Towards a social Europe

Summary/Abstract: The global economic crisis is a challenge to human rights, particularly the social, economic and cultural ones, and above all the right to work, the right to social security, the right to health, the right to education, the right to social protection and to healthcare. As a result, the most vulnerable social categories are facing an increased risk for exclusion and marginalization. In this context, the author deals with the issue of the European Union social dimension, seen in its evolution during the last four decades. A prominent place is held by the Community Charter of the Fundamental Social Rights of Workers and Regulations 883/2004 which simplified the Community rules on the coordination of the social security systems that started to be implemented in 1971. While referring to the Open Method of Coordination (OMC), adopted in Lisbon in March 2004, and based on the country report and the joint report, she makes an analysis of the present situation in terms of social protection and social inclusion as well as the priority actions to be taken for the objectives of the Lisbon strategy be accomplished.
