Here is being researched sone social and psychological reasons of the Armenian-Azerbaijanian, i.e. Upper Garabagh conflict and in the centre of which stands the essence of the conflicts in historical retrospectives. Being mentioned that in the Armenian- Azerbaijanian, i.e. Upper Garabagh conflict main point is the Armenian barbarism as the psychological factor where stands the ethnic character and the sense of pathological hatreds for Turks in general. The author is coming to such a conclusion that for determining of the socio-psychological content of the conflict must be analysed the subjective and objective factors in the integrative direction of course.

The Eastern Partnership region is currently going through a process of institutional formation and consolidation in which promoting public ethics can play a major role in the legitimacy of its administration and attracting foreign investors. Through various datasets, we explore here the level of corruption in the region, as well as the measures that could be employed to counter it. The first section aims at assembling the conceptual references of corruption. Secondly, the analysis turns to the manifestation forms and the assessment of the extent of the phenomenon. Finally, this paper looks at the potential remedies. In this section, the paper also deals with some of the anti-corruption approaches, as we assess preventive and corrective measures, and discuss the potential contribution of adopting international benchmarks of ethical behaviour in the public sector, such as the ISO 37001 Anti-bribery Management Systems.

The paper deals with migrations to and from the Julian March during the first decade after the Second World War. This was a complex, multi-level process, involving Italians as well as Croats and Slovenes. Soon after the capitulation of Italy in September 1943, almost all Italians left the Slovene Littoral (Primorska) where they had settled after 1918. Similarly, the vast majority of the Italian ethnic community emigrated from Istria, as well as many Slovenes and Croats. Communism was the main reason for the emigration of Slovenes from the territory before, and also after, its annexation to Slovenia in 1947. At the same time, Communism attracted many Italian workers to the area. The Slovenes and Croats who had been deported or mobilised under the Fascist regime, returned from other Italian provinces, and, from Yugoslavia, those who emigrated before the war. In the mid-Fifties, a substantial number of the inhabitants of the Trieste region emigrated overseas. Some thirty percent of these were Slovenes.

The recent growth of emerging economies, mainly represented by BRICS has established a new path for international economic relations, by creating a solid counterweight to the global economic players, such as US and EU. This article provides some clues how BRICS countries influence upon international trade and what role do they possess in the global distribution of trade flows.

This paper analyses the evolution of economic relations between the Republic of Moldova and the European Union during 2007-2018, assessing the main achievements made by the Republic of Moldova in the realization of its "European dream", as well as the major challenges that it faces in cooperation with the EU. The analysis includes a short history of relations between the parties, indicating the most important events that occurred during 2007-2018; the impact of the EU-Moldova Association Agreement, including DCFTA, upon economic development of the Republic of Moldova; the results of financial assistance offered by the European Union in different sectors of Moldovan economy, as well as the main challenges occurred in cooperation between the parties. Additionally, the paper provides an overall picture of the energy sector of the Republic of Moldova, as one of the greatest priorities for the country and presents the main strengths, weaknesses, opportunities and threats of it. The methodological base of the paper consists in the analysis of applicative methods, quantitative and qualitative research analysis, analysis of various documents that help to study in details the evolution of relations between the countries and formulate conclusions regarding the investigated topic. Kosovo, a new state which is in the process of international recognition of its statehood, after the 1999 war, and until the declaration of independence in 2008, has faced a number of challenges during its efforts to build the democratic system and order. Following the declaration of independence and a considerable number of international recognitions, Kosovo’s new democratic institutions are taking their responsibilities for the country's integration into the European Union. This paper provides one overview of state building challenges and the European integration process of the Republic of Kosovo. Kosovo has its old and new history, which was decided by the great powers in London, Berlin, Paris, in Yalta and Potsdam, and later in Dayton and Rambouillet. The purpose of this paper is to examine the historical roots of the independence movement among Kosovo Albanians, until the declaration of independence onFebruary 17, 2008, and the state-creating challenges of the Kosovo state. Like other Western Balkan aspiring members, Kosovo's politicians and its population are fully committed to the process of European Integration. Being the last state from the Balkan Peninsula, Kosovo signed with EU a Stabilization and Association Agreement. EU membership is on the horizon, but Kosovo expects great work to achieve its objective.

In Europe, cross-border cooperation between sub-national organizations offers many experiences, driven by organizations such as the European Union. Today, these experiences present different profiles derived from antiquity, the participating agents (local, regional, national), the level of institutionalization, the economic product or socio-economic reality, the type of interstate relations (friendly and hostile), etc. Basically, this contribution contains a case study that refers to the experience developed by Galicia and the Region of North of Portugal. The main objective is to present its historical evolution, its current institutions and the actors involved. In this way, lessons for other places and areas can be obtained.

This paper aims to highlight the use of European quality schemes at Community level to protect agri-food products, including alcoholic beverages. After highlighting the advantages granted to products by using these schemes to protect and, implicitly, promote those products having unique characteristics linked to their geographical origin or, as the case may be, the traditional production / processing system, the paper presents the situation at Community level from the point of view of the quantity of products protected through different quality schemes, by country and category of protected products. Among the quality schemes used at EU level for agri-food products, including alcoholic beverages in the present paper we referred to: "geographical indication" and "traditional specialty guaranteed". The paper is based on the information of European Commission in which protected products are registered through different quality schemes, through and the information contained in various scientific papers, normative acts and statistical databases.

De facto states are considered an interesting anomaly in the modern international system of sovereign states. No matter how successful and efficient they are in the administration of their territories, they fail to achieve international recognitionAuthor analyze that the most important elements that have been identified by scholars in domain of construction of identities in unrecognized states, as un tool of soft power to enforce and consolidate internal recognition and population support of political power in condition of lacks of external recognition.Will be pointed the historical aspects that influenced the crystallization of a separate identity in Transnistrian region, the importance of cultural, political and symbolical aspects; the role of local political and political regime in separate region.

The two organizations, together, dominate the analysis scene in the Transnistrian problem from Chisinau. Unfortunately for the academic environment, if we were to add the output of universities and research institutes, the statement remains valid.With the same "red lines", the same funders, generally the same research methodologies implemented and good communication with the political and academic environments, the two organizations apprears as a block making the rules and main features of the involvement of the Moldovan civil society in the Transnistrian topic.The differences in style are not significant, they do not conflict, but rather show us that Idis "Viitorul" and Promo-Lex complement and collaborate under the aegis of the same goals and objectives.

The article represents an analysis of the "new project" for the settlement of the Transnistrian conflict, to be launched in 2020 according to the President Igor Dodon, through the articulation of new security architecture on the European continent. Three factors that modify the European security architecture are defined, after which their repercussions on the regional geopolitics are identified and the approaches related to the new project of political settlement of the Transnistrian conflict are analyzed. Finally, some basic recommendations are made for the Government of Chisinau, whose implementation would not allow the acceptance of projects that are contrary to the national interests of the Republic of Moldova.

Amnesty and punishment are two important institutions of transitional justice. Discussions on the application of one or the other are quite common, each part having its arguments. One thing we can state for sure – prioritizing only an institution, it will certainly lead to transitional justice promoted by touching objects – a company post-conflict reconciliation is impossible, this process is a complex one, in which an important role belongs non-legal rules. However, transitional justice trying to find that common ground, that would satisfy society in integrum.

By exercising its contentious and advisory powers, the Strasbourg Court has an important role to play in identifying and filling gaps in public international law. As the European Convention only proposes a list of fundamental human rights and freedoms, without defining them, the essential role in their interpretation and application rests with the European Court of Human Rights.The application of the Convention in cases concerning human rights violations within the territory with separatist regimes raises the question of the Convention's opposition to these regimes and of their liability under the Convention. As a general rule, separatist regimes are not parties to international treaties on human rights, which would provide for certain obligations for them. However, there are situations in which the rules of international law entail obligations imposed on non-state formations.

The sectoral working groups have represented the hope of the Transnistrian settlement in the last two years by the dynamics they had in establishing an agenda and implementing the agreed solutions, but the current developments have shown on the one hand the importance of these working tools in the settlement of conflicts on the one hand. part, but also their limits on the other. The definition of the mechanisms that determine the efficiency, or on the contrary, blocks this kind of approach, unique in the landscape of conflict management, is observable in the current evolution of events in the region.
