“On my scout’s honor!”: On rules during emergency

Summary/Abstract: The paper draws on the two forces that clashed during the first phase of the recent pandemic lockdown: the centrifugal force where people were unhappy about the Government-imposed restrictions and tried to evade them and the centripetal force of individual initiatives targeting the adaptation of old habits to the new rules. By analyzing the role of individual assessment in filling in a written statement allowing you to exit the home for a limited list of activities and the State’s efforts to manage the economic downshifting by collecting company statements and ascertaining force majeure based on such statements, the paper tries to find equilibrium between the two opposing forces.
