Summary/Abstract: Strength is to analyze the different steps and phases aiming the evolution of the post independence Algerian company. It seems to be quite difficult to qualify this later as a liberal economic entity; therefore, it’s an area where several logical actions interact to shape the structure and the position of the human Resource function (HRF) as well as its different policies . This function was conceived as the Crux contributing to the concretization of the socialist ideal during the 70’s (seventies) within the companies. This later consisted on associating the employees in the management of their own company, Unfortunately, the promise was not held, in spite all the speeches on the matter and even those juridical texts paying a special attention to “MAN”. This disappointment is mainly due to both the ideological character of the companies functioning, which stole the Human Resource function liberty, and to the global conception of the government, namely after promulgation of the general status of “the employee”. This approach of Human resource management has been questioned by the open – market economy, which not only has brought no appropriate remedy or solution, but also generated conflicts and a dual reasoning resulted in a lot of incoherencies in the elaboration of the Human Resource Management.
