Summary/Abstract: Project management is growing rapidly both as a sub–discipline in the management sciences, as well as an area of management practices. Presently many researchers and practitioners focus not only on effective management of single projects but also on the multi–project environment, project management maturity and strategic project management. The purpose of this paper is to present a few dilemmas concerning the construction of project management system in the organization at strategic level, e.g. traditional vs adaptive approach to planning, project methodologies vs ad hoc activities, or universal vs individually adjusted PM tools. The problem is presented as an antinomy. It is worth noting that the role of the antinomy in the management sciences is growing in the increasing complexity and uncertainty of environment. The text is rather a kind of a theoretical reflection on assumptions, rules and directives applicable to the construction of strategic project management system, based on studies of domestic and foreign literature, and the results of interviews with project managers.
