«Guillotine of Ukraine» - that’s what Vsevolod Balitskyi, the long-time chief of the General Procurator's Office and People's Commissariat for Internal Affairs (NKVD), was called by one of his contemporaries. // The authors of this book, basing on the unique documents and materials, in detail recreate his true role in the formation of the Bolshevik secret police and its leadership, his connections and influences, ambitions and personal traits, circumstances and versions of his death. The great attention is paid to V. Balitsky’s entourage, to whom, he worked with. // The authors managed to collect (often literally bit by bit) interesting and important information about V. Balitskyi, to process previously unavailable and very valuable archival sources.
