30 years of citizen participation in exercising power in a municipality

Summary/Abstract: In the article the author focuses on two issues. The first one concerns the evolution of the legislator’s perception of the participation of residents at the level of a municipality, including the way of shaping individual instruments. For obvious reasons the part of the article devoted to these issues has primarily dogmatic nature. In the second part the author presents the perspectives for the development of local participation, including the desired directions of legal changes. He draws attention to the shortcomings of current solutions, which often constitute a barrier to the practical implementation of the rights of residents. He also points out new participatory tools, the use of which can improve the functioning of local democracy, and thus contribute to the further building of civil society.
