In the history of nations and states, numerous constitutional struggles have been waged between individual classes, classes, dynasties, peoples and regions. Context Analysis of the Security Sector Reform in Macedonia 1991 – 2008

This paper looks at the general political and security sector context in the last two decades since Macedonian independence, and traces the major trends and events that shaped the political developments and progress with security sector reforms in post-communist Macedonia. For the purpose of this paper, the analysis of the post-communist transition period is divided in three parts, corresponding to the three periods on which we divided the context since 1991, for the sake of greater clarity and analytical coherence. For each of these three periods, we conducted an analysis of major political developments as well as institutional change. Based on this analysis, each period is qualified as characterised by a specific nature, whether post-authoritarian, conflict, postconflict, or integrationist. In the Annex attached to this paper, a short overview of the key political actors and their role in the security sector reforms and the political transition in Macedonia is offered. The first period analyzed is the period from the declaration of independence from Yugoslavia, in 1991 until the ethnic conflict in 2001. These years mark the first decade of independent statehood and democratic politics in Macedonia. The second period stretches from the ethnic conflict in 2001 until the NATO Summit in Bucharest in early 2008. The 2001 conflict had a profound impact on the political and security context in Macedonia. It produced inter-ethnic violence and culminated in a far-reaching reform of the constitutional and institutional set-up of Macedonian democracy.

Pred vama je vodič po Zagrebu kojim želimo olakšati upoznavanje nekih ključnih mjesta stradanja i otpora u Drugom svjetskom ratu. Sažeti opisi povezuju povijesna istraživanja, odabrane ulomke iz književnih djela, dnevnika i osobnih sjećanja. U trenutku kad polako odlazi generacija koja je preživjela vrijeme najgoreg terora u povijesti grada nastojali smo stvoriti što više prostora za riječi i zapise svjedoka vremena i protagoniste povijesnih događanja. Razvoj ove publikacije podržalo je Veleposlanstvo Sjedinjenih Američkih Država u Republici Hrvatskoj, u sklopu programa "Osporavana povijest: novi pristupi obrazovanju o holokaustu". Documenta se pitanjem prezentacije ključnih događaja 20. Stoljeća bavi od svog osnivanja, tražeći najbolje načine približavanja prošlosti novim generacijama. Neki dosadašnji poduhvati uključuju obilazak mjesta sjećanja, počevši od 2010. i dokumentarnog filma Documenta Memoriae – Zagreb, redateljice Dijane Mlađenović dostupnog online na ovoj poveznici. U sagledavanju mjesta sjećanja i otkrivanju novih mogućnosti komemoriranja žrtava, posebno nas je poticao Saša Šimpraga, autor koncepta Virtualnog muzeja Dotrščina, s kojim od 2012. Sudjelujemo u organiziranju godišnjih memorijalnih intervencija dostupnim na poveznici www.dotrscina.hr. Paralelno s događanjima u prostoru parka, u javnom prostoru Trga bana Jelačića u rujnu 2012. mogao se razgledati prvi postav Virtualnog muzeja Dotrščina na temu Pisci I publicisti ubijeni na Dotrščini čija je autorica bila Nataša Mataušić, muzejska savjetnica Hrvatskog povijesnog muzeja.

U tekstu će biti riječi o postojanju širokog kruga političke, intlektualne i kulturno-umjetničke opozicije koja je od kraja osamdesetih godina radila prije svega na iznalaženju rješenja izlaska iz jugoslovenske krize, potom na spriječavanju izbijanja ratnih sukoba, te na okončanju istih, odnosno kroz kulturno-umjetnički angažman tokom rata nastojala ukazati na stradanja civilnog stanovništva. Građom i izvorima koji se iznose i koriste u tekstu pokušava se tema osvijetliti iz više različitih perspektiva. U prvom dijelu teksta ukratko se izlaže kontekst u kojem su djelovale nenacionalističke organizacije i političke stranke, antiratna i građanska udruženja. Zatim će se ukazati na masovne antiratne proteste i na pojedinačne individualane pokušaje adaptacije stanovništva na novonastale ratne okolnosti.

Fondacija Boris Divković formirana je u ljeto 2013. godine u Sarajevu. Ideja osnivača je da se kroz rad Fondacije što veći broj mladih ljudi, kako u našoj zemlji tako i u regiji, upozna i uči odgovornoj političkoj teoriji i praksi. Iako Fondacija djeluje na socijalno liberalnim polazištima, odlučilo se ovim obrazovnim procesom obuhvatiti i mlade ljude koji su dijelom različitih organizacija, političkih ili nevladinih, drugačijih ubjeđenja, ali i one koji individualno žele unaprijediti svoja znanja o političkoj kulturi. Pitanje sprege morala i politike bilo je od velike važnosti za našeg kolegu Borisa Divkovića i upravo je jedna od prvih značajnijih aktivnosti Fondacije organizacija Akademije političke odgovornosti u kojoj su učestvovali mladi brojnih političkih orijentacija i profila. U novembru 2016. godine održana je treća Akademija političke odgovornosti, a zbog velikog interesa polaznika u maju ove godine organiziran je i njen drugi modul. Teme su obuhvatile: opšti pojam političke kulture, njen razvoj i važnost, dominantnu paradigmu regionalne političke kulture iz perspektive koncepcije svjetskog etosa, religiju kao podcjenjeno mjesto političke socijalizacije. Razgovarali smo o ekonomiji u području politike, kulturi sjećanja. Također, predstavljeni su globalni politički portreti ličnosti poput Vaclava Havela i Wangari Muta Maathai, te regionalni politički portreti kao što su: Zoran Đinđić, Vlado Gotovac, Bogić Bogićević I Boris Divković. Drugi modul išao je detaljno u političko-ekonomske paradigme sa stajališta svjetskog etosa, religiozne socijalne nauke, itd. Posebna pažnja posvećena je ekološkim temama.

Since its foundation, along with field visits of places of suffering, the Association for Social Research and Communication has been working on collecting data on monuments built in local communities, which are dedicated to the wars of the 1990s. Thus, in 2016, UDIK presented the Central Register of Monuments in Bosnia and Herzegovina, which contains data on more than 2,100 memorials, while in 2017 UDIK's team mapped over 1,200 memorials in the Republic of Croatia. This booklet provides a brief overview of developments on the issue of memorialization and the basic findings of UDIK's research on monuments in both countries.

In late 2020 and early 2021, Israel established official diplomatic relations with the United Arab Emirates and Bahrain (the Abraham Accords), renewed its relations with Morocco, and took steps towards establishing relations with Sudan, in a series of developments that occurred with extensive US involvement. These were Israel’s first normalisation deals since the agreements with Egypt (1979), the Palestine Liberation Organisation (PLO, 1993) and Jordan (1994). The following factors paved the way for this process: changes in the region related to the aftermath of the Arab Spring (the desire of Arab regimes to consolidate power, also by countering radical Islam that feeds on the struggle against Israel), the growing Iranian threat, US policy, as well as economic and energy transitions.

A durable state. The 30th anniversary of Ukraine’s independence

On 24 August 1991, Ukraine proclaimed independence, and a few months later (together with Russia and Belarus) it brought about the dissolution of the USSR. At the time of its foundation, the Ukrainian state was a continuation of the Ukrainian Soviet Socialist Republic; on the one hand, this delayed the de-Communisation of the organisational and legal system, but on the other, it saved the country from having to build up state institutions from scratch. After nearly a quarter of a century, the hour of its greatest trial arrived – revolution and war with Russia. Ukraine passed this test: it did not unilaterally implement the political part of the Minsk agreements which posed a direct threat to it, nor has it fallen into the group of ‘failed states’. The main threat to its future is not so much the ongoing conflict in the Donbas or the weakness of the economy, but rather demographic collapse: during its nearly thirty years of independence, it has lost a fifth of its population.

Will the U.S. unilateral withdrawal from the American-Soviet INF Treaty of 1987 become a possible reality? The Treaty prohibits ground-launched shorter and the middle-range missiles (500–5,500 kms) with nuclear or conventional warheads. The Treaty´s security significance and its main parameters, the legal framework of the withdrawal and the reasons of both parties for accusing each other of violating the Treaty, are discussed in the article as well. In its conclusion the article, among other things, explains the context of the possible termination of the Treaty, and its consequences for the U.S.-Russia arms-control architecture.
