Summary/Abstract: This article is an attempt for functional analysis of direct democracy that leads to the clarification of its typical influence over the social and political reality. A system of five main functions is built. These are the legitimating, communication, opening, controlling and mobilization-educational function. The text demonstrates that despite the variable and “chameleonic” character of direct democracy, considered as an integral phenomenon, there are also certain stable features of its functioning which allow not only the theoretical conceptualisation of the social input of the referendums and the initiatives. They make possible the provision of an appropriate set of direct democratic instruments that could function well in different contexts.
