MANAGEMENT BASED ON OBJECTIVES (MBO) IN THE MINISTRY OF ADMINISTRATION AND INTERIOR

MANAGEMENT BASED ON OBJECTIVES (MBO) IN THE MINISTRY OF ADMINISTRATION AND INTERIOR

MANAGEMENT BASED ON OBJECTIVES (MBO) IN THE MINISTRY OF ADMINISTRATION AND INTERIOR

Author(s): Cristiana Nicoleta Mihăilă Semen / Language(s): English / Issue: 02/2012

Keywords: management based on objectives; public sector; SMART objectives; achievements; strategic plan

Management based on objectives (MBO) used in public institutions is based on running a series of well defined steps: setting the objectives, planning towards achieving them, utilizing the self-use system and review it periodically, as well as evaluating the performances. Compared to private organizations, the public administration must use their resources as efficient as possible. Its effectiveness is assessed primarily with reference to the degree of achievement of objectives set by elected and not the simple financial "return".

WEB APPLICATION FOR LEARNING, ELABORATION AND DEVELOPMENT OF THE DANCE SPORT FIGURES

WEB APPLICATION FOR LEARNING, ELABORATION AND DEVELOPMENT OF THE DANCE SPORT FIGURES

Author(s): Monica Gulap,Costinel Mihaiu / Language(s): / Issue: 03/2015

Keywords: web application; dance sport figures; learning

By creating this application we intended to realize: a. a unitary database for the dance practitioners and for the specialists in the dance sport domain; b. a platform easy to use by those mentioned above, to access the figures of dance sport; c. a way to allow all the dancers and specialists, equally, to bring their contribution to the development of the dance; d. a unitary and coherent evaluating database of the dancers by the judges. So, we have estimated that this application will have a beneficial effect of training the dancers, helping them to learn the figures and the necessary technique to realize them. We have also started from the premise that it will be a tool for the dance instructors, trainers and choreographers, to whom will facilitate the selection of the dance figures and the construction of the choreography. It will create a common language and a unique evaluating system of the dancers, by the judges, during the competitions. It will allow to all the people involved in dance, to bring their contribution to its development and evolution. The application was intended to be a tool for those who want to learn, to participate in the exams and training programs, organized by RDSF and by the Ministry of Education and Sports. The users aim to be instructors, trainers or judges. The application was created as a single page application. It was written using HTML 5 and JavaScript programming language with mvc technology (model-view-controller) and it uses a MySQL database. It was posted on a public server, the access being made by using a password. Each of the RDSF boards and colleges ordered a group of specialists which had access to this password, through which they accessed the information from the application. Therefore, they had the opportunity to access the information, modifying the parameters of the dance figures, according to their personal experience and imagination. In this manner, there have resulted changes of the parameters of the figures, making them more dynamic and look more expressive and interesting.

CONSIDERATIONS CONCERNING HYBRID WAR

CONSIDERAŢII PRIVIND RĂZBOIUL HIBRID

Author(s): Florin-Marian Barbu / Language(s): Romanian / Issue: 2/2015

Keywords: hybrid war; Russia; Ukraine; NATO; modern conflict

The conflict in Ukraine brought into the attention of the entire world a new and unique way of aggression attributed to Russia, named in the Western world “hybrid war”. This represents a mix of strategies and tactics aimed at combining the combat methods, at using tactic success to obtain the strategic effects by rapid exploitation of the advantages within cognitive and moral field. A warfare can not be hybrid only by the capabilities used and its effects, unless approached from the theoretical and logistics perspective, especially for its understanding and combat. Some principles belonging to the classical theorists such as Sun Tzu and Clausewitz and new theorists, like Mao and the supporters of ‘Unlimited War’ and fourth generation war can be used to describe hybrid war, which show that this issue is not an absolute novelty. Hybrid war’ emergence is not the end of the traditional or conventional war, but will add more complexity to the defence planning process in the 21st century.

FALSE FRIENDS: AMONG THE NIGHTMARES OF A TRANSLATOR or HOW TO BEFRIEND FALSE FRIENDS

Author(s): Bianca Oana Han / Language(s): English / Issue: 20/2016

Keywords: deceptive cognates; (miss)communication; language traps; lexical awareness;

In the present article we aim to underline the necessity to master the vocabulary of a foreign language to the extent to which it does not backfire, due to uninspired usage of words that might appear, at first sight to be friendly but, which are, actually not just that. They are the well-known 'false friends', to be handled with care. Therefore, we intend to understand the strategies used by translators in order to cope with them in a translation. However, we are going to briefly present a succinct overview of the matter, just enough to draw a general outline intended to support our concern

Keywords: social work; digital technology; migration;youngsters;

The theme of this issue of the Social Work Review is The Place and Role of Social Work in the 2020s and Beyond. We have invited social work academics and practitioners to submit original articles about social work’s role in the context of rapid societal changes: rising economic inequalities, demographic aging, increased economic migration and its social effects, the rising number of displaced people, environmental degradation, the growth of technology, etc. At the time that we made this call in 2019, little did we know about the imminent global challenge of the novel coronavirus, which reached pandemic proportions in March 2020 and led to unprecedented social distancing measures throughout the globe, with social, economic, and political long-term effects which are still to be determined. There is perhaps no better time than the present to reflect on the role of social work as a leading promoter of social justice. The ample protests which took place in the USA at the end of May 2020 and continue throughout June 2020, reverberating in different parts of the world, amplify the existing global tension and the need for collective action against social and economic injustices.

The Challenges of Translating The Adventures of Huckleberry Finn into Romanian

The Challenges of Translating The Adventures of Huckleberry Finn into Romanian

Author(s): Alexandra Mitrea / Language(s): English / Issue: 2/2020

Keywords: translation theory; literariness; dialect; vernacular; standard; non-standard; style; orthography; Romanian translation;

A classic of American literature, Mark Twain’s The Adventures of Huckleberry Finn has had a huge impact not only on American literature but also on world literature. Its bold and freshly creative style, its humor and the author’s endless verve and vitality, the multifaceted and novel approach to life have all contributed to its success and popularity. However, Twain’s greatest merit probably lies in the way in which he used language, crafting art out of the speech of ordinary people. His experiments with language, the vernacular in particular, have meant a huge step forward in American literature and have been a source of inspiration for many writers. However, the translation of the novel has generated huge challenges related to the linguistic register appropriate for the translation of the novel and the strategies for rendering dialect, the African-American one in particular. It has also divided Romanian translators with regard to the target readership the original novel addressed: children, adults or both.

Abracadabra: lines! Pitfalls of network visualizations not only in the horizontal art history

Čáry máry: čáry! Nástrahy vizualizací sítí nejen v horizontálních dějinách umění

Author(s): Tomáš Kolich / Language(s): Czech / Issue: 2/2020

Keywords: network visualizations; horizontal art history; Piotr Piotrowski; Inventing Abstraction, 1910–1925; Alfred H. Barr; Abstract art; metaphors in science; visual juxtapositions

The article analyses the symbolism on network visualizations with a focus on the so-called horizontal art history. It shows that this symbolism can obscure the proper application and assessment of network models. The horizontal art history is particularly prone to this because it is based on a metaphorical juxtaposition (with Western “vertical” art history) which is similar to the juxtaposition that cocreates the network symbolism – (visual) juxtaposition of networks and hierarchies. The article demonstrates effects of this symbolism with the examples of the network diagram from the exhibition Inventing Abstraction, 1910–1925 (MOMA, New York, 2012) and the uncritical acceptance of this diagram by some proponents of the horizontal art history.

Cognitive Biases in Group Decisions of IT Project Teams and Ways to Limit Them

Grupowe błędy poznawcze w decyzjach zespołów projektowych IT i sposoby ich ograniczania

Author(s): Marcin Kaczyński / Language(s): Polish / Issue: 1/2019

Keywords: behavioral economy; decision theory; IT project management; cognitive biases;

The article covers behavioral determinants of decisions made by IT project teams during the whole project cycle. Project decisions are usually made in risk conditions and require careful analysis based on available information. The project decisions are usually complicated and threatened by the influence of heuristics and the occurrence of cognitive biases. The article indicates the need for greater integration of behavioral economics and project management methodologies. This will allow a better understanding of the basics of making design decisions and reducing the impact of cognitive biases on these decisions. Project team members can use specific techniques provided by agile project management methodologies, in particular Scrum, to reduce the impact of cognitive biases on project decisions.
