Summary/Abstract: Government administration, both central and municipal, creates a system that is a result of solutions introduced many years ago, and then changed or refined. The Constitution defines the nature of the state, political system, legal system and relationship between the institutions of power. State law is based on the Constitution, the Constitution provides undisturbed peace in the implementation of its provisions. State institutions through its activities protect constitutional order. In this context, here are two principles that ensure safety – the principle of legality and the rule of law stability. Hence, all the institutions and legal persons are responsible for the security of the state according to the provisions of the Constitution.
