Knowledge management system and organizational learning are now increasingly popular and receiving much attention from organizations. Knowledge management system and organizational learning are important assets that could support the achievement of organizational goals. The objective of this article is to review and present a comprehensive review of the latest research related to knowledge management systems and organizational learning related to innovation and organizational performance. This article analyzes previous studies conducted in 1995 to 2018 (51 references) in terms of the research methods, advantages and limitations. The analysis results bring up issues and opportunities for future research related to knowledge management system and organizational learning. This article will help future researchers in finding interesting ideas to develop both theories and methodologies relation to future conditions. Besides, this article will provide more information and knowledge for organizations in implementing knowledge management systems and organizational learning.

In modern conditions, at the stage of professionalization of the Armed Forces of Kazakhstan, it is necessary to reorient to own forces, to concentrate the intellectual and financial potential on the further development of the domestic system of military education and military science. The aim of this study is to consider the development trends of the training of reserve officers and military personnel in different countries, as well as highlight on the basis of the obtained data the main effective ways to improve the qualifications and improve military-patriotic education of military personnel. As a result, stages of the implementation of ways to improve the military-patriotic education of student youth are proposed, and it also presents what development prospects this brings in terms of improving the Kazakh army, as well as open opportunities for improving the teaching of military training in higher educational institutions.

The main intention of this paper is to highlight the importance of treating the issues of Educational Management from the perspective of andragogical relevance of the reality to which it refers. This paper elaborates the position that the encounter between Educational Management and Andragogy - both on the level of the praxis and the level of theory - would offer answers to some of the basic problems of the two fields at this moment of their individual developments. The author argues that this sort of encounter is needed for Educational Management in order for it to gain the purpose that will be in accordance with the values of educational context, in which the activities of educational management, leadership and administration are taking place. The emphasis is, therefore, put on the phenomenon of human relations. In this paper, it is treated as the element which brings Educational Management to a close encounter with pedagogical and andragogical reality of a school. The relevance of human relations for Educational Management is elaborated theoretically and empirically. The empirical part of the part of the paper is based on the findings gained from qualitative analysis of reports of school principals in Bosnia and Herzegovina related to the treatment of human relations management in their praxes.

Application of modern information and communication technologies (ICT) in education and emergence of new education forms including online education, lead to certain changes relating to teacher's competencies. Special significance is ascribed to managerial skills of instructors in online education, They do not represent something new, but in the context of modern forms of education they are perceived differently then in traditional education, due to the fact that they are based differently - on technology. This paper primarily seeks to perceive the essence of managerial competencies of online educators, through their positioning and comparison with other important competencies in this type of education as well as consideration in the context of traditional education. Analysis of available relevant literature led to interesting findings which suggest that managerial competence of online trainers is recognised as very important and that it has a slight priority among other competencies in online education. Some competencies in the set of managerial competencies in online education are not considered to be more important then others, but they are noticeable different then the homogeneous ones which are significant in the context of traditional education. It is also noticeable that managerial competencies are treated differently and in a more specific way in educational literature, in relation to scientific sources which originate in other fields (economy, management etc.)

Adult education is often described as a ''second chance'' for adults to determine their knowledge level or to acquire new knowledge level or to acquire new knowledge and skills in order to become more more competitive in the labour market. This paper presents the results of empirical research on the awareness of B&H citizens of the importance of adult education, adult education programmes and willingness to participate in those programmes. The results indicate that the majority is aware of the importance of adult education and is ready to participate in existing programmes in order to acquire new skills and knowledge. At the same time, citizens are insufficiently informed about the possibilities of adult education which is mostly manifested through hesitant attitudes. It is necessary to create an appropriate legal framework to facilitate the development of adult education at all state levels and to change the current attitude towards this field.

There are multiple aspects of the importance of work: economic, social, psychological, pedagogical and the like. Above all, work enables the existence of the individual and those who depend on her/him. In addition, work provides social interaction of individuals with their colleagues, it represents the source of social status and prestige, and also has a very high intrinsic value for individuals as a source of identity, self-esteem and self-actualisation. Work is therefore a central human value and one of the key factors for the individual development within the society. The article defines basic concepts and terms in the filed of work pedagogy, such as: work, pedagogical value of work, professional values, job satisfaction and preoccupation with work, work attitude, professional development and career guidance. Based on the outcomes of scientific research on work attitude, it can be relatively easy to predict the economic prosperity of a particular state, to update the relations between ethnic and ethical aspects of work, to use the therapeutic role of work in the communes for addicts which act on a maxim ''ora et labora'', analyse career guidance, retraining and further education needs (which are very important for individual and social development), alienation of people in the labour process (some sociologists consider work utilitarism as a distinguishing mark of worker alienation), work stimulation (every from of work attitude should be stimulated adequately, otherwise there will be no increasing work productivity). Thus it is also possible to recognise creative tasks and individuals (self-actualisation orientation is a a significant indicator of professions which are an expression of creativity), the role of spare time in the process of (dis)alienation from work and to predict social changes as well as the effectiveness of various reforms (in fossilised work attitude and education one cannot expect any progress in proposed reforms).

The goal of this paper is to point out to similarities and differences between goals in lifelong learning and adult education strategies of Scotland, Denmark and Serbia in the European Union context. The new direction of comparative research is headed towards multilayer units of analysis that include global, international and micro level of comparison and thus place the accent to chronological analysis of European Union as a supranational creator of educational policies. Results of the analysis have shown that when we look at the policy as a discourse and not as a practice, goals in the strategies are quite aligned and compatible with EU documents related to lifelong learning. Significant differences between goals, besides socio-economic characteristic of the states and their relationship towards EU, are mainly derived from different models of creation and management of educational policies.

Even though the media should inform, educate, socialize and entertain, we daily witness that media manipulation becomes prevailing function of journalism. On the other hand, the term once known as cultural media nowadays in either completely alienated or deliberately ignored. Investigative journalism is replaced by bare sensation and a fight for increased circulation or ratings. Journalists regularly impose their opinion, place disinformation and contradictions; nevertheless, we always seem to return to them. Media offer its own picture of the world, frequently a false one, but the public accepts it as the absolute truth, showing no wish or need to check credibility of provided information. Although media bears one great and essential role in society, it, at the same time, causes numerous troubles. If we reflect upon our recent history, one can conclude that our region was the best and worst example for misuse of media, with consequences still evident in our everyday lives.

This paper will highlight the way in which anxiety represents the mood of freedom for Dasein. The first section will argue that at the level of the „they” Dasein is not free, and the second section is an approach to fear and it will highlight the way in which fear oppresses Dasein and steals its freedom. The third section shows that anxiety provides Dasein with all the necessary conditions to fulfill its freedom and Dasein can choose between authenticity and inauthenticity when it experiences anxiety.

Undoubtedly, teaching and learning have taken different forms throughout history. First, they were limited to the hand-in of information from one generation to the next, but in time, schools began to develop and thrive. Nowadays, due to the inordinate number of information that people need at their working place, both teaching and learning are on the verge of a revolution which will probably change education as we know it. However, as this process in underway, it is difficult to predict whether the steps taken now to modernize the educational system are all made in the right direction. Will microcontent and microlearning be the answer to some of the problem in education? If people learn only what is needed and necessary, will this solve the information overload? The aim of this paper is to answer some of these questions by providing a balanced approach regarding the scope, uses and design of microlearning for professional development.

The communicative component of the investigator’s professional activities is a dominant one, as it demonstrates the employee’s ability to organize work on the basis of professionally balanced communication with the objects of interaction. The stage of obtaining higher education in institutions with specific learning environment is a sensitive period for the development of the main sociogenic structures of personality and the development of professional identity of future professionals. This period is characterised by a purposeful mastering of the system of professional knowledge and skills, formation of a holistic view of the professional community, which results in awareness of professional readiness. The use of training technology in the training of investigators helps to increase the efficiency of the professional training process, based on the basic principles of personality-oriented education. The aim of our research is to study the process of formation of components of communicative competence in future investigators of prejudicial inquiry agencies with the help of training technologies. Appropriate psychodiagnostic tools were used to solve this purpose, which was tested during the training of specialists for prejudicial inquiry agencies. Most of the respondents stated the existence of satisfaction with participating in the training courses, awareness of the importance of its informativeness and practical orientation. Post-training testing emphasized the participants’ rethinking of the value of interpersonal relations; growing desire to help and show warmth and friendliness in relations with others; the expediency and effectiveness of the use of cooperation and compromise in resolving conflict situations within a professional and personal environment.

Intention of this work is to elaborate and to demonstrate on a theoretical level that adult education and learning is the basis of successful change management. For this purpose we have selected four variables - strategic changes, organisational culture, concept of learning organisation and competence basis of successful management. The analysis of these variables enabled te following conclusions: strategic change is based on organisational learning; the core of change management in organisation is the education and learning management of employees, since education and learning is the most important strategy of managing changes; change management is institutionalised by learning organisation in whose organisational culture, educational and learnig values are firmly positioned; successful change management is the area of professional activity of andragogist, because the andragogist is the change manager.

This text treats the relation between media and education, questioning the modalities of media impact in educational area, stating the advantages and disadvantages in using media both as resource and as educational institutuion. The expansion of media development in the last five decades shows the extent of media impact in all areas of civic society including education which turns out to be the most sensitive one. Therefore, we are treating on theoritical level positive and negative reflections of media on education underlining the ways media can positively contribute to education process and symbiotic effect of media and education. Regarding the primacy of electronic/digital media (radio, television, Internet) over the other, we focus on television and Internet. Furthtermore, our issue is the influence of media on maintaining working stereotypes by pseudo education. Point of view and conclusions of this article do not intend to offer general solutions or assessments but try to encourage the consideration of this extremly wide area and its impact on individuals and society.

The article focuses on the problem of development of the lifelong learning skills of senior students in secondary school of general education. The model of interaction between the subjects of learning in the Trello project management system is developed. The foreign literature learning environment in the Trello system is developed. The experience of using the Trello project management system in the process of teaching foreign literature in 10th and 11th grades is described. It has been found that according to the lifelong learning approach a person has to possess skills: goal setting, self-regulation, motivation, time management, self-directed learning, collaboration skills, and self-development. It was pointed out that there are common approaches to project management and educational process management. The use of online systems for collaborative work in the educational process in the secondary school of general education is suggested. Online systems for teamwork that support Kanban methodologies for project management have been analyzed. To confirm the effectiveness of the implementation of the Trello project management system as a tool for the development of lifelong learning skills of senior students, an experiment was conducted: criteria, indicators, levels, and the state of formation of lifelong learning skills of senior students were determined; statistical analysis of the results of the experiment was carried out. The effectiveness of the implementation of the Trello project management system as a tool of the formation of the lifelong learning skills of senior students has been experimentally proven. The study can be applied in educational institutions interested in using agile methods in teaching.
