Summary/Abstract: Clarification of the institutions of public law by the new regulation given by the Administrative Code, approved by the Government Emergency Ordinance no. 57/2019 is constantly raising interest for theorists and practitioners. The competence and capacity of the authorities of the local public administration, the categories of attributions, their delegation by the holder, within the limits and conditions of the law, were defined for the first time, in a unitary way, by the legislator, in the Code, in the context of creating a unitary framework for the development and functioning of the public administration.The systematization of legal provisions in the field of local public administration is a desideratum that practitioners in the field can find in the Romanian Administrative Code, with new elements regarding the exercise of the local elected mandate, the status of the civil servant and the personnel from the public administration or the exercise of public and private property rights of territorial administrative units.
