This research report aims to discuss and analyze the risks that arise under the influence of globalization on developing countries and to propose concrete measures to neutralize the negative effects that this difficult for control trend rises. As an irreversible political and economic process, it reflects the continuing expansion and mutual integration in the global market and is a dynamic direction for the development of economies internationally in the beginning of the new millennium. Fast growing importance of information and internationalization of all types of production activities are the two main driving forces of economic globalization. It concludes that the globalization of the financial sector has become the fastest growing and influential aspect of economic globalization. Special emphasis is placed on the role of international finance that serves the needs of international trade and investment activities.

From the perspective of the official development assistance of the Slovak Republic (ODA or Slovak Aid), 2008 can be seen as a very hectic year of transformation, due to the implementation of fundamental changes. The first change was that the Act on the Official Development Assistance of the Slovak Republic came into force on February 1, 2008, which modified the system transformation of development assistance management and financing. This transformation had already started in 2007, with the establishment of the Slovak Agency for International Development Cooperation (SAMRS). At the same time, the end of 2008 was devoted to preparing the new Medium-Term Strategy for the Official Development Assistance of the Slovak Republic for the years 2009-2013, which was approved by the Government on March 4, 2009. The strategy was preceded by extensive discussion on the future direction of Slovakia’s ODA. It is perhaps a shame that the ‘reform’ was not deeper.

Rozpad ZSRR stworzył warunki do dynamicznego rozwoju relacji między Azją Centralną a Chinami. Ewoluowały one od daleko posuniętej nieufności po stale rosnącą obecność Chin, przede wszystkim w gospodarce, ale również w coraz większym stopniu w polityce regionu. Azja Centralna odgrywa coraz większą rolę w strategicznych dla Chin kwestiach gospodarczych(zwłaszcza energetycznych, ale również komunikacyjnych). Tu także testowane są ambicje i możliwości Chin wobec stosunkowo nowych obszarów i wobec geopolitycznych konkurentów. Jak dotąd można mówić o ogromnym sukcesie Chin: ich oferta jest atrakcyjna dla regionu, Pekin zdystansował rywali zachodnich i poważnie zagroził pozycji Rosji w regionie. Otwartą kwestią pozostaje jednak zdolność Chin do utrwalenia i zabezpieczenia obecnych osiągnięć i trendów, co wobec chronicznej niestabilności regionu, ale także ambicji reintegracyjnych Rosji będzie poważnym wyzwaniem.

Kraje poradzieckiej Azji Centralnej są dla Moskwy istotne jako potencjalne źródło zagrożeń, jako obszar jej relacji z Chinami, Zachodem i światem islamu, wreszcie jako przestrzeń objęta rosyjskimi inicjatywami integracyjnymi. Po rozpadzie ZSRR rosyjskie wpływy w tym regionie uległy daleko idącej erozji. Podjęcie przez Kreml konsekwentnych działań na rzecz budowy Unii Eurazjatyckiej, a także groźba destabilizacji regionu po zakończeniu w 2014 roku operacji ISAF w Afganistanie, przyhamowały ten proces, choć jego odwrócenie nie wydaje się realne. Obecny „stan posiadania” (instrumenty i aktywa, jakimi dysponuje Rosja) zapewnia jeszcze Moskwie minimalny poziom kontroli nad regionem, czemu sprzyja ograniczona aktywność innych światowych graczy. Sytuacja może ulec zmianie wraz ze wzrostem ich ambicji, zwłaszcza z ewentualnym zaangażowaniem Chin w obszarze „twardego” bezpieczeństwa.

Since the AKP took power in 2002, Turkey has seen a replacement of the state’s elites, a real change of the political system and a redefinition of the state identity. All this has been accompanied by economic development and rapid social transformation. The pro-democratic reforms and improved prosperity in the first decade of the AKP’s rule created the opportunity for Turkey to become part of the West in terms of legal and political standards, while maintaining its cultural distinctness. However, from the point of view of Recep Tayyip Erdogan, the leader of a new Turkey, the political reforms turned out not to be a goal per se but a means to the end of achieving a monopoly on power. Once this goal was achieved, Erdogan began leading Turkey towards the status of an autocratic state focused on the Middle East and resentful towards the West. This trend is unlikely to be reversed under Erdogan’s rule. However, even if the government were to change, there would be no return to the Turkey from before the AKP era. In turn, the Turkish public will have to answer the questions regarding its civilisational identity and the vision of the political and social order.

Od objęcia władzy przez AKP w 2002 roku w Turcji nastąpiła wymiana elit państwowych, faktyczna zmiana systemu politycznego oraz redefinicja tożsamości państwa. Towarzyszył temu rozwój gospodarczy i dynamiczne przemiany społeczne. Prodemokratyczne reformy oraz wzrost dobrobytu w pierwszej dekadzie rządów AKP stworzyły szansę, aby Turcja zachowując odrębność kulturową stała się częścią Zachodu w wymiarze standardów prawnych i politycznych. Jednak z perspektywy lidera nowej Turcji, Recepa Tayyipa Erdoğana reformy polityczne okazały się nie być celem samym w sobie, ale narzędziem uzyskania monopolu władzy. Osiągnąwszy cel, Erdoğan zaczął kierować Turcję w stronę państwa autokratycznego, skoncentrowanego na Bliskim Wschodzie, żywiącego resentyment wobec Zachodu. Pod władzą Erdoğana odwrócenie tego trendu nie jest prawdopodobne. Jednak nawet w przypadku zmiany władzy do Turcji sprzed epoki AKP nie będzie powrotu. Tureckie społeczeństwo będzie zaś musiało odpowiedzieć na pytanie o swoją tożsamość cywilizacyjną, wizję porządku politycznego i społecznego.

Chinese elites do not treat Europe as an equal partner and are convinced that China holds the upper hand over Europe. They see a growing asymmetry in bilateral relations. China’s sense of its own potential is boosted by internal divisions within the European Union. At the same time, Europe is China’s key economic partner and an ‘economic pillar’ supporting China’s growth on the international stage. Beijing strives to maintain Europe’s open attitude towards the Chinese economy, in particular its exports, technology transfer to China, location of investments and diversification of China’s currency reserves. Cooperation with Europe and support from Europe are necessary to enable China to improve its position in the international economic and financial system, mainly in order to legitimise China’s actions in the area of multilateralism and global governance. Similarly, Beijing attaches great importance to maintaining Europe’s non-involvement in two issues: China’s core interests and Chinese-American relations.

Kazakhstan is a unique country in the post-Soviet area. Governed by an authoritarian regime and widely thought to be a close ally of Russia, the country has been making efforts to modernise and has been searching for new development models free of Soviet legacy. This in practice makes it more and more distant from Moscow. At present, Kazakhstan is set to face a multidimensional crisis of a social, political and economic nature. President Nazarbayev initiated a reconstruction of the state, reminiscent of perestroika in the 1980s in an attempt to slow down this tendency. Nazarbayev’s goal is to transform and streamline the system to make the country more capable of surviving and maintaining its previous achievements. To attain this goal, he is trying to selectively copy Western solutions, while taking care not to undermine the authoritarian nature of the regime in any major way. The reform process is impeded by the socio-political order existing in Kazakhstan (which he himself co-creates), resistance from the bureaucracy and political and business groups, and by the divides existing among the Kazakh public. Given the present situation in Kazakhstan, carrying out the reforms is as risky as giving them up. Thus the perestroika is a risky attempt to escape from the crisis and from the country’s being ever more overshadowed by Russia in civilisational terms.

Kazachstan to państwo wyjątkowe na obszarze postsowieckim. Jest krajem autorytarnym i uchodzi za bliskiego sojusznika Rosji, mimo to dąży do modernizacji i poszukuje nowych, nieobciążonych sowieckością modeli rozwoju, co w praktyce coraz bardziej go od Moskwy oddala. Obecnie Kazachstan znajduje się na drodze do wielopłaszczyznowego kryzysu o charakterze społecznym, politycznym i gospodarczym. Próbą wyhamowania tej tendencji jest inicjowana przez prezydenta Nazarbajewa przebudowa państwa, przypominająca pierestrojkę lat osiemdziesiątych. Celem Nazarbajewa jest przekształcenie i usprawnienie systemu tak, aby zwiększyć zdolność państwa do przetrwania i zachowania dotychczasowego dorobku. W tym celu próbuje on wybiórczo kopiować zachodnie rozwiązania bez zasadniczego naruszania autorytarnego charakteru reżimu. Realizację reform utrudnia współtworzony przez niego samego porządek polityczno-społeczny w Kazachstanie, a także opór biurokracji, grup polityczno-biznesowych i podziały przecinające społeczeństwo. W obecnych realiach Kazachstanu wprowadzanie reform jest tak samo niebezpieczne, jak ich zaniechanie. Pierestrojka to zatem ryzykowna próba ucieczki przed kryzysem i osuwaniem się w cywilizacyjny cień Rosji.

24 sierpnia 1991 roku Rada Najwyższa Ukraińskiej SRR proklamowała niepodległość, a 1 grudnia naród ratyfikował ją w referendum. Pokojowy sposób powstania, posiadanie niekwestionowanego terytorium oraz uformowanej administracji cywilnej było ogromnym atutem nowego państwa. Jednak „ciemną stroną” tych atutów były fundamentalne słabości: republiki sowieckie były częściami ZSRR, nie miały więc centralnych ogniw struktur państwa (w tym sztabu generalnego, banku emisyjnego oraz większości resortów).Po niemal ćwierćwieczu pokojowego budownictwa przerwanego w 2014 roku wybuchem wojny Ukraina jest wprawdzie państwem słabym, ale ugruntowanym wewnętrznie i międzynarodowo, zdolnym do oparcia się agresji zbrojnej i aktywnie poszukującym swego miejsca w świecie. Największym sukcesem kraju było wychowanie nowego pokolenia „urodzonych obywateli Ukrainy”, największą porażką – dramatyczne załamanie demograficzne o skutkach, których nie da się już odwrócić, a także, charakterystyczna również dla innych państw postsowieckich, pauperyzacja niższych warstw społeczeństwa.Opracowanie to nie jest historią niepodległej Ukrainy, lecz próbą przedstawienia podstawowych mechanizmów transformacji republiki sowieckiej w niepodległe, demokratyczne państwo o gospodarce rynkowej, skupia się więc przede wszystkim na problematyce wewnętrznej.

Hence the report describes the activities and procurement systems of the major international organisations: the European Union, the World Bank and the United Nations, offering case studies of countries that take active part in development projects outside Europe and providing recommendations for Polish firms on how to be more active and successful in this segment of the global market.

Ukraiński sektor bankowy w latach 2014–2016 został dotknięty największym w dotychczasowej historii kryzysem. W ciągu tych trzech lat doszło m.in. do upadku prawie połowy banków dysponujących 30% aktywów całego sektora, łączny deficyt działalności banków wyniósł 11,8 mld USD (przy wartości aktywów 45,7 mld USD na koniec 2016 roku), a kapitał banków w hrywnach obniżył się prawie o połowę.Tak głęboki kryzys był nie tylko efektem załamania gospodarczego pogłębionego wojną z Rosją (w tym okupacją Krymu oraz utratą kontroli nad częścią Donbasu) i kryzysem wewnątrzpolitycznym (m.in. rewolucją godności), ale przede wszystkim istniejącą już wcześniej dysfunkcjonalnością sektora i patologicznymi praktykami związanymi z tzw. Bankowością oligarchiczną. W wielu przypadkach banki nie zajmowały się klasyczną działalnością finansową, lecz były wykorzystywane przez właścicieli jako instrumenty do pozyskiwania środków dla prowadzenia innych własnych interesów. Ponadto niektóre banki okazały się de facto piramidami finansowymi.

The monograph illustrates different aspects of profound shifts in the economic, societal, political, and cultural landscapes of Asia. In three thematic blocks, it analyzes the US and the EU’s changing position in East Asia, China’s growing political and economic influence in the world, as well as the evolution of the Japanese democracy. By examining various dimensions of the politics, foreign policies, societies, and economics of selected Asian countries, it contributes to better understanding of a complex mosaic of intertwining interests of global and local powers in the region. A range of studies by Asia scholars stress the sudden rise of the People’s Republic of China, accompanied by a waning position of Western powers in the Asia-Pacific, as well as economic and political stagnation of Japan. While indicating different methods for containing China’s rise instituted by competing powers, as well as the social, humanitarian, political, and economic obstacles against the spread of the Chinese sphere of influence, the authors describe the dynamic changes that occurred on the Asian continent in the last decades.

The concept of public diplomacy is one of the trending approaches in modern international relations and diplomacy. Communicating and engaging effectively with the foreign public in a particular nation by a government to achieve its foreign policy objective is every government’s goal. The field of public diplomacy as an academic discipline in Ghana in particular and Africa has not received much attention compared to the Western World. This article attempts to bridge this gap by opening Ghana’s public diplomacy to academic scrutiny that has, as yet, been underdeveloped. This paper’s principal objective is to bring to light the public diplomacy instruments used by the indefatigable first president of Ghana, Dr. Kwame Nkrumah, to propagate his pan-Africanism foreign policy in the 1960s against capitalism and communism after Ghana’s independence. It also looks briefly at Nkrumah’s general foreign policy agenda through the lens of public diplomacy. Methodologically, it uses content analysis of documents to explore how Nkrumah adopted the public diplomacy tactics during his presidency to sell his foreign policy. The article explores the topic under the theoretical framework of Golan’s Integrated Public Diplomacy model. It concludes that public diplomacy under Kwame Nkrumah should be the foundation and ignite its incorporation into Ghana’s tertiary education and current foreign policy strategies.
