Scientific research has taken a new direction, aimed at solution of the human resource development problems in the light of new challenges posed by the European Union enlargement, formation of knowledge society and internationalization processes in private and public sectors. This tendency determines the following priorities: - public sector structures should be designed applying the same methods that are used for building organizational structures of private companies, taking into consideration the EU development challenges; - human resources training methodologies should be transformed and applied systematically – as the basis of human resources system; - business management and marketing theories should be adjusted to public administration and civil service. Management of human resources development is analyzed in the light of the EU development – as the preparation for the implementation of the EU directives. The EU directives regulate socio-economic development and technological advancement in all spheres of life, therefore human resources development should be adequate and relevant. The development of human resources based on strategic decisions show orientation to realization of the standards and provisions set by the EU enlargement. A part of the conducted works is dedicated to this topic.

The article analyses the telecoms in the European Union countries. The research has two stages: in the first stage the development of telecommunication sectors in various countries has been analyzed. The second stage of the research embraces the transformation of the EU telecoms in terms of a privatization model applied; consistent patterns of telecoms development are being traced. The authors of the article generalize characteristic features of foreign telecoms development and distinguish phases of globalization. On is basis the forecast of telecoms privatization and development peculiarities in the new EU countries have been performed.

Economic processes and social phenomena are of stochastic nature. In practice, multicriteria evaluation methods are widely used for decision-making. The uncertain character of the available data strongly affects multicriteria evaluation by particular decision-making methods. Statistical simulation allows for the iteration of a particular process, the application of random values series, as well as determining of the agreement of expert estimates, ranging of the criteria weight and the efficiency of enterprise performance.

The analysis of innovation costs in a company, the information supply problems of innovation costs calculation and the methods of decisions are presented in the article. Methodical aspects of innovation costs calculation system are analysed. The analysis of various costs calculation methods is presented in the context of management decision making. The method of marginal analysis application as an economic basis for the decision of innovation pricing is based on the application statements of the economic theories and mathematical methods. Approbational calculations for the identification of innovation effectiveness and area of negotiation in the process of innovation commercialization are carried out.

In the article decision management in a global currency market „“FOREX““ model is presented. The model is based on the adequate for investment profit stochasticity assessment portfolio earlier suggested by the author, including portfolio and currency exchange rates fluctuations forecasting system, used to evaluate decisions reliability. The possibilities of model practical application are presented. Experimental results of the model application enable us to state that global currency and capital markets are not homogeneous, that almost always there are possibilities to find a decision management strategy, permitting to have advantage over overall market decisions made, using only historical market data.

The article the Impact of a Banking Sector on Economic Growth: Theoretical and Practical Aspects” provides a theoretical survey of the possible effects of a banking sector on economic growth, which includes a brief theoretical analysis of the role and functions of financial intermediaries in the economy and the empirical analysis of the effects of a banking sector on economic growth. Refering to the statistical regression models, the most influential factors of a banking sector to the economic growth have been highlighted, their impact is evaluated and economic interpretation of traced relationships presented.

In this paper the methodology and uses of Monte Carlo simulation technique in the evaluation of investment projects are presented to analyse and assess the risk. The first part presents the theoretical background of Monte Carlo analysis in various process stages. The second part examines the interpretation of the results generated by the application of project formulation, financial and risk analysis including investment decision criteria and measures of risk based on the expected NPV value concept. The final part draws some conclusions regarding the usefulness and limitations of Monte Carlo analysis in investment appraisal.
