Summary/Abstract: The aim of this paper is to analyze specifics of the neoliberal crime and punishment policy. Article contain three parts. Firstly, author describes neoliberalism phenomenon itself as a current phase of capitalist development. Second part is devoted to the not so obvious relationships between dramatically rapid and deep economic change, especially in labour issues, and change in the crime policy. Last chapter is focused on South and Central American countries, especially Brazil, which could be perceived as the most economically neoliberal and conservative in punishing the crime. In conclusion, author summarizes his analysis of the neoliberal fight against powerlessness and poor people.
