The author makes analyses of specific cases and general trends of inter-civilization interaction in economic issues and the impact of traditional backgrounds of different civilizations on the economic developments in countries. Such analyses lead to the conclusion that civilization and world outlook views backgrounds have to be integral and defining components of national development strategies, as far as it is not possible to reach success without taking it in consideration. However, there are some basic principles which also must to be taking into account to insure success in sustainable economic development of a country. So, it is necessary to reach «Kyiv Consensus» (i.e. a common understanding of the state’s elite regarding definition the principles of the economic development) on the base of these two approaches and create efficacious economic strategy for Ukraine.

Циклична динамика на основни фискални агрегати в България за периода 1998-2014 г.

We present an overview of the dynamics of fiscal aggregates in Bulgaria in the period 1998 to 2014. The paper investigates the cyclical dynamics of budget revenue and expenditure and their major components. Using time series of deflated statistical data we calculate the elasticity of individual revenue and expenditure components to GDP growth – both for the overall period and for the post-crisis years. The major conclusion is that the Bulgarian fiscal aggregates are characterized mainly by procyclical dynamics, with the wages and maintenance expenditures being the least sensitive, and investment – the most sensitive to upturns and downturns in growth. These results can feed into fiscal policy and outline the potential to use public investment as an instrument for macroeconomic stabilization in the country.

This report explores the dynamics of the average house prices, inflation and the cyclical fluctuations of the house price indices in Bulgaria. Absolute and relative indicators are used to characterize the rate of development of time series and spectral analysis of cyclical fluctuations. The results from the survey show, that the most significant rise in house prices and inflation are during the global financial crisis. The difference in the rate of house price developments and inflation shows that inflation is not the most important factor for their change. During the period under review, cyclical fluctuations in house price indices of different durations were observed. The local maximum of the periodic component of the research time series with the longest duration is approximately 10 years.

The paper studies the relation between the economic cycle and the labor market development in different periods of the economic cycle in the years 1990-2010. The impacts of the cyclic economic development on the forming and developing of the labor market is traced through evaluations of the degree of balancing of the labor demand and supply, employment restructuring, labor force mobility and labor market flexibility. The paper analyzes also the impact of other internal and external factors on the development of the labor market in the different stages of the cycle. It draws conclusions on the connection between growth and employment in the different stages of the economic cycle, outlining the stronger dependence in the transition period and the weaker influence of the growth on the employment in the period of stabilization and growth. The paper states the significance of the stabilization for the labor force restructuring, for the development of the forms of employment and for increasing the labor force mobility. The increase of the labor market flexibility through developing its institutions and legal bases is considered in the context of an instrument for softening of the impact of the cyclic economic development on the labor market.

The purpose of this article is to present the condition and prospects for the development of cement industry in Bulgaria. In order to reveal the present status quo, main economic figures (on national, European and world level) like: capacity, production, consumption, import and export are exam¬ined. A SWOT analyses is made to forecast the prospects for development of industry and Porter’s model for valuation the industrial structure (the model of five competitive threats) is applied. The author’s thesis is that as a result of the modernization of the plants, the increased consumption of cement and the favorable industrial structure, the cement industry in Bulgaria will develop successfully and dynamically in the next years.

The transformation of information into a key economic resource is accompanied with a wide dissemination of information technologies. Information and communication technologies (ICT), software products, computers and telecommunication equipment are already integrated into the structure of all economics activities. The intensification of this process over the past decade has generated a great interest of the Russian academia in such phenomena as “digitalization of society” and “digital economy”. In the article, we discuss and define the essence of the phenomenon of «digital economy». Digital technologies, introduced into socio-economic and technological processes, will certainly be involved in the generation of the value added of the final product (service), regardless of its purpose (type of activity and sector of the economy). Although information and communication products belong to the information and communication technology (ICT) sector, each economic activity develops, implements and uses its own solutions in the field of ICT, “digital labour” and “digital capital”, which are not directly analysed and measured. In this regard, there is a need to improve approaches to assessing and measuring the volume of the digital economy at different territorial levels, including regional economies. We propose a methodology for measuring the digital economy at the regional level and test it, using the economic and statistical analysis of data for the Perm region of Russia. We have structured the digital economy in the region and identified the core of ICT, the outer tier of ICT and the digital sector outside of ICT. We have discovered it appropriate to measure the digital economy of a region or a country through a system of indicators: ICT costs, the number and share of employment in the digital economy, the volume and share of digital production in the economy, digital labour force, digital production capacity.

Digitalisation is a new global trend that significantly influences the economic and social development of various territorial systems (from municipal to macroeconomic level). We hypothesise that the digital transformation of industrial enterprises is becoming a key factor of territorial competitiveness that determines regional development prospects and the possibility of increasing the growth rate of the national economy. To substantiate this hypothesis, we examined the spatial relationships, which emerge when industrial enterprises introduce digital technologies at the regional level, as well as assessed the impact of digitalisation processes on the renewal of the human resource capacity of the regional industry. For analysing the digital modernisation of the regional industry, we used official statistics on the share of organisations using radio-frequency identification (RFID). We chose this particular indicator because RFID-technology is the closest to cyber-physical systems, which enable the so-called smart production (the main indicator of the fourth industrial revolution). Using the global and local Moran’s indexes and the migration matrix of spatial weights, we studied the spatial heterogeneity of the digital industry transformation across the Russian regions. Anselin’s local autocorrelation matrix was applied to analyse inter-regional relationships, which emerge when manufacturing enterprises use of digital technologies. The calculated negative spatial autocorrelation index proves that digitalisation processes in industrial production have a high spatial heterogeneity: only a small part of the regions is characterised by a high level of RFID use by manufacturing enterprises. Using the migration flow matrix of graduates, we revealed that the constituent entities of the Russian Federation differ not only in indicators of using digital technologies but also in attractiveness to young, highly qualified personnel. The results of the spatial analysis confirm that the introduction of smart production technologies by industrial enterprises significantly influences the progressive socio-economic development of territories. This conclusion opens up new topics for research, including the theory of regional economic growth and the issues of transformation of the digital space of the national economic system.

The study states that on a global scale, in modern conditions of development, individual countries pay special attention to pay for their security by identifying with countries with different cultural structures of society. The expression against the opposition of separate cultures with the attacks on cultural sites in different parts of our planet, which have become more frequent in the first two decades of the 21st century. One of the greatest dangers to humanity is modern terrorism within cultural sites. Directions for this type of terrorism are considered and included in the development. One direction is in connection with the spiritual culture of man. The object of such terror are the basic values of the individual. Another direction is the destruction of material movement and immovable cultural heritage. The purpose of this study is to study and analyze terrorism against cultural values as a social phenomenon and on this basis to outline the main guidelines and tools in preventing and combating this type of terrorism. A comprehensive set of measures that the world community uses to combat terrorism on cultural sites is outlined. The article describes the types and aspects of digitalization in relation to the purchase and sale of real estate: “smart sites”, chat bots, virtualization, the mechanism of remote sales. It was noted that the share and degree of digitalization is increasing in the real estate market every year, the connection between digitalization and the sale and purchase of real estate is inseparable, while the real estate market in Russia turned out to be one of the most conservative in terms of the introduction of technological innovations. In contrast to the above, the article discusses the emergence of a completely digital client path from the search for a property to a transaction and the organization of repairs in Russia since March 2021 - an open real estate ecosystem "Square Meter", with a unique innovative product "Deal Guarantee".

The main goal of the present research is to analyze a certain set of problems and to identify opportunities to achieve the priority goal set in the National Program “Digital Bulgaria 2025” aimed at increasing digital competencies in its three main areas. In particular, the tasks are oriented in solving problems in the field of modernization of ICT education; improving the quality characteristics of the labor force in the context of ICT; increasing the number of highly qualified specialists in the field of ICT in Bulgaria. There is a comparison within peculiarities in the dynamics of a selected set of indicators in Bulgaria and the European Union (as a whole) in the period 2007 – 2019. It is concluded that there is good potential, which could be triggered to a large extent on the basis of implementation of a set measures in the forthcoming years. The research consists of various methods such as empirical descriptive and comparative analysis.

It is well-proven that innovative segmented market of labour development restrains temper many factors-blockers. With the purpose of overcoming of contradictions at the segmented market of labour practical recommendations are given in relation to his adjusting at regional level on conditions of innovative changes of economy of country.It is possible to draw conclusion on results research, that innovative development of national and Kirovograd labour-markets restrains temper many factors-blockers, that negatively affect quality of labour force, her mobility, adaptive possibilities, that narrows possibilities of the active bringing in of working to participating in innovative processes in the nearest years. Realization of having a special purpose priorities in practice of segmented market of labour of the Kirovograd region development must assist leveling of negative factors-blockers and bringing in of levers that it is assisted to forming of innovative market segment.

The business activity of religious organizations and their economic relations with otherbusiness agents (households, companies, the state) have been poorly studied but from aresearch perspective they represent an exceptionally interesting field for analysis. Thepurpose of this study is to substantiate the theoretical basics of church economy and doan empirical analysis on its functioning and its mechanism of action. At the same time,the study will also search for confirmation of the following research thesis: namely, thatchurch economy is an important element of national economy, creating GDP and generatingcertain employment and as such, on the basis of existing theoretical concepts, wewill define it and determine its components and peculiarities, which will serve for thecreation of a methodological model of its measurement and evaluation.The categories of economics of religion and religious economics (economics of religiousactivity) have been defined on the basis of the theoretical-analytical approach, andthe different in meaning term "church economy" has been introduced, which gives usthe opportunity to encompass the overall religious activity in its social-economic aspect.The data about the social-economic activity of the church are, first and foremost, limitedand unreliable. Official statistics collect a very limited circle of information about theactivity of religious organizations. Despite this restrictive parameter, the first attempt inBulgarian economic literature for a theoretical-empirical analysis of church economy hasbeen made.

The article deals with the crisis of the modern paradigm of analysis time in the modern economic processes. The purpose of this paper is the consideration of time as a resource base of economic and economic issues related to the exchange of time as there is no alternative resource exhausted by the individual.The article points out the impossibility of further development of economic science without regard to time in this capacity.. Focuses on the causes of the crisis of classical political economy of time, as it seen as productive resource. However, for the particular subject of the production process is certainly limited and non-renewable resource is time, in fact it is the only object of economic exchange. Education, qualification and other classic characteristics define the parameters of economic exchange, are derived from the time of the acquisition of these parameters. In this article described the causes and consequences of the analysis of time as a social and economic phenomenon in the modern economic processes.The results of theoretical analysis make it possible to consider the current economic exchange as the transfer of a single social and biological resources of the individual in the plane of economic relations. In this context, the process of setting prices is the exchange lifetime of a certain number of socio-economic benefits. While having no alternative, this exchange can be acquired for an individual character that can not be comprehended by the use of the existing economic theories.

This is a study of the political sphere from the perspective of the public choice theory. It analyses the political markets in comparison to the private markets within the microeconomic theoretical framework (methodological individualism, rational choice theory, self-interest axiom). Part one studies the similarities (scarcity constraints; choosing, rational and self-interested individuals; competition), as well as the differences (institutional constraints, the individual cost-benefit calculus, time dimension of the decision-making process, consequences of the individual choice, responsibility, etc.) in the two types of markets. Part two compares the private and political market failures. Part three analyses in-depth a particular pathology in the political markets: the phenomenon of the voter’s rational apathy (ignorance/abstention).

This study analyzes private expenditures on health as a percentage of total expenditures on health in European union countries for the period 2000 - 2016. Information from the World Bank and World Health Organization database was used. The private expenditures on health before and after their accession to the EU for the countries that joined the EU during the study period are compared. Using statistical methods of analysis we prove the presence of significant differences between countries.
