Abstract. This article assesses the evolution of the political landscape in Kosovo since its declaration of independence in 2008. It focuses on the first steps of institutional state- and democracy-building under the supervision of the international community. Secondly, it discusses Serb-Albanian Relations, both in the context of Serbia’s contestation of Kosovo’s status and on the local level within Kosovo. With international assistance, considerable progress has been made in establishing a new governance framework, even though huge challenges still remain. Power struggles have led to a fragmentation of the Kosovar political landscape. Political conflicts, personal animosities and the socio-economic challenges facing the government constitute potential threats to Kosovo’s stability. At the same time, the security situation has somewhat improved.

Abstract. The following article presents an introductory overview of the contributions to the present issue, focusing on the significance of values in political culture, as well as on patterns of ethnic polarization in Croatia, Serbia, Bosnia and Herzegovina, Macedonia, Kosovo, and Albania. The persistent ethnic polarization inherent in most of these societies, as well as the consequences of both the wars of Yugoslav succession and the effects of post-socialist transformation have produced deficiencies and delays in the development of a civic culture and in the consolidation of democratic values. Although some positive and surprising results were brought forth by the sociological analyses presented within the single case studies in this issue, the combination of the above-mentioned aspects continues to represent a potential threat to the overall stability of the region.

Remiantis kokybinio biografinio tyrimo rezultatais straipsnyje analizuojami vienišų išsiskyrusių motinų, auginančių nepilnamečius vaikus, vartojimo ištekliai ir praktikos, galinčios reprezentuoti vieną iš socialinės atskirties dimensijų1. Tyrimas atskleidė, kad skyrybos nebūtinai susijusios su vienišų motinų šeimų ekonominiais nuostoliais ir išteklių vartojimui sumažėjimu. Šiuo požiūriu šeimos, kuriose vyrų indėlis į šeimos biudžetą buvo nedidelis ar nulinis, po skyrybų nepatiria neigiamų pokyčių. Vartojimo atskirtis vienišų motinų šeimose reiškiasi per nerealizuojamus kelionių, būsto gerinimo, laisvalaikio, sporto ar grožio paslaugų poreikius. Vienišų motinų vartojimo praktikos organizuojamos teikiant prioritetą vaikų poreikiams, disciplinuotai planuojant išlaidas ir atsisakant spontaniško vartojimo. Tyrimas parodė, kad vienišų motinų grupė, kuri akademiniame diskurse dažnai problematizuojama, yra nehomogeniška, o šios grupės vartojimas ir vartojimo atskirtis sąlygota socialinės klasės. This article analyzes consumption resources and practices of lone mothers with under-aged children and is based on the results of the qualitative biographical interviews conducted in 2013 in Lithuanian urban areas. Consumption of goods and services constitute one but key dimension of the social exclusion and reflects the degree of access various groups have to the socio-normative way of life. Research proves that single mothers’ consumption resources are not definitely negatively affected by the divorce. They are related to the employment structure of the pre-divorce family and social class of the spouses. Pre-divorce families with unemployed husbands do not experience the significant deterioration of the consumption recourses after the divorce. Consumption exclusion is experienced in the single mother families through the unfulfilled demands for travel, housing improvement, leisure, sports and beauty services. Single mothers’ consumption is organized giving the priority to the child needs, disciplined planning of the spending and maximizing the utility of the recourses. Nevertheless the research proved the diversity in consumption of the single mothers’ group determined by the social class.

Žalingas alkoholio vartojimas yra didelė socialinė problema, ypač Europoje. Kada alkoholio vartojimas pasidaro žalingas, kada išsivysto alkoholinė priklausomybė, yra pagrindinis tyrimo klausimas. Straipsnio tikslas – išanalizuoti alkoholio vartojimo ir priklausomybės nuo alkoholio nustatymo metodus, įvertinant šių metodų dėmesį socialinei dimensijai.1 Straipsnis remiasi literatūros analize. Alkoholio vartojimo apibrėžtys iš dalies siejamos su socialumo charakteristikomis (kultūrinis, socialinės integracijos vaidmuo), žala vartojančiajam ir aplinkiniams (rizikingas, probleminis, besaikis piktnaudžiavimas alkoholiu, alkoholizmas). Teoriniai alkoholio vartojimo debatai vyksta binarinėje perspektyvoje: saikingas – nesaikingas, rizikingas – nerizikingas, probleminis – neprobleminis, sveikas – nesveikas. Demarkacijos linija, skirianti priešingas pozicijas, nėra aiški. Tačiau alkoholio vartojimo apibrėžtyse vyrauja kiekybės matmuo, siejamas su išgerto alkoholio kiekiu. Nustatyta, kad pagrindiniai alkoholio vartojimo ir priklausomybės nuo alkoholio nustatymo metodai atstovauja biomedicininiam požiūriui, kai svarbiausias dėmesys skiriamas asmens psichofiziologinei sveikatai, o socialinė dimensija paliečiama tik fragmentiškai. Tokiame kontekste iškyla problema apibrėžiant priklausomybę kaip ligos procesą su priežastiniais mechanizmais ir socialinėmis pasekmėmis. Daug debatų ir vilčių sprendžiant šią problemą kilo Amerikos psichiatrų asociacijai aprobavus „Diagnostic and Statistical Manual of Mental Disorders-5“, kuriame panaikinta diagnostinė skirtis tarp piktnaudžiavimo alkoholiu ir priklausomybės nuo alkoholio. The harmful use of alcohol is an important social problem, especially in Europe. Focusing on the definitions and tools of evaluating the use of alcohol and alcohol dependence, the article asks when the use of alcohol can be characterised as harmful and when alcohol dependence begins. It also attempts to include social dimension into these definitions and to evaluate the assessment tools for the use of alcohol and alcohol dependence. The author related the definitions of the use of alcohol (heavy drinking, harmful use, hazardous use, problem drinking and excessive drinking, alcohol dependence or alcohol abuse) to such aspects of social context as the role of social integration and social harm due to the use of alcohol. The use of alcohol is often debated by drawing the binary combinations such as low risk vs. high risk drinking, problem vs. non–problem drinking, healthy vs. unhealthy drinking. The demarcation line between these opposites is rather unclear. While the use of alcohol is defined by qualitative methods based on the quantity of the alcohol used, the evaluation methods of the use of alcohol and alcohol dependence are associated with biomedical perspective that focuses on the person’s psychophysical health and almost omits social dimension.

Socialinių ryšių vaidmuo tokiuose socialinės atskirties procesuose kaip marginalizacija, skurdas, socialinė poliarizacija yra itin reikšmingas. Socialiniai tinklai leidžia minimizuoti socialinės izoliacijos, atskiriančios individą nuo svarbiausių šeimos, draugų, darbo, socialinės paramos institucijų, naštą ir suteikia priėjimą prie finansinių ir simbolinių išteklių. Nagrinėjamas ir kitas probleminis klausimas, kokios reikšmės teikiamos bendruomeniškumui ir kolektyvinei veiklai, ar domėjimasis visuomeninėmis aktualijomis ir dalyvavimas viešajame gyvenime gali būti traktuojamos kaip viena iš efektyvių strategijų, padedančių sumažinti socialinę distanciją. Teorines įžvalgas iliustruoja kokybinio pusiau struktūruoto interviu su jaunais bedarbiais vyrais iki 40 metų amžiaus rezultatai.1 Empiriniai tyrimo rezultatai atskleidžia, kaip darbą praradę asmenys kuria ir naudojasi socialiniais paramos tinklais, kokią prasmę suteikia stipriems ir silpniems socialiniams ryšiams, ar, priešingai, nedarbo situacijos sąlygotas bejėgiškumas, socialinė apatija ir galios trūkumas suardo turimus socialinius saitus ir atriboja nuo bendruomeninio gyvenimo. Tarp jaunų bedarbių vyrų, turinčių žemesnį išsilavinimą, itin ryškiai atsiskleidžia politinių galių praradimo aspektas ir akivaizdi socialinė marginalizacija. Jų turimi socialiniai tinklai fragmentiški ir poliarizuoti. Ir atvirkščiai, vyrai, turintys aukštesnį išsilavinimą, kur kas efektyviau naudojasi sukauptu socialiniu ir simboliniu kapitalu, siekdami sumažinti nedarbo situacijos sąlygotas socialines ir ekonomines rizikas. Jaunų bedarbių pateikta socialinio teisingumo samprata atspindi individualią atsakomybę už subjektyvius gyvenimo pasirinkimus, o bendruomeniškumo ir solidarios visuomenės vizijos lieka tapatybės užribyje. The article focuses on the question of how socially excluded groups in society use social support networks to reduce the negative effects of social stigmatization. The role of social networks is very important explaining such processes of social exclusion as marginalization, poverty or social polarization. Social networks allow to minimize the burden of social isolation, which separates individual from the main institutions such as family, friends, work or social welfare system. It also provides an important access to the financial and symbolic resources. Another analytical question is related to the analysis of the meaning of community and collective action. Can an interest in public affairs and active participation in community life be perceived as one of the most effective strategies to reduce social distance? In the article, the theoretical insights are complemented with the results of qualitative semi-structured interviews with young unemployed men under 40 years old.

Neoliberaliai gerovės politikai formuojant priklausomo nuo gerovės sistemos paramos gavėjo sampratą augantis paramos gavėjų skaičius, didėjanti tokios priklausomybės trukmė skatina diskutuoti apie „priklausomybės nuo paramos“ kultūrą ir dalies visuomenės narių patekimą į vadinamąją „institucinę grandinę“ (Metraux, Culhane 2006). Ši „institucinė grandinė“ palaikoma pačios gerovės sistemos ir jos struktūrinių dalių. Individų priklausomybė nuo tos sistemos pasireiškia jiems adaptuojant gerovės institucijų siūlomą tvarką ir taisykles. Socialiniam teisingumui visuomenėje palaikyti neoliberalioje gerovės valstybėje reikšmingos pasidarė įvairios socialinės kontrolės formos, marginalumo asimiliacijos ir deviacijos maskavimo praktikos. Nakvynės namai būsto neturintiems asmenims taip pat gali būti traktuojami kaip prevencinis mechanizmas, leidžiantis absorbuoti tariamas potencialias jais besinaudojančių asmenų grupės keliamas grėsmes. Straipsnyje siekiama atskleisti asmens įsitraukimo į gerovės valstybės paramos instituciją būdus, analizuojant vienos iš šių institucijų – nakvynės namų benamiams asmenims – gyventojų santykio su įvairiomis gerovės sistemos institucijomis ir jų darbuotojais patirtis. Nakvynės namų gyventojų patirtys iliustruojamos socialinės srities darbuotojų vertinimais, kuriais siekiama identifikuoti asmens prisitaikymo institucijoje veiksnius ir praktikas bei jų, kaip šios srities ekspertų, požiūrį į pačios institucijos vaidmenį, įtraukiant ir sukuriant priklausomybę nuo institucinės paramos. With neo-liberal welfare policy developing the concept of a beneficiary dependent on the welfare system, the growing number of such persons and the increasing duration of their dependency prompt a discussion about the “culture of welfare dependency” and so-called “institutional circuit” that a part of society members fall into (Metraux, Culhane 2006). The welfare system itself and its structural parts maintain this “institutional circuit.” Individuals become dependent on the welfare state by adapting to the procedures and rules of welfare institutions and remaining within this system for a long time. Furthermore, different forms of social control, marginalization, assimilation and deviation became important in maintaining social justice in the neo-liberal welfare state. A homeless shelter can also be treated as a preventative mechanism allowing the absorption of potential threats posed by the people using its services. Focusing on the ways of persons’ involvement in Lithuanian homeless shelters, the article analyzes the experiences of their residents, and the relationship between the homeless, different institutions of welfare state and their staff. The focus group interview with social workers and semi-structured interviews with male residents of the homeless shelters enable to identify factors and practices that make them develop dependency on institutional welfare.

Straipsnyje keliamas tikslas išsiaiškinti, kaip lėtinė neinfekcinė liga ir lėtinis neinfekcinis negalavimas paveikia sergančiojo asmens santykius su aplinkiniais. Analizuojant sergančiojo asmens ir jo socialinės aplinkos santykius remiamasi sveikatos sociologijos literatūra ir empirinio tyrimo – 27 pusiau struktūruotų interviu su įvairiomis lėtinėmis neinfekcinėmis ligomis sergančiais asmenimis – medžiaga. Sergantieji asmenys patiria dvigubą riziką, susijusią ne tik su lėtinės ligos keliamais biomedicininiais sutrikimais, bet ir su lėtiniu neinfekciniu negalavimu, kuris apibūdinamas kaip sergančio asmens socialinis patyrimas. Pagrindinis dėmesys skiriamas asmens socialinei atskirčiai, kurią lėtinis negalavimas dažniausiai suponuoja netiesiogiai, o sumažindamas sergančio asmens laiko ir finansinius resursus, kurių nepajėgios kompensuoti įvairios makro ir mezo sveikatos ir socialinės institucijos. The paper discusses the influence of chronic disease and chronic illness to the social relations of the patients and their social environment. The analysis is based on the review of sociological literature and 27 semi-structured interviews with chronically ill persons. The chronically ill persons experience double risk related to the biomedical disorder of their body and chronic illness. Chronic illness is defined as chronically ill persons’ social experience. The main subject of analysis is social exclusion which is indirectly determined by chronic illness. The chronic illness reduces the time and financial resources of ill persons and limits their possibilities to participate in the public space. There exist three types of chronic ills that influence the frequency decisions of ill persons to visit the doctors, that is, types depend on the frequency of patients’ visits to the health institutions. The first group of chronic ills does not have a large influence on persons’ everyday activities and allows them to minimize their visits to the health institutions. The second type of chronic ills determines the patients’ routine visits to the doctor in order to get a prescription and examine their health. The third type requires complex tests and cure and force patients to visit health institutions very often. This type takes most time and financial resources. All types are directly related to the diagnosis.

Straipsnyje remiantis 15 pusiau struktūruotų interviu su Vilniaus ir Kauno nakvynės namų gyventojais ir fokus grupės interviu su ekspertais, įvairių organizacijų, dirbančių su tiriama grupe, atstovais, nagrinėjami benamių stigmatizavimo, kriminalizavimo ir įkalinimo klausimai, benamystės ir įkalinimo patirčių sankirtos. Aptariamos socialinės atskirties kriminalizavimą nagrinėjančios teorijos, įrodančios, kad socialinės gerovės ir baudžiamojo aprūpino sąjunga socialines problemas, ypač nedarbo, linkusi spręsti naudodama baudimo ir įkalinimo mechanizmus. Tik du kalinimo patirties turintys benamiai tyrimo metu turėjo darbą, nė vienas iš tyrime dalyvavusių nakvynės namų gyventojų tyrimo metu neturėjo sutuoktinės ir negyveno kohabitacijoje, taip pat didesnė dalis tyrime dalyvavusių nebuvo vedę ir turėję vaikų. Būdami atskirti nuo darbo rinkos ir neturėdami stabilių ir artimų šeiminių ryšių benamiai ypač stokoja pagalbos ir paramos. Tačiau, informantų manymu, valstybė jų problemas sprendžia paviršutiniškai. Įsitraukimą į darbo rinką komplikuoja jų išsilavinimo ir kvalifikacijos, darbinių ir darbo išlaikymo įgūdžių stoka, stigmatizavimas dėl kriminalinės praeities. Benamiai, turintys įkalinimo patirties, privalo susitaikyti ir susigyventi su dviguba nusikaltėlio ir benamio stigma. Skurdo, įkalinimo, benamystės, gyvenimo probleminėse šeimose ir vaikų globos namuose patirčių kompleksas lemia daugiadimensinę atskirtį ir komplikuoja bandymus išvengti viena po kitos ištinkančių benamystės ir įkalinimo situacijų. Using insights of criminological and sociological theories, the article explores the dynamic connection between incarceration and homelessness and identifies specific vulnerabilities related to unemployment, family background, addiction, and stigmatization. According to Garland (2011) and Young (2007), late modern welfare state and neoliberal economics (Wacquant 2009a, 2009b & 2012) developed and institutionalized penal-welfarism as a strategic solution to class conflict, unemployment and poverty. The article analyzes 15 semi-structured interviews with sheltered homeless men in Vilnius and Kaunas and one focus group interview with members of the NGOs dealing with homelessness. The results of the research demonstrate that only two research participants had jobs and none of them had stable partnership at the time of the interviews. Most research participants have never been married and had no children. Their lack of education, working skills and stigmatizing criminal background determined these men’s unemployment. Excluded in both the labor market and family sphere the homeless men are in an extreme need of the welfare state support. However, support offered by the welfare state is rather insufficient. Moreover, the homeless men face and have to cope with the overlapping double stigma: being homeless and ex-prisoners.

Straipsnyje aptariama sąsaja tarp lėtinės ligos ir subjektyvios socialinės atskirties. Analizuojant šią sąsają remiamasi sveikatos sociologijos literatūra ir empirinio tyrimo – 22 pusiau struktūruotų interviu su įvairiomis lėtinėmis ligomis sergančiais asmenimis – medžiaga. Nors socialinė atskirtis lėtinės ligos atveju dažniausiai nagrinėjama mezo ir makro lygmeniu, tačiau prielaidas šiai atskirčiai formuotis galima apčiuopti asmens santykyje su liga, t. y., mikrolygmenyje. Kita vertus, sveikatos sociologijoje lėtinės ligos patirtis dažniausiai analizuojama susitelkiant į socialines ligos apraiškas ir iš esmės ignoruojant ligos kaip kūno negalavimo realybę. Tuo tarpu šiame straipsnyje laikomasi pozicijos, kad socialiniai ligos patyrimo komponentai yra glaudžiai susiję su fiziniais. Taip pat daroma prielaida, kad lėtinės ligos potyris ir fizine, ir socialine prasme nėra toks pats visiems sergantiesiems. Todėl, nors lėtine liga sergantis asmuo vienaip ar kitaip gali būti priverstas ieškoti būdų, kaip išlaikyti prasmingas sąveikas su „sveikųjų“ pasauliu, priklausomai nuo ligos specifikos, individualių sergančiojo charakteristikų ar biografinės trajektorijos, socialinės atskirties patirtis nebūtinai bus vienoda šios socialinės kategorijos nariams. This paper discusses the link between chronic illness and subjective social exclusion. Analysis is based on the review of sociological literature and 22 semi-structured interviews with chronically ill persons. Although social exclusion in chronic illness is usually studied at the mezzo and macro levels, the micro level is equally important. As recent studies demonstrate, chronic illness is also related to a subjectively experienced social exclusion. Furthermore, for a long time sociologists have studied chronic illness by focusing on its social manifestations and experiences while ignoring the physical reality of body ailments. This article assumes that social aspects of illness experience are closely related to the physical ones. The authors also argue that sick people do not adjust to some common set of physical constraints within the context of shared social demands because their social and bodily circumstances are not identical. Therefore, even if persons suffering from chronic illness may be forced to look for ways to maintain meaningful interactions with the world of “healthy,” whether and how they will experience social exclusion will depend on their chronic condition, individual characteristics and biographical trajectory.

The article deals with chosen aspects of manipulation as a technique of rational influencing applied in social life. First of all, the author analyzes the essence and the idea of manipulation as well as ethical aspects of its application on the example of the so-called altruistic, pro-social manipulation. The second part of the article deals with manipulation through situation pressure as well as through legal means. This last issue is illustrated with examples from Polish legal practice of the 1970s. In the final notes, the author outlines the issue of defense against manipulation and the role of knowledge in this defense.

The article attempts to answer the question on the possible impact of the family situation in which at least one of parents (mainly the mother) is the upper or middle level manager in the corporation on the socialization of the individual. Such family, provisionally defined as corporate family, is a specific manifestation of the influence of the metropolitan culture as well as an area of study in which one may observe transformations typical of the modern workplace. The pilot qualitative studies (narrative interviews), carried out by the author, may lead to the assumption that this type of group has a significant impact on the formation of a new man, the man of “a new capitalist”.

This compilation is based on materials from survey studies carried out in December and January 2009/2010 among professors, assistant professors and PHDs employed at the University of Łódź. The survey probed into the opinions of academic teachers on their students and their behaviors during studies. A 200-hundred random sample was selected among those university teachers who had tutored BA and MA diploma seminars in the previous year. The survey was delivered to respondents by interviewers and then collected personally by them. Filled-in questionnaires were returned in sealed, same, unmarked envelopes, which ensured respondents anonymity. The survey was a success; with the use (in a limited number of cases) of the substituted sample, in total, 200 filled-in questionnaires were collected. The results may thus be generalized over the whole population under study.

The paper discusses the distinctive features of the man in the “culture of narcissism”. The term “culture of narcissism” was borrowed from Christopher Lasch, the author of the book The Culture of Narcissism. The notion refers to the modern society: a community of individuals absorbed with their own image. Following Lasche’s example, we attempt to show that the notion of narcissism may be viewed as a social phenomenon. That is why we outline some major arguments of the author of The Culture of Narcissism. His theses help us go beyond the scope of psychology (or, to be more precise, psychoanalysis) and to draw on historical and social sources of narcissism. From the sociological perspective, the narcissism turns out to be the effect of several social and economic changes which took place in the 19th and 20th century. Next, the paper attempts to describe the distinctive features of homo narcissus, an individual tied up with narcissistic lies. We assume that, when faced with several dangers, homo narcissus would feel a strong need to save himself, and that is why he would be acquisitively absorbed with the present. Here and now becomes the only reality which should be cared for. The distinctive features of the modern narcissist also include: the feeling of the lack of sense in one’s own life, the fear of old age and the fear of failure, the need of achievement, the desire to become famous and omnipotent. These features will definitely require some more in-depth analysis, so the paper is but the very introduction to such inquiry.

The title of this paper refers to the subject matter which has been taught by the author at the Institute of Social Prevention and Resocialization, in the period from 2006 to 2011, in various didactic forms and in different number of hours. The relation between the sociology of law and the politics of law, i.e. attempts taken to reform law and to influence social behaviors through legal means, is undisputed. This is most clearly exemplified by the Polish sociology of law, for which the legacy of Leon Petrażycki and Adam Podgórecki, is still a major source of inspiration. We take as a point of reference Polish sociology of law, and its critical stream in particular. This paper focuses on the questions which, in our opinion, are fundamental to understand the essence and the role of the sociological and legal approach in the analysis of the legal reality in social life.

Marx claimed that in the capitalist economy the sources of exploitation are located in the industrial production sector, in profit and added value generation processes. This concept is however too narrow as it excludes from the scope of the analysis those mechanisms and phenomena of exploitation which may take place in a highly developed capitalist economy in sectors other than production, such as financial services. In order to describe and explain modern forms of exploitation, we would need a wider concept. This is discussed in the first part of the paper. The second part presents the phenomena of exploitation in the relation between the insurant and the insurer in the Polish communications insurance market. We attempt to show how the insurers use asymmetric power relations between the insurance company and the insurant to strengthen their dominant position and to exploit a weaker party when signing the claim settlements agreement.
