The analytical report is prepared in the format of the White Paper, it contains an overview of the main pressing issues in the humanitarian sphere of Ukraine: cultural, educational, scientific, linguistic, as well as religious and church relations, rights of national minorities and indigenous peoples, creative industries. Particular attention is paid to the tasks of state policy in the field of cultural (public) diplomacy and socio-humanitarian reintegration of the temporarily occupied territories of Ukraine. Emphasis is placed on the development of the humanitarian sphere in the context of the COVID-19 pandemic: the restriction of mass events, which put the cultural and creative industries on the brink of survival, and the need to develop quality distance and online education in secondary and higher education. The issues of the state of museum affairs and museum funds in Ukraine, the existence of a gap in the level of access to quality cultural services between the population of large cities and the periphery are considered. // The situation with the "language" issue is analyzed, in particular the advantages and challenges of the adoption and implementation of the Law of Ukraine "On ensuring the functioning of the Ukrainian language as the state language." Attention is paid to the tasks of the state policy of reintegration in the socio-humanitarian sphere, which include analysis of the humanitarian sphere in the temporarily occupied territories, outline the socio-humanitarian needs of residents of the temporarily occupied territories and internally displaced persons in need of solutions. increasing the level of cohesion, unity of Ukrainian society. The Analytical Report considers the peculiarities of the application of the new electoral model during the elections to local authorities in 2020. Estimates are given of the changes that the party system of Ukraine has undergone due to the widespread use of the proportional system of elections and the decentralization reform. Some shortcomings of the election process administration have been identified. In addition, during the preparation of the report, the assessments and recommendations of international organizations that observed the 2020 elections were analyzed. Based on the analysis, recommendations were developed to amend the Electoral Code of Ukraine in order to eliminate shortcomings in the organization and conduct of election campaigns, as well as to improve the implementation of representative functions of deputies by local councils.

Relations between the Russian Federation (RF) and Ukraine are determined primarily by the interstate armed conflict in Donetsk and Luhansk regions. Attempts by Russia to illegally annex the territory of Crimea and the city of Sevastopol in 2014 and their occupation, the armed confrontation in the Donbass determine the long-term nature of the interstate confrontation. // This conflict is asymmetric. For Ukraine, the consequences of the confrontation with Russia are vital, and the course of the conflict affects almost all important social processes. Instead, the Russian leadership views Ukraine primarily as a field of competition with the West in order to "declare the position of the Russian Federation as one of the influential centers of the modern world." // The post-Soviet space is a priority of Russia's foreign policy, simultaneously more importance is attached to cooperation with the states participating in Russia's integration projects. // The Strategy of Economic Security of the Russian Federation for the period up to 2030, adopted in 2017, identifies the creation of conditions for the implementation of strategic national priorities of the Russian Federation 3 as a priority for the development of the Russian economy. Thus, the subordination of the economy to the implementation of primarily strategic goals set by the political leadership is stated.

The phrase "The 21st century will be the century of Asia" has become one of the most widely used among international experts. The review "Ukraine and the countries of East, Southeast and South Asia: results of 2020 and prospects of development" offered to the reader vividly illustrates its justice. The authors managed to give in a small text not only an in-depth analysis of political, economic, trade, investment ties of Ukraine with a huge region of the globe, but also to outline the main directions of development of this dynamic area. // The review, as expected, pays considerable attention to Ukraine's relations with the People's Republic of China. China became the main trading partner of Ukraine in 2020, is one of the largest investors, and in the future may take first place in this area. The real breakthrough made by the Ukrainian agrarian complex on the Chinese market is rightly noted. There are other areas in which domestic exporters expect success. Problems are also noted. We are talking about the poor domestic investment climate, frequent changes in legislation, lack of the rule of law, and in some cases - bureaucratic red tape in the consideration and implementation of joint projects. The Ukrainian side should consider how our neighbors, the countries of the European Union, are building their trade and economic relations with China.

Decentralization and subsidiarity as basic principles of reform of local self-government and territorial organization of government create at the local level, in particular, conditions for intensifying cross-border cooperation (hereinafter - CBC) as one of the tools for developing communities and regions of Ukraine. In the last decade, a network of horizontal economic, cultural, educational and scientific relations between the border regions of Ukraine and the EU has been actively formed, which ensures cooperation between government and local government, business, universities, research institutions and civil society organizations. Among the favorable factors for the development of such cooperation are geographical proximity (proximity to the EU borders - Poland, Slovakia, Hungary, Romania), targeted long-term EU policy on macro-regions (EU macro-regional strategy for the Danube region, and prospects for the Carpathian macroregion); organizational capabilities (experience of project management and implementation of initiatives in the field of TCS, the potential of regional development agencies (hereinafter - RDA); historical and socio-cultural ties, especially Western Ukrainian territories with European countries; scientific and expert potential; foreign policy vector of Ukraine) Euro-Atlantic civilization space) // At the same time, the border regions of Ukraine face a number of goals that are relevant in the context of the development of TCS. Coherence and complementarity of CBC development goals at the national, regional and local levels also play an important role, which leads to the harmonization of the goals of cross-border cooperation programs, regional development strategies in Ukraine and an inclusive approach to organization of interaction within the TCS. This is the INTRODUCTIONstrengthens the overall positive effect of combining all development programs.

Prolonged hybrid aggression by Russia is forcing Ukraine to rethink old and identify new economic policy priorities in the real sector, which should result in a leveling of the destructive effects of the aggressor's actions. Ukraine's fight against pressure from Russia in the face of declining profitability and predictability of Russian markets should be aimed at eliminating ingrained dependence on them and include the full arsenal of available and effective measures of macroeconomic and foreign trade policy, economic diplomacy and international trade law. // it is important to explore the potential and current conditions of the real sector of the economy, identify problems that hinder its development, as well as update public policy approaches to stimulate modernization transformations based on efficiency of production processes in the way of technical and technological modernization and innovation, with emphasis to develop high value-added sectors, ensure equal access to markets and resources for different participants in economic relations, develop new approaches to the consumption of limited resources in order to ensure inclusive economic growth.

The analytical report emphasizes that Ukraine has a good potential for the implementation of e-government, including remote electronic voting. Some problematic moments of realization of voting rights by citizens who are permanently or temporarily outside Ukraine are outlined. Prospects, risks and warnings about piloting information and communication technologies of voting in the near future are considered. It was stressed that such a pilot project is possible with acceptable risks for voting of Ukrainian citizens abroad, as the percentage of votes cast in a foreign constituency does not significantly affect the results of national elections. Relevant recommendations are given.

Sub-Saharan Africa is a giant subcontinent for rhetoric of sub-Saharan Africa. In modern definitions There is some disagreement as to the exact number of countries that are part of this region. According to the methodology used by the World Bank, the subcontinent consists of 48 countries1 differing in level of development, self-organization, historical features of the colonial past, geographical location, natural resources, the spread of world religions and place in the world economic order. The subcontinent has common features: population composition, geographical location and similar history of development. According to the UN geoeconomic classification, Africa is isolated four subregions. However, there are real differences between North Africa and the rest of the African continent. Therefore, the purpose of this report is a deeper definition of economic interests of Ukraine and the formation of political influence in the way of development of economic cooperation and the formation of permanent actions with subcontinent countries. To the Ukrainian interests in the Sub-African Africa should include: markets for agricultural products and satisfaction (direct supplies, participation in UN procurement and others international organizations); markets for engineering products and services; Ukraine’s interest in supplying useful wormwood from sub-Saharan Africa; humanitarian cooperation and provision of educational and medical services; formation of favorable international and bilateral climate; group formation "Friends of Ukraine" among the countries of Sub-Saharan Africa; training models for ensuring the geoeconomic interests of Ukraine in the Sub-Africa and a long-term strategy to promote interests on the subcontinent.

This analytical report is devoted to the second stage of administrative-territorial reform in Ukraine, which was carried out in accordance with the Resolution of the Verkhovna Rada of Ukraine "On the formation and liquidation of districts" of July 17, 2020. Attention was drawn to the problem of ensuring the legitimacy of district councils, as enlarged districts have greater potential in possible conflicts with public authorities. It is recommended to establish a system for monitoring the effectiveness of the new district division in order to adjust it in the future in accordance with the achieved goals of the reform. In addition, recommendations are provided for resolving related issues by improving the relevant regulatory framework.

General context: According to the 2001 All-Ukrainian Census, the number of Roma in Ukraine is 47,000. According to unofficial estimates, the country can be home to communities of 200,000 to 400,000 Roma, and these communities have varying degrees of integration into Ukrainian society. The Roma community remains one of the most vulnerable social groups in Ukrainian society, despite the completion of the Strategy for the Protection and Integration of the Roma National Minority into Ukrainian Society until 20202 (2020 Strategy) and the Action Plan for its implementation. The new strategy for Roma integration was approved by the Order of the Cabinet of Ministers of July 28, 2021 № 866-r. "On approval of the Strategy to promote the realization of the rights and opportunities of persons belonging to the Roma national minority in Ukrainian society until 2030" (Strategy 2030). The 2030 Strategy Action Plan is being developed. The need to develop an effective policy for the integration of the Roma community is in line with Ukraine's European integration aspirations, and is also part of the practice of implementing the best European experience in the process of optimizing state policy on minority communities.

Recommendations were given to the executive authorities on the application of the methodology for assessing the level of energy security and threat assessment in the system of energy and national security. // Designed for experts, scientists, specialists in the fields of energy, economics, national security, government entities, energy market actors, representatives of public organizations, as well as anyone interested in energy security. The study will be useful in the formation of energy policy, strategic planning in the field of energy security, sound choice of policy instruments aimed at realizing the national interests of Ukraine.

Russia's aggression against Ukraine has helped restore attention to military and political conflicts in the post-Soviet space and the experience of resolving them. Especially those that took place with the direct participation of the Russian Federation (RF), namely - Transnistria, conflicts in Georgia (Abkhazia and Tskhinvali region), which actually continued the Russian-Georgian war in 2008. Each of them differs in the duration of the military phase, the scale of hostilities and the number of victims, economic and political consequences, the level and nature of political and military involvement of the Russian Federation. // As a result of these conflicts, quasi-state entities (the Transnistrian Moldavian Republic (TMR), the Republic of Abkhazia and the Republic of South Ossetia) have been created, which are under Russian control and receive political, military, financial, economic and informational assistance from from Moscow. // These state formations have different political and legal status. The Republic of Abkhazia and the Republic of South Ossetia have been recognized by Russia and several of its client states since the 2008 Russian-Georgian war, while the Transnistrian region has not been recognized.

The systemic economic and social effect of hybrid aggression, which the Russian Federation has been carrying out against Ukraine since 2014, has been studied. The combination of direct losses of natural, material and human resources due to the occupation of part of Ukraine with the creation of significant obstacles to economic and social development of the country, narrowing the choice of development paths. The adaptability of the Ukrainian economy to these negative consequences was assessed and steps were taken to overcome them. A vision of the principles of the strategy of easing the price of Russian aggression for Ukraine and reducing the sensitivity of the national economy to further hybrid influences is proposed.

As the basic principle of democratic governance is to create appropriate conditions for the will of citizens and ensure adequate representation of their interests, in many countries the development of electoral technologies is underway to introduce new ways to increase accessibility, efficiency and comfort of the voting process. voting with remote access. // Introduction of new voting technologies into the election process is a consequence of technological development. The use of these technologies must comply with the principles of democratic elections, without raising public doubts about the reliability of the voting results. That is why the issue of implementing electronic voting in democracies has been accompanied by broad professional and public discussions for many years. On the one hand, remote electronic voting (hereinafter - DEG) is a conscious future, and on the other - a source of new challenges and potential risks. At the same time, as democracies continue to discuss and carefully accumulate experience in the application of DEG, authoritarian regimes (such as the Russian Federation) can use new technologies to address the preservation of their political system.
