Summary/Abstract: Teachers have a key role in the implementation of qualitative changes in education. Observations show that the requirements for their academic preparation and continuing education are constantly increasing. Ordinance No. 15 of the Ministry of Education and Science on the status and professional development of teachers, principals and other pedagogical specialists regulates the conditions and procedure for raising the qualification of pedagogical specialists. The idea is to increase the authority and social status of the teacher. Pedagogical specialists are given the opportunity for continuing education, which is directly related to career development. The idea is launched that higher qualification is a condition for career growth. The presentation of good pedagogical practice, which is associated with the defense of the thesis for the finalization of professional pedagogical specialization, based on which is awarded a third professional qualification degree is oriented towards the presentation of a comprehensive pedagogical or technological model that ensures unity between direct pedagogical practice of the pedagogical specialist, the needs of the children / students and the level of professional competence.
