In pursuing specific options for resolving problems and unthreading conflicts, which accompany the development of modern tourism it is necessary to elaborate, perceive and implement in the touristic practice two modern concepts: for development of sustainable tourism and those for alternative tourism. The concept for the development of the alternative forms of tourism, complements the concept for the development of the sustainable tourism. n this article it shows an historical overview of the beginning and development of rural tourism, both in global and regional scale. Evolution of the definition of this concept is traced as well as the modern understanding of the nature of rural tourism, showing some of major problems in its development. A significant part of the article discusses the problems of the development and special features of rural tourism in Greece. Also, there were considered the local specific features of this form of alternative tourism. There have been some recommendations, particularly on cross-border cooperation in this field. Rural tourism is viewed as a meant for mobilizing the economy of small villages and municipalities, overcoming the problems of employment of local population, etc.

The idea of sustainable development has emerged as an alternative to the growing environmental crisis over the past few decades. It was formed in the seventies of the twentieth century, emphasizing on the link between environment and economy. The concept of sustainable development has gained great popularity with the report of the World Commission for Environment and Development (1987), in which is also added the human dimension of this term. That document catalyzes the development of the concept of sustainability and provoked numerous disputes about its nature. They found their solution in one or another extent during the Conference on Environment and Development (Rio 1992), Johannesburg (2002) and conducted in the range of 2002-2007 forums in Goteborg, Lisbon and Leipzig. Sustainable tourism is a new concept and it is a continuation of the idea of sustainable development. Sustainable tourism seeks not only to minimize the impact on the biological environment, but also to shape the views of tourists before and during their journeys and to cause environmentally friendly tourism practices, at the stage of formation of the tourist markets, issuing travelers. This is evolution in tourism, which on one hand is consistent with the interests of the welcoming party and on the other with the interests of the visitors. All activities in the area of meeting, must comply with certain capacities of natural resources, i.e. to be respected the principles of optimization and economy of the used resources. “Cultural tourism is a type of tourism that uses as a resource heritage - cultural and natural values of the environment, storing the collective memory of society “(IKOMOS, 1999). According to Krastev (2009) this type of tourism is split between two specific types of tourism: cultural (inspired by the cultural heritage and diversity of living cultures) and ecotourism (environmentally oriented) which most often have a common field of action, in natural areas rich of cultural heritage. Both types of tourism aim to achieve sustainable results, when not only use but also protect the values and authenticity of their specific and often irreversible resources. Therefore, trends in the development of cultural tourism largely reflect trends in the role of cultural heritage and tourism development in the world today and tomorrow. Based on the concept of sustainable tourism development, the article attempts to launch the idea of building a conceptual model for water cultural corridor in the coastal areas of Romania, Bulgaria, Turkey and Greece.

Generating an increasing amount of waste from different spheres of anthropogenic activity, including fruit and vegetable production and processing, poses questions about their management, minimizing and seeking ways to harvest them. Based on the analysis, systematization and aggregation of information from various scientific publications, the main directions in the treatment and utilization of waste products from fruits and vegetables could be the production of biofuels, soil fertilizers and improvers, use in animal feed, extraction of various valuable components. The purpose of this paper is to present some examples of the possibilities for utilization of fruit and vegetable waste. Efficient use of fruit and vegetable waste can be achieved by developing an integrated methodology for managing them through joint implementation of different approaches and strategies.

The development of the European integration increases the importance of personal data protection of European citizens. The author traces back the legislation of personal data protection to the current practice of the European Court of Justice and the European Court of Human Rights. The author also examines the functions and the competences of the European Data Protection Supervisor as one of the newest bodies of the European Union. The new development of personal data protection in accordance with the Lisbon Treaty is also examined. Recently, both European institutions and Member States show exceptional activity in suggesting new measures related to data base, sources of information, the duration of its storage and the ways in which it would be transferred. In any case, however, there is a delicate balance between privacy and other fundamental rights and democratic principles, as well as the considerations related to the protection of public order and security.

In issue three of 2002 of Economic Studies the author defined three assumptions, which in general assert that under the conditions of information asymmetry the small and medium enterprises (SMEs) are affected in a relatively greater degree by the problems of financing. In addition, according to one of the assumptions, there is a negative relationship between the factors “age” and “size” of the enterprises and the problems, while the influence of the “growth” factor can be controversial. In the present paper the author gives proof to his hypotheses concerning the problems of financing of the SMEs in the countries of the EEA. He also analyses the influence of the above- mentioned factors (age, size and growth) on the problems of financing of the starting and high technology businesses, as well as on the smaller exporters.

The article is dedicated to the opportunities for starting a private business of a real estate agency in Bulgaria and the related conditions, prerequisites and problems. Attention is drawn to the lack of a sufficiently developed legal framework on the issue of brokers` activity and to the opportunities that this opens up if the principles of fair competition, legality and ethics with clients are observed. It is recommended to be prepared a SWOT analysis in connection with the realization of the strategic goals and to get acquainted with the national and international experience in determining brokerage commissions. Some weaknesses of the current brokerage practices were pointed out, the overcoming of which would give competitive advantages to the start-up company. For more successful operational activities guidelines on the application of marketing tools are formulated. Sources of information on good practices of brokerage activity and their applicability to local conditions are discussed.

Protected areas play a very important role in terms of the concept of sustainable socioeconomic and tourism development on the planet. The International Union for Conservation of Nature (IUCN) created a special classification with the aim to divide into certain categories protected areas, depending on their natural values and significance. Except for their preservation functions, in particular conservation of biodiversity and their natural habitats, protected areas have one more function. They can be used for and contribute to the sustainable development of all aspects of the socioeconomic development of community. This paper has the aim to determine to what extent national parks could be engaged with the sector of tourism. Under observation are national parks as they represent one of the most preferred forms of nature protection in global scale and in Bulgaria as well. Their involvement in turn could be used to contribute to sustainable development. Ecotourism is considered as a basic instrument to achieve the aforementioned objectives. There are two concepts that lay the foundations for successful implementation. These are the concept of sustainable development, on the one hand, and the concept of development of alternative forms of tourism, on the other hand. The main idea is that the concept of development of alternative forms of tourism is derivative on the principles of sustainable tourism development.

The term permanent establishment plays an important role in the international taxation. It is introduced in Art. 5 of the OECD Model Tax Convention on Income and on Capital and of the United Nations Model Double Taxation Convention between Developed and Developing Countries. At first glance the two models may be defined as similar in this regard, but there are some differences therein upon careful reading. The purpose of this article is to examine these differences both from theoretical and practical perspective, paying attention to the latest English versions of both models from 2017. This helps to outline the legal nature of the permanent establishment, as well as to determine to what extent it meets the current international trade trends.

This article view at the first attempts to create a state bank in the Ottoman Empire. The beginning could be made in 1854, with British bankers making their first proposal until the sultry. Until the first state bank was actually established Imperial Ottoman Bank in 1863. The documents on which the text is based are: promulgated laws, documents relating to the First State Bank, Tsarigradskiya vestnik, Takvîm-i vekÂyi. Attention is also paid to the spread of the kaime-i mutebere-i nakdiye / paper money since 1840. All models presented for the creation of a state bank are presented by model: origin of the proposal, bank capital, representative, vision for development. On this basis, an analysis is made that the Ottoman Empire became aware of: the use of paper money (kaime), converting it into a standard monetary system (based on a monetary system), ending counterfeiting with them, and establishing banking institutions. The changes in the capital market of the empire during the same period were: issuance of modern debt securities, creation of companies in the form of joint stock companies, both domestic debt securities and the stock exchange, where the company shares and bonds will be traded. With these innovations, the Ottoman Empire completely changed its current financial system. For over twenty years, the High Gate has been trying to set up a stateowned bank jointly with foreign capitals. This became a fact in 1863.

This investigation uses panel data to measure the effects of financial integration, trade and specialization on business cycle convergence between the new member states outside the Europe area. Some of our empirical results agree with economic theory and some do not. We attempt to put an emphasis on the empirical results that are not in accordance with the theory predictions and find an appropriate explanation for them. Section 2 reviews literature and gives some recent data. Section 3 represents the data and methodology used and interprets the results. Section 4 draws conclusions.

О (ПОСТ)МОДЕРНОЈ ЕКОНОМИЈИ И (НЕ)СЛОБОДИ

The (post)modern economy finds itself undoubtedly in the center of a large scale, deeply contradictory and uncertain current transformation of the world. Together with the (post)modern technologies, it composes the dominant core of the globalizing processes, often referred to as globalization. The key features and especially the accumulated consequences of these processes pose a challenge for scientific and theoretical thought in the form of essential questions and dilemmas which are in the last instance tied to the impact of globalization on the quality and meaning of human life. This problem relates as much to individuals as it does to different social groups and human communities, that is to the entire humanity as such. This paper attempts to problematise these contradictory relationships between global, corporative economy as an instrumental value and the human liberty as a substantive that is the highest value in itself (summum bonum), which gives meaning and dignity to human life. Therefore, if economy in one form or another covers most of human practical activity, then it is certain that it can have a decisive impact on the most fundamental value of human life, that is the value of freedom (individual, general; internal and external). Of course, the spectrum of economy can act either way — as an encouragement or, as often happens, as a deterrent to expansion of human freedom. This paper aims to briefly indicate some causes, characteristics and consequences of global economic processes which, as it seems paradoxically, contribute more to narrowing than to widening room for human liberty, or they simply generate proliferation of „hedonism of non-freedom". Is this another case of „surplus of knowledge" and „deficit of wisdom" that so strongly characterizes our time or something else?

Knowledge and innovation, at present, are a key factor of economic development. In this article the author proposes to look at the history of the award of the Nobel prize from the perspective of development of innovative economy. The Nobel prize is regarded as a sign of the highest scientific discoveries around the world. Certain distinct opening are of paramount importance to the overall progress of science, and prizes are awarded more for specific scientific achievements than for the overall achievements in the scientific field. Public attention to the Nobel prize can reduce the period of implementation of scientific discoveries into practice. A mandatory condition of the award is that the scientist his discovery should bring the greatest benefit to mankind. Discoveries made by the applicants at the highest scientific award must wear the innovative nature. Received the award allows the scientist to continue his research, regardless of the support of the state or political preferences of governments.
