The article considers the role of the Polish language as one of the basics for constructing ethnic identity of the Belarusian Poles, the factors of choosing the native language as a specific symbolic act and the influence of this choice on other aspects of the contents of the group identity. A special attention is paid to the analysis of the use of Polish, Belarusian and Russian in the real communicative practices of the Belarusian Poles, orientations for preservation and translation of the Polish language as one of the mechanisms for saving identity and cultural peculiarity of the given community.

Images on banknotes are one of the ways of visualization and distribution of knowledge about a definite historical period and fixing it in consciousness of people with the aim to influence national identity. The author analyses images on banknotes of three neighbour countries — Lithuania, Ukraine and Belarus, he studies common features and differences in design of the banknotes. The author makes a conclusion about closeness of Lithuanian and Ukrainian approaches to the issue of influence on identity through images on banknotes; unlike Belarusian identity engineers, which ignore this method. Адным са сродкаў візуалізацыі і распаўсюджвання ведаў пра пэўны гістарычны перыяд і замацавання іх у свядомасці народа з мэтай уплыву на нацыянальную ідэнтычнасць з’яўляюцца выявы на грашовых адзінках. Аўтарам аналізуюцца выявы на банкнотах трох суседніх краін (Літвы, Украіны і Беларусі), разглядаецца агульнае і адрознае ў дызайне грашовых знакаў. Робіцца выснова аб блізкасці падыходаў літоўцаў і ўкраінцаў да пытання ўплыву на нацыянальную ідэнтычнасць праз выявы на банкнотах і аб невыкарыстанні гэтага спосабу беларускімі інжынерамі ідэнтычнасці.

ТHЕ HOUSING POLICY OF RUSSIA

The objective of research is to suggest approaches and indicators to assess the effectiveness of housing policy taking into account various aspects of housing problem. This should allow comparison the results of transnational and transregional transfer of administrative models in housing. Under the Constitution of Russia, public authorities and local governments are required to encourage housing construction and create conditions for implementation of citizens' rights to housing. Specificity of the case of Russia consists of keen and large-scale manifestations of housing problem in combination with low solvency of inhabitants and significant regional heterogeneousness.

This article reflects religious, political and cultural foundations of Taliban’s creed which makes them different in the Islamic world as well as gives them special place in today’s international power politics. The main objective of this article is to review Taliban’s policies which are manifested frequently in their public statements and general practices. It further explains the influence of tribal customs and traditional Pushtun code of conduct over the establishment of Taliban’s movement. An attempt is made to appraise gender policy of Taliban’s which dictates strict moral code for both men and women and its repercussions for gender relations. This paper also discusses all those factors which contributed in the rise of talibanization in Afghanistan as well as in other parts of the Muslim world. Madrassa education is strongly believed to be responsible for designing terrorist minds. This article reveals views of talibs (madrassa students) regarding the nature of their studies and the way this knowledge is actually applied in the course of their life.

This relationship between Sufism and politics presents itself at the heart of an emerging Western interest in Sufi political development. Western institutions have identified Tasawwuf as viable option for shaping all forms of cooperation and understanding with the Muslim world. Such a choice however, stems from factual realities shown in the practice of some Sufi schools and historical developments. This inquiry seeks to explore the historical context of Sufism in relation to political engagement while elucidating its course of interaction as a demonstration of its very values and ideals. This paper also examines some of the similarities and differences between the attitudes of classical and contemporary Sufi practices vis-à-vis political life, and evaluates the evidences of both the current approaches to and interpretation of the position of Sufism in today’s world. This research demonstrates the partial interpretation that favours a particular trend pertaining to Sufism and politics, and suggests that the defiant and politically active interpretation of Tasawwuf is by large the dominant and historically consistent current in Sufi thought and practice.

The study is based upon the representative ottoman historical narratives - the histories of Silahdar Mehmed Aga and Defterdar Mehmed Pasha - in search of typology of social behaviour of the Christian inhabitants of the Ottoman Balkan provinces during the war between the Holy League and the Ottoman Empire in the end of the 17th century . The Ottoman authors whose reports will be analyzed are part of the historiographic direction that presents the military and political events in the Ottoman Empire during the second half of the 17th century. At the same time the chroniclers involve information about the life in the provinces, as a reflection of the war upon the reaya, and its reactions. The purpose of this report is to present the Ottoman viewpoint in the light of Ottoman historiography, as concrete events, happened in the Ottoman rear during the successful advance of the Habsburg forces. From the presented examples, concerning in particular the reaya of Dragoman, will be outlined some conclusions, characterizing the behaviour of part of the non-Muslim population in the context of the specific political situation.

Столетие революции в России было отмечено оглушительным молчанием: ни одна из основных групп, борющихся за направление исторической политики в стране, не предприняла заметных усилий для того, чтобы опереться на наследие Октября или Февраля. В то же время события вековой давности в России по-прежнему понимаются во всем мире как одна из важнейших вех современной мировой истории. Такой очевидный дисбаланс интерпретаций указывает на исключительное значение самой идеи революции для сегодняшней российской политики. Пожалуй, никакое другое понятие не вызывает сегодня таких интенсивных политических эмоций.

ТЕЛЕВИЗИЈАТА И ЈАВНАТА СФЕРА: ЕВРОПСКОТО НАСПРОТИ ИСКУСТВОТО ВО САД

This paper deals with the phenomenon of decline of the public functions of the media, particularly television, under the pressure of the neo-liberal tendencies driven by the market economy. Besides the introductory problematization of the classical, liberal understanding of the publicness and the public sphere, the results of the analysis confirm the thesis that the public broadcasting service undergoes the controversial phase of its existence, while the television audience transforms as well. The audience namely, has been increasingly understood as a market (consumers) instead of public (citizens). Having the fact that the mentioned tendency seriously threatens the survival of the basic concepts of the public service, including its role within the public sphere, the paper deals with several theoretical stands towards the necessary reform.

Телееванђелизам и друштвено-политичка мобилизација пентекосталаца у Порт Харкурту: Истраживање КАП-а

This study was borne out of the need to ascertain the extent to which televangelists in Port Harcourt; deploy media content towards issues that border on socio-political development. The primary objective as to empirically determine if a correspondence exists between advocacy by televangelists and compliance by Pentecostals as manifested in Knowledge, Attitude and Practice (KAP). The study necessitated triangulation with the Weighted Mean Score (WMS) as the basis for quantitative analysis. Findings revealed televangelism to revolve around the pastor (p), message (m) and church (c). Though an association link was found between ideologies expressed by televangelists and adoption by Pentecostals, this link only found expression in the concepts of secularism and fundamentalism. Survey also revealed a dismal rating of televangelism as regards socio-political mobilization. The chi-square test showed the x2 computed to be greater than the x2 critical thus showing a disconnect between knowledge on the potential benefits of televangelism and the deployment of such benefits towards socio-economic mobilization by televangelists. It was therefore recommended that televangelism should not be used for self aggrandizement and church growth but should complement the socio-political mobilization process. It was further recommended that a policy framework should be put in place to ensure compliance by televangelists.

In a close historical context, the basis for settling all aspects of inter-state interests in transport is and continues to be the bilateral agreements of the Republic of Bulgaria with stakeholders in the field of rail, road, air, sea and river transport. Due to the public-political interest and the need to regulate the market spaces and the conditions for mutual access to the national infrastructure networks, respectively. Water and airspace, general agreements on combined transport, on dangerous goods transport, on seaman's passports and on a number of other issues have been concluded. In compliance with the provisions of the basic documents of the International Union of Railways, the Danube Commission, the International Maritime Organization, the International Road Transport Union, the International Civil Aviation Organization, etc. our country has undertaken and fulfills its commitments as an equal A participant in the European and global transport market. The Republic of Bulgaria has entered into working relations with EU bodies in the preparation and implementation of concrete actions for the integration of the national transport system with similar European structures in both institutional and operational operational and technical aspects.

The development of the municipal privatization process in 1996, despite its uneven pace and regional disparities, should be assessed positively. 2079 privatization procedures have been identified, of which 23 are for whole enterprises. The terminated procedures are 43. 121 contests for appraisers were announced. 2642 privatizations have been assigned. 2725 assessments have been adopted, some of which were awarded in 1995, 2575 privatization deals were concluded, of which 18 were for whole municipal companies.

The report for a second consecutive year presents information about Bulgaria’s crime rate from an alternative source - victimization surveys - and attempts to make a systematic comparison of the crime level according to victim-reported crime and police crime data. The crime situation in Bulgaria is also compared to crime in a number of European countries. The findings of three national crime victims surveys, referred to throughout this report as National Crime Surveys (NCS), offer an opportunity to assess street crime in Bulgaria in the period 2000–2005. The first NCS 2002 and NCS 2004 examined only 11 categories of offenses against households and persons, while NCS 2005 also incorporates 11 categories of offenses against companies. The 11 categories of offenses included in the NCS correspond to about 80% of all police-registered crimes in Bulgaria. The report does not cover corruption, drug-related or organized crime offenses, as they are the subject of other CSD analyses. Toward the end of the 1990s and, particularly after the year 2000, as the prospect of EU membership became more likely, greater political stability and economic prosperity in Bulgaria led to a gradual decrease in crime. This trend, which was most perceptible in the period 2000–2005, was the result of several factors. Declining unemployment, rising incomes and economic growth provided alternatives to many individuals with criminal incomes. Demographic processes and emigration also contributed to the reduction in crime. Further strengthening of the judiciary and the law-enforcement systems, in an attempt to meet EU-set requirements, revived the criminal justice system, which in 2004 issued six times more sentences than it did in 1993. A comparison of the NCS 2005 with the European Union International Crime Survey (EUICS) shows that Bulgaria’s level of street crime has remained lower than the average level of EU countries. Whereas in 2004 the average EU prevalence rate for the eleven crime categories among citizens above 15 was 15.6%, the prevalence rate in Bulgaria was 12.9%. The dynamics of some types of crimes, however, calls for special attention.

ТЕНДЕНЦИИ НА ПРЕСТЪПНОСТТА В БЪЛГАРИЯ 2000 – 2010

The present study examines cime trends in Bulgaria between 2000 and 2010 based on a comparison between surveys of crime victims (National Crime Survey) and police statistics. In addition to overall crime trends data, the report presents data on ten different categories of crime, as well as regional specifics of crime in Bulgaria. Criminal justice and socio-economic data is also analysed in an attempt to explain the observed trends in crime.
