Summary/Abstract: In history the ethnic criterion has never been the basis for shaping the internal state structure of Bosnia and Herzegovina. Through history, the population of Bosnia and Herzegovina has developed, besides ethnic, a strong Bosnian-Herzegovinian identity. Special regional identities have developed within Bosnia and Herzegovina, based on historically shaped, natural - geographical regions such as Herzegovina or the Bosnian Krajina. These identities were recognizable and accepted in the wider geographical and political environment of Bosnia and Herzegovina. All peace plans formed during the 1992-1995 aggression against Bosnia and Herzegovina were based on the principle of ethnic territorialization of area. Realized violent ethnic territorialization of the territory of Bosnia and Herzegovina, arising out of the social necessity of establishing peace, has been hardly sustainable in the contemporary political and economic context and has required thinking about new forms of territorial organization based on natural − geographical and functional − developmental criteria.
