Innovative Capabilities of the City in the Light of Public Value Concept

Summary/Abstract: In this article the author, based on the achievements of available literature, draws an approach to innovative capabilities of the cities in the light of public value concept. The paper is therefore based on the concept of public value, resource based view, dynamic organizational capabilities, population ecology theory and institutional theory. The aimof this paper is to elaborate a theoretical perspective on the innovation processes in public organizations (here: cities) from the point of view of both established and relatively new management approaches. In the first part, the author discusses particular theories as shaping the functioning of public organizations, such as contemporary cities, in particular with regard to creating new public services. In the second part, the author indicates the task environment of the city as a potential source of dynamic capabilities that allow creating values through innovative solutions. In light of the concept of public value, this inter-organizational capacity is of particular importance.
