Management problem situations, in view of their great complexity, dynamism, interactivity and ambiguity, should be observed and explored as the complex, multifaceted manageable systems of problems. Creative managing the holistically reconceptualized problems in organizations implies an appropriate, scientifically based and practically useful instrumentarium - a paradigmatic framework within which problem areas important to the enterprises survival and development can be conceptually articulated, systems methodologies for structuring problem situations, and systems metaphors to encompass and express the different perceptions and interpretations of the considered systems of management problems. With the support of critical systems thinking, that is committed to critical awareness, improvement and pluralism, appropriate use of this holistic instrumentarium enables theoretically and methodologically based, practically effective and socially responsible changes to determine; through these changes implementation, the enterprise functioning should be enhanced purposefully.

The article concerns the relation between holistic concept in marketing and successful market performance. First, the notion of “holistic marketing” is discussed, then a wide description of the essence and features of the “agile organization” is added in providing explanation of why 21st Century marketing is not tagged to particular unit, rather refers to all units, and what internal – external environment interaction has to be achieved. By referring to the research on marketers’ opinion from all over the world and to a particular example of the principles of the culture of innovation of Google, theoretical formulations receive practical illustrations.

Problems of system business management sphere are synthesized in the monograph. More specifically they are oriented to its engine – marketing. The main idea is, that there is a need of integration approach in order to make sense of objective events. With its help one can delineate the conception of holistic marketing and to establish its position in the business systems management. Particular levels of system network integration are systemized namely – of two sides (two characters) – diads, of three – triads, and of many – polyads and hepirpoliads. Special method is suggested in this direction – it is designated Di-Tri-Pol. From one hand in the monograph the integration of marketing function in the network with obligatory nodes. From the other hand – multi direction (vertical, horizontal and diagonal) connection of this marketing network with other networks within the frame of one business system and with strategic objects and subjects out of it. The role of marketing entrep-reneurship in the process of business system development is examined.

This study is an introduction to the problem of the homogeneity of the monetary (value) estimations of the production. Discussed are the questions connected with the participation of the money and the prices in the measuring of the value volume of the production. The homogeneity of the monetary estimations is defined as comparability between the monetary estimations (the value) of different products (goods and services) examined during the same period of time. Introduced is the term “static comparison of the value volumes”. Made is comparative analysis between the comparability of the static volumes in dynamic and static aspect. In dynamic aspect compared is the value of certain product in different periods: the differences are a result of the change of the prices and inflation between the two periods and are determined through the use of different prices and deflators. In static aspect the value of a product is compared with the value of other products during the same period of time. Studied is the question in what conditions is the value of a product comparable to the value of another product during the same period of time and when are these conditions present.

This article studies the socio-cultural matrix of economic development, the connection between Christian ethics and economics, subsidiary, integration and solidarity as necessary condition for establishment of humane economics. Author argues that there is a danger for economy, as a substantial agency of human existence, to turn in economics when the spirit moves away from the matter. He pays attention to intermediary groups, trough which the relation between person and big organizational structures is balanced.

It relieves the tension and stress, „breaks the ice”, leads to creative decisions, conveys inconvenient truths as skillful jokes, wins sympathy and trust when the jokes are directod to the speaker, „aikido”, etc. Everybody can learn how to joke. This requires some knowledge on the essence of humour, the main types of humour, the importance of humour, and especially on the existing age, gender, and cultural differences. With such knowledge and appropriate trainnig everybody shall know when, where, and how to use his sense of humour.

The main schools and achievements in the development of the economic thought during the past XX century are outlined. The evolution of economic concepts is presented on the background of the real economic processes that marked the economic theory. The most important aspects in the development of orthodox and unorthodox economic schools are covered consecutively. The study has two parts: the first one interprets the characteristics of the economic XX century and the evolution of the neoclassical theory relevant to the microeconomics. The second part (which will be published in the next issue) is focused on the emerging and developing of the modern macroeconomics within the framework of the neoclassical analysis, as well as on the development of the unorthodox economic thought. The study outlines the difficult, contradictory but ascending course of seeking after truth in the economic theory.

The article continues a publication with the same title and outlines the development of the economic theory during the 20th century. The review of the evolution of the neoclassical school ends with the study on the emergence and development of modern macroeconomics. Special attention is put on the newest trends in macroeconomics from the last quarter of the 20th century. The non-orthodox economic schools - institutionalism and marxism and their evolution during the century are studied. It is pointed out that although at the end of the century the pluralism of economic ideas is preserved, there is a clear trend of growing interaction and infiltration among the main theoretical schools, which will have an important influence on the nature of the economic theory in the future.

The study includes data, analyses and estimations for the public area – economic, demographic, social, political, etc. in Bulgaria and its development in the transition to market economy and the democratization of the public relations (1989 – 1999), which made inevitable the pension reform and the new Code for the obligatory public insurance (COPI), valid since 01.01.2000. It also includes characteristics of the suggested in 1999 pension reform and new three-column system for pension insurance and mostly of its first (basic) column. The study has formulations and reasons for its main objectives, principles and most significant concrete norms and mechanisms, on which at favorable public environment, speed and extent of realization of its main objectives and principles depends. The study has also identification and analyses of the main factors, on which depends the regaining of the trust in the new pension system, regaining the social justice in the distribution of the pension incomes, increase of the total level of the pensions and the pension protection and financial stabilization of the pension system in short-term, middle-term and long-term perspective. The publishing of the study allows the interested current and future research fellows, specialists and other readers: • To get acquainted more profoundly with the main motives of the suggested and confirmed by the Parliament at the end of 1999 new model and architecture of the system for pension insurance, with its main objectives and principles, concrete norms and mechanisms, etc. • To build or add to their own criteria and estimations for the reasoning and effectiveness of the pension reform, for the potential and really revealed achievements and weaknesses of the valid since 01.01.2000 COPI, for necessary additional discussions and corrections in some of the concrete norms and mechanisms of COPI and their parameters – in order to fasten the realization of the main objectives of the mension reform: 1. Regaining the social justice in the pension insurance. 2. Increasing the size and the level of the pension and the pension protection. 3. Financial stabilization of the system. 4. Fastened social integration of Bulgaria with the European Union in this extremely important and publicly significant area of the social policy and practice – the pension insurance.

The provision of network services which are often associated with natural mo-nopoly has led to the process of price discrimination of consumers. It pursues the ap-propriation of a larger part of the consumer surplus. The proposal to introduce two-part tariffs: network access fee and price per amount consumed, is a disguised approach to get higher profits from network services provision. It preserves the pricing model in which P > МС (prices are higher than the marginal cost). W. Baumol taking into account the characteristics of the supply average total cost (ATC) curve of natural monopolies suggested that the prices of network services should be formed according to the average cost (rule P = AC). This was a second good decision because prices were still higher than the marginal cost (P > МС). In this respect the state regulators applied two classical approaches to regulate their prices: cost plus a normative profit rate and price limit. The market liberalization and ecological restrictions made the state regulators adopt a network services pricing model with several components. They reported more precisely the expenses of participants in the network services provision (producers, dis-tributors, operators-dealers), which is an improvement of the second good outcome: P = AC, but still P > МС. Competition which imposes market liberalizations drives prices to marginal cost: Р = МС, or the first best outcome. The monopolistic and oligopolistic activities of those participating in the process of network services provision impede its achievement, which necessitates additional control on their market behaviour.
