Поразом Османског царства и завршетка балканских ратова сви релевантни фактори у Аустроугарској били су за рат са Србијом. Сама идеја појавила се много раније, а своју пуну афирмацију добила је 1908. године током анексионе кризе, а недуго затим и првог ултиматума Србији. Сада, поједини историчари покушавају умањити обим и величину страдања српског народа и наметнути кривицу Србији за избијање Првог светског рата. Рад има за циљ доживљај једног херојског времена, безграничног пожртвовања у борби за слободу, у намери да се никада не заборави херојство и хуманост српског народа у Великом рату. И у најтежим тренуцима, када се могла очекивати оправдана освета за зверства која су непријатељски војници чинили над српским војницима али и над цивилним становништвом, старима, женама и децом, српски војник и цео народ одликовао се великом хуманошћу и човекољубљем. У раду се анализира став британске, француске али и аустроугарске и бугарске штампе за време Балканских ратова и на самом почетку Великог рата, о српској војсци, њеним војничким успесима, али и хуманом односу према заробљеним војницима.

Policy implementation, as a field of study, evolved under the sign of two competing view – those of the command and control orientation, or what came to be known as a top-down perspective, and the bottom-up orientation, whose point of view implementation succeeds only when those who are primarily affected are actively involved in the policy planning and execution. The problem here, of course, is the issue of expectations and their subsequent evaluation (and reformulation). The pivotal assumption in implementation is that policy makers can be of one mind when it comes to operationalizing a policy, for, otherwise, implementation becomes a battle to determine a correct reading of the mandate and its accurate execution. The core of the proposed idea is an explicit recognition that while conceptual clarity and empirical rigor are important goals of implementation theory, it is equally essential that such theory be based on democratic values. It’s suggested that more democracy is better than less; that is, more direct forms should be preferred unless there are strong and articulated reasons to avoid them. The following premise is stated: when a policy implementation strategy is designed, a democratic approach should be the preferred (i.e., default) option.

ЦЕНОВНА КОНВЕРЗИЈА - ПРЕДИЗВИК НА ПАТОТ КОН ЕУ

Price convergence is a challenge for new member states on their way to the European Union. The strategic orientation of Republic of Macedonia for full EU membership intensified the reforms and the process of convergence as in the other member stats is of great importance for medium term expectations for the Macedonian economy, as well as for identification of the potential risks. The authors of the article are analyzing the potential sources of upward inflation pressures for this group of countries. According to them, most of identified factors imply higher price level in the Macedonian economy on the medium term. This, the price convergence can be a major challenge for Macedonia economy on the way to the EU. This creates need for conduct of disciplined economic policies that will neutralize these effects and enable successful nominal convergence of Macedonian economy.

Republicanization, free association of states and hospitality are Kant’s conditions that states have to meet if they want peace. Another condition, a free association of states caused many disputes among Kant scholars. Their interpretations range from full independence of states up to supranational authority. By looking into difference between the natural state of countries and natural state of the individual, inviolability of sovereignty of people and the inseparability of ethics and politics, I tried to point to the real nation of this association. It is my opinion that this philosopher wanted nation states to form a free federation in which their sovereignty shall be preserved. This is the only kind of association which can keep every individual’s freedom intact, and is necessary to harmonize the achieved peace with the requirements of the reason (Vernunft).

Център и периферия на европеизираните публични сфери

The text presented is dealing with the current transformations of the Europeanised public spheres. The author argues that depending on the level of presence of the current European debates in the national public sphere, we can highlight centre and periphery and in parallel with the process of Europeanisation, the opposite process is also taking place – a process of peripheralization. Besides the theoretical arguments, the book presents the results of a comparative analysis of 2014 European elections` media coverage in the most popular newspaper websites in Bulgaria and the UK (February-June 2014). 3356 publications from 8 media outlets (The Daily Telegraph, The Guardian, The Independent, Daily Mail, 24chasa.bg, Dnevnik.bg, Trud.bg and Segabg.com) have been coded and analyzed.

The privatisation policy usually has been legitimized by the goals of macroeconomic efficiency achievements. It is often argued that the privatisation policy has been contributing to high rates of growth and the acceleration of development of a national economy. However, the mushrooming of economy and social problems in transition societies where the privatisation policy has been pursued, raises the issue of the actual goals of the privatisation policy and motives for conducting it. The aim of this article is to explore the purposes of the privatisation policy in Europe in different historical periods. It deals with the ideological and political roots of the transposition of socially owned means of production and property to private ownership. More precisely, the paper explores the relationship between the privatization policy and the class relations in a society.

The aim of the article consists in deepening of understanding of processes of market of labour and grant of practical recommendations segmentation in relation to his adjusting at regional level at the terms of innovative changes of economy of country.The article is sanctified to understanding of processes of segmentation national and regional labour-markets. It is well-proven that innovative segmented market of labour development restrains temper many factors-blockers. With the purpose of overcoming of contradictions at the segmented market of labour practical recommendations are given in relation to his adjusting at regional level on conditions of innovative changes of economy of country.It is possible to draw conclusion on results research, that innovative development of national and Kirovograd labour-markets restrains temper many factors-blockers, that negatively affect quality of labour force, her mobility, adaptive possibilities, that narrows possibilities of the active bringing in of working to participating in innovative processes in the nearest years. Realization of having a special purpose priorities in practice of segmented market of labour of the Kirovograd region development must assist leveling of negative factors-blockers and bringing in of levers that it is assisted to forming of innovative market segment.

Recent literature in the religion and politics area has focused on the effect of various measures of religious affiliation on the political behavior of the mass public. Here we add to the evolving literature examining the influence of religious orientation on political elite behavior, focusing on the U.S. House of Representatives. Method. We use data on the religious affiliations of U.S. House members and National Journalscores of foreign policy voting to test the influence of religion on foreign policy ideology from 1998-2003. Our findings indicate that even after controlling for traditional political factors, religious identity influenced foreign policy voting in the House. African-American Protestants, Latter-day Saints (Mormons), and Evangelical Protestants present the most distinctive patterns. Conclusions. From this analysis we see further indications that religion influences legislative behavior in a way that, although intertwined with political partisanship, appears distinct from traditional political factors.

ЦРКВА И ПОЛИТИКА

Legitimate place and role of the Churches in contemporary world is in giving support to civilization development and reached standards of morality and humanity, the culture of tolerance, democratic discussions and dialogue. Their specific task in Europe is to be found exactly in contributing to overcoming of "moral deficit". Given the necessity of integration of Europe, which itself is not homogenous but full of cultural differences, Churches could contribute to Europezation of European Union by taking their traditional, in faith founded positions so that they can induce resources of civil society, asking for thorough socio-ethical discussions about just economy, political participation and cultural integrity. However, it is shown that today Churches can well perform their mission, since they are viewed as true guardian of social morality and promoter of universal social values which create foundations of Western European civilization, only if they preserve their churchness and do not be susceptible to numerous temptations of "secularization", "ideologization" and "politization". Exactly here lie chances for Orthodoxy!

Less than one-sixth of citizens believe the government is independent and takes the key decisions for infrastructure projects in the energy sector in the interest of society. More than half of the population indicates that government decisions are dominated by foreign governments, and the interests of local oligarchs and economic groups and international companies are being put forward. These opinions are not influenced by education, age, employment or size of the settlement.

In the article, the author seeks the interrelation between two historic processes that seem to be independent of each other – the final conquest of the North Caucasus by the Russian army in the years after the Crimean War and the events that led to the Bulgarian liberation in 1878. The “linking point” between these two processes is the massive resettlement of the Circassian tribes from the Northwest Caucasus within the Ottoman Empire, including the Bulgarian lands under Ottoman rule – a resettlement that occupies an important place in the policy of the Russian rulers not only with regard to the Caucasus region but also against the Ottoman Empire and its possessions in the Balkans.
