Individual debt ratio limits the possibility of borrowing by local government units. The changes that occurred in 2014 will have an impact on the financing of current tasks; but primarily they affect the realization of investment projects; which are the basis of local development. The purpose of the paper is to present the results and limitations resulting from changing regulations concerning the possibility of incurring debt and also to present self-government entities’ opinion on the changes that the Public Finance Law is going to bring about. The study was conducted among self-government entities. The method that was used to gather the data was a questionnaire. A total of 397 questionnaires were obtained; which means that the answer was given by 397 local government units.

Region is evaluated as a spatial unit which defines the economic-social structure and in which the planning processes like determining; implementing; managing and inspecting the regional development strategies and politics changing within the scope of paradigm changes are carried out. In Turkey; experience related to regional development politics goes back to the 1960s; it has been analysed to what extent regional planning and the concept of a region are affected by the changing processes which are experienced in economic and social structure; according to which criteria the borders for regional planning are determined and the role of these borders in the success of regional politics. According to the results; being unable to provide the interaction between regional planning and the meaning attributed to the concept of a region is the main factor in the non-occurrence of the success which has been aimed in regional development politics although regional planning and the concepts of a region are affected from the paradigm changes.

Shaping a safe space is an extremely complex and multi-faceted process. To large extent; it is based on the cooperation with various entities of the local community; participating in mutual interdependencies within local economies and above all; in the local socio-economic development. In modern realities; activity geared toward making changes in physical space and initiating programs to promote mobilization of society to improve safety takes on particular importance. Crime prevention strategies through shaping space are presented from the perspective of typical bodies which are to ensure safety and the local government as the main entity coordinating these processes in the local section. The article assumes the thesis that spatial conditions determine safety. The objective of this article is to show the importance of a safe space in the local context.

Due to the modern developmental challenges; more and more often in the discussion of the transfer of knowledge; new technologies and modernization of the intelligent economy there appear social innovations. An effective way of promoting the implementation of social innovations seems to be indirect actions; involving the creation of a good climate for innovativeness; entrepreneurship and creativity. The examples of such activities dedicated to improving the quality of local space are intensively developed networks of cooperation between the sectors of science and economic activity. The aim of the study is characterization of the role of science and business partnerships in the effective management of projects; in particular socially innovative projects. The paper offers mainly descriptive method on the example of an application project entitled “NEMO Creativity Station – Social Innovation for Communes.” The object of the research is a socially innovative service offered to users of the local public space in Polish communes; promoting mentally and physically healthy lifestyle.

This paper discusses in a critical way how the regional area is conceptualized in the Tenth Development Plan of Turkey (2014–2018). The Tenth Plan introduced in 2014 considerably rests on the strategic framework of the preceding Ninth Development Plan (2007–2013). The regional area in Turkey was and is a strategically ambiguous area where the delineation efforts were mostly devoted to the concerns of public administration and territorial sovereignty rather than functional regionalization. The treatment of the regional area in the Tenth Plan seems to confirm this premise. Here; the main topics of the analysis involve new institutional bodies and governance; new and old policy tools of development planning and sustainable development as well as a territorial statistical system. These three analytical areas will be elaborated on by the relevance to geographical representation system; spatial setting and hierarchy. In that vein; the paper attempts to develop a somewhat different view of the development planning in Turkey by focusing on the treatment of the regional area and the spatial context in the latest development plan.

Socio-economic development of a city depends highly on investment policy and finance abilities for realized projects. Permanent supply of funds for that goal is very important and it is possible because of strategic programming of expenses in a long-term period. In the MIP 2015–2019 for Wrocław expenses are concentrated on: transport; renovations and rebuilding of streets and public transportation; education; and also other subdivision tasks. Planned expenses will reduce development barriers of the city; assuring consistency of projects realization and they can help in realization of socio- -economic development strategy priorities. In the long term; the goals of the city development will be achieved. Consistent planning of the investment expenditure process affects the implementation of development and strategic challenges of the city; focuses funds on indicated tasks and allows for flexible redeployment of funds in the variable conditions of the global economy.

The aim of this paper is to discuss the smart city concept and indicate how its implementation may influence the efficient development of urban space. The paper is a review of the results of research on the smart city concept; smart cities in the European Union and selected aspects of modern urban space development. The author used above all a descriptive method and simple statistical methods. As the paper proves; the implementation of the smart city concept can facilitate and support the development of urban space. The main conclusions concern its impact on awareness in society; civic participation; creative attitudes; entrepreneurial activities and innovative solutions.
