This article presents the main concepts set out in the EU’s 2050 low-carbon economy roadmap. The ways and measures by which the Union can build a secure and competitive low-carbon energy sector are outlined. The necessity for an integrated European energy policy and for the preparation of a long-term EU strategy for the implementation of the recommendations as defined in the Roadmap is highlighted. A specific project has been identified that will make a significant contribution to the EU's idea of a low-carbon economy - the DESERTEC solar park in the Sahara Desert. The benefits not only for the EU but also for the EUMENA region of implementing this large energy project are summarized.

Šajkaška is a geographical region in Serbia. It is southeastern part of Bačka, located in the Autonomous Province of Vojvodina. Šajkaška is characterized by suitable tourist-geographical position, a plenty of natural values and various cultural-historical inheritance. These characteristics enable a lot of opportunities for developing sports and recreational activities This paper presents the results collected in the field research about the attitudes of local people about opportunities for development sports-recreational tourism in Šajkaska, as well as involving local community in this process. Initially, the survey was carried in Sajkaska and provided data about the participation of the local communities in the sport tourism development in Sajkaska Involving local community in this process is most easily done through the development of different forms of sports-tourist movements and tourism education programs of local population of Šajkaška. As long as sport tourism development in Sajkaska is well planned and monitored, it can be an effective means of local economic growth, cultural affirmation and environmental protection without compromising a region’s unique attractions.

СТАН ТА ПРЕСПЕКТИВИ ЕНЕРГЕТИЧНОЇ БЕЗПЕКИ ПОЛЬЩІ

The article analyzes the current state of energy security in Poland, points out the significant potential of nuclear power engineering, the state of development of power engineering on the basis of renewable energy sources, its economic components, and the impact of energy security on the state of the future and the prospects for the development of this industry. The analysis of this problem led to the use of the following research methods, among which the economic analysis made possible to study the cost of production of kilowatt energy supplied by power plants; the method of theoretical analysis combined with practical calculations made possible to establish the feasibility of building nuclear power plants in Poland, and also the need for further diversification of natural gas supplies to reduce dependence on the Russian Federation.

Analysis of existing environmental conditions in certain area represents the basis of its further protection, quality improvement and planning of future activities according to sustainable development, potentials and weaknesses of that area and certain needs of local population. There are few different sources of environmental pollution in the municipality of Loznica, and some of them have “important” influences on closer or wider environment. This paper represents environmental state according to conditions of separate elements (air, water, soil), problems of noise and waste, and in the end proposes certain mitigation measures. Also, this work shows categorization of the environment from the “pollution” point of view and indicates spaces that could be imperiled in coming period.

Nature Park „Golija” represents exceptionally important natural asset within it is designated Biosfere Reserve „Golija-Studenica”, the first biosfere reserve in Serbia included in MaB Program. In this article are analysed efects of the last development upon environmental status of Nature Park „Golija”. Communication isolation, economic undeveloped state, markedly depopulation as well as low social standard of population of Nature Park „Golija” are the main factors that have been influenced on nature and environment preservаtion.

СТАТУС РЕПУБЛИКЕ СРБИЈЕ У САВРЕМЕНИМ МЕЂУНАРОДНИМ УГОВОРИМА У ОБЛАСТИ ЖИВОТНЕ СРЕДИНЕ И УСТАВИ (1974−2006)

The introductory part of the paper points to an increase in the importance of international environmental agreements, as well as their significance for the Republic of Serbia (RS). The central part of the paper studies the RS status in international environmental agreements. A distinction is made between the representation of membership in the international agreements before and after 2006 (the adoption of a new constitution and gaining independence). The constitutional and legal provisions pertinent for regulating the conclusion and execution of international agreements in the period from 1974 are evaluated. The author also emphasizes constitutional provisions of importance for the environment. The analysis is based on the key international agreements of a global character (primarily those whose depository is the UN Secretary General), regional international agreements concluded within the UN Economic Commission for Europe (UNECE), as well as sub-regional international agreements of relevance to the RS. An overview of international environmental agreements that the RS is currently not a member of is also provided. In the conclusion, it is noted that the RS obtained its membership in part of international environmental agreements on the basis of its succession, although the intensification of activities in the field of confirming key international agreements followed in the period after 2006. Such trend could also be related to the normalization of the RS international position (following the international isolation in the last decade of the 20th century), as well as the beginning of the RS’s EU integration process.

Increased trade and economic cooperation between countries includes inter-state agreements on trade facilitation and the promotion of a wide range of cooperation. In the face of current global challenges, cooperation among countries is taking, inter alia, forms of integration processes, significantly transforming the established system of foreign economic relations and including in the agenda issues that are outside the traditional economic discourse. The environmental dimension of economic policy has become one of the cornerstones in determining conformity with the best international practices of trade policy and its incorporation into the rules of economic spaces. The inclusion of Ukraine in the European Single Economic Area under the Association Agreement and the introduction of the European Green Deal require a review of the environmental aspects of trade policy. Addressing this issue demands, inter alia, the development of incentives for green export flows in the context of integration processes.The aim of the article is to define the determinative the role of environmental factors in the formulation of policies to promote green exports in the context of European integration.The formation of economic systems based on the principles of sustainable development has generated a list of risks and challenges that have influenced national governments and the global community to rethink traditional frameworks and incentives, transforming structural and sectoral policies and programmes. In the face of increasing environmental concerns and their impact on the quality of future generations life, the implementation of the European Green Deal could potentially serve as a model for emulation and implementation in the partner countries of the European Union, including Ukraine through close socio-economic and political inter-state relations. One of the biggest challenges for the national economy is the timely and adaptive introduction of appropriate long-term economic policies that will increase the competitiveness of green goods and services in the European market. Further research should focus on the development of enabling measures and tools to support the technological upgrading of environmental exporters and the removal of barriers to increase their presence in new markets.

The article introduced place of planning in the process of state regulation of ecological and economic development. Presented the features of strategic planning in the field of state regulation of ecological and economic development.. In the article specified on the features of strategic planning in the field of state regulation of ecological and economic development. There was determined that the fundamental strategic objectives must be sustainable development. Conclusions. Planning system of state regulation of ecological and economic development is a very important process. The effectiveness of planning determines the effectiveness of management actions in general. Strategic planning of environmental regulation and economic development must be based more on the economic development, natural resources and resource efficiency.

Protection, improvement and rational utilization of the environment becomes more and more primary task in modem society’s struggle for more ecological, healthy and humane living and working conditions. In order to living conditions satisfy man’s social, economic, health and other needs, protection, improvement and utilization of the environment must be in accordance with principles of sustainable development. Fact that planned solutions have great influence on quality of some environmental elements imposes importance of spatial planning for providing healthy environment as one of basic human needs. As in many planning documents environmental aspect was not considering in the way that it was needed to be, there arose a need for Strategic Environmental Impact Assessment in aim to verily are the planning documents in coherence with environmental protection and sustainable development.

The international scientific-practical conference "Construction Entrepreneurship and Real Property" has been organized annually since 1985 by the Department of "Business, Investments, Real Estate". Сутність еколого-економічного розвитку в системно-управлінському контексті

The main subject of work is an analysis of main categories and terms that form the theoretic basis of ecoeconomic development study. The purpose of the work is a theoretic and methodologic ground of conceptual and terminological basis of eco-economic development study with the focus on system and management approaches. The methodology of work. The work was made on the basis of analysis of scientific sources, theoretic and methodologic ground of principles of relations of human and nature along with the increasing focus on the influence of technogenic society. The results of work. The work systematizes basic categories and concepts that form the theoretical basis for the eco-economic development study and breaks them down on the corresponding groups: dialectical, system and institutional. It also provides the author's definition of eco-economic development and notes that the eco-economic development should be studied as a philosophy of territory progress (state, country, region, individual settlements) with the focus on compensation of ecologic and economic processes, resulting in the progressive trends observed in the level of welfare of society where a significant criterion is the quality of environment. On the basis of practical need of developing methodological approaches to eco-economic development study, there was discovered the content and elements of eco-economic analysis. The work proves the importance of system-management approach in the study of eco-economic development and considers the scientific discourse of the concept of economic system, its homogenity with eco-economic management. It indicates the main features of eco-economic systems, including space limitations, emergence, variability, integrity and relative isolation, implementation of material, financial and energy flows. It was indicated that eco-economic management should be focused on ensuring the effectiveness of eco-economic systems, which is caused by the feature of emergence. The work points various purposes of the scope of eco-economic management of system influence that displays a set of different actions: from the levelling of negative consequences of harmonization of eco-economic processes to the formation of ecological culture of the population as an important precondition with sufficient preventive effect. There was justified the actuality of sectoral approach to the eco-economic systems study and their management, as different economic activities are characterized by specific characteristic of the environment and the use of its resources and conditions. Let’s pay attention to the necessity of preservation of primary importance of ecologic processes as the basis of securing the economic development. Conclusions. The upward trend of economic advance is impossible, even subject to new technologies, without the presence of natural resources and safe natural environment. Consequently, the problem of design of economic development model on the basis of ecological innovations is a strategic thrust for every society.

Сучасний стан поводження із побутовими відходами: світовий досвід та українські реалії

Formulation of the problem. Since the late twentieth century, the world community faces challenges related to the exacerbation of global environmental problems (the impact of environmental pollution on human health, the state of the ecosystem and climate change), which has given impetus to scientific research on the most effective levers and tools to reduce the burden on the environment. Given the difficult situation in Ukraine today regarding the management of household waste, it is necessary to change the conceptual approaches, ie to make the transition from their disposal to prevention, reduction of waste generation and the introduction of sorting, recycling and use. It is advisable to use the best European and world waste management practices in order to implement the optimal model in the field of waste management as soon as possible. Given this, environmental protection and the transition to sustainable economic development and ecologically balanced system of nature management is one of the priority areas in public administration [9]. Analysis of recent research and publications. The issues of forming a waste management strategy in the countries of the European Union are devoted to the works of such domestic scientists as N. I. Romanyuk, N. M.Korniychuk, V. Yu. Колесник, V. L.Kachuriner, N. A. Public, V. V.Deregs, in which they explored the basic principles and principles of its implementation, as well as analyzed the EU legal framework in this area. The purpose of the article is to assess the current state of household waste management in developed countries and the formation of this strategy in Ukraine. The objectives of the study are: to consider the European model of waste management; to analyze measures to prevent waste generation in Europe; to assess the current state of household waste management in Ukraine; assessment of the National Waste Management Strategy in Ukraine. Materials and methods of research. The theoretical basis of scientific research is the work of leading domestic and foreign economists on the problems of household waste management. The information base of the study consists of legislative and regulatory acts of Ukraine, statistical data of the European Union and materials of the State Statistics Service of Ukraine. To achieve this goal, a set of general scientific methods was used: theoretical generalization, statistical analysis, comparison, retrospective analysis, systematic approach, abstract-logical. Results of the research. The European model of waste management is considered; measures to prevent waste generation in Europe are analyzed; an assessment of the current state of household waste management in Ukraine; the National Waste Management Strategy in Ukraine is considered. Field of application of results. The results of the study can be used by local authorities to prevent the generation of household waste. Conclusions. Waste prevention is the first step in dealing with waste. According to the EU Waste Directive, this can be done by: reducing the amount of waste; reducing the adverse effects of waste on the environment and human health; or by reducing the content of harmful substances in materials and products.

The increase in consumer demand and production capacity of economic entities has a negative impact on the ecological balance in nature. One of the main tasks of the European Union in recent years has been to reduce greenhouse gases and to create certain mechanisms in this direction. These policies create preconditions for reorganization of the activities of enterprises, which requires provision of information in the short, medium and long term. Accounting has a certain place in this regard, which should provide the necessary information for their management.

Теоретико-методологические проблемы систематизации экологического законодательства

The historical and legal, theoretical and methodological problems of building a system of environmental law sources have been considered. Based on the identification of politically and legally important factors that influenced the development of environmental legislation, the peculiarities of the legal regulation of relations on environmental protection have been justified, which resulted in a special approach to the systematization of environmental legislation. It has been proposed to identify several groups in the system of environmental legislation, combining environmental regulatory acts regarding the regulatory function performed by them for “environmental legislation proper”, “ecologized” regulatory legal acts, and international environmental legal acts. The features inherent in the system of legislation of the Republic of Belarus and their impact on environmental legislation, including the definition of the role and place of the Law of the Republic of Belarus “On Environmental Protection” in the system of sources of environmental law and its main content elements, have been considered. The systematizing forms established by the Law of the Republic of Belarus “On Regulatory Legal Acts of the Republic of Belarus” have been considered. As a predominant form of systematization of environmental legislation proposed consolidation. The necessity of introducing amendments to the laws of the Republic of Belarus “On Regulatory Legal Acts of the Republic of Belarus” and “On International Treaties of the Republic of Belarus” has been substantiated.

The subject of research are theoretical and practical problems of support regional nature management.The purpose of research is to study the theoretical principles and the development of practical approaches to the problem of regional nature management in modern conditions of the national development economy.Methods of research. The methods of abstraction, analysis and synthesis, systematization and generalization are used for definition the conceptual apparatus and the content of the assessment, foundation criteria and indices, classification directions and methods of assessment.The methodology of work. The main principles of the economic theory in the economic field of nature management and protection of the natural environment; works of domestic and foreign scholars and practitioners in this sphere.The results of work. The main scientific research result is to ground the theoretical and to solve the practical of the complex issues, which are related to the problem of providing a mechanism of regional nature management.Practical implications. The research results can be applied in the study of the economic problems of nature management and protection of the natural environment, both in the national and regional levels.Conclusions. It should be noted that to guaranty the effectiveness of the nature management mechanism in the region in the context of environmental and economic component are: to regulate control functions of state administration organs; with executive boardies of district, town, and village councils to establish ecology departments which would decide problems of environmental protection; to implement regional nature management mechanisms which are impossible without the use of modern information technologies; to implement effective regulatory and legal support; to applicate economic instruments; to use the organizational and administrative and social and psychological management methods; adequate financial support; a balanced combination of forced and restrictive and incentive and compensation controllers; to significantly increase the environmental payments from the state and local budgets,to implement an effective economic mechanism of nature management, to form a market for environmental services,environmental certification system, licensing and audit, to envisage leasing development in the sphere of nature management, to develop a system of state support for environmental enterprises.

Третият енергиен пакет на Eвропейския съюз и либерализацията на пазара на електроенергия в България - резултати и предизвикателства

Bulgaria has been conducting a vivid and consistent policy since 2012 in regards to the harmonization of the electricity market with the European standards as stipulated in the EU’s Third energy package. The first step into this direction was the adoption of national legislative changes transposing Directive 2009/72/EC of the European Parliament and of the Council requirements and adapting them to the national energy sector specifics. The changes include all key requirements by the EU and, most of all, the selection of a model to separate the electricity transit from the chain of production and delivery. Bulgaria has adopted the model of an independent transmission operator where the ownership and the management of the electricity grid are mandated to a certified company which is part of the vertical integrated company and it meets certain conditions for independence. Along with those changes, the national legislature pays attention to consumer protection, enhanced the role of the national regulator and encouraging cross border partnerships. The adopted legal texts serve as a fundament for the process of electricity market liberalization which shall be continued with certain actions by both the regulator and the market participants. The article reviews the positive changes which had occurred in the recent years during the implementation of the requirements for more competitive, efficient and secure market. To latter we could refer the separation and certification of Electricity System Operator EAD as an independent transmission operator, establishment of the Independent Bulgarian Energy Exchange, implementation of a free deregulated energy trade segment and accommodating opportunity for the consumers to choose their energy supplier. In conclusion, the article turns attention to still existent serious issues and challenges to the Bulgarian energy sector liberalization which shall be addressed.

Третман заштићених природних добара у систему просторних планова

In compatibility with actual recommendations and policy which leads to improvement and preservation of integral environment and especially its valuable and rare natural features and complex territory, which may separate under category of protected natural asset or area, it is necessary to implement these active and integral approach to all variety of planning documents who have purpose for regulation of some area. Civilized society which take care about their environment not only in short time period but in the period who will be reality for many of future generations, must take special interests in process of spatial planning and its integral part, nature protection. Way of managing and advisedly, expert references which are need to controlling natural development of some asset, have to be harmonically connected with real state of same asset, but none observed only in their isolation, yet in real environment and their planned perspective.
