The purpose of this article is to trace the path of American penetration into the educational and scientific systems of Eastern European countries during the Cold War and outline its characteristics demonstrated towards each of the countries. The debate on the educational exchanges between the US and the Eastern bloc has attracted the interest of researchers since the very beginning of the exchange programs. However, the attention of most scholars has mainly focused on the educational relations between the two superpowers – the US and the USSR, while the development of scientific and educational contacts with the Soviet “satellites” has less developed. Although they were part of the monolithic Communist Bloc, their governments perceived differently the American cultural and educational efforts. This determined the heterogeneous nature and scope of the exchange in each country of the region.

The paper deals with the issue of the higher education in the technological age and discusses the way the higher education should be conceived of to become able to respond to the challenges the current global society faces. We argue that the university should aim towards a new social role the global society urgently needs: it should become the space of critical inquiry and of evaluation of every knowledge, power, doctrine and practice. The university should serve the aims of the dominant social doctrine, but should also articulate the basic global problems, promote a critical public discourse and call for social action.

The article analyzes result of implementation of Bologna decisions and recommendations into national legislation of Latvia, Lithuania and Estonia. Explored such socially important and mandatory for participant countries Bologna declaration positions as: 1) accessibility of higher education; 2) quality of higher education; 3) higher educational establishments autonomy and academic freedoms; 4) previous education recognition. Evaluation of implementation results was carried out through assessment of the national legislation promotion of intellectual potential development.

The publication content includes the description of methodology and results for empirical research of relationship between secondary school teachers reflexivity and flexibility of behavior. The objective of the research is to describe and to explain the relationship character and mechanisms between reflexivity and flexibility of behavior. The materials used: reflectivity level determination method (А.В. Карпов, В.В. Понаморева, 2000); and the scale «flexibility of behavior» from the self-actualization test (САТ) (Personal Orientation Inventory – POI; 1987, E. Shostrom, modified by E. Alyoshina, L. Gozman, M. Zagik, M. Kroz). The selection was defined and reasoned. The achieved empirical data was processed with SPSS 17 software. The results were analyzed and interpreted. Relationship between reflexivity and flexibility of behavior was stated. 80 school teachers were recruited for this research: a group of 30-40-year old people (40 people; age median 37 years) and a group of 50-60-year old people, (40 people; age median 56 years).

The new government in Bulgaria after September 9, 1944 turned sport and physical activity into state policy aiming to: improve the health of the nation under the conditions of increasing automation of industry; increase the working capacity and defense capabilities, as well as to broaden the base for recruitment of athletes capable of doing high performance sport. Requirements for physical activity covered all age groups and were implemented by organizing tourist excursions, mass exercises, local and republican competitions and para-military training. The study traces the organizational and methodological development of forms to mobilize the population in sports and tries to reveal how effective the policy was in respect to goals.

The knowledge triangle is a basic factor for the development of innovation. The science is directed towards the practical applying of the research. The feedback from industry improves the opportunity to develop creative potential. The education becomes practically oriented. The business has the opportunity to make use of the scientific potential of the research organiations and universities and to get the needed research, technology, economic analysis and solutions, as well as to obtain well trained specialists. The creation of technology transfer offices is one of the main tools for promoting the technological entrepreneurship and realization of mediation among the research organizations and universities with companies, whose activity and sustainable growth are based on access to the results of research and development. In pursuance of the project № BG161P003-1.2.02-0022-C0001 with beneficiary Burgas Free University, co-financed by Operative Programme „Development of the Competitiveness of the Bulgarian Economy” 2007-2013, have been realized new models of effective partnership and dialogue of enterprises and organizations with research institutes and universities that can be disseminated as „best practices”. The article presents briefly the aims and objectives of the project as a whole and some of the main results achieved.

In the times of profound economic and cultural shifts, the concept of the learning organization is still one of the most promising. Its latest applications are within the framework of learning networks. Based on three case studies of collaborative networks in the pre-school and elementary education, the paper provides insight of how actually learning takes place. One of the largest educational centers in Bulgaria, Media and its collaboration with the suggestopedic community has been presented. The second case study describes the network of Waldorf teachers and their collaboration with parents resulting in the setting up of a kindergarten and a school. The homeschooling network and the parent cooperatives are presented in the last case. It is concluded that participation of the teachers in learning collaborative networks increases the chances of innovation in the existing system. The presented collaborations have led to innovations, which make the teaching process learner-centered. Further research is needed to estimate the thickness of the existing innovative collaborative networks in order to predict their influence on the educational system.

The article will focus upon few basic problems that were facing Bosniak family during the aggression upon Bosnia and Herzegovina, especially the genocide in Srebrenica – a UN safe area. With the fall of Srebrenica, the Army of Srpska Republic, Yugoslav army, paramilitary units from Serbia, Montenegro, Greece, Russia have committed a crime of genocide with mass executions, rapes, human hunting of those who tried to escape over the surrounding mountains, and various other atrocities with intention to entirely eliminate the mail population of the area. In collaboration with the government of Serbia, they organised the transport of women, small children and elders to Kladanj, thus even though crippled, a part of Bosniak family survived. However, the issue of thus crippled Bosniak family is a complex problem with lasting consequences until this day. In attempt to safe “bare” life, expelled population, as refugees faced numerous problems of adaptation and assimilation in new surroundings. In this article the author will reflect upon some consequences of genocide that Bosniak family is suffering even today, twenty years after the crime was committed.

Communist Party of Czechoslovakia after ascent to power in February 1948 enacted radical changes in all spheres of political, economic and social life. Among these changes, the school system was an important area, because it provided conditions which were significant for existence of the regime. It was the education and upbringing of young generation in line with ideology of CPC, that is, with an ideology of the Marxism-Leninism. After February 1948 the management of all schools, including universities, was in hands of the Communist Party which resulted in implementation of communist ideology into education. It was at universities where the future members of intelligentsia were receiving the highest degree of humanistic or technical education. Because the Communist Party did not trust intelligentsia educated before communist take-over and who were perceived as “class enemy”, they emphasized the need to educate “their own intelligentsia” which would come from working or farm labourer class. This thesis was implemented in practice in line with so called class principle, that is, universities were accepting predominantly student from working families. According to wishes of Communist Party the “class” composition of university students had to be the same as “class” composition of the whole society. Academic environment was exposed to communist propaganda and agitation. At all universities in Czechoslovak Republic were established organizations of the Communist Party, which participated on management of universities and implemented orders of central communist authorities. They were helped also by Czechoslovak Union of Youth and Revolutionary Unions, which were completely controlled by the Communist Party. The policy of Communist Party in relation to the university education was formulated in Law in Regard to Universities, adopted by the National Assembly on May 18 1950. The Communist Party was focused primarily on limitation of autonomy of universities and University self-government institutions ceased to exist. The property of universities was transferred to state. The management of universities was carried by the Ministry of Schools, sciences and arts. The church faculties were excluded from authority of the Ministry of Schools. The primary management and control over church faculties went Ministry of the State Office for the Church Affaires.

The paper takes into consideration the problem of confession as a particular case of a technique of the self in the area of university discourse. The article consists of two parts. It opens with a brief description of the Foucauldian concept of governmentality as a theoretical background for the discussion. The main part of the text includes an attempt to justify the thesis that the philosophical concept of confession adequately describes the relationship of knowledge-power that has become popular in discursive practices at contemporary university. In the conditions of “audit culture” and “convergence culture”, the questions of the techniques of confession, that is about the obligatory language and the figure of the Other to whom we confess, have become the key issues.

The phenomenon of consumption has been studied from different perspectives and is represented in philosophical, culturological, sociological, psychological and economic scientific literature. It is usually described in a complex, without paying attention to the particular aspects of consumption. The author considers this phenomenon in a particular context – the sphere of education. The author studies the model of education refocusing on a qualified consumer training. The author proves the danger and malignance of such a vector of education reforming. The article proves that, in the period of “liquid modernity”, education should be focused not only on knowledge, but also on the phenomenon of understanding.

On a practical scale, safety culture can be stimulated by Control of Work programmes, combining various elements of safety and risk management, human factor management, effective communication and safety leadership. The Mintra Academy takes safety-related training to a new level by making training more contextual and compliant with industry standards utilising the Scottish Credit and Qualification Framework.

The aim of this paper is to analyse the perceptions and awareness that school leavers and university students, aged between 14 and 25 in Dundee, have of the Scottish oil and gas industry in relation to skills shortage issues faced by the industry. A survey was carried out in one secondary school and one university in Dundee with a total of 145 respondents taking part in the survey. Findings indicate that school leavers and students have certain misperceptions of the Scottish oil and gas industry and hence more effort is required to communicate the attractiveness of the industry.

Among one of the strategic plan that's being enforced by Malaysia in generating a creative and innovative human resource is by strengthening the entrepreneurship education. This effort is in line with the aspiration of Malaysia’s Innovation Human Capital Development Plan, which emphasized entrepreneurship as an added value to alumnus employability, hence brought forth more quality human resources. However, the Global Entrepreneurship Monitor (GEM) showed that there is a gradual decrease in the entrepreneurial intention indicator among Malaysians since 2012. The decrement is a negative indication in Malaysia’s effort to achieve its vision of becoming a developed nation by the year 2020. Accordingly, Malaysia needs to reassess the planning and development of human resources. This paper discusses the views on the enforcement of teacher’s pedagogical content knowledge in entrepreneurship education which can contribute to the success of the human capital development in Malaysia.

Cultures vary according to the level of political potency they attribute to their young readers. Some ascribe to their children the ability to experience political solidarity and are eager to offer them literature accordingly. Other cultures try to exempt children from taking any public interest and shield them within the home and family, distant from what is regarded as the aggressive public arena. In rare cultural and social conditions shifts from one attitude to another regarding children’s political potency can be quite extreme. This article points to a dramatic change in the nature of politicization of Hebrew children’s picture books, which took place in the decade following the establishment of the State of Israel in 1948. This period saw a rapid transition from the former overt politicization of children’s literature to a striking and active avoidance of political content. During the first decade of Israeli statehood children’s picture books decisively disencumbered the children of their former active political tasks, thus implementing a new politics of a civic society in a sovereign state.
