This paper discusses the importance of the climate change mitigation measures in the context of the business entities. The author reviews the significance of the climate change and the consequences it poses to the socio-economic systems, outlines the growing importance of the green economy, its low-carbon characteristics, efficient and sustainable growth requirements. As a conclusion, the article suggests that the climate change measures offer new income sources or market opportunities for the non-industrial entities such as those from the banking sector, in the consultancy field which main goal is to mintage the human footprint on the environment.

The analysis of archived meteorological data from Ukraine ascertained that some clear anomalies have been occurring. The analysis of existing anomalies has led to the conclusion that they have different origins. It is assumed that some of them are the result of the conditions of measurement i.e. subjective data readings being conducted by the observer, particularly with reference to manual measurements, or from errors in the automatic measuring instruments scaling. The changing conditions near the meteorological cage can also be the reasons for the occurrence of anomalies in the data. Buildings near the cage area, shrubs and trees can directly affect the results of conducted measurements.

Hazardous waste management system as a separate segment includes the transportation of hazardous waste, which specifically includes transportation from the place of its origin to the place of storage, treatment or final disposal. This function includes all forms of transport, but experience has shown that the most used one is a road traffic, which also carries an extremely high risk of possible occurrence of accident and endangering the local community, material resources and environment. Therefore, it is necessary to establish control over transport option, and the risk too, which is achieved by conducting risk assessments and then selecting the optimal transport routes. In each of these phases GIS has found its major application, enabling operation with different types of data, a simplified procedure of multi-criteria analysis and a clear visual representation of the received results.

This paper discusses the problem and the form of threats to environmental security that the environment in the Republic of Serbia. Since the beginning of man and the discovery of fi re and its friendly ties with the man, and at the same time its enemy threat and destructive power that destroys everything that gets in its way. Conflagration that wildfires man is often very difficult confronts, and in some cases it is impossible to prevent it and fight it. For centuries fi res as a natural disaster, regardless of the cause of their formation represent a danger and a threat to human lives, material values, fauna and ecological security. On the whole planet earth and in our area there were, and are present in multiple and different forms of dangers and threats to people’s health, safety and the environment and material values.

The article analyzes the Soviet strategy of exporting petroleum products in the 1920s and 1930s, the purpose of which was initially to obtain a monopoly position in the markets of the Baltic States and Finland. Exports of kerosene, gasoline, and fuel oil (crude oil accounted for an insignificant share of exports) was one of the main sources of currency for the Soviet economy. In contrast to timber exports, the Soviet foreign policy Department (People’s Commissariat for Foreign Affairs) was actually excluded from participating in the solution of related issues. Oil exports were considered by the Soviet diplomacy as tool for achieving foreign policy goals. Attempts to “conquer” the market of oil products in the Baltics and Finland faced objective obstacles in the early 1930s: the policy of industrialization led to sharp growth in domestic needs for oil, while changes in the foreign policy orientation of the Baltic States and state regulation of import operations promoted pushing out Soviet oil exports. As a result, in the second half of the 1930s the USSR abandoned its previous ambitious plans.

Based on the concept of the environmental legal status of an individual, a historical and legal analysis of the experience of the Republic of Belarus in legalizing human and civil rights in the field of environmental protection was performed. Attention was drawn to the fact that ensuring and protecting the environmental citizens’ rights at the international and national levels is an important area of state environmental policy. It was shown that the environmental legal status is considered in Belarusian legal science as a systemforming category and a comprehensive institution of environmental law, in which the central element is the constitutional human right to a healthy environment, as well as citizens’ powers necessary for the implementation and protection of this right. The recognition by the Republic of Belarus of the Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters (Aarhus) has led to the active development of national environmental legislation in terms of securing the rights, which are needed for the right to a healthy environment. The Republic of Belarus has accumulated a constructive experience in implementing the provisions of the Aarhus Convention, but there is also a certain inconsistency in the reforms that have failed to fully contribute to ensuring the citizens’ right to a healthy environment.

Обзор законодательства в сфере энергетики

An overview of the main regulations, by which public relations in the energetics sector are controlled, has been performed. The structure and main provisions of the regulations at the Russian (federal laws, decrees of the Government of the Russian Federation) and international (the Treaty on the Eurasian Economic Union) levels have been analyzed. Attention has been paid to the legislation establishing liability for the delinquency in this sphere (rules of the Code of the Russian Federation on Administrative Offenses and the Criminal Code of the Russian Federation). The analysis is based on the regulations on the behavior of the parties, both in the wholesale energy and retail market. The statistical data on lawmaking activity in the energy sector for the period of 2014–2018 have been given. It has been concluded that the number of regulations on the relations in this area is growing steadily, which, in turn, indicates a high interest of the state authorities in guiding the energetics sector.

The paper reviews the International Scientific-Practical Conference “Current problems of protection of the right of ownership of natural resources and objects: Interdisciplinary approach” in memory of Aleksandr Andreevich Ryabov, Corresponding Member of the Academy of Sciences of the Republic of Tatarstan, Doctor of Legal Sciences, Professor, Honorary Lawyer of the Republic of Tatarstan. A.A. Ryabov’s main published works, awards, and achievements in the spheres of research and pedagogical activities have been discussed. The major conference events, including the ceremonial unveiling of a memorial plaque in honor of A.A. Ryabov, have been reviewed. The international level of the conference and its interdisciplinary focus have been demonstrated. The statistical data on actual participants of the conference have been presented. The main resolutions of the conference have been summarized. The impact of the event on the competitive abilities of the Law Faculty and Kazan Federal University in general has been shown. It has been concluded that the conference contributed to strengthening of the relations with representatives of the academic community from Switzerland, Kyrgyzstan, Republic of Belarus, and various subjects of the Russian Federation, who work in the sphere of interdisciplinary problems of protection of the right to ownership of natural resources and objects. It has been noted that the conference advanced the cooperation between the state authorities, judicial powers, and law-enforcement authorities of the Russian Federation and the Republic of Tatarstan, as well as a number of social and private organizations.

Purpose of the Article. It consists in covering the main stages of the formation of ecological culture in the context of the modern culture of society. The methodology is based on the principle of objectivity and an integrated approach and in the application of the method of analysis and synthesis, which made it possible to follow the formation and development of ecological culture in the context of the culture of society. The scientific novelty of the research lies in the expansion of ideas about the ecological culture of man in modern society. The analysis of the gradual formation of ecological culture in the structure and functions of the culture itself. Conclusions. As a result of the research, it was established that culture in all its manifestations is an object and subject of study of many specific sciences, ecology is not an exception. Culture was formed on the activities of society and man, along with its results. Culture is the result of the development of the relationship between man and nature, therefore the perception of culture depends on the person. The formation of the ecological culture of society is formed on the basis of education, upbringing and culture, which allows a person to make constructive decisions to solve environmental problems.

Особливості процесу децентралізації в системіуправління природними ресурсами та природокористуванням

Subject of research – theoretical and methodological aspects and practical measures administration of natural resources and nature use in the context of power decentralization in Ukraine. Purpose of the research caused by the necessity of theoretical and methodological foundations and development of practical recommendations for administration of economic relations concerning of nature use according the prospects and results of key reforms in Ukraine. Method, methodology of work. Theoretical basis of research is the position of economic theory and environmental economics, methodological basis of the research is a set of general scientific and special methods. Results of the research: essence and forms of power decentralization are analyzed, features of decentralization of administration of natural resources and nature use are identified, prospective source of financial resources of local communities as a result of the power decentralization in Ukraine are grounded. Practical implications. Results of research provide scientific justification of administrative decisions concerning of natural resources and nature use in conditions of power decentralization in Ukraine by administrators, members of state and local governments, non-governmental organizations. Conclusions. Administration of natural resources and nature use requires optimal balance of centralization and decentralization of powers, rights and responsibilities that will ensure sustainable nature use. Decentralization of administration of natural resources and nature use in Ukraine determines research of relevant sources of financial support of local communities.

The ecological turn in the Common Agricultural Policy of the EU places strong emphasis on biodiversity and conservation of genetic resources and creates opportunities for subsidized raising of endangered landraces. In Bulgaria, these developments have led to the increase of the number of the certifying breeding associations and the farmers within this particular business niche as well as of the breeds and the total number of the animals of each breed. Recently, growing numbers of actors become interested in the attractive subsidies and further involved in the processes of conservation, recovery, imagination and invention of landraces. However, the subsidies are a scarce resource so the access to them creates competition and conflicts. The actors apply various strategies in order to obtain subsidies; they strive to build a convincing, legitimate narrative about the origin, the authenticity, the risk status and even the cultural value of the animals while at the same time trying to discredit and de-legitimize the breeds of their competitors. As a result, the struggle for access to the subsidies takes the form of a struggle of narratives.

In this paper, we have analyzed the problems of formation of the payment for special use of natural resources during the implementation of the concept of sustainable development and the need to conserve natural resources for present and future generations. Payment for special nature management is considered as one of the principles of environmental law, in particular the right to use natural resources, as part of the economic and legal mechanism for environmental protection and as the main feature and condition of special use of natural resources in economic activities. The historical aspect of the development of payment for special nature management in the environmental legislation and state environmental policy in Ukraine is studied. The attention is drawn to the inconsistence usage of payment for nature management as a principle in the state strategic documents of environmental orientation, which may be an obstacle to the implementation of balanced and economical use of natural resources policies. The role of payment for special use of natural resources within the framework of the economic and legal mechanism of environmental protection are considered, its fiscal nature as a source of filling the corresponding budgets and the scope of accumulated funds for resource conservation and environmental measures. Features and problems of payment in various spheres of nature management are analyzed. Gaps and inconsistencies in the modern environmental legislation on the regulation of paid or free usage of natural resources are highlighted. The importance of payment for nature management is emphasized concerning the fact that the relevant payments are a source of accumulation of budget funds and should be targeted; they compensate for the costs of protection, conservation and reproduction of natural resources and ecosystems; perform a stimulating function – encourage nature users, business entities to use natural resources rationally, economically and effectively.

The article summarizes material on the training of Russian engineers and technicians in higher and vocational secondary educational institutions from the end of the XIX century to 1945. The development of the domestic higher and vocational secondary education can be considered as a single process having certain stages of development. During the Great Patriotic War, engineers and technicians taught in educational institutions, and engineers worked in the power industry whose professional becoming was connected with the pre-revolutionary period of Russian history, as well as numerous specialists trained in the pre-war years. This problem is relevant, its research potential has not been exhausted, but scientific publications are not enough nationwide. The authors come to the conclusion that in the late XIX and early XX century in Russia the basis for the quality training of power engineers was laid largely contributing to the development of the electrical power industry. The Soviet government since its very establishment, in connection with the implementation of plans of the State electrification of Russia and the industrialization of the country, paid great attention to the organization of personnel for power plants. However, the quality of training specialists was rather low due to the implementation of the forced model of economic development, which in its turn negatively affected the quality of energy enterprises organization. A forced model of training engineers and technicians was used in 1941— 1942 in relation to the growth of energy capacities necessary for the work of defense industry. Since 1943, despite the difficulties of wartime, the government took measures to arrange the work of universities and technical school, to establish the living conditions of teachers and students. As a result, in 1941—1945, educational institutions trained engineers and technicians who organized an uninterrupted supply of electricity to the defense industry and population, thereby making a significant contribution to the Victory.
