The concept of social standards, their content and structure are discussed in our article. The current state of the main social indicators in Ukraine and certain EU countries is considered. Minimum standards of living in Ukraine and certain EU countries have been established. A detailed analysis of social standards in Ukraine and certain EU countries has been done. The forecast of the Ukraine's socialization economy development has been completed on the basis of constructing the forecast level of the average wage index. A list of recommendations to improve social standards in Ukraine is proposed.

The author of this article attempts to clarify the nature, specificity and role of social and solidarity economy in the modern world. She also discusses to what extent it should be the focus of attention of economic sociology as a science in the context of the relation with its subject matter, and which approaches and theoriesin sociology and economic sociology can be used as explanatory models of social and solidarity economy. The conclusion is that social and solidarity economy successfully combinesthe achievement of economic and social objectives. It contributes to social cohesionand inclusion, and plays an important role in integrating risk groups such as people with mental and physical disabilities. Social and solidarity economy as part of the economy of a society is the subject of research by economic sociology as a science studying the social aspects of economic life. The theoretical approaches (for social networks, social capital, socialnature of economic activities, etc.), developed in modern economic sociology, can be used as explanatory models of the processes occurring in social and solidarity economy.

Presented are the results of the carried out study in the field of the social infrastructure, which is one of the nine priority directions of the National plan for regional development (200 – 2006). Analyzed is the state of its key sectors (education and healthcare) on national level, as well as on level regions for planning. Revealed are the tendencies in their development, the main problems and reasons, which provoked them. Characterized are the differences in the network of schools (for primary, high and higher education) and of medical clinics, insured with relevant personnel, as well as of specialized places for providing social services. Based on the analysis are presented the generalized conclusions and views for solving the problems in those two sectors.

The current paper "Social Policy of EU in the globalizing world – between European and national" presents some aspects of the social policies of EU and the members states and, also, the challenges EU faces because of the continuous changing and developing technological world. The globalization, which affects direct he existence and the life of people, holds out new challenges for the social activities and policies within EU. Shall the policies in the separate countries members of EU continue according to the existing rules in place and every country would determine the social policies by its own or a new approach for unifying should be found in order to be used in the Union as a whole. A comparative analysis is prepared based on the historical experience for the new challenging factors in front of the labour force in Europe and the trends worldwide – negative growth of population, modernization and robotization of production, global network development (Internet), labour migration, etc., showing the new requirements to be met by the European working population in order to keep its competitiveness for the business environment. It is notified that there is a trend of future deeper integration in the social area within EU in order to balance the standard of living in all countries – richer or poorer, by unifying the social area standards.

Социални цели и последици на плоското (пропорционално) данъчно облагане в България

The main goal of the study is to reveal and if possible measure in quantity the main permanent consequences for low, average and high income groups of the population from the introducing of the flat tax, the decreased total size of the obligatory insurance installments, the increased share in them of the personal installments, the increased amount of the minimal wage and of the maximum insurance income. The concrete reports and analyses reveal that these changes and mostly the introduction of 10 percent flat (proportional) tax since 1st January 2008 lead to drastic (unfamiliar till now) and permanent redistribution of the total tax and insurance burden from high to (to the detriment of) low and average income groups, decrease of the available monthly incomes for the low and average income groups and their increase for the high and very high income groups without necessity of increase of their gross sizes, deepening of the income differentiation and the social polarization among the population, additional encouraging of the participation of low and average income groups from the employed in the grey economy and hiding wages and other personal incomes, hurting the feeling of social justice in the distribution, redistribution and end distribution and consumption of GDP, etc. On this basis concrete measures are suggested if not for overcoming, then at least for softening of the negative social consequences for the low and average income groups from the introducing of the flat tax.

The paper studies the impact of inequality in household incomes on selected key aspects of the social area in the country. Selected aspects include poverty and social exclusion, material privation, family formation, health, keeping the home, crime and subjective feelings of satisfaction and happiness. The impact of inequality is studied in two aspects – the dynamics of the studied processes and the different social groups. It is established that the inequality influences to a smaller degree on the development of the social processes than on the state and differentiation of the different social groups.

In this article we survey basic research problems in the economic literature on social networks for risk sharing. Summaryzed are the economic, as well as the social and demographic factors for the formation of risk sharing social networks. Because of the transaction costs for sustaining relationships (information, eforcement cost, etc.) real-life equilibrium networks generally have less then the optimal number of members from a risk sharing perspective. Research results suggest that in the field formal and informal mechanisms for risk sharing function not only as substitutes, but also as complementaries. Enhancing economic distribution can improve risk sharing through an increased penetration of formal shemes in rural areas.

The main demands of the parties concerned have full integration of all citizens with disabilities in society. In this respect, as an assistant helper they also fall into a state of isolation as children/persons with mobility, mental or other disabilities. Социални проблеми на присъединяването на България към Европейския съюз

The social policy of the European Union aims to reduce the most substantial differences in the national schemes and programs, to facilitate the free movement of workers, to create prerequisites for employment growth and improvement of the working conditions, to raise the level of qualification and to promote the retraining and the reintegration of people who lost their job because of structural economic changes or for other reasons with social implications. Ensuring of the national social security systems' conformity with the criteria for membership in the European Union is of substantial importance for the entire process of democratisation and integration in Europe. At the same time these systems determine the internal potential of the applicant countries for accession. That is where the actuality of the questions, put in this study stems from: What is the scope of the field of action of the economic and social criteria for integration in the social sphere? To what extent does the Bulgarian system for social protection correspond to the European models and values? What are the perspectives for development of the social reform in the light of the strategy for accession to the European Union? These questions do not have a simple answer, but nevertheless the analysis of the social problems of the integration is the main challenge at the current stage of the social reform.

The objective of the study is to determine, analyze and evaluate the state and development of the social differences between the Bulgarian municipalities in the period 2001-2002. the concrete research tasks concern the execution of: • analysis and evaluation of the arranging and differentiating of the municipalities by chosen social indexes in 2002 • analysis and evaluation of the dynamics of the changes in the arranging and differentiating the municipalities in the period 2001-2002 • generalizations and conclusions concerning the state and changes in the social differences between the municipalities in the studied period • generalizations and conclusions for the identifying changes in the social differences between the municipalities in the studied period compared with the period 1998-2000. With the help of a model, based on the taxonomic method, the generalizing evaluations for the social state of the municipalities are calculated and analyzed. The evaluations are based on statistical information for the following indexes: taxable incomes per capita; size of paid social assistances per capita, share of the population in a regime of water usage from the water-supplied population (%), medical practices/1000 people and dentist practices/1000 people.

The objective of the study is to determine, analyze and evaluate the state and development of the social differences between the territorial entities in Bulgaria for the period 2003-2004. The study is carried out consecutively at three levels – municipalities, districts and planning regions. The concrete research tasks concern carrying out of: (a) at municipality level – analysis and evaluation of the ranking and differentiation of the municipalities by chosen social indicators in 2004; analysis and evaluation of the changes in the ranking and in the differentiation of the municipalities by generalizing evaluations of their state; (b) at district level – analysis and evaluation of the social differences between the districts and of the changes in the differentiation between them; (c) at planning regions level – analysis and evaluation of the social differences between these territorial entities and of the changes in the differentiation between them; (d) generalizations and conclusions for the identified territorial social differences. Using a model, based on the taxonomic method, are calculated and analyzed generalizing evaluations of the social state of the territorial entities in Bulgaria. The evaluations are based on statistical information for the following indicators: size of the average work salary; size of paid social benefits per inhabitant; share of the population in water-usage regime from the water-supplied population; number of doctors and number of dentists per 1000 inhabitants.
