Balancing the housing function in large cities

Balancing the housing function in large cities

Równoważenie funkcji mieszkaniowej w obszarach dużych miast

Author(s): Agnieszka Mrozińska / Language(s): English / Publication Year: 0

Keywords: suburbanizacja;funkcja mieszkaniowa miasta;obszary podmiejskie;aglomeracja poznańska;Poznań;

Purpose: The aim of the study is to assess spatial cohesion of suburban areas in terms of balancing the volume of housing functions and accompanying functions in the gminas (communes) of the Poznań agglomeration in the years 2012–2016, based on the analysis of the functions of buildings under construction. Design/methodology/approach: The author has conducted the following tasks: reviewing the literature on suburbanisation processes, in particular in the Poznań agglomeration; performing a statistical analysis on the basis of data from Statistics Poland (GUS); assessing the volume of construction activity performing various functions in the area of the Poznań agglomeration; indicating the main function of newly constructed buildings and analysing measurable characteristics depicting the scale of construction activity, including the number and usable floor area of buildings or the number of dwellings (in the case of the residential function); assessing the relativised characteristics relating to the area and population numbers. Findings: The processes of suburbanisation and the implementation of the residential function are spatially diversified in the Poznań agglomeration. The balance of the housing and supplementary functions differs in individual gminas of the area under analysis. The relation between the usable area of newly completed buildings intended for non-residential purposes (supplementary functions) to the usable area of newly completed buildings intended for residential purposes in the Poznań agglomeration reflected the situation that took place all around Poland. The balance of the residential and supplementary functions depends on the following factors: the state of spatial development in the past (e.g. the presence of land that could be transformed for the needs of a new function), the existence of environmental or administrative development barriers (e.g. marshy ground, military training ground), thecurrent scale of the occurrence of individual functions (e.g. the degree of market saturationwith commercial space) or their location on important transport routes. Originality and value: In the face of the inevitability of the development processes, changing the spatial structure of areas surrounding large cities is a challenge for present and future generations, and in particular for local authorities. Even today, we may observe spatial changes affecting rural and rural-urban gminas neighbouring large cities. Under the pressure of the suburbanisation process, the developed residential function in such gminas forces them to take care of other functions that rural areas (so far unprepared to provide most ofthe functions characteristic of cities) perform or will perform in the future.

Tenant participation as an element of social sustainability

Tenant participation as an element of social sustainability

Partycypacja lokatorska jako element zrównoważenia społecznego

Author(s): Katarzyna Suszyńska,Karim Youssef / Language(s): Polish / Publication Year: 0

Keywords: partycypacja lokatorska;mieszkania społeczne;kapitał społeczny;zrównoważenie społeczne;

Purpose: Identification of the connections between tenant participation in social housing and the theory of social capital and social sustainability. Design/methodology/approach: Critical analysis of Polish and foreign literature on tenant participation, social capital and social sustainability. The authors adapted various concepts of social capital as the theoretical basis. Findings: In the literature on the subject, two meanings of the term social sustainability may be distinguished – the so-called soft application of the term and a more “severe” one, which covers the issues of changing the balance of power and profound social changes. The authors have attempted to delineate the third perspective, putting forward a thesis that the most useful for research on social housing is Coleman’s concept of social capital, where social capital is related to the capital of an individual. In studies on the housing environment in the social housing stock, it is necessary to identify the social capital of residents in the context of the environment, i.e. housing estates, by examining the level of participation of tenants in the decision-making process. Originality and value: The concepts of tenant participation, social capital and social sustainability are frequent subjects of research. However, these terms are rarely combined, which determines the originality of the proposed approach. The study is of practical importance in relation to social housing, since increasing the social capital of tenants through their participation in the decision-making process is one of the steps towards overcoming the impasse in the field of social sustainability.

Purchasing abilities of young people on the local housing market

Purchasing abilities of young people on the local housing market

Możliwości nabywcze młodych osób na lokalnym rynku nieruchomości mieszkaniowych

Author(s): Łukasz Strączkowski / Language(s): Polish / Publication Year: 0

Keywords: rynek mieszkań;możliwości nabywcze;młodzi;dostępność mieszkań;Poznań;

Purpose: The aim of the study is to determine the purchasing power (housing affordability indicators) of young people (up to 35 years old) on the local housing market. Design/methodology/approach: The author has conducted a critical review of the literature on the economic situation of young people in terms of the possibility to meet their needs on the housing market. The author has taken into account the problems resulting from the situation of young people on the labour market and their housing preferences. Furthermore, the article also presents the situation on the local residential real estate market. Findings: Based on the results of the analysis of the situation of young people on the labour market, their income and the data illustrating the situation on the local residential real estate market, it may be concluded that dwellings in urban areas are relatively expensive, which means that only a small group of people can freely meet their housing needs. For most young people, buying a preferred dwelling becomes an overwhelming challenge. The indexes reflecting purchasing abilities may explain the choice of suburban locations as places of residence. Originality and value: Research concerning young people on the residential real estate market usually focuses on their needs and preferences. Additionally, it is indicated that young people constitute the largest age group among buyers. On the other hand, the media image of the residential real estate market focuses on growing prices and purchases, ignoring the difficult situation of many people under the age of 35. Therefore, the study attempts to fill this gap and indicates the need to discuss the consequences of the current state of affairs (e.g. limiting housing purchases, parents and adult children living together for long periods of time).

“Winning is strictly prohibited”. On the creative strategies of Banksy and Jan Klata

“Winning is strictly prohibited”. On the creative strategies of Banksy and Jan Klata

„Winning is strictly prohibited”. O strategiach twórczych Banksy’ego i Jana Klaty

Author(s): Michalina Lubaszewska / Language(s): Polish / Publication Year: 0

Keywords: amusement park; subversion; ludic art; Banksy; Jan Klata

The text constitutes an analysis of the work of two socially-engaged artists: Banksy and Jan Klata, who use the motif of an amusement park in their works. Banksy uses it in a literal – though subversive – way in his project Dismaland, which presents a mocking reversal of Disneyland. Klata, on the other hand, in his performances that often function as a commentary on the reality that surrounds us, uses a set of formal “attractions” reminiscent of those found at an amusement park, which put the viewer (like Eisenstein’s montage of attractions) in a state of perceptual dissonance. The author argues that the space created by engaged art, which utilizes the concept of the amusement park, allows for a true rebellion against the established order. Real amusement parks, on the other hand, create only an illusion of the possibility to break from the existing social norms.

“Poetry most condensed in form” – interwar Polish photomontage

„Najbardziej skondensowana w formie poezja” – międzywojenny fotomontaż polski

Author(s): Aleksandra Więcek / Language(s): Polish / Publication Year: 0

Keywords: photomontage; revolution; Szczuka; Heartfield; Grosz; Höch

The aim of this article is to look at the photomontage – the technique itself, its history and protoplasts. It became widespread in Poland in the interwar period as a result of technological development and, significantly, the idea of communism, which was gaining more and more supporters at the time. It is not entirely clear who invented the photomontage; for that reason, the author presents various, usually divergent concepts.

Jerzy Lewczyński – an engaged artist?

Jerzy Lewczyński – artysta zaangażowany?

Author(s): Kamil Myszkowski / Language(s): Polish / Publication Year: 0

Keywords: Jerzy Lewczyński; archeology of photography; photography; photographer

The article constitutes an attempted inquiry into the work of Jerzy Lewczyński (1924–2014), a photographer from Gliwice. It also aims to analyze said work in the context of his involvement in the field of art, presenting the profile of the artist and the events that might have influenced his attitude. It familiarizes the reader with Lewczyński’s biography and specific works of art, as well as trends in his work, which indicate his engagement – social, political, but also with the medium of photography itself. The article discusses a creative concept called by the artist “archeology of photography,” as well as the series of photographs Wawel Heads from 1956 and the large-format photomontage Our Magnification – Nysa 1945 from 1971.

Capture and displacement. Strategies of engagement in the volume „Natalia ist sex. Alex ist Freiheit” by Siksa

Przechwycenie i przemieszczenie. Strategie zaangażowania w tomie „Natalia ist sex. Alex ist Freiheit” Siksy

Author(s): Monika Lubińska / Language(s): Polish / Publication Year: 0

Keywords: Siksa; displacement; capture; engagement

The text analyses the writing and artistic strategies of capture and displacement present in Siksa’s volume Natalia ist sex. Alex ist Freiheit as well as the broader context of Aleksandra Dudczak’s stage activity. First, the author focuses on the phenomenon of the accumulation of pseudonyms, names and characters used by the artist, which are crucial for the development of the book’s protagonist. She then discusses the problem of Siksa’s reclaiming of hate speech to communicate anti-violence and anti-patriarchal content and the ways in which parody functions in the book. Both the accumulation and displacement between various pseudonyms or characters and the reclaiming of hate speech are shown as strategies of engagement with strong political overtones.

Sorcerous Destiny: Georges Bataille’s battle for myth and Bruno Schulz

Czarnoksięskie przeznaczenie. Georges’a Bataille’a batalia o mit a Bruno Schulz

Author(s): Marcin Hanuszkiewicz / Language(s): Polish / Publication Year: 0

Keywords: Georges Bataille; Bruno Schulz; Jean Baudrillard; myth; destiny

Beginning with an outline of the twentieth-century condition, in reference to the ideas of Jean Baudrillard, Martin Heidegger and Tadeusz Sławek, among others (thinkers whose texts are also the sources of the terminology used), the author discusses in this context the text The Sorcerer’s Apprentice by Georges Bataille. The author pays particular attention to the notions of destiny, seduction and myth, and conducts the analysis by means of both philosophical (referring also to other writings by Bataille) and literary polyphony. The considerations culminate in the identification of the commonalities between the approach to myth presented in The Sorcerer’s Apprentice and Bruno Schulz’s famous concept of the mythization of reality.

Alfred Döblin. Między zaangażowaniem a zapomnieniem

Author(s): Bartłomiej Bielas / Language(s): Polish / Publication Year: 0

Keywords: Alfred Döblin; German literature; biography

Alfred Döblin is not a completely unknown writer in Poland, nor is he a completely forgotten author, but his name is often cited in passing, in parentheses, only as an exemplification of his style or literary technique, or in order to compare or contrast another author. This article is therefore an attempt to rediscover the author of the novel Berlin Alexanderplatz and to briefly characterize his oeuvre. The reconstruction of his biography was based on Polish and German texts, including Roland Links’ biography Alfred Doblin and articles: Dorota Sośnicka’s “Alfred Döblin: Sketch to a Portrait of the Writer,” Ingeborg Höverkamp’s “Alfred Döblin” and Jan Koprowski’s “One Difficult Life.”

The European Union and China: Pride, Prejudice and Interests

Европейският съюз и Китай: гордост, предразсъдъци и интереси

Author(s): Antonina Habova / Language(s): Bulgarian / Publication Year: 0

Keywords: EU; China; One Belt; One Road

The aim of this paper is to analyze the development of the relations between the European Union and China in the context of the profound transformative processes in the international system. Despite the indisputable mutual interest in expanding cooperation, the Sino-European relations face a number of problems and challenges. Some of them stem from value differences, some are related to processes within both the EU and China; other are related to the dynamic processes within the system of international relations. The success of the OBOR initiative is impossible without a certain level of cooperation between China and the EU economy. The idea of connecting Asia Pacific’s markets with the European ones has the potential to influence the dynamics of EU – China trade relations as well as the regional and global geopolitical and geo-economic environment. It is thus important to study the extent to which the European Union will demonstrate continuity in its policy towards China after the 2019 European Parliament elections.

The Enlargement Policy and the Presidency of the Council of the EU: Bulgaria, Austria, Romania

Мястото на политиката за разширяване в председателството на Съвета на Европейския съюз: България, Австрия, Румъния

Author(s): Lilia Markova / Language(s): Bulgarian / Publication Year: 0

Keywords: European Union; Western Balkans; Presidency; Enlargement Policy; Criteria; Disputes; Democratization; Accession

The European Union needs stability, security and prosperity in the Western Balkans. The European perspective and Connectivity of the Western Balkans is one of the main priorities of the Bulgarian Presidency of the European Council, because providing a tangible European perspective for the countries of the region, including dialogue based on the fulfillment of the conditions, the political will and decisive reforms on the part of these countries, is crucial not only for the region but for the EU as a whole. The Western Balkan countries must act decisively. Accession is, and always will be, a merit-based process, wholly dependent on the objective (achieved by certain criteria) progress on each side. Although none of these countries meets these criteria today, the region has come a long way since the late 1990s. Significant progress has been made both in reforms and in overcoming the legacy of the wars. There are still unresolved bilateral disputes between countries in the region that the EU will not accept to be imported in the Community. Last but not least, accession to the EU is a choice that depends on the authorities of the candidate countries and the support of their citizens.

The new European Commission with a 2019-2024 mandate has already its first strategic document. This is the programme that her President has presented to the European Parliament before the election for her new position. The document is signed by Ursula von der Leyen and is called: “A Union that strives for more. My agenda for Europe”. Notwithstanding this ambitious title, the document does not contain new ideas in the area of reforming the Economic and Monetary Union. It only repeats already known reforms that were undertaken by the previous European Commission (2014-2019) under the Presidency of Jean-Claude Juncker. In the current paper an overview of the EMU reforms that are proposed by Ursula von der Leyen will be presented. An analysis will be done on the level these reforms correspond to the previous agenda of the EU, before the last elections for the European Parliament in 2019.
