The appearance, continuous development and improvement of the social insurance directly depend on the economic realization of human resources. The existing connections and interdependencies between the mechanism of its functioning and the high quality of labor force in the context of flexibility, adaptability, mobility and competitiveness of an economic active person are not fully and sufficiently explained. The article emphasizes on the opportunities for a purposed influence by means of a public social insurance for the human capital growth (respectively increase of the produced gross domestic product) achievement of economic growth and personal and public prosperity. The conclusion made is that the attention should be directed towards the regime of insurance payments, provided by the public pension scheme. Adequate alterations in the formula for calculating the pensions’ s size for a given insurance service and age can guarantee their increase and at the same time create prerequisites for revealing the potential of the public pension scheme and its transformation from a consumer into a generator of economic growth.

Global trends of socio-economic development as a manifestation of the phenomenon of decent work are generalized. Main positions of the genesis of decent work are identified. The conclusion that employment, which provides adequate income, social security, prospects of development in conditions of freedom, equity, security, respect for human dignity and creates conditions for social integration is a fundamental platform of decent work has been substantiatyed. It is emphasized that in modern conditions progress in the sphere of labour is identified with an increase in the number of employees in high-tech industry, expansion of the tertiary sector and the innovation sphere. The author offers to consider the effective use of human resources engaged in high-tech sector as a prerequisite for decent work at the level of the national economy. It has been convincingly demonstrated that the current model of functioning and state regulation of the economy of Ukraine does not provide adequate incentives for the creation and development of high-tech industries in Ukraine. It is noted that the measurement of progress in the field of decent work should be carried out on the platform of employment diversification and dissemination of its innovative and non-standard forms under the condition of ensuring adequate social protection. Specific indicators of human resources management efficiency at high-tech branches of industry of Ukraine for 2013-2015 years in the context of decent work have been analyzed. A model of employment that meets the global regularities of economic modernization is distinguished as one of the main focuses of achieving parameters of decent work.

The methodical approach to assessment of a fictitious human capital in the sphere of science and education is offered in the article, the interrelation between the number of highly qualified specialists and a total quantity of printing works, the performed scientific and technical works in modern conditions is researched. The human capital functioning in the sphere of science and education according to the «Bibliometrics of Ukrainian Science» system is researched. Low level of efficiency of modern scientific and educational system is proved and the reasons causing such situation are characterized. Fiktivization of the human capital in the sphere of science and education is caused by such factors: the decline in the quality of scientific work in domestic universities and institutions of the National Academy of Sciences of Ukraine due to reduced funding; formal nature of activities related to international and domestic grants; formal nature of interaction of scientific institutions and higher education institutions with business testifies to isolation of scientific activity from the solution of public problems; the formation of artificial, little used in the practical work of the components of the academic disciplines; a high share of plagiarism in theses on the social humanities; the low level of distribution of information on results of scientific activity; asymmetries in the labor market.

People have always wanted to improve and ease their lives. They used a variety of means, tools, machines, and other people to achieve that goal. In achieving it, people change the way they live, work and relate to one another. All these rapid and abrupt changes in society that radically changed human life and occurred in a certain period of time are called Revolutions. Human history recognizes about 3 Revolutions so far that have affected all aspects of life. The world is facing the Fourth Industrial Revolution (4IR) which is characterized by a range of new technologies that are fusing physical, digital and biological worlds, impacting all disciplines, economies and industries. The 4IR will fundamentally change people’s lives. It covers wide-ranging fields such as Artificial intelligence, The Internet of Things (IoT), robotics, autonomous vehicles, 3D printing, nanotechnology, biotechnology, materials science, energy savings, computing, etc. This paper aims to explain in detail the advantages and disadvantages of the Fourth Industrial Revolution and warn people to understand it and make adaptations to it. Understanding the 4IR and its new technologies and their threats is critical for all the nations.

Abstract. At the beginning of the second decade of the 21st century the German government developed a concept called Industrie 4.0 (Industry 4.0), which was first introduced in 2011 at the Hannover Messe. This same fair set up a working group of academic and university officials, managers and practitioners from the practice, headed by Siegfried Dais from “Robert Bosch GmbH” and Henning Kabermann from the German Academy of Science and Engineering – a former senior executive leader of Europe’s largest software provider – “SAP AG”. After Germany, a number of countries from East and Southeast Asia developed similar concepts: Japan came up with the “Society 5.0” Model, Singapore – with the “Smart Society” concept, Thailand – with the “Thailand 4.0” idea, and China – with the “Innovations 2020” program. At the 48th annual World Economic Forum in Davos, Switzerland, held in January 2018, the aforementioned post-industrial paradigm was officially named “The Fourth Industrial Revolution”.

Четвъртият стълб на енергийната бедност в България

The article examines the weaknesses in the protection mechanisms for vulnerable energy consumers in Bulgaria. The thesis that the lack of adequate protection mechanisms causes the emergence of a fourth pillar of energy poverty beyond the three most frequently cited pillars – high energy prices, low incomes and low level of energy efficiency of buildings – is justified. An overview of the mechanism for household access to justice in the energy sector in Bulgaria is provided, starting with the national ombudsman, municipal ombudsmen and ombudsmen in energy companies. The main problems, encountered in energy justice for households in this sector are summarized, as well as the way in which state institutions respond to these problems. The study concludes that the Bulgarian citizens face high levels of energy injustice and poverty, which they have to fight using ineffective consumer protection mechanisms. This effectiveness depends on persons in charge, not on legal and administrative processes.

Чинники формування випереджального розвитку підприємств в умовах глобальної світової кризи

Introduction. The global economy develops cyclically, which means that a rise is followed by recession. The main task of the government is to maintain favourable conditions for business development in order to ensure GDP growth and formation Ukraine’s economy outstripping development contributing to its industrial development. The purpose of the paper is to determine factors of enterprises’ outstripping development in order to support an innovative model and promote Ukraine’s economic growth. Results. The author has analysed a number of countries with the highest number of profitable enterprises and compared their ratings with the ratings of developing countries according to information by Bloomberg. Based on this, the author has established patterns that are associated with the outstripping development of enterprises. It is noted that the USA, China and Russia have the largest number of profitable companies. It has been determined that China is a country with outstripping development; the USA is a leading country with regard to development, and Russia is a country with catching-up development. Various types of activities were defined with respect to the most profitable enterprises, including the oil and gas industry (before 2015), the financial sector and production of computers, electronic and optical products, the automotive and pharmaceutical industry. The article deals with factors of outstripping development of enterprises forming at macro-, meso-, and micro-levels. It was found that the level of outstripping development of enterprises in conditions of global economic crisis determine such factors, as: political stability in the country, the level of education and training, social responsibility, government policy in the field of innovation and investment development, type of economic activity, policy of local authorities in the field of innovation and investment development, social and production infrastructure development, consideration of production needs of enterprises by research and development institutions, elaboration of development strategies, financial condition of enterprises, level of organisational culture, innovation activity of enterprises and type of innovation. Conclusions. The global crisis negatively affects the outstripping development of enterprises, slowing down the innovation development through the production of traditional goods, predominance of imports of innovations to exports, narrowing the capacity of the domestic and global markets, a lowering the level of social guarantees, the willingness of the authorities to obtain investment from international organisations. To promote an outstripping development of enterprises, it is essential to provide a clearly formulated strategy of enterprises’ development, a high level of organisational culture, an active use of innovation in production and management, continuous and multi-level training, human intelligence, knowledge and experience to develop new technologies, adopt innovative solutions, conquer new markets, promote the policy of local authorities towards support of investment and innovation development of a territory. All these actions would establish a basis for setting-up a breakthrough strategy and contribute to the prevalence of 6 and 7 technological modes in society and a high level of customer satisfaction.

The academic community has been actively discussing and assessing the results of the reform of the Russian healthcare system, which began in the early 2000s. This study considers the results of the reform from the perspective of a concept of health-related behaviour. The paper determines the behaviour patterns of household members concerning personal expenditures on medical goods and services, depending on their monetary income and spending pattern. The main research method was an econometric (correlation and regression) analysis of time series. As a result, we discovered that household income dynamics significantly influence expenditures on medical goods and hygiene items (that vary according to the household income). Moreover, household expenditures on health care depend on its spending on food products. We conclude that, firstly, in 2005–2019, Russia has been showing a steady growth of paid medical services (in total medical care), which are available to less than half of the households. Secondly, health-related behaviour of different groups of households divided by income level significantly changes depending on the income dynamics and spending pattern. Thirdly, an increase in income decreases expenditures on medical services and goods, as well as in an increase in expenditures on health-improvement (preventive) services. We have revealed that spending on food products on average determines 55.9 % of a change in expenditures on medical services. Simultaneously, in the households’ budgets, a 1 % increase in food expenditures displaces 2 % of expenditures on health-improvement services. The obtained results extend the understanding of the features of health-related behaviour that is defined by households’ income, as well as by the spending pattern on food, medical goods and services. Public authorities can consider the revealed features of health-related behaviour of different groups of households divided by income when developing and improving the socio-economic policy in the field of health care.
