals connected with that institution and those who worked for its benefit.

Field practice has always held an important place in the education of social workers, especially today,if we look at the modern social trends and problems with which they will, as a professional workers,meet during the professional career. Contemporary concept of dual education allows to students to, at the same time, connect and apply acquired theoretical knowledge and through that they can learn and develop their practical skills continuosly. If we look at the standards which are provided in education for social workers in Serbia, very important thing is that practical training has to comply with plan and program for every year of study, individually. Beside that, students could make a choice where they will work their field practice, in which institution or organization, and it is an example of good practice. This is helpful on the one hand for students and on the other hand for institutions. Through the activities in the context of field practice, students can perceive procedures of professional process, but they can also develop possibilities for critical thinking, reflective approach and learn proffesional behavior. This approach increases the possibilities for the realization of the concept of lifelong learning.Field practice is done in appropriate reference institutions, public autorithies, and also in nongovermental organisations. Some of these organisations are national, and some of them are international. A large number of options makes whole education more interesting how in content, also and methodological.One more important segment which contribute to improving practical learning is also training of mentors who are responsible for students in their organisations. Through this we can provide higher level of quality working with students, especially becuse professional workers in this role have the opportunity to convey their practical knowledge and skills. It is important for students becuse it is a way to empower them for further progress. Bearing in mind these tasks, it’s important that mentors are proffesionals with experience. In that case they could be available for students and their questions, and at the same time mentorship doesn’t interfere with working process.

The beginnings of eminent initiative of bishop Wincenty Tymieniecki, the first parish priest of the st Stanislaus Kostka cathedral parish, are disappearing into the past. It is astonishing that organization which had been running a dozen or so social institutions, operating for two decades and helping many thousand inhabitants of Lodz, had left so few traces. The Association of Shelters of st Stanislaus Kostka was established in autumn 1914. After its re-registration in 1922 it had been operating up to autumn 1936. The Association’s peak of development was reached in 1917. Then the organization had been running eight schelters, two hostels for children, creche, two hostels for the homeless and school for the deaf and dumb. Furthermore, the Association had been running sewing and shoemaker’s workshop and the one producing headgears. Courses for pre-school teachers were finished in the same year as well. In August 1920 the Management of the Association, facing serious problems regarding balancing the budget of the organization, decided to gradually close down schelters and even hostels, on condition that the budget improved. After 1922 only „Sienkiewiczówka” and III schelter remained and after a while the organization lost its importance and was replaced by other social organizations, mainly by Lodz diocesan „Caritas”. The Association’s activity is an interesting example of civil activation of inhabitants of Lodz, an attempt to overcome social issues tormenting this industrial city. History of activity of the organization shows transformation of the social policy of municipal authorities. The initial civil activity was supported by official authorities on the principles of subsidiarity and it concerned German occupation authorities above all. Along with coming a time when the Republic of Poland had been formed, the attention was reallocated to full control of social institutions and with time municipal authorities started to limit its support. Not only did they seize the role of the creating entity but they also operated their own institutions. That way, civil activity taken up to date, was significantly limited.

The aim of this article is to introduce the concept of precariat into the Hungarian social scientific discourse and to comment on the four translations published in this issue. The potential applicability of the theoretical concepts onto the Hungarian context will be discussed as well. As a starting point three definitional attempts will be presented: when speaking about precarity we can refer to precarity as a movement; to precarity as groups of people, whose position of the labor market have become vulnerable and uncertain; and to the sum of people whose secure lives have become threatened by various risks and dangers. After that I show to what extent the notion of precarity can mean more than other categories describing marginalities – for this the coinage of the term will be analyzed. An elaborated argument will be shown about how the latest usage of “precarity” differs from how Robert Castel has used it. This argument ties into the debates around the problems characterizing the specific, European type of wage-earning society. After briefly introducing the articles of Guy Standing, Mario Candeias, Mika LaVaque-Manty, Brett Neilson and Ned Rossiter, I will argue that the common element in them – which I fully agree with – is that the concept of precarity, at its present state, is too much connected to a specific historical period (to the era of post-WWII, Western European welfare consensus). In order to extend the notion this connection should be abolished. This is the only possibility to make the concept a useful analytical tool for comprehending broader social processes, especially in the context of Hungary and Eastern Europe in more general.

The considerations taken up relate to the important issue of the place of social policy towards seniors in public policy. The issue is also related to the sense of social security of older people in the social welfare system, because it is the only institution in Polish social policy that deals with or should deal with comprehensive assistance to the elderly. As a result of the research and analyzes received confirmation that the social support system gives a sense of security in terms of financial benefits, but does not satisfy all the needs of older people. Therefore, seniors strive to undertake various activities that will enable them to meet other needs consisting of a sense of social security. Therefore, older people look for areas of activity that both give satisfaction and a sense of being needed for others. In the era of aging, such activities should be undertaken in the form of programs or projects that will enable elderly people to maintain their independence and independence for as long as possible. And that means that public policy towards the elderly and old age should extend far beyond health protection and social assistance as areas oriented towards older people.

Support Your Own, on Your Own: Local Government Subsidies for Jewish Institutions during the Period of Galician Autonomy, 1866-1914

This article presents and analyses legal acts that influenced the situation of Jews in Galicia and shaped the local co-existence of Jewish communities and municipalities. It concentrates on subsidies provided to Jewish charities and welfare institutions by municipal funds. The subsidizing policy of Krakow is compared with that of Lwów.
